Based on the recent data of the Department of the Interior and Local Government (DILG), there are 42,045 barangays all over the country The efforts of the Department of Trade and Industry (DTI) and services of other government agencies could be extended to more Filipinos through the barangays, with the assistance of the Barangay Development Councils (BDC). PROGRAM RATIONALE Also, the DTI, in partnership with other national government agencies, local government units (LGUs), academe, non-government organizations, private sector, and through the Negosyo Centers, promotes ease of doing business and provides access to development services for microenterprises through Business Counselors in their area of responsibility. The LSP NSB is a program of DTI that allows a wider reach of business development assistance by bringing government services closer to the people through partnerships between relevant local government units (LGUs) and DTI. Through the Barangay Development Councils (BDCs), the DTI helps capacitate Barangay personnel to provide basic business advisory or information dissemination services to microenterprises in the locality. Increase the awareness of barangay officials about the services offered by the Department through the Negosyo Centers; OBJECTIVES L S P - N S B | 4 Assist microenterprises to grow their businesses through the conduct of entrepreneurship and disaster resilience activities in the identified barangays. Conduct business development assistance and/ or services in barangays and; An individual package of business kits amounting to not more than Fifteen Thousand Pesos (Php 15,000.00), and expected to contain items that could aid the qualified microenterprises, shall be provided to restore, recover or improve their businesses. Business kits may be granted to beneficiaries in the form of actual goods, or through voucher, gift pass, or debit card, which will be used to claim the approved items that could aid affected identified beneficiaries to restore and improve their businesses. The inclusions in these kits may vary depending on the needs required by the capability of the microenterprises together with the circumstances in the locality.
The LSP-NSB Program applies to established microenterprises that are located in priority barangays in the least developed areas as identified by DTI Regional and Provincial Offices. In addition, microenterprises under the priority industry cluster of the regions may also be eligible under this program. TARGET BENEFICIARIES L S P - N S B | 5

BRGY. SAN AGUSTIN, ANTIQUE Success Stories It's no denial that if not all most of us are financially hard up nowadays. With this pandemic not ending anytime soon yet, our future is still uncertain. The ones that are greatly affected by these drastic changes and effects of the pandemic are our MSMEs. Loss of capital and income are the ones at stake in their operation. But like what they say, there is always that silver lining between those hard ups. Extensive help from the different non government and government agencies was offered and one of those is a program of the Department of Trade & Industry Antique which is the Livelihood Seeding Program Negosyo Serbisyo sa Barangay (LSP-NSB). L S P - N S B | 7 Being a fourth-class municipality, Valderrama has been a recipient of this program for 2 years already. One lucky beneficiary of this program is Mr. Alecio Pedro, a resident of Brgy. San Agustin, Valderrama, Antique, a far-flung barangay with an elevation of 2,573.8 feet above mean sea level. He had his furniture for years already and he wanted to have a new set of furniture tools because most of his equipment was already old enough. He was granted a slot for this program and he has nothing else to say but to thank DTI for this help because finally, he will be able to have his new set of equipment. Last December 28, 2021. He finally received his late Christmas gift from DTI-Antique thru Negosyo Center Valderrama. You can see in his face the happiness because he will no longer endure using his old tools. Later on January 2022, he came back to Negosyo Center Valderrama, saying with a wide a smile on his face "Salamat gid sir, duro gid pwede ko mahimo nga gamit tungod sa mga nami gamit nga inyo gintugro". NC Valderrama is very hopeful that may those tools be able to help Mr. Pedro build his stairs to success in the near future. This pandemic may have brought us to certain situations where we found ourselves helpless but the help coming from other people and agencies will give us hope to tell us that we can get through this and everything will be okay soon. The story of Mr. Pedro is a testament to this.
