INSIGHTS The Official Publication of Department of the Interior and Local Government Region III - Central Luzon Volume 25 No. 4, October - December 2022 I n recognition of the achievements of Central Luzon’s Local Government Units for CY 2022, DILG Region 3 held the Gawad Timpukan 2022 with the theme “Raising the Bar of Excellence, Championing Public Service Resilience” on December 19 at Widus Hotel, Clark, Pampanga. Gawad Timpukan aims to award and incentivize the outstanding performance of LGU officials and functionaries in upholding good local governance. From the Kapampangan word “timpukan” which means ‘’gem’ or ‘bejeweled’, the awarding system fittingly acknowledges the continuous efforts and initiatives of the local government units in delivering exemplary public service amidst the challenges posed by the COVID-19 pandemic in the past few years. DILG Sec Abalos Lauds LCEs, Partner Agencies, & DILG Family for Working Together to Ensure Safety & Development of All Barangays DILG Secretary Benjamin Abalos, Jr. during the conduct of the Support to Barangay Development Program (SBDP) Summit 2022 lauded the Local Chief Executives, partner agencies and DILG Family who are working together to ensure the safety and development of all barangays in the country. “To all our leaders, ipagpatuloy po natin ang serbisyong tapat at maaasahan para sa ating kapwa Pilipino. Let us protect our communities from the threats of these peace spoilers”, he said in his message. The said activity dubbed as Capacity Development Program for LCEs on Vertical Integration of Local Plans to the National Peace Framework was held on November 7, 2022 at Widus Hotel, Clark Freeport Zone, Pampanga and hosted by DILG R-3 in partnership with the Support for the Local Governance Program and Local Executive No. 70 – Project Management Office. The Support to Barangay Development Program (SBDP) is the flagship program of the government that seeks to end the communist insurgency at the local level by minimizing local support and sympathy to the communists. The DILG provides assistance in the monitoring and implementation of projects under the SBDP which include, among others, construction of farmto-market roads, health stations, school buildings, water and sanitation systems, and rural electrification. Social services such as agricultural and livelihood trainings and projects and immediate cash assistance to individuals and families are also being provided under this program to effect the target of delivering basic services and social development projects to beneficiary barangays that need government interventions due to the previous influence of Communist-Terrorist Groups (CTGs). In his speech, Sec. Abalos highlighted that out of 2,319 projects identified by 822 barangays in FY 2021, 1,019 projects or 43.94% are already completed while the rest remains ongoing implementation. For 2022, out of the 1,724 projects identified by the 1,406 beneficiary barangays, 1,658 projects or 89.9% already have their fund released with SARO and NCA. DILG Region III Director Atty. Anthony C. Nuyda emphasized the impact of SBDP in the vulnerable and marginalized communities through the delivery of basic services and social development projects. “Together with all the government forces involved, the Department continuously works to ensure the progress and the fulfilment of the objectives of the program”, he added. In the SBDP Summit 2022, LGUs from insurgencycleared areas shared their experiences as beneficiaries of the SBDP projects, giving emphasis on the strategies and impact of the implementation. ...(continued on page 8) October - December 2022 INSIGHTS 3


DILG R-3 Receives Award in Recognition of its Excellent Performance in Public Service DILG Region 3 once again exemplified its quality performance in the Capacity Development Awards for Catalysts of Excellence (CapDev ACE) convened by the Local Government Academy (LGA) on December 14, 2022 at The Manila Hotel. The CapDev Ace Awards is held annually to honor the exceptional achievements of DILG Officials and Employees across the country for their excellent public service. With this, DILG R-3, once again, was hailed and became one of this year’s CapDev ACE Top 5 Finalists for the Ugnay ng Mamamayan, also known as the Most Outstanding LGRRC. Likewise, Administrative Officer V/HRMO III Crystal Joy C. Pineda was named a finalist for the category Dagitab ng Paglilingkod. DILG R-3 was once again ranked as the Best Office in the FY 2020 Performance-Based Bonus ratings in the DILG Local Government Sector. With their