An estimated 7,000 people from all over Central Luzon participated in the DILG’s Buhay Ingatan, Droga’y Ayawan (BIDA) Launching and Fun Run on March 5, 2023 at the CDC Parade Grounds, Clark Freeport Zone with runners for the 3km and 5km categories gunning for the top 3 finishers prize. The activity, spearheaded by DILG R-3 was in support to the program of the DILG that aims to raise the awareness and encourage the community’s participation in the country’s war against illegal drugs. The Fun Run was also a venue for National Government Agencies to showcase their goods and services to the public as booths were placed at the venue. Smart and Globe Telecom were also present to assist the public in their compliance to the Sim Registration Act. Undersecretaries Atty. Margarita N. Gutierrez, Atty. Lord Villanueva and Marlo L. Iringan as well as Assistant Secretary Atty. Odilon L. Pasaraba graced the activity and participated in the Zumba warm-up and Fun Run. DILG Regional Director Atty. Anthony C. Nuyda and Undersecretary Gutierrez also gave messages that emphasized the importance of the community’s participation in the nation’s fight against illegal drugs. “Sa BIDA Run na ito tatakbo po tayo patungo sa isang masigla, malakas at malusog na sambayanan”, USEC Gutierrez said. Likewise RD Nuyda highlighted that this fight will lead to a more peaceful community. “Ang laban sa kontra droga ay laban ng komunidad; lahat ng aspeto at sector ay may ginagampanan upang makahubog ng komunidad na mapayapa”, he said. Additionally, members of the Central-Luzon Inter-Agency Committee Against Illegal Drugs (CL-ICAD) Advocacy Cluster and the Regional Management Coordinating Council (RMCC) were present to witness the event. Disaster preparedness and management takes a notch higher as the DILG R3 inaugurates its emergency operations center dubbed as “SANGHANDA: Sandigan ng Kahandaan” in the City of San Fernando, Pampanga. The emergency operations center is equipped with modern monitors and radio communication devices to supervise disaster management in the regional level, as well as disaster rescue gears and DILG R3 unveils SANGHANDA: Sandigan ng Kahandaan Operations Center For the 1st semester CY 2023 Barangay Assembly, Barangay Pinagbarilan, Baliwag City, Bulacan was selected as Central Luzon’s Regional Showcase Barangay. This is in accordance with Republic Act 7160, otherwise known as the Local Government Code of 1991, which mandates barangays to conduct assemblies at least once every semester to hear and discuss reports of the Sangguniang Barangay concerning its activities and finances as well as other updates in local governance. The assembly was conducted on March 18, 2023, and graced by national government agencies such as Barangay Pinagbarilan, Baliwag City is DILG R-3’s showcase barangay during the 1st Semester Barangay Assembly equipment to augment local government units should the need arise. Republic Act 10121 and NDRRMC Memorandum No. 131 series of 2018 prescribe the establishment of emergency operations center in all levels of Disaster Risk Reduction and Management Council (DRRMC) to serve as repository of information and main hub for coordination between agencies collaborating in disaster management. SGLGIF Roll-out towards empowerment of LGUs through development programs The Regional Rollout of the Operational Guidelines for the Implementation of F.Y. 2022 Seal of Good Local Governance Incentive Fund (SGLGIF) cum Orientation on the Preparation of Documentary Requirements under F.Y. 2023 Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) was conducted on February 21, 2023. The Seal of Good Local Governance (SGLG) Incentive Fund was institutionalized by virtue of RA 11292 otherwise known as the Seal of Good Local Governance Act of 2019. The SGLG Incentive Fund evolved from one of the long-standing flagship programs of the Department which is the Performance Challenge Fund (PCF) that serves as a performance-based reform program of the DILG. To ensure the effective and efficient implementation of the SGLG Awardee LGUs, the Local Government – Capability Development Division (LG-CDD) through Project Development Management Section (PDMS) facilitated the Roll-out to provide a discussion on the Operational Guidelines of SGLGIF, Annexes and Website System which are beneficial to the expansion of opportunities for the performing LGUs in order to accelerate local inclusive development through better access to, among other, education, health care, and tourism. Meanwhile, the Support to Barangay Development Program (SBDP) is a program of the National Task Force on Ending Local Communist Armed Conflict (NTFELCAC) under the localization of Executive Order No. 70 which aims to address the root cause of insurgency in conflict-afflicted areas through delivery of basic services. In line with this, an orientation was also led to ensure the completeness and correctness of the documentary requirements for the preimplementation of the projects under SBDP in safeguarding its objective to alleviate poverty and ensure public safety in geographically isolated communities. With the success of the activity, the government and essential agencies manifested their unceasing commitment to bring about peaceful, safe, selfreliant and development-dominated communities. Punong Barangay Danilo S. Bugay, together with the members of the sangguniang barangay, barangay employees