RPOC-III perfectly excelled in all five pillars of audit criteria which include Organization, Meetings, Policies/ Plan/ Budget, Reports, and General Supervision, as reflected in the region’s RPOC Performance Audit Profile. Meanwhile, 98.54% or 135 of the 137 local government units in the region are rated functional Provincial, City and Municipal POCs which further validates the effectiveness and efficiency of the local peace and order councils in ensuring the security and safety of the people. T h e positive result of the POC performance audit is a clear manifestation of LGUs’ adherence to peace and orderrelated laws and policies such as Section 16 of Republic Act (RA) No. 7160 or the Local Government Code and Section 3 of Executive Order (EO) No. 773, series of 2019 titled “Further Reorganizing the Peace and Order Council.” Said audit also aims to acknowledge the innovations done by the councils and their secretariats, enhance their strategies and interventions, and build an avenue to showcase their best practices. The DILG Central Luzon GAD Focal Point System (GFPS) Committee, under the leadership of Dir. Anthony C. Nuyda, successfully underwent its first GAD Seal Assessment On-Site Validation on August 17, 2023, at the DILG Regional Office III. The GAD Seal Certification Program to the Regional Offices serves as an incentive and recognition program within the Department intended for internal recognition and promotion of institutional gender mainstreaming. In his message, RD Nuyda said that DILG R-3 has been consistent in its efforts to materialize the Department’s vision of a gender inclusive, sensitive, and progressive nation. “From our provision of technical assistance to our awareness modalities and strategies, and even in the process of strengthening our internal organization, we ensure that we are able to influence everyone to be GAD-sensitive, inclusive, and more so, empowering.” he added. On top of the GAD accomplishments of the region, DILG R-3 GFPS proudly showcased the region’s remarkable GAD-related best practices such as the establishment of Health Care Clinic, Facilitation of the GAD Survey and Functionality Assessment Tool for GFPS, and partnership with Department of Education in developing mechanism or auxiliary aids to cater visually and hearing impaired applicants who seek employment in the Department. The assessment was led by the National Assessment Committee (NAC), headed by Assistant Secretary for Administration, Finance and Comptrollership ASec Ester Aldana, accompanied by Region XII Regional Director Josephine Leysa, BLGD Director Anna Liza Bonagua, Atty. Jojo Tarun from the Office of Undersecretary for Operations, Program Manager Glenn Q. Miranda of the SLGP, and Project Officers Eleine Dayao and Claudine Mae Hallere of BLGD. Balanga City in Bataan, and Sasmuan and Macabebe in Pampanga have emerged as the Regional Winners in the 2022 Fisheries Compliance Audit (FishCa). In addition, a total of eleven (11) Local Government Units (LGUs) have been recognized as Regional Passers in this year’s audit namely: Orani, Pilar, Mariveles, Samal, Abucay, Orion, Morong and Bagac in Bataan; Hagonoy, Obando and Malolos City in Bulacan. The Regional Validation Team conducted a thorough assessment, including table and on-site validation, from March to April of this year to determine these winners. As a reward for their achievement, each Regional Winner will receive cash incentives worth 200,000 pesos, while each Regional Passer will receive a cash incentive of 37,000 pesos. The Fisheries Compliance Audit (FishCA) is an annual program conducted as part of the Manila Bay Clean-up, Rehabilitation, and Preservation Program (MBCRPP). It evaluates the adherence of LGUs to the Philippine Fisheries Code of 1998, using eleven indicators that assess their policies and plans, monitoring and administration of municipal waters, and enforcement of relevant policies. The success of these LGUs serves as a powerful inspiration for the entire region. It reminds us that by working together to safeguard our municipal waters and support our communities, we can create a brighter and more sustainable future. 