On behalf of the Ingham County Health Department, we are pleased to status, factors that influence health, and
present to you our 2019-2020 combined Annual Report. community needs and assets

This report’s theme, “Public Health in Action,” demonstrates the 2 Investigate, diagnose, and address
dedication and hard work of our staff and community during the last health problems and hazards affecting
two years, as we experienced a public health crisis unlike many have the population
experienced in their lifetime. The work of public health promotes and

Throughout the last two years, our community has looked towards the communities and partnerships to

support in navigating the COVID-19 pandemic. We have been

INGHAM COMMUNITY 2019

HEALTH CENTERS

Ingham Community Health Centers (CHCs) are comprised of eleven care delivery sites in Lansing.
They were the first public-entity administered Federally Qualified Health Centers (FQHCs) in the
state.

2019 HIGHLIGHTS

The Ryan White Program began the Life With
HIV campaign; a campaign to decrease HIV
stigma, increase access to services, and reduce
HIV/STD related disparities and health inequities.
The CHCs began offering Medication-Assisted
Treatment (MAT) services for patients diagnosed
with a substance use disorder at New Hope and
Birch Community Health Centers, allowing
trained providers to dispense or prescribe narcotic
medication such as buprenorphine, in settings
other than an opioid treatment program.

2020 HIGHLIGHTS

In 2020, the Ingham Community Health Centers
implemented a telehealth program in partnership
with Luma Health for their patients, allowing for
improved patient access to care in the midst of
Michigan's emergency shut-down orders. At the
height of operations, approximately 30% of patient
appointments were telehealth visits.
Willow Health Center relocated to a more central
Lansing location in March of 2020.

The Communicable Disease Control Division is responsible for the epidemiological investigation,
prevention, intervention, control, and surveillance of communicable diseases in Ingham County to
protect the public's health.

Public Health in Action

COVID-19

The COVID-19 pandemic challenged local health departments to increase our resources, our
staff-time, and identify unique and safe ways to reach our residents. Looking back on 2019 and
2020, we are reminded of the strength and resilience of our staff, partners, and community members.
Our dedicated team of public health professionals took on many roles beyond their regular positions
and ICHD expanded our workforce to increase our ability to respond during unprecedented times.

COVID-19 44 Community outreach testing events
Testing
In 2020, the Ingham County Health Department held over 44 testing events
between the months of May and December through collaboration with
community partners, including: churches, senior apartment complexes,
schools, refugee communities, shelters, youth homes, and many more.

3,364Tests provided by the Community Health Centers

In 2020, the Ingham Community Health Centers (CHCs) provided 3,364
COVID-19 tests. The CHCs responded to the increased need for testing by
mobilizing a COVID-19 testing drive-thru, increasing the ability to provide
critical services to the community and their patients, while ensuring patient
and staff safety.

Isolation & 232 Individuals provided isolation or quarantine

ICHD Workforce
Beginning in March of 2020, ICHD supported 232 individuals who needed to
self-isolate or quarantine due to homelessness or inability to safely isolate at
home. Through partnerships with an area hotel, the Capital Area Transit
Authority (CATA), and Tri-County Office on Aging (TCOA), the hotel
participants were able to safely complete their isolation or quarantine time
due to their COVID positive (or presumed positive) status.

159% Increase in employee overtime between 2019

and 2020
The COVID-19 response required health department staff to work beyond
their regular work positions and hours. Employee overtime increased from
2,011.93 hours in 2019 to at least 5,206.43 hours in 2020.

HEALTH

Environmental Health (EH) protects the public from adverse impacts of environmental factors (man-
made, natural, biological, or chemical) by responding to complaints and enforcing federal, state, and
local statutes.

In 2019, Ingham County's Household Hazardous
Waste Program served approximately 1,778
vehicles. In 2020, they served 1,408 vehicles.
In 2019 and 2020, the Household Hazardous
Waste Program collected:

21,706 pounds of pesticides

HEALTH PROMOTION
AND PREVENTION

Health Promotion and Prevention (HPP) works to promote wellness and prevent illness across the
lifespan. Initiatives focus on maintaining the health and well-being of adults and families in the
county.

In 2019, the HPP division conducted 49 trainings and
trained 528 people to use naloxone (Narcan), a rescue
medication for emergency treatment of overdose.
In 2019, the Tobacco Use Reduction Program
(TURP) assisted 166 Ryan White clients, providing at
least one of the 5 A's to Intervention - Ask, Advise,
Assess, Assist, and Arrange. In 2020, TURP assisted
258 Ryan White clients.
In 2020, the HPP division developed an online
resource guide to increase the understanding of health
plan options.

MATERNAL AND
CHILD HEALTH

Maternal and Child Health Division (MCHD) provides home visiting, community nursing, nutrition
education, and social work services. MCH staff meet families in homes, schools, and other community
settings to provide preventative services that focus on improving health outcomes.

2019 & 2020 HIGHLIGHTS

MCHD staff organized community health nursing
training sessions, observation and hands-on
opportunities for 63 nursing students from Michigan
State University and the University of Michigan.
In 2019, the MCHD partnered with Sparrow Hospital
to provide childbirth education sessions for families
who were pregnant and nearing delivery, serving 56
individuals and their 51 support people.
Staff offered 30 Safe Sleep Outreach and Education
Workshops, to teach the importance of safe sleep
12 practices during infancy.

COMMUNITY HEALTH,
PLANNING, AND PARTNERSHIPS

Community Health, Planning, and Partnerships (CHPP) works to power data-informed decision
making and to address social determinants of health, while developing partnerships and engaging in
planning to promote wellness and health equity throughout Ingham County.

Local organizations hosting AmeriCorps VISTA
