First and foremost, I would like to express my gratitude to all the stakeholders who have contributed to the success of the educational management of Chiang Rai Provincial Administrative Organization School. This includes the local authorities, parents, students, teachers, and education personnel who have collectively driven the development of the school to a high level. The school is considered one of the exemplary educational institutions in Thailand, providing an alternative and successful approach to education. The school focuses on developing each student’s full potential, offering various preparatory courses for further education or career paths. Currently, there are up to 25 main curriculum programs, and an English Program for elementary students. The English Program serves as the foundation for learning English in listening, speaking, reading, and writing, connecting students’ learning, people, and the world. At the secondary level, some courses emphasize academic subjects for gifted students who aspire to become doctors, nurses, pharmacists, and engineers. The school offers courses that develop students’ skills and abilities in sports, preparing them for careers as coaches, teachers, or sports scientists. Additionally, there are courses focused on specific vocational skills and abilities, which cater to the ever-changing demands of different professions, such as retail business, Chinese and Japanese business, aviation and service industries, smart farming, and maritime commerce. The learning and teaching process at this institution differs from other educational institutions, as it follows the Active Learning by the Thinking School method. The teaching process is divided into 4 clear steps across all grade levels, with a blended learning approach including On-site, Online, and On-Demand formats. Highly skilled both Thai and foreign teachers contribute to the learning experience. Moreover, the school provides more opportunities for students to learn, practice, and exchange experiences with other educational institutions and industry partners from various countries, including Japan, Australia, Taiwan, Indonesia, Malaysia, China and india . In the 2025 academic year, is a step forward to develop our education system, which is a challenging issue for education administrators, school administrators, and teachers alike. The goal is to ensure that every student has a foundation of future skills that will make them stand out and possess special skills in all aspects that cannot be replaced by any technology. They must be ready to face the changes that may occur in the world and future skills will be a ladder to develop other necessary skills for continuous use in life, ensuring happiness on earth and creating a society that meets the sustainable development goals (SDGs) of the United Nations. The SDGs emphasize the importance of the interconnectivity between the environment, society, and the economy for sustainable development, and sustainability is at the center of development. In conclusion, if you believe in our philosophy that “every learner can develop and receive appropriate development that matches their abilities and interests”, then it is crucial for educational institutions, teachers, parents, and students to understand the philosophy of education and embrace “learning to change” by adapting teaching methods to better suit the changing world and career landscape. 3 Chiang Rai Provincial Administrative Organization School was established under the policy of managing education to promote and develop the quality of life for children, youth, and citizens in Chiang Rai Province. The establishment was approved by the Chiang Rai Provincial Administrative Organization Council and passed the readiness assessment by the Chiang Rai Educational Service Area Office 1, Ministry of Education, allowing the Chiang Rai Provincial Administrative Organization (Chiang Rai PAO) to manage basic education. The school began its first academic year by offering instruction at the third educational level (Mathayom 1, or the 7th grade) on May 16th, 2006. It operates under the supervision of the Chiang Rai Provincial Administrative Organization, Department of Local Administration Promotion, and is located within the Chiang Rai Provincial Central Stadium. The Chiang Rai Provincial Administrative Organization School prioritizes educational management by establishing new instructional guidelines based on the principle that every learner has the ability to learn and develop themselves. It holds that the learner is of utmost importance, and the educational process must promote the student’s development naturally and to their fullest potential. The school aims to help students discover their talents and aptitudes, acquire skills for meaningful employment and a happy life, and practice processes and apply knowledge to prevent and solve problems. Furthermore, in the 2025 academic year, the school expanded its educational offerings from 22 to 25 specialized programs. Lower Secondary and Upper Secondary