3 LGUs in Central Luzon emerge as Regional Winners in the 2022 Fisheries Compliance Audit The pilot local governance tour of Clark Freeport Zone was successfully conducted by DILG R-3, through the Central Luzon Local Government Regional Resource Center (CL-LGRRC), in collaboration with Clark Development Corporation (CDC). Participants from the Local Government Academy’s (LGA) Mentoring for Optimal Leadership and Development (MOLD) capacity development activity, which includes the DILG’s Assistant Secretary for Human Resource Development, Regional Directors, Provincial and City Directors, and Division Chiefs, were able to witness firsthand the history and future of Clark Freeport Zone from CDC’s President and CEO Atty. Agnes VST Devanadera. This unique and innovative local governance tour program is a joint initiative of DILG Region III and CDC in pursuit of promoting Clark and Region III as the premiere local economic and tourism development destination in the country. A total of 11 barangays, six from the City Category and 5 from the Municipal Category, were validated by the Regional Assessment Committee (RAC) in this year’s 2023 Barangay Environmental Compliance Audit (BECA). The week-long audit was conducted from September 25 to 29 with the goal to identify the Regional Top-Performers of the audit for both categories. Beginning from the municipal assessment, bestperforming barangays were elevated to the provincial assessment committee to consequently identify the provincial nominees to be validated by the Regional Assessment Committee composed of representatives from the DILG, DENR, DENR-EMB and an accredited civil society organization. By the end of the audit, three barangays shall be recognized as Regional Top-Performers in each category and shall be awarded plaques of recognition and cash incentives for the sustainable implementation of their best environmental programs. BECA was developed by the DILG Region III in 2021 to assess the compliance of barangays within the Manila Bay watershed area to the pertinent provisions of the Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000 and other related policies. 11 Provincial Best-Performing Barangays complete 2023 BECA, RAC to identify Central Luzon’s Regional Top-Performers Roll-Out of LSP Training and Launching of BSWM Manual, among significant Accomplishments at MBCRPP 3RD Quarter Core Group There is no stopping the Manila Bay Clean-up, Rehabilitation and Preservation (MBCRPP) mandamus agencies in fulfilling their duties with vigor for the continuous betterment of Manila Bay this 2023. Just this September 4, each agency has successfully presented and discussed the recent programs and activities they have fruitfully implemented over the last quarter during the 3rd Quarter Core Group Meeting here in DILG RO III Office in Maimpis, CSFP. I mbued with great hope to further instil among its members the essence and core principles of Gender and Development (GAD), DILG Regional Office 3 conducted its Deepening Session on Gender and Development on October 5, 2023 via Zoom meetings. Enjoined via Memorandum, the session was attended by members of the Top Management of the Regional Office, along with its Provincial and City Directors, Division Chiefs, and all other personnel of the DILG-Region 3. In his message, DILG Regional Office 3 Director, Atty. Anthony C. Nuyda highlighted the commitment of DILG-R3 in promoting and integrating GAD in its activities and program. “DILG has come a long way in creating and implementing policies and programs that target gender mainstreaming not just to abide the law but rather as a clear manifestation of our desire for a more inclusive and progressive Filipino community.” RD Atty. Nuyda said in his message. “A vision set in equity”: DILG 3 conducts Deepening Session on GAD includes updates on the three main pillars or factors that are consistently being monitored for Manila Bay – the solid waste management, liquid waste management and informal settler families’ management. Commended in the meeting was the roll out of the Department of Human Settlements and Urban Development (DHSUD) on the workshop regarding the Local Shelter Plan (LSP) to the local government units. The workshop aims to capacitate the LGUs in properly formulating housing and structural plans that are aligned to the MBCRPP’s guideline and standard. The first ever edition of Barangay Solid Waste Management (BSWM) manual thru the joint leadership of DENR, EMB and DILG was also launched during the gathering. It will be used as a bible for all the barangays’ best practices and compliance for a greener community. Division Chief Lerrie S. Hernandez of LGMED DILG RO III also thanked all the agencies’ continued efforts in implementing MBCRPP in Central Luzon – making it possible for two local government units, Balanga City and Baliwag City, to secure top spots at the 2022 Manila Bayani Award and Incentives. With all the recent achievements, Chief Hernandez still encourages everyone to push harder and see these accomplishments as inspiration to do more in attaining the goal to clean-up, rehabilitate and preserve the waters of Manila Bay. For the first session, Cluster Team Leader Lydia M. Baltazar of DILG Bulacan led the in-depth discussion on Sexual Orientation, Gender Identity, Expression, and Sex Characteristics or more commonly referred to as SOGIESC. In the session, CTL Baltazar immersed the