INTRODUCTION TO HIP
The Highly Immersive Programme (HIP) is a programme introduced under the MBMMBI policy
that will improve the English proficiency of students through increased exposure in schools. It
is a reinforcement of the 1999 MOE circular on implementing English enrichment activities in
and out of class. It also aims to inculcate positive behaviours towards the learning and usage
of the English Language.

The school community as a whole engages the students in a
4 highly meaningful and English immersive environment. Students
are provided with highly challenging and enjoyable learning
experiences. All students have the opportunity to participate in
English language activities both in and out of class. The School
Head is actively creating an immersive English environment, is a
constant motivator and ensures sustainability of ELT activities.
Teachers are frequently and systematically exposing students to
English language learning activities both in and out of class. This
is by creating varied enrichment and remedial activities that are
used to address the diverse abilities and strengthen students'
confidence in using English. Teachers are excellent role models of
language use. The school actively engages in outreach activities
through alumni, engagement with ELT experts from higher
learning institutions and corporate bodies. Parents’ involvement is
seen clearly in planning, organising and supporting the school in
ELT activities.
The school community as a whole engages the students in a good
and meaningful English immersive environment. Students are
provided with some challenging and enjoyable learning
experiences. A large number of studentshave the opportunity to
participate in English language activities both in and out of class.
The School Head manages to create an immersive English
environment. There is evidence of the sustainability of some ELT
activities. Teachers manage to expose students to English

may not be varied in terms of enrichment and remedial activities.
The activities used are only sometimesable to strengthen students'
confidence in using English occasionally. Teachers and students
do not communicate in English frequently. There is some evidence
of the school’s engagement in outreach activities through alumni,
engagement with ELT experts from higher learning institutions and
corporate bodies. Parents’ involvement is sometimes seen in
supporting the school in ELT activities.
The school community as a whole tries to engage the students in
an English environment but may not be consistent. Students are
provided with some English language activities but these may not
be challenging and may not create enjoyable learning

English language activities both in and out of class. The School
Head attempts to create an English environment with minimal
success. Activities in English are carried out but there is little
evidence of their sustainability. Teachers attempt to expose

creating an immersive English environment. School Head plays
minimal role as a motivator for ELT activities. Most English
activities conducted in the school are one off and do not show

1.0 Kata Aluan Setiausaha HIP
1.1 Setiausaha HIP mengucapkan salam sejahtera kepada Pengerusi iaitu Guru Besar
dan semua guru yang hadir pada mesyuarat HIP 1/2018.
1.2 Mesyuarat dan Bengkel HIP telah ditetapkan untuk dilaksanakan pada minggu ini agar
guru-guru bersedia melaksanakan HIP di sekolah dengan adanya penerangan yang
lebih lanjut.

2.0 Pengenalan HIP
2.1 Guru-guru didedahkan kepada HIP melalui satu sesi taklimat HIP oleh setiausaha.
Highly Immersive Programme (HIP) merupakan sebuah program yang diperkenalkan di
bawah dasar MBMMBI yang bertujuan untuk meningkatkan penguasaan bahasa Inggeris
dalam kalangan murid-murid melalui pendedahan yang lebih luas kepada bahasa tersebut di
sekolah.
2.2 Perkara ini merupakan suatu pengukuhan kepada Surat Pekeliling Ikhtisas bil.
1/1999: Garis Panduan Pengendalian Aktiviti Sokongan Bahasa Inggeris Di
Sekolah (No. Rujukan: KP (BS) 8591/Jilid XV/ (1) 4 Januari 1999) bagi
pelaksanaan aktiviti peningkatan penguasaan bahasa Inggeris di dalam dan di
luar kelas.
Ia juga bertujuan untuk memupuk sikap dan pandangan yang positif terhadap
pembelajaran dan penggunaan bahasa Inggeris.

4.1 HIP akan bermula pada bulan Jun setelah mempunyai resos yang mencukupi
tetapi S.A.T dimulakan pada bulan Mei.