RISING HIGH AMIDST THE PANDEMIC As Richard Branson say, “Business opportunities are like buses, there’s always another one coming”. If you try new one. This has been tested and proven by Mr. Philip T. Sarabia, the owner of Proben and Tasted Food Cart.can’t be successful on the first try, you can always The first try in business by Mr. Sarabia is on 2019 selling sweet corn during the food festival in celebration of Kalibo Ati-Atihan 2019. But on the same year, Mr. Sarabia and his family opted to change their product to proben (chicken proven) as they have seen it to be more profitable than sweet corn. Proven is a short name for proventiculus, a part of avian anatomy located between the esophagus and the gizzard of most bird. They sell their product in Kalibo Plaza, Poblacion, Kalibo, Aklan since the said place is crowded with students, professionals, parents and their kids daily. At first, there are only few competitors but as time goes by, the competition has been very tight as many proben business also starts to increase, so it is very important that you always have returning clients to stay on track. L S P - N S B | 8 A SUCCESS STORY OF PROBEN AND TASTED FOOD CART In 2020, when COVID19 pandemic struck the world, the business was also affected as it limits the movement of people. From a daily sale of P3,000 it becomes P1,500. But this doesn’t stop Mr. Sarabia, instead of selling streetfoods he delivered fruits, vegetables and other essential goods so that they won’t lose the family income and their employees as well. As the restrictions lower, they also return in selling streetfoods. Through the Livelihood Seeding Program – Negosyo Serbisyo sa Barangay (LSP-NSB) of the Department of Trade and Industry-Aklan and Negosyo Center Kalibo, Mr. Sarabia has been chosen as one of the beneficiaries of the livelihood kit. They have received food processing kit which includes one set of 2 burner gas stove and with 11 kg tank including hose and regulator, 1 set of 3-layer aluminum steamer, 14.5 kg of cooking oil, 18 kgs. of sugar and 1 tong. The said livelihood kit, opened a new opportunity to the Sarabia family to expand their business at the comfort of their home as they put up a new stall offering additional products (siomai and homemade kikiam) on their menu. Further, Negosyo Center Kalibo continuously gives business consultation to improve their products such as new product labelling, BMBE registration, and more. From two (2) carts in 2019, Proben and Tasted has five carts and a food stall now. The determination, perseverance and resourcefulness of Mr. Sarabia and his family and with the help of DTI-Aklan allows them survive this pandemic. Also, as their business expands, additional people has been hired. Pandemic might have hit the world affecting our economy, education and even social life, but a true entrepreneur never give up. Mr. Sarabia continue to strive harder to achieve his dreams and to rise high amidst the pandemic as a fresh opportunity to improve his products and services. As time passes by, an entrepreneur should always think on why he started and let this be the motivation to move forward. KALIBO, AKLAN
L S [ - N S B | 1 0 Last 2021, an unexpected misfortune happened in her life. She lost her husband due to covid. After her husband died, she took both roles to provide for her family. It was not easy for her that she was left to manage everything in their household. She said in an interview that though it was hard and painful for her, life must go on. She put more focus and continued her Biko business to earn extra because she needed it for the family after her husband died. A turn of events happened when you least expect it. During the same year, she was selected as one of the beneficiaries of the Livelihood Seeding Program Negosyo Sebisyo sa Barangay. Through the LSP-NSB Program, the Department of Trade and Industry, in collaboration with the LGU, has opened doors for MSMEs like her to receive priority assistance to help restore and She was very thankful and happy that she was one of the recipients of livelihood kits under the said program, during an interview she said: “Pasalamat ko kay nahatagan ko ani nga ayuda kay nakatabang kini sa akong gamay nga negosyo". Indeed, life's turning point often come in the most unexpected ways. POBLACION, MABUHAY ZAMBOANGA SIBUGAY MINDA’S SPECIAL BIKO Luzminda “Minda” Diongson is a resident of Poblcaion, Mabuhay, ZSP. She is a mother of six, 59 years old, and is currently working in Mabuhay LGU as a utility worker. Back in the days, she helped her sister make kakanins in their hometown in Karapol, Zamboanga Del Norte, and later taught herself to cook. After her family moved to Mabuhay, she started