DILG R-III has conducted the Regional Dialogue on the

Implementation of the Supreme Court Ruling on the

Mandanas-Garcia Petition cum Bida Ang May Disiplina:

Solusyon sa COVID-19 Launching on March 18, 2021 via Zoom

Cloud Meetings application.

The said ruling is expected to cause devolution of

certain functions of the Executive Branch to local

governments. Thus, this activity served as a preparation of the

Department to fulfill its role, functions, and services as it gears

towards its implementation starting 2022.

officially launch the national advocacy campaign of DILG in

partnership with the Department of Health – the Bida Ang

May Disiplina: Solusyon sa COVID-19 Program. Said campaign

aims to rebuild the culture of discipline among Filipinos as a

certain periods and other factors maybe

on eBPLS for LGUs

DILG Central Luzon spearheaded the conduct of the
Advocacy on Electronic Business Permit and Licensing System
(eBPLS) for LGUs via zoom application on March 26, 2021.

The activity was aimed to equip the participants with the
technical aspects, actual functions and efficiency of the Electronic
Business Permit and Licensing System (e-BPLS) Program and
determine the roles and responsibilities of LGUs on e-BPLS
implementation.

LGOO V Darryl L. Salvador shared and refreshed the
knowledge of the participants on the salient features of DILG-DTI-
DICT Joint Memorandum Circular No. 2016-01. He also shared the
status of implementation of BPLS in the region.

Ms. Kristine Velasco, Project Development Officer I of BPLS
Project from DICT Luzon Cluster 2, presented the eBPLS software
which allows business owners to file and review their business
application online and enables LGU to process the applications
electronically. She also discussed the system features of the
software, the steps for automation and the roles and
responsibilities of LGUs should they avail the eBPLS software.

DILG R-III through FAD-Personnel Section facilitated the
first Regional Pre-Qualifying Examination (R-PQE) for technical
and administrative entry-level applicants on March 17, 2021.

The R-PQE is a standard examination established to put in
place qualified, highly competent and professional individuals
who shall form part of the Department’s strong workforce.

In the conduct of the said exam, strict observance on the
minimum health, security and safety protocols were implemented
in line with the whole-of-government approach in carrying out
tasks and activities necessary to implement measures to mitigate,
if not contain the transmission of the COVID-19 virus.