collective efforts, Region 3 was able to receive the following recognition and awards: GCash Recognizes Digitalization Efforts of DILG Central Luzon This Office has been conferred the "Digital Financial Inclusion Champions" award by Globe - GCash corporation in recognition of its partnership and tie-up with GCash during the recently conducted Newly Elected Officials (NEO) Orientation Course for the Re-elected Municipal Mayors of Region III. The award is the highest honour given to LGUs championing best environmental practices towards the rehabilitation of Manila Bay. The City of Balanga also took home the Fisheries Compliance Audit National Top Performer award, while the Municipality of Sasmuan and Municipality of Pilar placed second and third respectively. For the Lupong Tagapamayapa Incentives Awards National Awarding, Barangay Alangan, Limay, Bataan was conferred the 2nd runner up award for the 1st to 3rd Class Municipality Category while Barangay Balibago, Angeles City was the 1st runner up for the HUC Category. In addition, eight 2021 ADAC Performance Audit National Awardees were also awarded namely: Dinalupihan, Hermosa, Pilar, Bataan; Candaba, Masantol, San Luis, Pampanga; Anao, Tarlac; and San Felipe, Zambales. These LGUs notched perfect scores in all the indicators of the ADAC Performance Audit Award, showing excellence in all aspects of the anti-illegal drug war. In his words, DILG-3 Regional Director Atty. Anthony C. Nuyda congratulated and extended his appreciation to the local government officials and functionaries who share the same vision of improving the communities in Central Luzon. Further, Atty. Nuyda urged everyone to aim beyond awards and recognitions and continue their endeavors in developing their localities and improving the standards of living of their constituents. DILG Undersecretary for Local Government Marlo Iringan expressed his appreciation to the LGU officials and NGA partners who were present during the awarding ceremony and encouraged them to sustain the passion in public service. “May this ignite the sense of commitment and duty to contribute in the shared responsibility of creating a better community and country for our children and their children too”, he said. (continued from page 3) The national activity was participated in by the Local Chief Executives of the provinces, cities, and municipalities of implementing LGUs of SBDP, DILG Central Office Officials, Regional Directors, LEO70 PMO, DILG Region III staff, and officials from the NTF-ELCAC. DILG CO & LGA Recognize Bulacan State University’s Initiative in Enhancing LGUs’ Local Economic Development The Bulacan State University (BulSU), DILG R-3’s main partner in implementing the Local Economic Development for Local Government Units (LED4LGUs) Program was awarded the NextGen CapDev Accelerator Award in Local Governance in recognition of their outstanding efforts to capacitate the Local Government Units (LGUs) of Central Luzon. BulSU paved the way for the initial roll-out training for the 1st batch of LGUs that were honed in implementing innovative and datadriven strategies and approaches towards achieving sustainable local economic development. Currently, Bulacan State University is in the final stages of the production of the DILG Central Luzon initiated LED4LGUs Handbook/Manual project. The CapDev Accelerator Awarding Ceremony was hosted and conducted by the Local Government Academy at The Manila Hotel on December 13, 2022. 8 INSIGHTS Vol. 25, No. 4


R-3 NGAs & LGUs Engage in the Forum on Devolution DILG Region 3 spearheaded the Regional NGA-LGU Forum on Devolution via Zoom Cloud Meetings application to align appreciation of insights from the LGU and NGA Devolution Transition Plans (DTPs) and to outline challenges experienced and technical assistance needed by NGAs and LGUs in the implementation of their respective DTPs. This was held on November 24, 2022 via zoom cloud meeting. 