With the theme Dagyaw 2023: Maunlad na Gitnang Luzon Tungo sa Progresibong Nasyon, the Department of the Interior and Local Government (DILG) Region 3, in partnership with the Department of Budget and Management (DBM) Region 3, Philippine Information Agency (PIA) Region 3, and the Parish Pastoral Council for Responsible Politics (PPCRP), conducted Region 3’s Dagyaw episode on June 9, 2023 at SM City Telabastagan Atrium. Dagyaw Open Government Town Hall Meetings, in its fifth yearly cycle since 2019, strives to improve trust and confidence between the people and the government by providing an open, neutral, and protected space for multiple sectors across society. The town halls serve as an avenue for citizens to interact with the government to get to know more about and provide feedback on public programs and services anchored on Outcome 1 (Participatory Governance Deepened) of Chapter 14 (Practice Good Governance and Improve Bureaucratic Efficiency) of the Philippine Development Plan 2023- 2028 (PDP 2023-2028). Hosted by Sky Quizon, Jairo Singian, and Maby Castro the activity served as an avenue to tackle some of the most pressing issues in Central Luzon. Resource speakers namely: NEDA-3 Regional Director Nerrisa Esguerra, DA AMAD OIC Chief Maricel Dullas, DTI-3 CPD Chief Engr. Gerardo Maglalang and Kapampangan Manalakaran Inc. Executive Director Atty. Vivian Dabu were invited to present their programs and expound their advocacies on these topics: Prices: What You Know and What You Need to Know; Factors that Determine the Prices of Agri Products; Factors that Determine the Prices of Basic Commodities; and Reaction and Feedback Session, respectively. In his message, Dir. Nuyda highlighted that everyone has an important role to play in building a stronger and a more progressive nation. “Nawa’y magkapit-bisig tayo sa pagbuo ng daan patungo sa isang Maunlad na Gitnang Luzon at Progresibong Nasyon”, he added. Likewise, City of San Fernando Mayor Vilma B. Caluag expressed the valuable contributions of civil society organizations in local governance and assured the LGUs’ continuous support to government programs Dagyaw is a Hiligaynon term meaning “Bayanihan” or “to be united”. It has been continuously providing an open space for dialogue across all regions in the country. This commitment shall trickle down to the peripheries and bring the government closer to societies. DILG R-3 becomes true advocates of practicing what we preach as it unveils its very own community garden at the regional office compound on May 5, 2023, in support of Halina’t Magtanim ng Prutas at Gulay (HAPAG) program of the Department. The DILG-3 Community Garden is aptly situated inside the regional office’s compound after an idle lot is converted to a gardening area where a variety of vegetables including tomatoes, eggplants, calamansi and siling haba and fruits like papaya and guava were planted by the employees. The once idle lot now houses abundant vegetable crops which shall be open for harvest by employees of the regional office. HAPAG is one of the latest programs of the Department spearheaded by the Office of the Undersecretary for Barangay Affairs which aims to serve as a strategy to diversify food sources through barangay community gardening. ‘Vegetables ready for harvest after two months’’ Two months after its launching, DILG3 personnel were ready to reap the fruits of their labor as they harvested eggplants and siling haba from the community garden on July 3. Now brimming with vegetables, almost 3 kilos of siling haba and 4 kilos of eggplants were recorded from the initial harvest. The regional office personnel were all smiles during the harvest which was aptly scheduled on the first Monday of July. In the coming weeks, the rest of the fruits and vegetables will also be ready for harvest once again. But more than having readily-available vegetables and fruits within the office compound, DILG3 advocates for local communities to follow suit by establishing more community gardens within their neighborhood and offices which ultimately supports our long-term goal to diversify food sources at the barangay level. The Department of the Interior and Local Government’s Bureau of Local Government Development (DILG – BLGD), in collaboration with DILG Region 3 and various private sector partners, has conducted the Ease of Doing Business Forum 2023 centered around the theme “Fostering Digitalization in Streamlining and Delivery of Public Services towards Economic Growth.” The forum aimed to promote various schemes that the LGUs may adopt in streamlining their government services through digitalizing their government initiatives. Key national government agencies (NGAs) presented their recent initiatives on the road to a digitalized and progressive nation while technologically advanced and driven local government units (LGUs) from across the country also shared their digital innovation success stories. DILG R3 has officially welcomed the City College of San Fernando, Pampanga (CSFP) as one of the newest signatories and members of the Central Luzon Local Governance Regional Resource Center’s (CL-LGRRC) Multi-Stakeholder Advisory Committee (MSAC). DILG Region 3, in coordination with other agencies and institutions, is committed to sustaining its efforts in developing LGU capacities through the sharing of knowledge, learning experiences as well as the replication of good practices in local