and volunteers, presented their accomplishments on Solid Waste Management, Drug Demand Reduction Initiatives, Barangay Full Disclosure Policy, Disaster Preparedness, Implementation of Road Clearing Operations, and COVID-19 Vaccination status, among others. Afterwards, SK Chairperson James F. Reyes presented their accomplishments and tackled the upcoming activities for the youth of barangay Pinagbarilan. The assembly concluded with an open forum in which a few residents of the barangay voiced their concerns and some expressed their gratitude towards the barangay officials and employees. The Program for Newly-Elected Officials (NEOs) is a continuing intervention of the Department of the Interior and Local Government (DILG), through the Local Government Academy (LGA), committed to provide a harmonized and holistic capacity development delivery mechanism for local governments all over the country. In line with this is the Department’s mandate to strengthen the capability of local governments towards efficient delivery of basic services to the citizenry by helping NEOs to effectively perform their duties and responsibilities as well as to be able to define their development roadmaps. A Regional Orientation on Local Project Monitoring Committee Functionality Assessment was conducted on February 24, 2023, via Zoom Cloud Meetings Application participated in by Provincial/ HUCs LFP Focal Persons, LFP Personnel, and LPMC Focal Persons. The said activity aimed to discuss the roles and responsibilities of key personnel, process flow, and timeline of the functionality assessment. Gearing towards comprehensive monitoring and evaluation system, DILG R-3 initiated to formulate a functionality assessment to measure the performance of the LPMCs in carrying out their roles and responsibilities as the primary arm in monitoring and evaluating the projects of Local Government Units. Further, the Regional Orientation served as an avenue to confer on the strategies to effectively assess the LPMCs in Central Luzon. The department, as the overseer and partner of LGUs in achieving excellence in local governance, continuously assists the LGUs to ensure the optimal performance of LPMCs in pursuit of building resilient and inclusive communities. Leading for enhanced standard, a workshop was also held to assist the DILG Provincial/HUCs Office in crafting their action plans relative to their targets for the 2nd Quarter of F.Y. 2023 under Locally Funded Projects. Moreover, through the conduct of said activity, monitoring issues were resolved and new insights were introduced for the continuous reliability and quality of public service in Central Luzon. 94 LGUs from Central Luzon take part in the LGU Compliance Assessment Exit Conference The DILG R-3 together with the concerned National Government Agencies, spearheaded the conduct of Exit Conference on the 2022 LGU Compliance Assessment. The twoday activity was attended by the City/Municipal Environment and Natural Resources Officers on February 16-17 and 23-24, 2022. In his message, Regional Director Anthony C. Nuyda shared with the participants the objective of the activity which was the presentation of the results of the recent assessment. The activity was also conducted to address the gaps and limitations of local government units through the collaborative efforts with the Mandamus Agencies with the goal of improving the implementation of the program. The Exit Conference also served as a venue to present the programs, projects and activities of the Department of Environment and Natural Resources, Environmental Management Bureau and Department of Human Settlement and Urban Development to support LGUs in their implementation of the Manila Bay Clean-up, Rehabilitation and Preservation Program. MARCH 30, 2023 -The DILG Central Luzon released the pilot episode for its new segment Hapag Kaalaman, which features and discusses several trending topics in governance. The pilot episode is in line with the celebration of Women’s Month as the segment discussed critical issues on Gender Diversity, Inclusivity, and Equity. In threshing out the concerns of the citizenry about GAD, the Pilot Episode featured the “Man on Street” segment to solicit queries from a layman’s perspective. The Commission of Human Rights (CHR) Regional Office III Legal Officer Atty. Aloi Renz Santos and DILG 3 Regional Legal Officer Atty. Charmaine Jacqueline Paulino were invited to shed light on the legal, social, and political aspects of the issues raised. The regular segment also aims to feature signature dishes across Central Luzon as a way of introducing the customs and cuisines of different provinces and cultures across the region. A total of 18 coastal LGUs included in this year’s Fisheries Compliance Audit (FishCA) attended the workshop on the formulation of a basic city/ municipal fisheries ordinance on March 8-9 at Subic, Zambales. This was attended by the Sanggunian Member Chair on Agriculture and the City/ Municipal Agricultural Officer per local government unit. The activity was conducted in response to the need to further capacitate the local officials and functionaries on the formulation and updating of their city/ municipal fisheries ordinance in accordance with Republic Act No. 8550 or the Philippine Fisheries Code of 1998. Representatives from the Bureau of Fisheries and Aquatic Resources Region 3 discussed the salient provisions