2022 has been a historic year in the Philippine governance scene as the implementation of the Supreme Court Ruling on the Mandanas-Garcia Petitions started to take place. With the Supreme Court’s determination of the LGUs’ “just share” to be based not only on the national internal revenue taxes but rather on all national taxes, a shift in existing governance paradigms have been triggered. In attendance were the Department’s NGA and LGU partners, Local Chief Executives, and DILG and LGU DTP Focal Persons from the 7 provinces and 2 HUCs of Central Luzon. DILG R-3 Trains Local Sanggunians in the Exercise of their QuasiJudicial Functions A training on Strengthening the Knowledge and Capacity of the Local Sanggunians in their Exercise of Quasi-Judicial Functions was conducted by DILG R-3 on Nov. 17- 18, 2022 at Terrace Hotel, Subic Bay Freeport Zone. Key Central Luzon LGUs Now Ready to Revitalize & Revamp their Local Economy and Workforce DILG R-3 has conducted the training on the Formulation of Workforce Development Plan (WDP) and Local Investments and Incentives Code (LIIC) on November 14 – 16, 2022 at Xenia Hotel, Clark Freeport Zone. The activity aimed to enhance and strengthen the core competencies and skills of the local government unit’s (LGU) local economic development (LED) team in order to produce a more comprehensive and inclusive Workforce Development Plan (WDP) and Local Investments and Incentives Code (LIIC) which shall then drive-up investments, employment opportunities, the inflow of businesses, and the LGU’s internal revenue generation capacity. Various esteemed resource speakers from partner national government agencies, such as the Board of Investments (BOI), Technical Education and Skills Development Authority (TESDA), the Department of Labor and Employment (DOLE), and the Department of Trade and Industry (DTI), were able to provide their knowledge, experience, insights, and inputs regarding the current status of the WDP and LIIC of the participating LGUs. Dagyaw Central Luzon 2022: Bayanihan sa New Normal Na Lipunan I n the face of all developments and concerns in the country, it is important to ensure the continued institutionalization of social accountability practice and of constructive engagement between citizens and their government. For this to transpire, it is imperative for various sectors of society and the government to engage in dialogues. On October 27, 2022, Dagyaw Central Luzon 2022: Bayanihan Sa New Normal Na Lipunan was conducted at the DILG Regional Office III Conference Room. With this year’s theme of “Fostering Multi-Sectoral Convergence through Social Accountability”, this activity aimed to present the platforms of the new administration and expand the Department’s network of development sector partners. Sub-LGRRCs 3 Undergo KM Audit The nine (9) Sub- Local Governance Regional Resource Centers in the region had undergone the Knowledge Management (KM) Audit on November 15-17, 2022. KM Audit aims to determine the readiness or fitness of an organization to do Knowledge Management. The activity was in support towards building the Department as a Knowledge Centric Organization (KCO), and the LGRRCs as the Learning Hubs in the promotion of Excellence in Local Governance. DILG R-3 Establishes Pool of Trainers for Capacitating the Barangay Tanods The Department of the Interior and Local Government Region 3, in partnership with the Commission on Human Rights Region 3, Philippine National Police Regional Office 3, and Bureau of Fire Protection Region 3, conducted the Regional Training of Trainers for Barangay Tanod Skills Enhancement (BTSE) for Provincial and HUC Training Teams on November 28- 29, 2022 at the Venezia Hotel, Subic Bay Freeport Zone. The objective of the activity was to ensure that there will be organized training teams at the Provincial and HUC levels to help in the conduct of roll out trainings to the barangays in their respective areas of jurisdiction. DILG-3 Regional Director, Atty. Anthony C. Nuyda appreciated all participants for gracing the activity and urged them to continue all efforts in capacitating all barangay tanods in Central Luzon. “Inaanyahan ko kayong lahat na sama-sama nating iangat ang dignidad at pag-ibayuhin pa lalo ang kakayahan ng ating masisipag at matatapang na mga alagad ng batas sa barangay - ang ating mga Barangay Tanod!” The Barangay Tanod Skills Enhancement Program is developed to equip the barangay tanods with the necessary knowledge and skills to carry out their mandated duties and responsibilities in the maintenance of peace and order. 