attendees on the basic concepts of SOGIESC, the different biases and discrimination faced by people who identified in this group, and the appreciation of gender diversity, equity, and social inclusiveness. “Gender Sensitivity is not only for the distinction between male and female or sex and gender, but [in] Gender Sensitivity ang tinitingnan natin dito ay respect for one another.” CTL Lydia Baltazar said as she opened her discussion. The discussion was then followed by the GAD Focal Point System Functionality Audit of different LGUS, and another comprehensive talk on Gender Analysis. To formally close the activity, Assistant Regional Director Jay E. Timbreza, in his message, enjoined all staff and heads of DILG-Region 3 to sustain the eagerness for a deeper learning and appreciation of Gender and Development and its multifaceted spectrum. “GAD is a very vast concept and many things can be talked about…keep the fire burning to learn and re-learn the concept of GAD”, he said. LFP Team assesses progress of Locally Funded Projects As the quarter comes to an end, the 3rd Quarter Calibration of the DILG Locally Funded Projects took place virtually on September 7, 2023 to provide a comprehensive view of project performance, timely completion for fund validity, and ensure that the up-to-date reports align with the latest directives and guidelines from the department regarding the implementation of LFPs. Through this initiative, DILG Central Luzon, in collaboration with LFP personnel from DILG Provincial and HUCs Offices, ensures the systematic and thorough assessment of the projects’ progress, effectiveness, and compliance, thus ensuring that all Locally Funded Projects are executed relevant to the set standards and benefit the communities with the best possible services. The progress that the Department reached regarding its locally Funded Projects this quarter is a testament to every LFP Personnel’s hard work, dedication, and unwavering commitment to serving the local community. It is evident that their efforts have yielded positive results, and they set a high standard for excellence and will continue to raise the bar in the future. DILG R-3, through the Project Development and Management Section (PDMS) once again demonstrated its commitment to excellence as it was selected by the DILG Central Office, in partnership with the Office of the Project Development Services (OPDS), to host the highly anticipated 1st Semester RBME for LGU Infrastructure Projects (RLIP) National Consultative Conference 2023 held on July 12-14, 2023. The three-day event was held at Royce Clark Hotel, Pampanga, wherein, PDMU-PDMS Chiefs and other representatives from various regions gathered to participate in this significant occasion. Participated in by the different regions in the Philippines, the conference served as a platform to have in-depth discussions and presentations on the progress of RLIP F.Y. 2022 in each region. In which, each region shared its successes, challenges, and best practices, allowing others to learn from their experiences. This three-day event also served as an avenue to discuss and share the results of the ongoing implementation of RLIP F.Y. 2023 and review the current guidelines for the proper implementation of the program ensuring the program’s continued success. Shaping the Future: Ensuring Successful Implementation of RLIP DILG Central Luzon, thru the Finance and Administrative Division, provided a PreRetirement Information for Managers and Employees (PRIME) Seminar at DILG Conference Room on September 29, 2023. This enlightening event was aimed to empower DILG employees approaching retirement with essential knowledge about their retirement benefits, with a special emphasis on the Government Service Insurance System (GSIS). This activity is being held annually with the objectives of assessing retirement readiness, coping with uncertainty and planning for lifestyle changes so they may make wise decisions regarding their retirement benefits. This region through its Finance and Administrative Division hosted a mental health seminar entitled, “Creating a Supportive and Inclusive Work Environment for Better Mental Health Cum HR Kumustahan”. With this activity, HR practitioners in the DILG, across regions, have come together virtually to strengthen connections, share updates, and engage in open and fruitful conversations. The Kamustahan is a testament to the commitment to collaboration, communication, and camaraderie of all HRs of the Department. It reaffirms the commitment to these responsibilities and dedication to provide the best possible HR services, programs, and systems. Region 3 hosts DILG HRs’ Mental Health Seminar DILG Regional Office thru its Finance and Administrative Division, conducted orientation for the newly