governance. DILG R-3 has successfully conducted the Training on the Formulation of Workforce Development Plan (WDP) and Local Investments and Incentives Code (LIIC) on May 18 – 19, 2023 at Seorabeol Grand Leisure Hotel, Subic Bay Freeport Zone. Various local officials from the municipalities of Gabaldon, General Mamerto Natividad, Pantabangan, Quezon, and San Isidro, all from the Province of Nueva Ecija, attended and participated in the said activity which capacitated them on relevant DILG Memorandum Circulars, the Business Point of View, National Investment Laws, the Local Investments and Incentives Code, and the Workforce Development Plan. Key officials from the Philippine Board of Investments (BOI), Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), the Department of Trade and Industry (DTI), Bulacan State University (BulSU), and the private employment sector acted as resource speakers in order to give the LGU functionaries a comprehensive understanding of the crucial roles that they would be playing in the strategic planning, crafting, and execution of the LGU’s LIIC and WDP. DILG R3 warmly welcomed the 149 LGOOs II and III apprentices who took-on the 37-day in-house training at New Clark City, Capas, Tarlac on June 4 to July 9, 2023. This program is strategically designed to hone the DILG’s Local Government Operations Officers (LGOOs) in preparation for the larger roles that they will play in promoting excellent and transparent local governance. DILG R-3 has recently made significant strides in improving disaster preparedness within the region. In an effort to enhance the skills of its engineers and ensure the safety and resilience of evacuation buildings, the Department organized its first-ever Continuing Professional Development (CPD) training on May 5, 2023, at the DILG Regional Office III. The training was attended by selected licensed civil engineers from DILG3 and DILG MIMAROPA and headed by guest speaker Engr. Mark Luigi B. Regala. The training focused on equipping engineers with the knowledge and practical applications of designing strong and resilient structures using the powerful Structural Analysis and Design (STAAD) software. The training placed particular emphasis on utilizing the STAAD Pro. Software, a widely recognized and powerful tool in the field of structural engineering. With its advanced analysis and design capabilities, the software enables engineers to simulate realworld conditions, assess structural integrity, and identify potential areas of vulnerability in evacuation building designs. By strengthening the expertise of engineers involved in designing evacuation buildings, it may improve the overall resilience of these structures. In turn, this will enhance the safety of individuals seeking shelter during disasters, reduce the risk of casualties, and facilitate more effective and efficient response operations. Participants actively participate in hands-on training exercises, gaining practical experience in designing durable structures using the STAAD Pro. Engr. Luigi, the guest speaker, engaging participants in a lively discussion on designing resilient structures during the CPD training. The Department continues its commitment to mobilize local government units (LGUs) towards climate change adaptation and mitigation through a capacity development activity on the finalization of their Enhanced Local Climate Change Action Plan (E-LCCAP) conducted on April 19-21, 2023 at the Terrace Hotel in Subic Bay Freeport Zone. A total of five LGUs namely, Angat, Bulacan, Carranglan, Nueva Ecija, Floridablanca, Macabebe, Pampanga and Magalang, Pampanga, attended the 3-day activity aimed to finalize the LGUs respective Enhanced LCCAPs and ensure the presence of climate change adaptation and mitigation measures in LGU plans. Among the highlights of the activity was the discussions of the Climate and Disaster Risk Assessment and Inventory of GreenHouse Gas Emissions Inventory which were followed by workshops on both topics. This is in line with the Department’s adherence to further assist LGUs in the development of their climate change action plans by mainstreaming it to their local development plans, ultimately leading them to achieving sustainable development by ensuring socio-economic resilience while harnessing the potentials of emission reduction. DILG3 on the move towards climate change adaptation and mitigation DILG R-3 spearheaded the conduct of the activity “Final Table Validation of FY 2023 Functionality Assessment of Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) and Local Councils for the Protection of Children (LCPC)” held at the DILG LGRRC Room on May 15, 2023. This activity aimed to assess the Provincial Governments and Highly Urbanized Cities in Central Luzon’s implementation of the FY 2023 Functionality Assessment of LCPC and LCAT-VAWC as per MC No. 2021-039 and MC No. 2020-006. The result of the said assessments will serve as the basis for policy and capacity development which will strengthen the capabilities of the LCPCs and LCAT-VAWC as duty bearers, ensuring that they are functional, relevant, and effective. Functionality of Provinces and HUCs’ LCAT-VAWC and LCPC Assessed 8 Insights VOLUME 26 | NO. 2 NEWS APRIL - JUNE 2023
