LAPORAN PELABUHAN MELAKA PORT OF MALACCA REPORT PELABUHAN MELAKA / MALACCA PORT PRESTASI PELABUHAN / PORT PERFORMANCE Fungsi, tanggungjawab serta bidangkuasa Lembaga Pelabuhan Kelang (LPK) telah diperluaskan ke Pelabuhan Tanjung Bruas, Melaka (PTBM) dan digayakan (styled) sebagai Lembaga Pelabuhan Melaka (LPM) pada 15 Julai 1983. Pada tahun 1992 operasi di PTBM telah diswastakan kepada Syarikat Perkhidmatan Pelabuhan Gabungan Sdn. Bhd. (SPPG) untuk tempoh 21 tahun mulai 1 November 1992 sehingga 31 Oktober 2013. LPM yang berfungsi sebagai Badan Kawalselia telah mengendali PTBM bagi tempoh mulai 1 November 2013 sehingga 19 November 2016 sementara pihak kerajaan menetapkan pelantikan syarikat konsesi baharu. Sehubungan itu, PTBM telah diswastakan kepada syarikat KMB Seaport Sdn. Bhd. (kini dikenali sebagai Tanjung Bruas Port Sdn. Bhd.) dan Perjanjian Penswastaan telah ditandatangani di antara Kerajaan Malaysia, LPM dan KMB Seaport Sdn. Bhd. bagi tempoh 30 tahun berkuatkuasa mulai 20 November 2016 sehingga 19 November 2046. Pelabuhan ini dibangunkan di atas kawasan tanah seluas 18.75 ekar dan disokong oleh jeti berbentuk T dengan kemudahan 2 dermaga. Dermaga luar (outer berth) adalah sepanjang 225 meter dengan kedalaman 10.5 meter dan dermaga dalam (inner berth) adalah sepanjang 60 meter dengan kedalaman 9 meter. The Port of Tanjung Beruas (TBP) in Melaka was officially placed under the regulatory oversight of PKA on 15 July 1983. TBP was subsequently privatised in 1992. PELAN PEMBANGUNAN PTBM / CAPACITY-BUILDING PROGRAMME Fasa 1(a) – Projek Naik Taraf Dermaga sedia ada Kedua-dua bahagian hujung dermaga sediaada yang berukuran 175 meter ini akan dilebarkan kepada 16 meter bagi membolehkan dermaga ini digunakan sepenuhnya. Dermaga ini juga akan ditambah sepanjang 50 meter lagi dan menjadikan keseluruhan panjang dermaga sedia ada kepada 225 meter. Ini akan membolehkan kedua-dua bahagian dalaman (inner) dan luaran (outer) dermaga digunakan sepenuhnya. Perbelanjaan Modal bagi pembangunan ini adalah sebanyak RM20 juta. Projek ini telah dimulakan pada 15 Disember 2020 dan telah siap pada 7 September 2021. Fasa 1(b) – Pembinaan Trestle baru ke jeti Pembangunan dermaga baharu sepanjang 450 meter yang mana selari dengan jeti sedia ada yang menghubungkan kawasan tanah dan jeti. Perbelanjaan Modal bagi pembangunan ini adalah sebanyak RM5 juta dan dijangka siap pada tahun 2026. (tertakluk kepada kelulusan oleh Kerajaan Negeri) Fasa 1 (c) – Pembinaan Jeti Baharu Pembangunan dermaga baharu sepanjang 450 meter dengan kelebaran 45 - 60 meter dan kedalaman air diantara 16 – 18 meter. Perbelanjaan Modal bagi pembangunan ini adalah sebanyak RM70 juta dan dijangka siap pada tahun 2026. (tertakluk kepada kelulusan oleh Kerajaan Negeri). Fasa 2 (a) – Tebusguna Tanah Tebus guna tanah seluas 30 ekar akan dilaksana di bawah fasa ini bagi pembangunan lapangan kontena dan keperluan pergudangan. Penambakan tanah dasar laut akan dilaksanakan oleh KMB dan dijangka siap diantara tahun 2022 – 2026. (tertakluk kepada kelulusan oleh Kerajaan Negeri) Fasa 2 (b) – Pembinaan Trestle Pembinaan jambatan baharu sepanjang 170 meter dibina untuk menghubungkan kawasan penambakkan ke jeti. Perbelanjaan Modal bagi pembangunan ini adalah sebanyak RM20 juta dan pembangunan ini dijangka siap di antara tahun 2022 – 2026. (tertakluk kepada kelulusan oleh Kerajaan Negeri). Fasa 2 (c) – Tambahan Jeti Baharu Pembinaan jeti baru sepanjang 150 meter dengan kelebaran 45 - 60 meter akan dibangunkan pada fasa ini dan menjadikan jumlah keseluruhan jeti sepanjang 600 meter. Pembangunan ini dijangka siap pada suku kedua tahun 2026. Perbelanjaan Modal bagi pembangunan ini adalah sebanyak RM45 juta dan dijangka siap pada tahun 2026. (tertakluk kepada kelulusan oleh Kerajaan Negeri). Selepas kerja-kerja pembinaan selesai, kemudahan TBP akan dilengkapi: Dermaga luar sepanjang 600 meter dengan kedalaman 18 meter. Dermaga dalam sepanjang 585 meter dengan kedalaman 16 meter. Dermaga luar jeti sediada sepanjang 225 meter dengan kedalaman 10.5 meter. Dermaga dalam jeti sediada dengan kedalaman air 