hired employees on September 28, 2023 at DILG Regional office, Conference Room. This activity was aimed to educate newly hired personnel on their job duties and responsibilities, as well as the department’s policies and procedures. It was also intended to inform them about legal and ethical standards in order to ensure compliance and encourage ethical behavior at work. The training included a Gender and Development (GAD) Sensitivity component, highlighting the office’s commitment to inclusivity and gender equality. HR Policies, Office Rules and Regulations; HRIS and Intranet Accounts Application; Leave Administration; Records Management; Salient Features of RA No. 11032 (EODB); Citizen’s Charter; Gender and Development (GAD) Sensitivity Training; SPMS Orientation; National Quality Management System (NQMS); and Compensation and Benefits were among topics discussed in this activity. FAD Kumustahan, an activity initiated by the Finance and Administrative Division started its visit to Provinces and Highly Urbanized Cities (PHUCs) from August 3 – 29, 2023. The primary objective of the activity was to update and empower focal persons and counterparts with a deeper understanding of human resource (HR) policies and principles, financial management and effective administrative practices to continuously provide top-notch services to the organization’s internal and external clients. FAD recognizes the significance of staying up-to-date with evolving policies and regulations particularly in the context of audits and sustaining high-quality services. The Kumustahan included sessions dedicated to discussing recent updates and changes in policies and regulations, with the aim of simplifying and expediting office processes. FAD Team visits PHUs for the Kumustahan activities The Local Government Academy, in partnership with DILG R-3 successfully conducted the Training on Local Economic Development for Local Government Units (LED4LGUs): Developing a Sustainable LED Strategy: Transformative Resilient Recovery Actions. This activity was held on August 8 - 9, 2023 at Quest Hotel, Clark Freeport Zone, Pampanga. Target LGUs from the provinces of Aurora, Bulacan, Nueva Ecija, Tarlac, and Zambales were capacitated on effective strategies in boosting their efforts in the field of local economic development. At the end of the activity, the participants were able to formulate and present an outline of their vision and roadmap for their revitalized socio-economic LGU development plans. The Seal of Good Local Governance Inventive Fund (SGLGIF) has long been a symbol of excellence and effective governance in the Philippines. Local government units (LGUs) that meet the stringent criteria set by the DILG are recognized and rewarded through this program. These funds are instrumental in bringing essential projects to fruition, improving the lives of the residents, and promoting overall community development. As part of this commitment, the Department has participated in various inauguration ceremonies for FY 2022 SGLGIF projects across the region during the third quarter of the current year. The Department of the Interior and Local Government (DILG) Central Luzon Local Governance Regional Resource Center (CLLGRRC) convened the future founding members of the Central Luzon Consortium for Local Governance for the organization’s 1st Technical Working Group (TWG) meeting which was held on September 15, 2023. Revisions and amendments to the draft Memorandumof-Agreement (MOA) and the improvement and future roll-out of the School of Good Local Governance (SGLG) were among the key highlights of the said meeting. Future founding members of the Central Luzon Consortium for Local Governance are Commission on Higher Education (CHED) Region III, Angeles University Foundation (AUF), Bataan Peninsula State University (BPSU), Bulacan State University (BulSU), Don Honorio Ventura State University (DHVSU), and Nueva Ecija University of Science and Technology (NEUST). At the end of the meeting, the soon-to-be founding members of the Central Luzon Consortium for Local Governance unanimously voted to move forward with the finalization and integration of the proposed amendments to the draft MOA. The Provincial Peace and Order and Anti- Drug Abuse Council (PPOC PADAC) and Task Force ELCAC (PTF-ELCAC) was convened by Chairman Christian M. Noveras on September 18, 2023 at SP Hall, Baler, Aurora. The 3rd Quarter meeting highlighted the peace and order, anti-illegal drug, insurgency public and maritime safety situation of the Province of Aurora. As the Province of Aurora was identified as one of the priority provinces for the implementation of the Transformation Program for 2023-2025, the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Representative, Mr. Zos Salazar, discussed