levels (Middle and High School) offer instruction that primarily focuses on the students’ needs and the development of their individual genius/potential. The programs are structured as follows: English Program: EPRegular Classroom Curriculum Extra Sport: Ex – Sport The primary level (grade 1-6) is the English program: EP. It was created for students who want to study the skills of the English language. Normally, with this course the fee for admission is very high, which is why Chiang Rai Provincial Administrative Organization School opened the English Program in 2014 to give students the best opportunity for equal education in the theme of “Low Cost but High Quality” in Chiang Rai Provincial. The administrative Organization also has a supported budget for foreign teachers that are native speakers in order to better facilitate students learning of the English language. It selectively admits students who demonstrate excellence in sports, with the goal of developing their athletic abilities and propelling them toward becoming professional athletes. The program provides opportunities for students from both Chiang Rai province and nationwide to try out and test their athletic capabilities. It is offered as a residential athlete curriculum and utilizes a Block Course teaching format. In this format, students study no more than 4 to 5 subjects per week, and once the course requirements are met, their learning outcomes are assessed on a subject-by-subject basis.4

6 The Educational Development Division of the Mae Fah Luang Foundation under Royal Patronage, along with schools within the Doi Tung Development Project (Royal Initiative Area), from 1st – 3rd August, 2025. Hong Son Suksa School under the Royal Patronage, under the jurisdiction of the Mae Hong Son Secondary Educational Service Area Office (Mah Hong Son SESAO), 14th July, 2025. A delegation from Panatkuna School (Chiang Rai PAO School) participated in the training and observation of thinking instruction using Thinking Tools from 30th August to September 1st September 2025. The Advisor to the Mayor of Chiang Rai Municipality led a delegation from the Chiang Rai Municipal Youth Center to visit and conduct a study trip on the Student Council of Chiang Rai Provincial Administrative Organization (PAO) School on 5th August 2025. School administrators met with the Permanent Secretary of the Chiang Rai Provincial Administrative Organization (PAO) on 6th August, 2025.6 The committee from the Office for National Education Standards and Quality Assessment (Public Organization), or ONESQA, inspected on 16th July, 2025. The Imtiyaz School Network of Private Islamic Schools and Nam Som Pittayakom School, under the jurisdiction of the Udon Thani Secondary Educational Service Area Office (Udon Thani SESAO), 8th August, 2025. The Faculty of Education, Naresuan University, requested to conduct a study visit and collect data on 11th September 2025. The Educational Development Division of the Mae Fah Luang Foundation under Royal Patronage, along with schools within the Doi Tung Development Project (Royal Initiative Area), participated in a training session and observed thinking instruction using Thinking Tools. 77 The English Program of Chiang Rai Provincial Administrative Organization School is a learning management through thinking tools and integrated teaching and learning, which is a teaching and learning activity under a friendly atmosphere. This creates a sense of stability, so the students feel free to think, express themselves, and participate with foreign teachers who are native speakers of the language. Also, the Thai teachers who take care of them can provide support and help when they need. Besides, the activities include the stories that interest and challenge their abilities to give the opportunity to discover and learn from direct experience with objects, stories, places, people, and events through an Intergrade to studying designed lessons. 9 The Local Administrative Organization (LAO) Regional Qualifying Sports Competition resulted in 10 Gold, 15 Silver, and 16 Bronze medals in the Song Kwae Games, held from 16th – 27th October, 2025, in Phitsanulok Province. Miss Kanyaporn Khasae, from grade 10, Ex-Sports Program, won the 2nd Runner-up prize in the Mixed Doubles (U17) category at the ‘CHULA - VICTOR OPEN 2025’ Badminton Tournament. The competition was held from 22nd – 27th July, 2025, at the Badminton Court in Chaloem Rajakumari Building, Sports Complex, Chulalongkorn University. Participated in the Chiang Rai Provincial Petanque Championship, held at the Chiang Rai Provincial Central Stadium, to select the provincial representatives for the National Youth Games in 2026in Phrae Province. Mr. Teeraphat Museur, from grade 12, was selected by the ‘Kabaddi’ Sports Association to join the training camp for the Asian Youth Games, which will be held from 22nd – 31st October, 2025, in the Kingdom of Bahrain.Creating athletes who genuinely strive for and achieve sporting excellence, making it a reality rather than just a dream.