130 Cities & Municipalities Undergo Training to Effectively Respond to Major Disasters All 130 cities and municipalities in Central Luzon are now more capable to respond to mass casualty disasters after DILG-3 completed the eight batches of the Orientation-Training on Basic Management of the Dead and Missing Persons this December. The MDM is a disaster protocol activated during mass-casualty disasters, and sets standards in the handling of dead bodies from their recovery, identification, transfer and final disposal without setting aside the legal requisites and norms, guaranteeing respect for the dignity of the deceased and bereaved families in accordance with their cultural and religious beliefs. Provincial Trainers Now Ready for the SICAPBADAC Roll-Out The Strengthening Institutional Capacities of Barangay-Anti-Drug Abuse Councils (SICAPBADAC) Training of Provincial Trainers was spearheaded by DILG R-3 on November 7 to 8, 2022. Its goal was to train the pool of Provincial trainers who in turn will be conducting the roll-out training to the Barangay Anti-Drug Abuse Council. The SICAP-BADAC is a capacity development project intended for BADACs. It aims to continuously provide them with significant knowledge, skills, and attitude to be able to ensure the functionality and sustainability of various anti-illegal drug efforts being implemented through these years. 12 INSIGHTS Vol. 25, No. 4


DILG R-3 Spearheads Training on Crisis Management S elected local government units in Central Luzon are now proactively prepared to handle crises that may arise in their locality – this after DILG-3 spearheaded the Training on Crisis Management for LGUs on November 3-4, 2022. The DILG-3, together with the Office of Civil Defense, shared lessons on the Foundational Concepts of Crisis Management, Crisis Leadership, and Accountability in Public Service. On the other hand, the Philippine Information Agency gave a short course on Crisis Communication, and Risk Communication during the two-day training. The DILG-3 aims to roll-out the same training to more LGUs in Central Luzon in 2023. As part of its ongoing thrust towards digitalization, the aggressive push towards cashless transactions, and overall improved Ease of Doing Business down at the local level, the DILG Central Luzon continues its mission in finding innovative and tech-driven solutions to the daily problems that both customers and businessmen face. 54th SANLIYAB Batch DILG R-3 Management Team convenes to discuss status of PPA Implementation Regional Director Atty. Anthony C. Nuyda led the conduct of the 4th Regional Management Conference on October 10, 2022. In his message to the officials of DILG R-3, RD Nuyda commended the region’s excellent records and encouraged everyone to continue having excellent performance in implementing the Department’s Programs, Projects, and Activities (PPAs) in the region. He also informed them of his plans to come up with innovations and policies that will further enhance program implementation and advocacy strategies of the Department. Congratulations to the 14 graduates of DILG R-3 who underwent and successfully graduated from the Local Government Academy’s (LGA) 54th Batch Apprenticeship Program for LGOOs II and III. We Won the Crown! Lance Bernardo, Mr. DILG Central Luzon, was crowned as Mr. DILG 2022 while Zyster Roque, Ms. DILG Central Luzon, was hailed as Ms, DILG 2022 1st runner up last December 9, 2022 at DILG-NAPOLCOM Center, Quezon City. Moreover, the candidates received various awards signifying their exceptional beauty and wit. Lance Bernardo was awarded as Mr. Photogenic, Best in Production Number and Best in Formal Wear. On the other hand, Zyster Roque is the Ms. Cups and Canape, Best in Production Number and Best in Advocacy Message. Department of Agriculture (DA) Region 3, Technical Education and Skills Development Authority (TESDA) Region 3 were given the opportunity to present their plans and priorities of the new administration for the next few months and years. These presentations have reinforced the trust of citizens and reassured them that the new government is capable of managing any challenges that the country may face. Indeed, safe and protected spaces for dialogue across the multiple sectors of society need to be fostered and guaranteed. DILG Aurora Bags Major Awards at DILG R-3’s Gawad Timpukan DILG Aurora headed by OIC-PD Ener P. Cambronero takes huge pride as the office has been awarded on its exceptional performance in the implementation of various PPAs of the Department for the FY 2022 during the first ever Gawad Timpukan of the DILG Region III held on December 19, 2022 at Widus Hotel, Clark Pampanga. OIC PD Cambronero was given recognition for being one of the four (4) finalists for the EXEMPLAR Provincial Director in the Region. LGOO VI Jesus L. Vizconde, Jr. was also nominated for the EXEMPLAR MLGOO category. Likewise, the TAMBULI, the DILG Aurora Local Governance Resource Center was hailed as the BEST SUB-LGRRC in the Region. As the official LGRC banner of the DILG Aurora LGRC, the TAMBULI shall continue serving as the instrument that will connect the DILG to its stakeholders. Tambuli shall continue to serve as the communication medium for