the said program and consequently was adopted by the council through a resolution. The Transformation Program (TP) for the Province of Aurora is a three-year program that identifies the pressing insurgency-related issues the province is currently facing and contains as well locally and nationally funded programs, projects, activities, and services that are deemed necessary to address such issues. Other concerns such as request for realignment and supplemental fund were also discussed during the said meeting. DILG Bataan carried out an on-site audit in the City Hall of Balanga, Bataan on September 28, 2023, marking an important milestone in the journey towards a more business-friendly LGU in Bataan. The City of Balanga was one of the audit pilot cities in Region III. DILG Bataan EODB Focal Person Michelle Samson and Engr. II Jean Margarette R. Dimaano, together with CLGOO Jomar Cruz facilitated the conduct of the EODB Compliance Audit in the said city. The Bureau of Local Government Development (BLGD) has proactively embarked on an initiative to develop a monitoring tool. The primary objective behind the creation of this tool is to strengthen and expand compliance initiatives among Local Government Units (LGUs) with regard to the Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018. This tool serves as a crucial mechanism to ensure that LGUs are adhering to the law’s provisions, streamlining their processes, and continually working towards creating a more business-friendly environment. It empowers LGUs to track their progress, identify areas for improvement, and ultimately contribute to the nation’s overall economic growth and efficient government service delivery. The comprehensive assessment of the City of Balanga, which involved conducting on-site audits and engaging in interviews with important stakeholders such as BPLO Officer Noriel Dacion, Jr., and various Department Heads, has provided the Department with priceless insights. These insights will play a crucial role in promoting ongoing enhancements and improving the business environment within the city. BIDA BIKERS: Taking a Stand Against Illegal Drugs The province-wide launching of the Buhay Ingatan, Droga’y Ayawan (BIDA) BIKERS on September 10, 2023 marked a significant milestone in the ongoing battle of the Province of Bulacan against illegal drugs. A total of 3,500 people participated in the bike run and zumba activity which aimed to promote healthy and drug-free communities and raise awareness on the impact of drug abuse. Personnel of the Philippine National Police (PNP) were also provided with free drug testing. The activity was spearheaded by the Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos, Jr., together with DILG Undersecretary Margarita Gutierrez, Governor Daniel Fernando, Vice Governor Alexis Castro, DILG-3 Regional Director Atty. Anthony Nuyda, DILG Bulacan Provincial Director Myrvi Fabia and other local officials in the province. Secretary Abalos, in his message, highlighted the significant role of each member of the community in addressing the problems caused by illegal drugs and in addressing its destructive effects. He also emphasized the importance of working hand-in-hand in achieving our goal of having drug-free communities. The Buhay Ingatan, Droga’y Ayawan (BIDA) Program is an intensified and holistic national campaign that aims to reduce the use of illegal drugs in communities. As part of the agency’s promotion and maintenance of safety and health advocacy in the workplace, DILG Nueva Ecija held a Basic Occupational First Aid activity on August 23, 2023 at the Provincial Office. The purpose of this program was to empower and equip the provincial office personnel by having sufficient knowledge in providing first aid and lifesaving measures especially in times of disasters and sudden events or emergencies, which is not only limited within the workplace, but also in their community. The said program was administered by Red Cross-trained DILG NE Provincial Staff Certified First Aiders namely ADA IV Kristine Ruiz, ADAS II Vanessa Gail Mascarina, LGOO II Maria Deseserie P. Bundoc and LGOO II Kris Immanuelle Evangelista. DILG NE, we are First Aid ready! I n its pilot implementation, 26 Small and MicroEnterprises (SMEs) in Apalit, Pampanga finally benefitted from the “Nego-skwela sa Barangay” advocacy partnership project of Pampanga Multi Sectoral Advisory Committee on September 1, 2023. Said project targeted SMEs located in the barangays in order to train them on financial management in the hopes that they will be able to sustain and grow their small businesses. In his message, Liga ng mga Barangay Renato Mutuc said he saw the opportunity that the project offers hence he requested to bring it to Apalit. “Matututo tayo sa tamang