The 2023 Fisheries Compliance Audit (FishCA) was successfully carried out in R3 with all eighteen coastal local government units completing the initial phase of the assessment from March 22 to April 13. FishCA is an annually-held audit conducted by the Regional Validation Team (RVT) headed by DILG together with the Bureau of Fisheries and Aquatic Resources, Department of Environment and Natural Resources and an accredited civil society organization. The RVT assesses the level of compliance of coastal LGUs to RA 8550 or the Philippine Fisheries Code of 1998 in line with the Manila Bay Clean-Up, Rehabilitation and Preservation Program. Using the FishCA tool, the eleven indicators are designed to assess their policies and plans, monitoring and administration of their municipal waters and enforcement of the same policies. Among the key findings in the region is the continuous development and implementation of technical support and collaboration of LGUs on coastal resource management. As the final stage of the assessment, the RVT convened for the final table assessment to determine the regional passers of this year’s audit that will be given appropriate cash incentives. These incentives shall then be used to sustain their existing best practices on fisheries management as well as the further development of their programs and plans. DILG R3 commends the LGUs for their consistent outstanding performance in the audit and is looking forward to the further implementation of their programs and plans. Improved fisheries management within reach as R-3 LGUs complete 2023 FishCA The Manila Bay Core Group convened on May 5, 2023 for its regular monitoring and discussion of the respective agencies’ accomplishments relating to the Manila Bay CleanUp, Rehabilitation and Preservation Program (MBCRPP). Armed with their respective updates on activities and accomplishments from the preceding quarter, the mandamus agencies provided reports on their programs relating to MBCRPP which includes water quality monitoring, dredging of waterways leading to the Bay, updating of LGUs’ 10-year Solid Waste Management Plans, total available socialized housing projects across the region and updates on the annual Local Government Unit Compliance Assessment (LGU CA). Among the significant updates of the meeting are the available resettlement sites and status of relocation for informal settler families affected by the program. The newly-built site located in San Pablo 2nd, Lubao has a total of 1,000 units while the resettlement sites in Mariveles, San Ildefonso and Tarlac have partially unallocated units of 107, 781 and 569 respectively. The National Housing Authority further stated that all remaining units are targeted to be allocated by the end of this year, in line with the management of informal settler families which is a key outcome area of the program. The core group is composed of the Manila Bay mandamus agencies namely DILG, DENR, EMB, DPWH, NHA, BFAR, DHSUD, DOH and PIA. Various issues relating to the management of the Marilao-Meycauayan-Obando River System were discussed during the DILG-initiated dialogue with local government units under the MMORS on June 8 at the City of San Fernando, Pampanga. Represented by their respective local chief executives, City/Municipal Administrators and City/ Municipal Environment and Natural Resources Officers, all six LGUs (City of San Jose Del Monte, Marilao, Meycauayan City, Malolos City, Obando and Santa Maria) were in attendance during the activity to discuss their concerns on the river’s water quality, geographic placement of trash traps, and provisions for trash boats and equipment. DILG also invited its partner technical agencies, the Department of Environment and Natural Resources and the Environmental Management Bureau, to present their ongoing projects and programs towards the rehabilitation of the river system. DILG’s Manila Bay Program Management Team is in continuous coordination with all concerned LGUs and NGAs as the rehabilitation of the MMORS remains one of the office’s main priorities towards the rehabilitation of Manila Bay, and in achieving the goal to have environment-protective and disaster-resilient LGUs. Bulacan LGUs, NGAs move for better cooperation on the management of MMORS DILG awards a combined total of P4.2M cash incentives to five regional top performers and two national top performers for the 2022 Manila Bayani Awards and Incentives, in recognition of their stellar environmental programs towards the rehabilitation of Manila Bay. The City of Balanga takes the biggest slice of the cake as it was awarded a combined total of P1,800,000 cash incentives after being hailed as the 2022 Regional Top-Performer in Central Luzon and subsequently as the National Top-Performer (City Category) of the same year, besting out two other LGUs from the National Capital Region and CALABARZON. The municipality of Baliwag also shares the same victory for being recognized as the Regional Top-Performer and National Top-performer for the municipal category, receiving a combined total of P1,800,000 as well. This is the second year that R3 LGUs bagged the national top-performers awards for both categories, and are now gunning to secure the top spot once again this year to be hailed as MBAI Hall of Famers. On-going SGLG Assessment in the region Over 4,000 residents in the Provinces of Tarlac, Pampanga and Bulacan availed of free healthcare services during the three separate launchings and rollout of the “Laboratoryo, Konsulta, at Gamot para sa Lahat” (Lab for All) caravan led by First Lady Marie Louise “Liza” Araneta-Marcos in the said