cooking rice puto and then eventually switched to cooking rice cake or biko. For years, her special rice cake became a staple in her barangay. RICE CAKES, BECOMES A STAPLE FOOD She said that the livelihood assistance she received helped her business in many ways. Before, she could only buy the ingredients when there was an order, but now, she could buy in bulk, which helps minimize her production cost. She is now widening her market and getting orders from other barangays with the help of her daughter-in-law, who posts her Biko online. Negosyo Center Mabuhay also assisted her in her Biko’s product label design. She also has her Business Name and Business Permits legitimizing her business. develop their businesses, especially those affected by the pandemic. BAKED WITH GOODNESS, FUTURE WITH SWEETNESS Due to travel restrictions, tourism in the province have been laid off affecting a lot of food pasalubong makers in Jagna. In response to the need to recover the operation of the micro enterprises, the association is one of the beneficiaries that received a livelihood package from the Department of Trade and Industry (DTI) under the Negosyo Serbisyo sa Barangay – Livelihood Seeding Program (LSPNSB). According to them it really helped a lot in recovering from the effects the pandemic has brought to them. Hand in hand they nurture the seed that DTI has given them. L S P - N S B | 1 0 ROSAS PANGDAN WOMEN’S ASSOCIATION INC. Cookies making is a major industry in barangay Pangdan, a coastal barangay in the municipality of Jagna, the home of delicious and crispy cookies. Their product is one of the renowned “pasalubong” and it is served at home during fiestas and other special occasions. There are quite a number of makers in the area one of them is managed by an association, the Rosas Pangdan Women’s Association. Started in 2013, the association opened a bigasan business with a capitalization of thirty thousand pesos which they got from the office of the third district representative of Bohol. However, that did not do well so they decided to start another one. They got their funds from their collection from the previous business venture. As agreed they will be making cookies. During that time some of their members were already individual cookies makers but still cannot meet the demands of the market, this became the stepping stone of their idea to engage in cookies making. In 2020 pandemic hit the country, a lot of industries have been adversely affected by the health protocols imposed by regulatory bodies in order to control the transmission of the virus. It affected a lot of micro enterprises including the cookies industry in Jagna. Gradually they learned the process of making cookies from their members who were individual makers and purchased oven and other equipment. Indeed, it was not an easy task to start a business but they endure the birth pains that strengthen them as an organization of women. Bit by bit they started piling the blocks of what they are now today, the Rosas Pangdan Women’s Association Inc. (RPWA), a registered business through the assistance and guidance of the Negosyo Center in Jagna, they were able to fully register their business to SEC and other business registering agencies. Another challenge were faced by the MSMEs in 2021. A super typhoon hit the province. Damages were everywhere including production facilities, inventories and even prospective income and to note was the increase in production cost which were carried by the MSMEs. The Pangkabuhayan sa Pagbangon at Ginhawa (PPG) gave these MSMEs chance to bounce back from the wrath the disaster has brought to them. The RPWA received eight thousand pesos worth of livelihood kit to help them recover from the typhoon. The inventories that were washed out by flooding in the area, the finished products which were damaged, and the lost opportunity to make income which bring them down did not stop them from dreaming more for the organization. They believed that through the help of DTI they were able to rise again from the misfortunes they faced. DTI and the Negosyo Center in Jagna worked together in helping the association. In 2020, they were enrolled to the OTOP program which paved way to the development of their product packaging and labeling. They were able to attend food safety training and other seminars that helped them technically. The Negosyo Center was able to assist them in the costing and pricing of their product. As of now their sales may range from 60,000-100,000 pesos monthly. While production happens on a daily basis but they still cannot cover the demands of the market, especially during peak seasons. Workers salary would range from 6,000 – 10,000 monthly. JAGNA, BOHOL