the DILG Aurora to achieve its goals of being a knowledge centric hub that provides only the best. OIC-PD Ener P. Cambronero, PM Mary Joyce T. Bautista (LGRC Aurora Manager), LGOO II Gerald Philip DC. Esteves (LGRC Aurora Coordinator), and CTL Ariel G. Espinosa received the award during the Gawad Timpukan. The Locally Funded Projects Team under the Capability Development Section was also recognized as the Best LFP TEAM in Region III. Engr. Rosanna Hernandez was awarded as the best LFP personnel for Aurora. LGOO II Reyner L. Buenconsejo was given Commendation for being the Best LFP focal person in Aurora. Meanwhile LGOO VI Hannah Marie A. Dizon was named as the Best LFP Field Officer for the Province of Aurora. DILG Aurora was a recipient of the Gawad Kapayapaan for its exemplary accomplishment for the ELCAC Anti-Insurgency Program. The Province was also recognized as the 1st Place for its compliance to the BPLS and BPCO Monitoring System. Said award was received by LGOO V Florenz Zaira B. Buenconsejo and LGOO II Reyner L. Buenconsejo. LGOO V Maricar Janice Perez was also given a Certificate of Appreciation for her invaluable support and assistance as a Documenter during the 54th Batch Apprenticeship Program. Lastly, the office bagged the 2nd place for the Creative Performance competition. As the DILG Aurora moves forward to another year full of uncertainties, the team shall remain as a competent, steadfast, and dedicated workforce to effectively deliver the demands of the Department’s programs towards the attainment of an effective local governance. Bataan Preps for 2023 SGLG, Aims 100% LGU Passing Rate DILG Bataan is determined on maintaining the SGLG passers next year and is keen on adding more local government units (LGUs) in the province passing the Seal of Good Local Governance (SGLG) for the year 2023. This was echoed at the SGLG Utilization Conference, co-organized by the DILG Bataan Provincial Office and the Provincial Government of Bataan attended by local chief executives, LGU officials, department heads and functionaries at the Orion MDRRMO Building on November 16, 2022. The activity updated the local officials on their respective LGU ratings on the recent SGLG assessment and addressed the identified gaps and areas for improvement in various areas of governance. “We congratulate all our passers and as we conduct this province-wide exit conference, we hope that we get more SGLG LGU passers in future assessments”, PD Belina T. Herman said. Gov. Joet Garcia likewise emphasized the significance of the SGLG, “More than the award, SGLG is a validation of our efforts and excellent performance of public officials to our respective LGUs.” “I challenge all our LGU functionaries that our province will be aiming for a 100% LGU passing rate next year and in the years to come”, Gov. Garcia added. Bataan was the highest in Region III in terms of percentage of SGLG awardees (no. of awardees / no. of LGUs per Province) this year and aims to replicate the coveted feat next year. 10 LGUs namely PG Bataan, City of Balanga, Bagac, Dinalupihan, Hermosa, Morong, Orani, Orion, Pilar and Samal were the recipient of the 2022 SGLG. SGLG provincial focal person LGOO VI Cristy Blanco thoroughly discussed to the 13 LGUs of Bataan the focus areas on various indicators, observations, issues and developments of the SGLG. Program Manager Allan Don Malonzo likewise discussed the SGLG for Barangays while CDS Johnny Mandocdoc presented the details of the SGLG Incentive Fund. Also in attendance were Orion Mayor and LMP Bataan Chapter President Antonio Raymundo Jr., DILG Cluster Team Leader Yvette Cosio and the DILG field officers of Bataan. The SGLG is the highest recognition and the most prestigious award given by the DILG to excellent and performing LGUs in the delivery of public service through compliance with pertinent national laws and guidelines. Baliwag Wins 1st Place in the 2021 National Manila Bayani Awards & Incentives The Municipality of Baliwag, Bulacan was hailed as the 2021 National Manila BAYani Award- 1st Placer for the Municipal Category under the 2021 Manila BAYani Awards and Incentives (MBAI) of the Manila Bay Clean-Up, Rehabilitation and Preservation Program (MBCRPP). To date, the municipality has been adjudged as the first placer under the same category for the years 2018, 2019 and 2021. As part of the incentives, the municipality will receive a total of PHP 1,500,000.00 to fund their proposed environmental projects. The Manila BAYani Awards and Incentives is a program under the MBCRPP which aims to give incentives