6 EXECUTIVE SUMMARY The Department of Provincial Administration is one of the departments under the Ministry of Interior which employs central and regional personnel in charge of the provinces and districts. It is an organization that upholds its missions and policies to assure compliance in all areas, with two different tasks. 8 HISTORY King Chulalongkorn, Rama V, announced the founding of the Ministry of Interior on April 1, 1892, and appointed Prince Damrong Rajanubhab as the first Minister of Interior. Prince Damrong Rajanubhab reorganized a new system of provincial administration by dividing administration into cantons, towns, and districts, known as Thesaphiban. The Department of the Interior for Provincial Administration has renamed the Department of Interior. The Council of State Act B.E. 2476 was issued, dividing the national administration’s structure into • Central Administration • Provincial Administration • Local Administration It was renamed again to “Department of Provincial Administration”, which remains its name today. 15 AUTHORITIES & RESPONSIBILITIES • Oversee internal affairs, intelligence affairs, border affairs, highlander and minority affairs, displaced persons and illegal immigrant affairs, national affairs, and mass affairs • Ensure justice for the people • Promote democratic regime and election at all levels • Enforce territorial law • Develop an organization to achieve high potential based on good governance • Administer civil registration and identification card as well as other registration services such as central database management for public and private services • Assist and support chief district officers • Carry out other duties as required by law or assigned by the ministry or the cabinet

18 ORGANIZATIONAL STRUCTURE According to Ministerial Regulations on the Division of Government Departments in the Ministry of Interior B.E. 2559, the Department of Provincial Administration has a mission of maintaining peace and order and internal security affairs within the country, enhancing justice, providing provincial administration affairs and registration for citizens. To get convenient, quick services while fostering long-term peace and safety in society, the Department of Provincial Administration issued Order No.1752/2562 dated September 26, 2562 to organize the government structure and personnel division into central and provincial administration, as follows. 18


19 CENTRAL ADMINISTRATION OFFICE OF THE SECRETARY TO THE DOPA (OSDOPA) • To enhance effective administration, public relations affairs and document filing system • To support the responsibilities and achievements of all agencies • To oversee general services not explicitly assigned to other divisions or sections


20 • To train and develop government officers, government employees and employees of the Department of Provincial Administration or other agencies, including administrative staffs and general curriculums INSTITUTE OF ADMINISTRATION DEVELOPMENT (IAD)


21 Investigation and Legal Affairs Bureau (ILAB) • To be responsible for legal matters relating to juristic acts and contracts regarding civil and criminal liabilities, administrative cases, and other cases within the jurisdiction of the Department of Provincial Administration • To provide advice, analyze and interpret legal matters under the responsibility of the Department of Provincial Administration • To investigate specific types of criminal cases and general criminal matters • To administer justice for the population under the responsibility of the administrative section • To administer and coordinate order maintenance, suppress crimes, enforce compliance with legislation regarding hotels, entertainment venues, firearms, ammunition, explosives, fireworks and equivalent of firearms, gambling, auction and used goods trade, pawnshops, associations, foundations, and fund-raising control • To supervise fairness to the people in the duties of the chief district officer, including advising them to analyze and interpret the laws that are the department’s responsibility • To conduct tactical training investigation and suppression investigation, protect witnesses in criminal cases, and monitor and evaluate the department’s investigation training • To prevent and resolve human trafficking problems and solve the problem of illegal fishing (IUU Fishing) • To enhance human rights and protection of women’s rights and children related to the authority and duties of the administrative staffs • To administer, coordinate, prevent and solve the problem of forest infestation and national resources extraction, and the infringement of intellectual property

23 Internal Security Affairs Bureau (ISAB) • To propose policies, provide plans and measures and monitor internal security maintenance • To integrate intelligence; border; immigration affairs; supervision of highland inhabitants and minority groups, refugees fleeing from armed conflict and illegal immigrants; nationality affairs; Islamic affairs; and mass affairs concerning the maintenance of internal security • To implement immigration laws, southern border provinces’ strategic coordination, solve social-psychological issues and improve understanding in policy areas and government security strategies under the department’s and ministry’s authority • To implement the law governing the administration of the villages for voluntary development and self-defense • To direct and coordinate conflict resolution and protests by promoting and supporting the private and public sectors to participate in the maintenance of stability, as well as the administration of training and the development of the capacity and competency of the volunteer masses and administrative staffs 23


24 Bureau of Registration Administration (BORA) • To administer legislations regarding civil registration, identification cards, nationality laws, and other registrations that are the department’s responsibility • To manage a central database for governments and citizens


25 Provincial Administration Bureau (PAB) • To establish and amalgamate local government at provincial, district, minor district, subdistrict, and village levels, construct official buildings, develop the regional boundary designation map, and oversee the Crown Property land and public land by law • To develop and administer local government to support subdistrict headmen, village headmen, assistant village headmen, subdistrict medical practitioners, assistant subdistrict headman and village committees • To enhance democratic administration and elections at all levels • To cooperate and collaborate with other related agencies for regular or assigned work