provinces. Joining the First Lady during the launch were Department of the Interior and Local Government Secretary Benjamin “Benhur” C. Abalos, Jr., Department of Health (DOH) Secretary Teodoro Herbosa, DILG3 Regional Director Anthony Nuyda, DILG Provincial Directors of Tarlac Armi Bactad, Pampanga Myra Soriano and Bulacan Myrvi Fabia. Local officials of the said Provinces were also present during the launchings and rollout. The First Lady emphasized in her message that the “Lab for All” caravan is a manifestation of the President’s commitment to provide accessible primary care services to every Filipino. “This is in keeping with what the President promised during his SONA last year. Pursuant to Civil Service Commission through its (CSC) Memorandum Circular No. 13, s 2017 and the Dangerous Drugs Board Regulation No. 13, s. 2018 which provides the establishment and institutionalization of drugfree workplace policies in all government offices including the conduct of the mandatory random drug-test for public officials and employees, DILG Region 3 conducted a random drug-testing to its personnel on June 13, 2023. This is also in response to the expanding issue of alcohol and drug abuse, and in accordance with the Comprehensive Dangerous Drugs Act of 2002’s provisions. The Office likewise conducts activities on raising awareness and educating its officers and employees regarding the negative effects of dangerous drugs by offering the necessary trainings on prevention, clinical assessment, worker counseling, and other related activities that shall be provided to occupational safety and health of personnel to ensure effective and efficient service free from hazards of drug use in organization. Personnel undergo Random Drug Testing I n line with the DILG Region 3’s continuous desire to equip its officers and employees with necessary skills and equipment vital for the betterment of the workplace in relation to the Department’s strategic direction, a virtual training entitled, Igniting Great and Noble Initiatives through Technical Expertise and Dedication to Serve was conducted on June 27, 2023 facilitated by the Finance and Administrative Division (FAD). The objective of the activity was to impart creative thinking and innovation skills to DILG Region 3 officers and employees to heighten office’ productivity levels. Mr. Jayvee G. Tamondong, the resource speaker of the activity, discussed topics on self-awareness and development towards achieving the goal of workplace improvement, acquiring time management skills and emotional intelligence which, on the other hand, are important to attain the leadership level needed by the department. DILG R-3 Equips personnel with leadership skills The second episode of Hapag Kaalaman held on June 30, 2023 featured the Managing Director and President of the Youth Activating Youth of the City of San Fernando, Pampanga David Edward Jimenez and City Local Government Operations Officer Mark Jason Veran who discussed the Roles of the Youth and Sangguniang Kabataan in Nation-building. As part of DILG R3’s efforts and commitment to contribute to the development of students/apprentices, the Career Advancement, Recruitment and Employment Services (DILG CARES) – Student Internship Program – PEP talk was conducted on June 7, 2023 at the LGRRC-3, DILG Regional Office, City of San Fernando, Pampanga. It was attended by DILG Regional Office personnel, On-the-Job (OJT) trainees and OJT coordinators from the respective schools/universities of the interns. The activity was aimed to improve the skills and abilities of students/apprentices that will be useful in their future jobs. It also intended to offer career counselling and seminar services in their job search and application processes and increase their chances of being hired or employed. Speech Masters Driving School, Inc. Manager Nordian Ponio served as the resource speaker of the activity where she shared different tips in achieving effective communication skills during job interviews as well as resources in making presentable resume for job application. The Philippines paid tribute to the heroism and sacrifice of Filipino and American soldiers who fought in World War II during the 81st Araw ng Kagitingan ceremony at the Mount Samat National Shrine in Pilar, Bataan. The event commemorated the resilience of the soldiers who surrendered during the Fall of Bataan, remembered through the words “bloody but unbowed heads”. Meanwhile, President Ferdinand “Bongbong” Marcos Jr., Japanese Ambassador Koshikawa Kazuhiko, and Ms. Heather Variava, Chargé d’Affaires ad interim of USA, laid wreaths at the Dambana ng Kagitingan to pay their respects. The Department of the Interior and Local Government of Bulacan spearheaded the SGLG 2023 Provincial Roll-out on May 9, 2023. The said activity was designed to prepare LGUs for the upcoming 2023 SGLG Assessment and provide an in-depth grasp of its indicators. In his message, Governor Fernando emphasized that the Provincial Government, Municipal, and City Governments are leaning toward the same goal: passing the SGLG Assessment, not for the award and honor it confers, but because it demonstrates validation for good governance and better public service. She also added that this activity is first in Central Luzon to be conducted. As a result of the audit, most field offices are already in the refinement level which means that KM is already being implemented and