of a basic fisheries ordinance and related policies. DILG R3 capacitates LGUs towards improved fisheries management PRC accredits DILG R-3 as a Local Professional Development provider The DILG R-3 has been granted accreditation as a local Continuing Professional Development (CPD) provider by the Professional Regulation Commission (PRC) as a testament to its unwavering commitment to raising the proficiency of its personnel and LGU functionaries who hold professional licenses, following international standards for professional development. The Certificate of Accreditation was bestowed to DILG R-3 through Regional Director Atty. Anthony Nuyda on March 17, 2023 at DILG Regional Office III. Through high-quality CPD programs, DILG Region 3 stimulates learning and development among its staff, building a strong community of learners and thinkers dedicated to creating positive impacts in the region. The department is committed to creating a culture of continuous growth and improving the skills and knowledge of its personnel and functionaries. CPD programs cover a wide range of topics, including management and leadership, project management, communication skills, and technical expertise. DILG R-3 participated in the observance of National Women’s Month with the theme “WE for gender equality and inclusive society”, through the conduct of series of activities and capacity development for DILG personnel and LGUs. To kick off the celebration, this Office celebrated the National Women’s Day on March 08, 2023, to accentuate the importance of every woman’s role in all aspects of society. Another highlight of the celebration was the conduct of Gender and Development (GAD) Health and Wellness Fair: Pagpapahalaga sa mga Kontribusyon at Pagsisikap #WEcanbeALL” on March 15, 2023. This activity served as a way to reward and recognize the hard work and efforts of the “Juans and Juanas” of DILG R-3 by providing variety of pampering services for free. Likewise, in order to ensure continuous implementation of gender mainstreaming, the R3 GAD Focal Point System convened for its FY 2024 Annual Planning on March 27, 2023. Proposals for inclusion of programs and projects in the 2024 plans such as conduct of retooling activities, GAD Certification training for additional GAD experts, among others, were presented. Lastly, to ensure that all Locally Funded Project are genderresponsive, a CapDev intervention on Gender Responsive Project Proposal and Gender Impact Assessment for Locally Funded Project was conducted on March 28, 2023. This was participated in by concerned DILG personnel and counterparts from the provincial and HUC local governments. The activity aimed to highlight gender-responsive mandates, policies, and project proposals to equip LGUs in addressing gender gaps, promoting GAD plans, policies, and gender mainstreaming on the monitoring and evaluation systems of their proposed programs and projects. DILG R-3, through the conduct of these activities remain committed in eliminating prejudice against women and promoting gender equality, encouraging an equal platform for women and eradicating irrespective gender biases and discrimination. The DILG R-3 Family headed by Regional Director Atty. Anthony C. Nuyda convened on January 30, 2023 to discuss the region’s deliverables for the year 2023. Specific targets for each program and project under the different program outcomes of the Department were presented by Regional Planning Officer Miriam Gaviola. The Provincial and City Directors also shared their inputs and presented strategies on how to effectively deliver each target. During the said regional management conference, Division Chiefs also shared updates on the status of each program. In his opening message. RD Nuyda shared what the region has accomplished in the past year, the targets that will be implemented, as well as the possible innovations and strategies that can be applied in order to go beyond what DILG Central Luzon has accomplished. In addition, he also encouraged the Regional Management Team in sustaining the gains, and to thrive even more in 2023. Meanwhile, ARD Jay Timbreza in his closing message emphasized that DILG Central Luzon has already received numerous awards and declared as the best office in the whole Department. To keep the title, the region needs to increase and strengthen its knowledge management, media engagement, partnerships and networks, and, most importantly, its innovativeness. DILG R-3 Family Ready for 2023 The Management Review which was conducted to evaluate the performance of DILG R-3’s Quality Management System and assess the continuing adequacy, suitability, effectiveness and alignment of DILG strategic direction was held on March 6, 2023 via zoom cloud platform. Likewise, in order to review and update the internal and external issues and interested parties relevant to the planned results and the Risk and Opportunity Assessment Register of the region, a regional-level QMS planning was held on April 3, 2023 at the DILG R3 Conference Room. Personnel reorients on SPMS An online Reorientation on the Strategic Performance Management System (SPMS) was held on February 27, 2023 for the Regional and Field Offices’ Performance Management Teams (PMT) and focal persons. The activity which focused on the discussion of the revised rating scale, performance dimensions, fixed and flat targets, and revised forms, among others