and encourage local government units (LGUs) to comply with pertinent environmental laws that support the rehabilitation of Manila Bay. Through this, the Department recognizes LGUs that have shown exemplary performance in the implementation of their mandates under various environmental laws and encourages them to be creative in coming up with innovative strategies on environmental management. The winners for the MBAI were determined based on their level of compliance to the following Outcome Areas of the Manila Bay Program: Liquid Waste Management, Solid Waste Management, Informal Settler Families, and Institutional Arrangements. All LGUs in Nueva Ecija Manifest their Commitment in Ensuring Social Protection & Safety in their Localities As conscious efforts in promoting peace and order and public safety throughout the Province, the DILG Nueva Ecija Provincial Office conducted a two-day workshop on the formulation of Peace and Order and Public Safety (POPS) Plan for all its 32 LGUs on November 23-24, 2022 at Nueva Ecija Convention Center, Palayan City, Nueva Ecija. The activity entitled, “Province-Wide TrainingWorkshop on the Formulation of Peace and Order and Public Safety Plan”, was headed by Atty. Ofelio A. Tactac, Jr., Provincial Director of DILG NE, in partnership with the Provincial Government of Nueva Ecija headed by Honorable Governor Aurelio M. Umali. 20 INSIGHTS Vol. 25, No. 4


Among the attendees were the Local Chief Executives, Chief of Police, BFP Fire Marshals, City and Municipal Planning and Development Coordinator (C/ MPDC), C/M Budget Officers, and the Sangguniang Panlungsod/Bayan Member – Chairperson on Peace and Order and the C/M Local Government Operations Officers. The workshop was aimed to further equip LGUs in the formulation of POPS Plan through an extensive discussion with written outputs. Alongside this was a brief introduction and refresher to POPS Planning. The said plan is to be jointly formulated and approved by the Peace and Order Council (POC) and Anti-Drug Abuse Council – Technical Working Group (ADAC-TWG), to be endorsed to Sangguniang Bayan/ Panlungsod for adoption. The plan consists programs and activities on peace and order and public safety in their respective jurisdictions. Furthermore, the said plan will be the basis for the computation of their allowable Confidential Fund. Per agreement, LGUs are expected to submit their approved and funded POPS plan by the end of this year. DILG Pampanga Launches Kape Kulitan DILG Pampanga launched Kape Kulitan, a new initiative of the organization led by PD Myra Moral-Soriano on November 20, 2022. The Kape Kulitan is the physical library of Ing Kulitan where books, periodicals, documents and other useful references on the Department’s programs can be readily accessed. It also doubles as a nook for employees and clients where they can unwind and have coffee while browsing through the available references. The activity started with a simple ribboncutting ceremony followed by a “salo-salo” of coffee, sweets and stories. The activity highlights the DILG Pampanga’s sustained initiatives to introduce strategies and interventions that promote the well-being and mental health of its personnel. “Adhikain natin na mapaunlad ang ating knowledge-sharing facility upang lalo nating mapaunlad ang lalawigan ng Pampanga” PD Myra gladly said in her message. With this launching, it will intensify the DILG Pampanga’s efforts to strengthen convergence and linkage with both internal and external stakeholders of the department. Epic Power! Tarlac LPOCs Convene for Strategic Planning & Simultaneous POPS-PCMS Encoding Through the generous support of the Provincial Government of Tarlac led by Governor Susan A. Yap, DILG Tarlac empowered eighteen (18) City/ Municipal Peace and Order Councils in the province through its recently conducted Local Peace and Order Council Strategic Planning cum Simultaneous Encoding of the Peace and Order and Public Safety (POPS) Plan in the Policy Compliance Monitoring System (PCMS) on November 22-23, 2022 at La Maja Rica Hotel, Tarlac City, Tarlac. Through the guidance of DILG Tarlac Provincial Director Armi V. Bactad, the activity aimed to capacitate the LPOCs by presenting the 2021 POC and ADAC Performance results, findings, and recommendations. The 18 partaking LGUs, with their Local Planning and Development Officers (LPDC), POPS Encoder, and DILG Field Officer, all participated in the simultaneous encoding of their 2023-2025 POPS Plan into the PCMS platform. During the activity, DILG Tarlac recognized the Local POCs and