THE HISTORY OF
QUEZON CITY LIBRARY
CONSORTIUM
The Quezon City Library Consortium is an organization of libraries located in Quezon
City.
In early 2010, Dr. Michelle A. Esteban, Chief Librarian of FEU-FERN College Library
presented a proposal to Engr. Lakan-asa R. Bautista, then the Dean and Executive
Director of FEU-FERN College of creating and spearheading a library consortium in
nearby schools in Quezon City. Dean Bautista was very supportive about the plans of
forming an organization of libraries and believed that FEU-FERN College Library, as
well as other member libraries, will benefit from it.
In October 28, 2010, Dr. Esteban together with
Ms. Ma. Nancy S. Sering, then the Head Librarian
of FEU-FERN College Basic Education Library
invited head librarians in nearby schools to attend
a sponsored forum on library consortium. After
the forum, the four schools signified to join the
consortium, namely FEU-FERN College, NCBA-
QC, Our Lady of Fatima University-QC and Holy
Spirit-QC . A series of meetings were made and
drafted, which eventually lead to the creation of
the consortium. In September 30, 2011, the
head librarians of the respective schools again
convened and finalized the Memorandum of
Agreement.
The Quezon City Library
Consortium (QCLC) was
founded in October 28,
2011. School administrators
and head librarians, signed the
Memorandum of Agreement.
The founding member
signatories were Dean Lakan-
asa R. Bautista, FEU-FERN
College Library, VPAA Dr. Felipe
Briana, NCBA-QC Library, and

Mr. Patricio Galo, College Librarian, Our Lady of Fatima University-QC Library. While
Dr. Esteban, Ms. Sering and Mr. Luis Asuncion, Head Librarian of NCBA-QC stood as
witnesses.
The Quezon City Library Consortium primary aims to connect students, faculty
members and library staff to a variety and of the highest quality of library
resources. They agreed to a singular goal: to unite their library resources in order to
strengthen their collection and increase their capability of aiding in providing excellent
education by housing an array of scholastic resources.
In February 6, 2013, Metro Manila College,
New Era University and PWU-JASMS
Libraries became the new members of
QCLC. MMC Chief Librarian Ms. Zosima
Balulot, NEUPresident Dr. Corazon C. Osorio,
Vice President Dr. Alberto R. Domingo, Jr.,
Chief Librarian Ms. Ofelia A. Galang and PWU-JASMS Head Librarian Ms. Virginia P.
De Leon all signed the MOA at New Era University.
Other new members were added in
QCLC in February 12, 2014, namely:
Angelicum College, Colegio De San
Lorenzo and Miriam College
(Tertiary). They were represented by
Head Librarians, Ms. Macelinda R.
Modesto, Ms. Russel B. Narvasa and
Mr. Romeo A. Sebastian respectively.
In February 18, 2015, the biggest number of member libraries joined the consortium.
Asian College was represented by Mr. Genesis T. Bamba. College of St. Catherine was
represented by Ms. Julieta Robles. St. Paul University was represented by Mr. Enrique
M. Gungon. Trinity University of Asia was represented by its President Dr. Josefina S.
Sumaya and the Director for Libraries, Ms. Jorgia P. Credo.

Two libraries partnered with QCLC
in February 29, 2016: Dr. Carlos S.
Lanting College which was
represented by Ms. Paulette M.
Manalaysay and Bestlink College of
the Philippines which was
represented by Ms. Edith D.
Vicente, Corporate Secretary.
New members were added in QCLC this year, namely: CIIT College of Arts and
Technology, Sacred Heart Academy of Novaliches and STI Academic Center. They
were represented by Head Librarians, Ms. Karmela Dawn J. Bautista, Ms. Sylvian C.
Bacus, Ms. Josie L. Moyano and Ms. Erly C. Ilao, respectively.
Over the last 6 years, a total of seventeen (17) member libraries have united to share
resources and collaborate on shared goals to provide a rich and sustainable
environment that supports the instructional and research needs of its clients. With its
increase in members each year, this proves that library linkages and partnerships
amongst schools, colleges and universities are vital in enhancing the country’s
educational system.