pagnenegosyo mula sa mga successful na negosyante na nagsimula rin sa maliit”, he added. Ian Torno of Pampanga Chamber of Business, Inc (PAMCHAM) led the discussion on applying finance in business while Marylou Ramos-Tolentino of PAMCHAM as well discussed the process on how to register the business with Bureau of Internal Revenue (BIR). DTI Pampanga offered discount to all SME attendees and assisted them on the registration of their businesses. They also distributed sari-sari store starter packs. Meanwhile, Vice Mayor Pedro C. Nucom expressed his gratitude to the MSAC for coming up with this kind of project while DILG Pampanga Provincial Director Myra B. Moral-Soriano is hopeful that the SMEs will be able to use the learnings and boost their businesses. The Provincial Government of Tarlac, together with its 17 Municipalities and City, in a remarkable display of commitment to good governance and excellence in public service, has successfully undergone the coveted Seal of Good Local Governance (SGLG) National Validation on September 18-22, 2023. The SGLG National Validation is a rigorous assessment conducted by the Department of the Interior and Local Government (DILG) to evaluate the performance of local government units in several key areas, including financial administration, disaster preparedness, social protection, and environmental management, among others. It serves as a benchmark for LGUs’ effectiveness in providing essential public services and ensuring transparency and accountability in governance. Tarlac Governor Susan A. Yap expressed her deep satisfaction with the results, stating, “This achievement is a testament to the dedication and hard work of our local officials and employees. We are committed to delivering quality public service to our constituents, and this recognition reflects our ongoing efforts to improve the lives of Tarlaqueños.” For this year’s SGLG National Validation, the Province of Tarlac welcomed a distinguished team of validators from Region I composed of Ilocos Sur, Provincial Director Randy Dela Rosa, Assistant Division Chief Leslie Isip, Cluster Team Leader Brechie Arellano, Program Manager Nicollete Amon, and LGOO III Dhelmer Estacio. The Vice Mayors League of the Philippines (VMLP) Zambales Chapter, under the leadership of Vice Mayor Joan D. Ballesteros and the Philippine Councilors League (PCL) headed by Councilor Peter T. Lim, in coordination with the Department of the Interior and Local Government (DILG) Zambales led by Martin Porres B. Moral and in partnership with the Provincial Government of Zambales thru the leadership of Governor Hermogenes E. Ebdane, Jr.—launched the first (1st) institutionalized Local Legislative Award System dubbed as “Zambales’ Exemplary Achievements as Legislators” or the ZEAL Award, on September 22, 2023 at the Subic Bay Exhibition and Convention Center. The ZEAL Award’s primary objective is to recognize and honor the exceptional accomplishments of the local sanggunians in enacting legislation that promotes effective local governance and development and to acknowledge their valuable contributions and achievements within their respective municipalities, adhering to the criteria established by national agencies such as DILG, VMLP, and PCL. Governor Ebdane extended his heartfelt congratulations to the Provincial Award Committee as the prime movers behind the award system for their exceptional efforts in meticulously evaluating and selecting the provincial awardees. He stressed the significance of recognizing local legislators who set examples for meaningful local governance and development. “We need to see more forward thinkers, responsive, and competent local legislators in all our sangguniang bayan as our partners in effecting developmental and transformational change in our province”, he added. In her address, VM Ballesteros emphasized the importance of the event, saying, “Let this ceremony serve as a source of inspiration for all of us to continue our work toward a better and more prosperous future for our beloved province.” The dedicated efforts of the Sangguniang Bayan Members of Subic and San Felipe were recognized as they bagged the Most Outstanding Local Sanggunian in the 1st-3rd class and 4th-6th class municipalities categories, respectively. Among the winners were: Iba, Castillejos, and Masinloc which were recognized as the 2nd, 3rd, and 4th Best Performing Local Sangguniang Bayans, respectively, in the 1st-3rd class municipalities category. The DILG Angeles City in partnership with the City Government of Angeles, conducted the 1st Peace and Order Incentives Awards (POIA) on September 27, 2023 at the Angeles City Library Information Center to recognize the outstanding efforts of the barangay in the implementation of peace and order and anti-illegal