ADACs through their Local Chief Executives (LCE) and LPDCs who garnered 100% functionality scores on the earlier said audit as follows: 2021 ADAC Performance Audit LGUs with 100% Functionality Scores 1. Forming the Foundation for Good Governance thru Citizen Empowerment: DILG Spearheads Conduct of CapDev for CSOs To further strengthen the awareness and understanding on the importance of their role as representative-organizations to the Local Special Bodies (LSBs) and to increase their capacity to effectively engage in local governance, the Department of the Interior and Local Government (DILG) Zambales, in partnership with the Provincial Government of Zambales (PGZ), facilitated the Capacity Development (CapDev) Program for Civil Society Organizations (CSOs) on November 21- 22, 2022 via Zoom cloud meetings. The two-day activity was attended by CSO Representatives to the Local Health Boards (LHBs) and Local School Boards (LScBs) of the 14 LGUs of Zambales and CSO Representatives to the Municipal Development Councils (MDCs). In his message, DILG Provincial Director Martin Porres B. Moral underscored that even with the passage of the Local Government Code (LGC) of 1991 mandating the LGUs to promote the establishment of CSOs, the challenges in the effective participation of the CSOs in the LSBs remain. He then explained that the DILG has initiated efforts in empowering the CSOs to perform their respective roles and responsibilities through the conduct of capacity development interventions. “...gusto nating maging effective ang [kanilang] participation that is why we are having this para malaman ang roles and responsibilities ng bawat isa. When we know the roles and responsibilities, it is only then we can effectively discharge our roles sa mga LSBs kung saan tayo ay mga members”, he added. The CapDev Program for CSOs in the LSBs is one of the programs of the DILG cognizant that developing and strengthening partnerships with CSOs is equally important as developing the internal capacities of the local governments. This initiative, with the help of the CSO Desk Officers, was conducted in order to empower citizens to articulate their needs as they participate in the decision-making process, program planning, monitoring, and evaluation at the local level which can increase responsiveness and efficiency of local governments in delivering basic services. The Lupong Tagapamayapa of Brgy. Balibago, Angeles City bagged the Highly Urbanized (HUC) Category 1st runner-up during the Lupong Tagapamayapa Incentives Awards (LTIA) 2022 on November 28, 2022 at the Manila Hotel for their exemplary performance in the implementation of Katarungang Pambarangay. Joined by DILG-Central Luzon Director Anthony C. Nuyda and DILG-Angeles City Director Darwin D. David, Punong Barangay Rodelio H. Mamac and his lupon accepted the award. Balibago's LT members received a recognition plaque and Php250,000.00 cash prize. Brgy. Balibago won the LTIA 1st runner-up title for 2 consecutive years. This time, the Lupong Tagapamayapa of Barangay Marketview, Lucena City won the National LTIA-HUC Category. Now in its 24th year of implementation, the DILG’s LTIA annual program grants economic and other incentives to outstanding Lupong Tagapamayapas that demonstrate commendable contributions to attain the objectives of the Katarungang Pambarangay Program. “Congratulations sa Lupong Tagapamayapa ng Brgy. Balibago sa patuloy na pagiging ehemplo ng mahusay na implementasyon ng katarungang pambarangay at pagpapamalas ng mga epektibong inobasyon para maisaayos ang mga hidwaan ng inyong mga mamamayan na talaga namang nakakatulong sa kaayusan at kapayaapan sa inyong barangay,” said DILG-AC Director David. Olongapo IMT Conducts Functionality Audit of Barangay VAW Desks The Olongapo City Interagency Monitoring Team (IMT), led by DILG Olongapo City, assessed the functionality of the barangay violence against women (VAW) desks at the DILG City Office on October 10, 2022. LGOO VI Fernando M. Erese Jr. of DILG Olongapo oriented the IMT on the barangay VAW desk functionality guidelines and explained the strategy to streamline the audit process. Those LGUs that received scores from 81 to 100 were rated as ideal, 51 to 80 as mature, and 21 to 50 as progressive. Out of the 17 barangay VAW desks, nine were rated as ideal, five as mature, and three as progressive. No barangay received a basic rating. The barangay VAW desks were evaluated based on their establishment in the barangay, resources available, formulated policies, plans, and budget, and reported accomplishments. Brgy.