continuously being improved. Some offices are, on the other hand on the expansion level which means that KM is being implemented within the institution. With this, LGOO III Armee Joyce Sumang emphasized that the DILG Pampanga looks forward to achieve the mature level on all field offices’ and the provincial office as well. The DILG has always been steadfast in intensifying the initiatives of the National Government against the use of illegal drugs. Thus, it has introduced a holistic approach through the Buhay Ingatan, Droga’y Ayawan (BIDA) Program, which aims to introduce various interventions against illegal drug use through strengthened collaboration with schools, private organizations, National Government Agencies, Civil Society Organizations, and local government units, among others. With these, DILG Tarlac, through the leadership of Provincial Director Armi V. Bactad launched the BIDA Program to the Barangays in the Province of Tarlac, participated in by barangay officials, staff, and fellow DILG Tarlac personnel on June 11, 2023, at Hotel Supreme, Baguio City. The launch underscored the need to focus on drug demand reduction, and the rehabilitation of our fellow Filipinos who are addicted to the illicit substance. As one of President Ferdinand Marcos, Jr.’s major thrusts, BIDA encourages all Filipinos to work hand-in-hand in implementing initiatives that could address the nationwide dilemma on illegal drugs. Through constant information dissemination and implementation of sustainable drug reduction activities, we can help improve the lives of many Filipinos, their families, and their children who have so much to look forward to. Prospective MSAC Members Gather to Shape Olongapo City’s Sub-LGRC DILG Olongapo City marked a significant milestone in its pursuit of excellence in local governance as 30 participants, representing various organizations and institutions, convened at the FMA Hall on June 13, 2023. The gathering marked a crucial step towards the establishment of the ULO NG APO SubLGRC (Local Governance Resource Center). Led by LGOO III John Carlo M. Vergara, the activity commenced with an opening prayer, followed by the introduction of the prospective MSAC (MultiStakeholder Advisory Committee) members. Each participant stood and presented themselves along with the organization they represented before the plenary. OIC-City Director Fortunato M. Abraham, III delivered an opening message, underscoring the vital contributions that the prospective MSAC members would bring to the attainment of the Olongapo City SubLGRC’s goals and objectives. CD Abraham then provided a comprehensive overview of the LGRC, covering its general concept, key guiding principles, objectives, framework, team, facilities, OC Sub-LGRC programs and initiatives, and a Sub-LGRC Compendium of Services sample. LGOO VI Fernando M. Erese, Jr. discussed the concept and objectives of the MSAC, presenting a proposed composition for the OC Sub-LGRC MSAC and introducing potential members for the various MSAC sub-committees. Erese also introduced the Seal of Good Local Governance (SGLG) and the Council of Good Local Governance, encouraging MSAC members to participate. He concluded by presenting a proposed Memorandum of Agreement, subject to review and comments by the prospective MSAC members. LGOO III Vergara facilitated the commitment setting, profiling of proposed services, and action planning during the Ways Forward segment. The participants agreed to submit their proposed service profiles and provide feedback on the draft Memorandum of Agreement by the end of June. An open forum also transpired afterward. In his closing remarks, CD Abraham reiterated the importance of commitment from the proposed MSAC members and emphasized their invaluable contributions to the success of the endeavor. The outputs of the event included a directory of the proposed OC Sub-LGRC MSAC members and an initial draft of the OC Sub-LGRC Compendium of Services. These outcomes will serve as crucial resources for the further development and implementation of the Sub-LGRC. The establishment of the ULO NG APO Sub-LGRC holds promise for Olongapo City’s local governance excellence. This was pronounced during the Liga’s Ceremonial Commitment Signing on May 16, 2023 at the New Town Plaza Hotel, Baguio City. Led by LnB-AC President Jerry Alejandrino, the barangay officials swore to commit themselves to take immediate and long-term actions to alleviate the effects of the El Niño in their capacity. DILG Angeles City OIC-Director Yvette R. Cosio emphasized the responsibility of the barangay officials to prepare for any hazard that may affect their respective communities like the unusually dry season. “The DILG enjoins all the local chief executives to prepare and take action for El Niño,” said OIC-CD Cosio in her message. “We urge all the barangay officials to create policies, develop IECs, and other necessary actions to prepare our constituents or mitigate the adverse effects of El Niño.” The DILG issued Memorandum Circular No. 2023-065 on April 25, 2023 regarding Mitigation and Preparedness Measures for the El Niño Phenomenon 2023 due to the likelihood of below-normal rainfall conditions which could bring negative impacts such as dry spells and drought in some areas of the country. The MC provides guidelines for local officials regarding the precautionary measures they must undertake within their areas of responsibility.