drugs campaign. “We would like to congratulate all the baranga ys that will be recognized in our very first Peace and Order Incentives Awards,” said DILG-AC Director Yvette R. Cosio. “This recognition is just the tip of the iceberg. We know that behind the success of your barangays in the maintenance of peace and order is the immeasurable effort that the barangay officials employ for their constituents.” Representing City Mayor Carmelo G. Lazatin, Jr., Anti-Drug Abuse Officer Richard Alan Saul also commended the barangay officials. “Through this recognition, the City Government would like to extend its appreciation to the barangays for their efforts in helping Angeles City in the maintenance of peace and order.” The DILG and the Angeles City Government conferred Certificates of Recognition to the barangaybased institutions that garnered the highest performance ratings in the concluded functionality assessments (YUR 2022) for Barangay Peace and Order Committees (BPOCs), Barangay Anti-Drug Abuse Councils (BADACs), and Barangay Councils for the Protection of Children (BCPCs). The City Government also provided 20,000 pesos cash incentives to the best-performing barangays corresponding to each BBI functionality assessment. 2nd best-performing barangays received Php15,000 while the third, fourth and fifth received Php10,000, Php7,000 pesos and Php5,000, respectively. Barangays Balibago garnered the Highest Performance Rating in the BPOC and BCPC Functionality Assessments, while Barangay Cuayan obtained the Highest Performance Rating in the BADAC Functionality Assessment. The Drug-Cleared Barangays that also received Certificates Recognition and ₱10,000.00 each Cash Incentive included Virgen delos Remedios, Sto. Rosario, Mining, Margot, Cuayan, Capaya, Sto. Cristo and Anunas were also recognized and given Php10,000 pesos cash incentives by the City Government. POIA is an initiative program of DILG-AC, in partnership with the City Government of Angeles, that intends to institute a system of recognition for outstanding Peace and Order Committees, Anti-Drug Abuse Councils and Councils for the Protection of Children at the barangay Level. The program seeks to encourage the barangays to enhance their peace and order efforts through awards and incentives, assess the functionality and strengthen the performance of all the concerned Barangay-Based Institutions (BBIs), and search for peace and order and public safety innovations. The DILG and the Commission on Elections (COMELEC) in Olongapo City joined forces to kickstart a significant collaborative effort, through the ULO NG APO Sub-LGRC, at the SMX Convention Center, SM City Olongapo Central on August 18, 2023. The event, aptly titled the “Orientation for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE),” was organized with a singular purpose: to equip aspiring Barangay and Sangguniang Kabataan (SK) elective officials with comprehensive knowledge about their prospective roles and responsibilities, and to familiarize them with the do’s and don’ts associated with the forthcoming elections scheduled for October. This joint initiative carries a dual benefit. Firstly, it serves as a proactive measure to forestall potential electoral rule violations resulting from a lack of awareness among aspiring candidates. Secondly, it aims to alleviate the burden on both the DILG and COMELEC offices by reducing unnecessary visits and repetitive inquiries regarding the 2023 BSKE, thereby enhancing overall time and resource efficiency. The event spanned an entire day, with two distinct sessions catering to the participating barangays. The morning session accommodated eight barangays, while the afternoon session welcomed the remaining nine barangays, ensuring that the orientation reached a broad cross-section of aspiring leaders in Olongapo City. City Director Fortunato M. Abraham III took center stage during the activity, providing a comprehensive overview of the roles and responsibilities expected of Barangay and SK Officials, grounded in existing laws and policies. City Election Officer Ma. Luisa C. Lumanlan, on the other hand, enriched the experience by presenting an insightful audiovisual presentation outlining the guidelines for the 2023 BSKE. She also provided clarity on various queries raised by the aspiring BSK officials, further enhancing their understanding of the electoral process. This landmark partnership between the DILG and COMELEC in Olongapo City, through the ULO NG APO Sub-LGRC as its collaboration platform, marks a significant stride towards informed and responsible leadership at the grassroots level. Aspiring leaders now stand better prepared to embrace their roles and contribute effectively to the betterment of their respective communities in the forthcoming elections.