26 Territorial Defense Volunteers Administration Bureau (TDV) • To prevent and suppress drug and narcotics • To maintain peace and order as well as national security • To perform duties in compliance with the policy of the Government and the Ministry of Interior • To ensure compliance with the Territorial Defense Volunteer Corps Act • To carry out personnel, budget, order and maintenance provisions support and enhance the performance and capabilities of Volunteer Defense Corps members


27 Human Resource Bureau (HR) • To oversee, organize and manage the department’s workforce • To collaborate with or support the activities of other departments as assigned, except for training


28 Technical Services and Planning Bureau (TSPB) • To make to policy recommendations, prepare action plans to follow up and assess achievement of peace and order maintenance and internal security • To develop and administer system and procedures • To prepare department plans for appropriate coordination with ministerial policies and master plans while monitor implementation outcomes • To work on department budgeting • To organize systems for surveys and information gathering for further usage as a department data center • To coordinate, conduct, and support international relations regarding order maintenance and security, manage scholarships for abroad education and foreign affairs


29 Communication Bureau (CB) • To undertake its communication and information technology duties among provinces, minor districts, subdistricts, and villages • To provide, repair and maintain the communications systems of the Department of Provincial Administration Finance Bureau (FB) • To monitor and administer the department’s finances, accounting, budget management, supplies, facilities, and vehicles • To collaborate with or support other associated or assigned agencies


30 Office of Inspection and Petition (OIP) • To research and analyze information data • To formulate a plan for the inspector general’s inspection of the department • To report on the results of the inspector general’s civil service inspection, evaluate plans/projects and prepare quarterly and annual reports • To assist the department’s inspector general in conducting civil service inspections and monitor complaints in the provincial area • To investigate complaints under the inspector general’s jurisdiction • To examine preliminary data and coordinate with relevant agencies


31 Office of Islamic Organization and Hajj Affairs Promotion (IHAP) • To implement and administer regulation in compliance with the Islamic Organization Act, B.E. 2540 and Hajj Affairs Promotion Act, B.E. 2559 (No.3)


32 Internal Audit Division (IA) • To justifiably provide assurance and consultation, function independently in risk management, and control corporate governance to increase value and improve the operation of the agencies under the Department of Provincial Administration in their efficacy following determining policies • To evaluate the internal control system of the Department of Provincial Administration according to the regulations of the State Audit Commission On the performance of Duties of Internal Auditors, B.E. 2546, regulations of the State Audit Commission on Internal Control Standards B.E. 2544 and regulations of the Ministry of Finance on Internal Auditing of Government Sectors B.E. 2551


33 Public Sector Development Division (PSD) • To enhance the efficient development of the Department of Provincial Administration • To provide consultation and suggestions on internal development strategies to meet Article 3/1 of the State Administration Act, B.E. 2545 (5th Revision) requirements • To follow up and solve any matters found after enforcing said Act and the Act on Reorganization of Ministry, Sub-Ministry, and Department Act, B.E. 2545 • To support and enhance the implementation of the administration reformation plan for reaching its goals; jointly working with the central administration and other agencies for administration development; prepare annual reports on organizational development and carry out other assignments • To certify operation plans following government policies and agency action plans; integrate joint activities among various ministries for same purpose (common KPIs) to enhance achievements under determined policies


34 Information Technology Center for Provincial Administration (ITPA) • To provide policy recommendations and prepare master plans, strategic issues, and action plans related IT • To supervise, monitor, evaluate, administer, and develop information technology systems • To investigate, analyze, design, and implement modern information system innovation to improve related performance • To develop personnel and information technology training courses


35 DOPA Anti-Corruption Operation Center (DOPA-ACOC) • To make recommendations on preventing and suppressing corruption and misconduct in government agencies within the department following the national anti-corruption strategy • To control and counter government corruption, as well as related government policies • To coordinate, expedite, and supervise the Department of Provincial Administration’s departments in implementing the anti-corruption and misconduct plan • To receive complaints, coordinating, and investigate corruption misconduct or omission of duties by staff members affiliated with them • To defend ethics following the Civil Service Code of Ethics and supervise and monitor compliance with the Code of Ethics • To investigate allegations of ethical violations and submit a report to the head of the government department for review

46 The song “MOI Ramwong for Thai People” by DOPA was the result of DOPA personnel’s joint effort in every aspects, including brainstorming process, voice recording, lyrics arrangement, dance practices, costume provision, location setting, filming, and video editing. The dance represents joy and delightfulness of DOPA staff in various DOPA and MOI venues. The participation of Governors, Chief District Officers, Assistant Chief District Officers, Subdistrict Headmen, Village Headmen, Local Administration staffs and related officers, emphasizes the roles of DOPA to “promote happiness and alleviate hardship” for Thai people without restraint of time and location. We also aim to provide convenient and fast services for sustainability in the community.