was aimed to further enhance the capacities of concerned personnel on this system and address the issues and concerns of newly designated SPMS focal persons at the regional, provincial and HUC offices. R-3 coaches personnel on the use of DMS HRIS A coaching on the use of the Document Management System (DMS) and Human Resource Information System (HRIS) for all the Designated Records Officers, HR Officers, and IT Officers was held on January 26, 2023. The activity aimed to provide guidance to all participants on the proper access and use of the system, as well as to establish the roles and responsibilities of employees concerned for the strict implementation of the DMS starting January 2023. Likewise, all the Designated Records Officers were equipped with knowledge on the proper Disposal of Records. The subject matter is relevant since the Regional Management is gearing towards the Records Disposition this year, with the full support of the Top Management and cooperation of all the Designated Records Custodian across the Region. Admin personnel participate in trainings to maintain high level of competence The DILG Regional Office through its Finance and Administrative Division conducted trainings in order to maintain a high level of competence among DILG finance and administrative staff. Client Care and Public Assistance Training was conducted on February 16-17 while seminar/ orientation on SPARKLE (System Performance, Accomplishments Review, Knowledge Leveling, and Enhancement) was held on March 21-23, 2023. The Client Care Training participated in by 44 admin personnel from the regional office and field offices was aimed at providing the participants with the needed knowledge and skills for them to perform their various tasks in a manner safe for themselves and their co-workers. The activity also included a basic training on administration of first aid. On the other hand, topics discussed during SPARKLE were leave administration; HR Core Areas; Citizen’s Charter and Revised CSS; Human Resource Information System (HRIS); Central Luzon Expenditure and Allotment Reporting System (CLEARS); Records Management; improvements to the Quality Management System; and financial reports and management. 18 INSIGHTS VOLUME 26 | NO. 1 NEWS JANUARY - MARCH 2023

PITA, Dinalupihan – Taking a crucial step towards promoting sustainable living practices and addressing the growing concern over food security, the municipal government of Dinalupihan distributed seedlings of fruit and high-value crops to the 46 barangays as part of the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Community Garden Project in a launch held on March 3, 2023. DILG Memorandum Circular No. 2023-001 is behind the initiative, aiming to encourage sustainable agriculture practices and increase barangays’ capacity to engage in related activities, including community gardening. The program also seeks to encourage households to grow fresh, healthy, and affordable fruits and vegetables in their backyards and spaces. Moreover, the project launch was held in Barangay Pita, the showcase barangay of Dinalupihan, and was attended by several officials, including DILG Bataan Provincial Director Belina Herman, Cluster Team Leader Mildred Sazon, MLGOO Cristy Blanco, LGOO V Laverne Gonzales, Jr., and Barangay Chairperson Rolando Romano, among others. The attendees, including farmers’ association officers and members, planted tomato seedlings in the established community garden of the barangay, promoting citizen participation and shared responsibility for the project. Meanwhile, PD Herman emphasized the need to enhance LGUs’ capacity to address poverty and believes that the project comes at a critical time when people are recovering from high prices, particularly in light of the ongoing COVID-19 pandemic. DILG Bulacan, in partnership with the Provincial Government of Bulacan through the Provincial Disaster Risk Reduction and Management Office (PDRRMO) headed by Felicisima L. Mungcal, conducted the 2023 WEmboree: Changing Mindset from Me to We on February 27- 28, 2023. The said activity that was attended by approximately ninety (90) Sangguniang Kabataan officials and Leaders of various Youth Organizations was aimed to increase the awareness of the youth regarding disaster preparedness. During the WEmboree, the roles of the youth, especially the Sangguniang Kabataan officials were emphasized as it was discussed that disaster preparedness is mandated under the law and is one of the priority programs under the Philippine Youth Development Plan (PYDP), to which the Sangguniang Kabataan’s Local Youth Development Plan (LYDP), Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Program (ABYIP) are anchored. Simulation drills and exercises were also conducted by the Bulacan Rescue to test the participants’ capability to respond on various emergency situations. Lastly, the Department’s advocacy program Operation Listo was tackled, including its sub-program Listong Pamayanan. In her message, Provincial Director Myrvi Apostol-Fabia reminded the participants of the importance of youth participation in nation-building and their crucial role in promoting community resiliency. The DILG Pampanga in partnership with the NAPOLCOM, Pampanga Mayor’s League, and PCL Pampanga Chapter through the Suporta, Aksyon at Ugnayan para sa Pamahalang Lokal (SAUP) series of Ing Kulitan, spearheaded an enhancement training