9 meter. Menjelang tahun 2027, TBP dijangka akan mempunyai kemudahan yang kondusif dan selamat dengan peralatan pelabuhan dan kren dermaga yang mampu mengendalikan kargo yang dianggarkan sebanyak 5 juta tan metrik setahun termasuk kemudahan yad kontena yang mampu mengendalikan 250,000 TEUs setahun. Works are on-going to boost cargo-handling capacity through the upgrading of existing facilities under a two-phase development plan. Under Phase 1 (a) of the programme, both sides of the existing wharf have been widened to 16 metres to enable full utilisation of the outer and inner berth along its entire length of 175 metres. The total length of the wharf has also been extended by 50 metres to make for a total of 225 metres. This phase of the project costing RM20 million commenced in December 2020 and was completed in September 2021. Under Phase 1 (b), a new wharf 450 metres in length will be built parallel to the existing jetty as a link between the shore and jetty. The project, costing RM5 million, is scheduled for completion in 2026. Under Phase 1 (c), a new jetty, 450 metres long and 45 to 60 metres wide and with draught alongside of 16 to 18 metres, will be built. The project costs RM70 million and is expected to be completed by 2026. Under Phase 2 (a), 30 acres of land will be reclaimed for the construction of a container yard and warehousing facilities. The project is scheduled for completion between 2022 and 2026. Under Phase 2 (b), a 170-metre long trestle will be built to link the reclaimed area to the jetty. The project, which costs RM20 million, is scheduled for completion between 2022 and 2026. Under Phase 2(c), a new jetty 150m in length and 45 to 60m wide will be constructed to make for a 600m jetty. The project is scheduled for completion in the second quarter of 2026. At the completion of the entire upgrading programme the TBP facilities will comprise a 600-metre long wharf with 18 metres of draught alongside; a 585-metre long inner berth with 16 metres of draught alongside; the existing 225-metre long outer jetty berth with 10.5 metres of draught alongside; and the existing inner jetty berth with 9 metres of draught alongside. The upgrading programme will boost the port’s handling capacity to five million tonnes a year, including the handling of up to 250,000 TEU a year at the container yard. TBP recorded a 28.8% drop in cargo volume year-on-year, from 819,146 fwt in 2020 to 583,615 fwt. Dry bulk volume dropped 60.9% to 153,458 fwt, from 392,939 fwt in 2020 due to a decrease in the handling of coal by Negri Sembilan Cement Sdn Bhd following a stop-work order by the Melaka Department of the Environment while liquid bulk volume dipped by 29.8% to 20,252 fwt from 28,850 fwt in 2020 from a decrease in the handling of ammonia gas by Teknogas (M) Sdn Bhd and lubricating oil by Petronas Lubricant International Sdn Bhd. Increase in steel coil exports by CSC Steel Sdn Bhd and import of tapioca flour by Sin Kian Hin Sdn Bhd, contributed to a 3.2% increase in general cargo volume, from 397,357 fwt in 2020 to 409,905 fwt. Container traffic grew 40.3%, from 14,142 TEU in 2020 to 19,845 TEU. There was a 37.3% dip in ship calls at TBP, from 418 in 2020 to 262. Calls by conventional ships fell 28.6% to 100 while calls by containerships increased 18.8% to 19 compared to 16 in 2020. The location is just next to the main shipping lane in Straits of Malacca with a diversion time of less than 30 minutes. The size of the area is approximately 15 square kilometres with natural depths ranging between 16 meters to 29 meters. The area will be able to accommodate more than 20 VLCCs to take bunker at any point of time simultaneously. The dedicated bunkering area mainly for transit vessels passing through Straits of Malacca will be the first of its kind in Malaysia. The business model is similar to the ones in Fujairah, Gibraltar and other major ports located in the vicinity of established international shipping lanes. MPA had appointed Far East Bunkering Services (Melaka) Sdn Bhd (FEBS) to operate and manage this area professionally. YBhg.