for LGU’s People’s Law Enforcement Board (PLEB) on March 16-17, 2023 at the Vista Marina, Subic Bay Freeport Zone. The activity was initiated to orient the PLEB members in the cities/ municipalities on their roles and responsibilities, also to strengthen and increase their capabilities in carrying out their function to hear and decide citizen’s complaints or cases filed against erring officers and members of the Philippine National Police (PNP). In her message, Provincial Director Myra B. Moral-Soriano said that the training is meant to foster a deeper appreciation for and understanding of the critical role of PLEBs in the community. She added that the capacity development activity is just the first step in further strengthening the body and its members. An advocacy to raise awareness on the existence of PLEB in the LGU is also needed so that citizens will know that there is an authority where they can have redress on complaints against police officers. The People’s Law Enforcement Board (PLEB) is a disciplinary authority in the Local Government Unit (LGU) wherein private citizens can file charges against an erring police officer. Tarlac Local Planners engage in 2022 SGLG Exit Conference DILG Tarlac Provincial Director Armi V. Bactad presided over the 2022 Seal of Good Local Governance (SGLG) Provincial Exit Conference on January 26, 2023 at Diwa ng Tarlac, Tarlac City, to further strengthen the local government units (LGUs) of the Province relative to their performance on the SGLG Assessment and to reinforce partnership between the Department and the LGUs. DILG Tarlac SGLG Team, headed by Santa Ignacia MLGOO Mon Alven A. Lagonilla, presented the 2022 SGLG assessment results and discussed to the body the proposed indicators in relation to the key governance areas for the 2023 assessment. PD Bactad, in her message to the Planning and Development Coordinators and DILG Field Officers from the lone city and 17 municipalities of the Province, reiterated the Department’s goals to increase the number of LGU passers in SGLG and lauded the commitment of everyone to achieve these goals. The activity also served as a venue to sign the Memorandum of Understanding (MOU) between the DILG Tarlac and the League of Local Planning and Development Coordinators of the Philippines, Incorporated (LLPDCPI) – Tarlac Chapter represented by PD Bactad and Engr. Vladimir L. Santillan, respectively, to foster partnership in the Multi-Sectoral Advisory Committee (MSAC) with the end goal of working out strategies for promising results. DILG Zambales coaches LGUs to further improve compliance to functionality audits Upon evaluation of results of the Local Government Units’ (LGUs) various functionality audits in 2022, it was observed that there were compliances on different audits that needed improvement. To address this, DILG Zambales headed by Provincial Director Martin Porres B. Moral spearheaded interfacing and commitment setting activities with all 13 Municipalities in the Province of Zambales from January 10- February 16, 2023. This aimed to capacitate and support the LGUs in complying with the areas for improvement and ultimately attain the desired results. During the activities, the DILG Provincial focal persons discussed the results and gaps on the following functionality audits namely: Peace and Order Council (POC), Anti-drug Abuse Council (ADAC), Child Friendly Local Governance Audit (SCFLGA), Local Council for the Protection of Children (LCPC), Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC), and the Seal of Good Local Governance (SGLG). Cluster Team Leader Melissa D. Nipal also assisted the LGUs in providing possible interventions to fill-in the identified gaps. Also, workshops on the functionality gaps were facilitated to identify the interventions needed to address and comply with the objectives of the various audits. Finally, a pledge of commitment was conducted to ensure accountability and to solidify the commitment of the LGUs in addressing the gaps. (continued from Page 24) DILG Olongapo orients barangays on LTIA Enhanced Criteria and Guidelines The DILG Olongapo City conducted an orientation on the enhanced criteria and guidelines for the Lupong Tagapamayapa Incentives Awards (LTIA) on March 17, 2023. The activity was held at the Sangguniang Panlungsod Session Hall and was attended by the Lupon Secretaries and Lupon Members of the 17 barangays of Olongapo City. During the activity, LGOO VI Fernando M. Erese Jr. of DILG Olongapo discussed the key changes of LTIA from the previous guidelines, which include new point allocation for each indicator, new means of verification, and the minimum requirement of 10 cases processed within the assessment period to qualify for the award. He also presented a short history of LTIA, tips on documenting LTIA entry, and the indicative schedule for this year’s LTIA implementation. The activity ended with a Q&A forum which served as an avenue for the Lupon Secretaries and Lupon Members to ask questions and clarify concerns regarding the program and the Katarungang Pambarangay (KP) process as well. The LTIA is an annual awards program that recognizes the most outstanding lupon that have demonstrated exceptional performance in resolving disputes using KP at the barangay level. Aside from recognition, the winning lupon shall receive a cash incentive which they may use for further improving their services.
