Introduction: In the pursuit of gender equality and inclusive development, the Department of the Interior and Local Government (DILG) Region V through its GAD Focal Point System (GFPS) proudly presents its 2024 National Women’s Month Celebration Accomplishment Report. Gathered under the banner of National Women's Month, DILG 5 do so with a sense of purpose – embarking on a journey transcending gender limits and delving deep into our unwavering commitment to advancing the rights and welfare of all genders, promoting inclusivity, and fostering a culture of equality across the nation. This month-long celebration, marked our efforts with the following highlights of activities prepared: GAD Mainstreaming in Local Governance: DILG spearheaded efforts to mainstream GAD principles and policies into local governance structures and processes. This included providing technical assistance to local government units (LGUs) in developing and implementing GAD plans and programs tailored to their communities' specific needs and documentations of emerging GAD good practices. Policy Advocacy and Implementation: Advocating for the integration of gender perspectives into policies, programs, and projects, striving to create a more inclusive and gender-responsive governance framework that promotes equality and social justice for all. Celebrating Women's Achievements: Honoring the remarkable achievements and contributions of women in our region, honoring their resilience, creativity, and leadership in various fields. Through recognition, trade fairs, forums, and game sessions, we amplify their voices. Webinar and Trainings: Recognizing the importance of fostering an inclusive and respectful environment, conducted comprehensive trainings and webinar aimed at promoting gender sensitivity, challenging stereotypes, and fostering mutual understanding and respect among our personnel and stakeholders. Empowerment Workshop and Session: Providing women with platforms to enhance their skills, build confidence, and unlock their full potential through engaging workshop and session. DILG V remains steadfast in its commitment to promoting gender equality and empowering all sectors of society. Moving forward, we will continue to work tirelessly to ensure that gender considerations are mainstreamed into all aspects of governance, leading to a more inclusive and equitable Philippines for all. Launching Empowerment: NWMCthemed Flag Raising & DILG Bicol NWMC Kick-off Extravaganza MARCH 2024 In an event that underscored the agency's commitment to gender equality and recognition of women's contributions, DILG Region 5, through its GAD Focal Point System, spearheaded a momentous occasion. On March 4, 2024, while the DILG Central Office orchestrated the nationwide flag-raising ceremony and the launch of the National Women's Month 2024 Celebration through a dynamic hybrid setup, DILG Region 5 likewise organized its own independent activity. Following the nationwide ceremony, DILG Region 5 hosted its regular Monday convocation, serving as a platform to spotlight the remarkable achievements of each division. This moment not only propelled the agency toward its targets but also provided an opportunity to acknowledge and honor the invaluable contributions of women employees within the organization. Chavez-De Guzman, RGADC Chairperson, and Hon. Edcel Greco Alexandre B. Lagman, Governor of Albay, expressing strong support. Plenary Talks by Ms. Gilda Gayle R. Abonal-Gomez and Atty. Arlene Q. Alangco were highlights, with a supportive message from USEC. Carlos Bernardo O. Abad Santos. DILG Region 5 representatives attended to show the Department’s support. The ceremony concluded with the symbolic Ceremonial Turnover of the Regional Women's Day Icon to the Provincial Government of Sorsogon. Attendees enjoyed musical performances, accessed free optical services, general and dental checkups, family planning consultation, medicines, and vaccine distribution courtesy of the LGU of Albay. This celebration marked a significant stride in championing women's empowerment and unity across the Bicol region, underlining DILG Region 5's steadfast support and commitment to Gender and Development initiatives. In a bid to honor the achievements of women throughout history, DILG Region V recently hosted an engaging online game show titled "Guess HERstory: Celebrating Women's Journey through the Lenses." Premiered in two episodes last March 11 and 18, 2024, the event provided a platform to delve into the remarkable narratives of women, spotlighting their triumphs, challenges, and contributions in commemoration of the 2024 National Women's Month. Participants were treated to an interactive journey that entertained, educated, and empowered. The game show served as a celebration of women's resilience and achievements, offering viewers a unique opportunity to engage with their stories. Winners received cash and DILG merchandises. With the success of the immersive online game show, "Guess HERstory," we reflect on the profound impact of celebrating women's journeys. Through captivating narratives and interactive engagement, participants were not only entertained but also enlightened and empowered. Empowering Through Knowledge: DILG R5's Orientation on the Local Committee on AntiTrafficking and Violence Against Women and Children (LCAT VAWC) Amidst ongoing efforts to advance gender equality and women's rights, DILG Region 5, through its Local Monitoring and Evaluation Division (LGMED), conducted an orientation on the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC). Taking place last March 18, 2024, via Zoom Platform, this online initiative is geared towards providing DILG R5 personnel with a comprehensive understanding of the mechanisms in place to safeguard the rights of women and children. By arming participants with essential knowledge and skills, the department aims to contribute to the creation of a safer and more inclusive society for all. Top regional management, under the leadership of Regional Director Atty. Arnaldo E. Escober Jr., CESO V, and Assistant Regional Director Jhoaden G. Lucero, CESO V, graced the event, underscoring the significance of the orientation. Also present were key figures such as Local Government and Monitoring Division (LGMED) Chief Darlyn D. Ayende, Assistant Division Chief Amaline R. Colina, and other esteemed members of the team. EMPOWERING THROUGH AWARENESS D I L G R E G I O N 5 ' S O N L I N E R O L L - O U T O N T H E S A F E S P A C E S A C T DILG REGION 5'S ONLINE ROLL-OUT ON THE SAFE SPACES ACT To support National Women's Month and enforce the Safe Spaces Act (also known as the "Bawal Bastos Law"), DILG Region 5 organized an Online Roll-out on March 19, 2024, via Zoom. Led by the Local Government Monitoring and Evaluation Division (LGMED), this initiative aimed to educate the Safe Spaces Monitoring Team (SSMT) members on the law's implementation. Assistant Regional Director Jhoaden G. Lucero, CESO V, stressed the importance of the event in promoting community awareness and compliance. LGOO IV Jojimar Bagunu provided insights into the Safe Spaces Act's legal framework, including the roles of the SSMT. Attendees received guidance on reporting procedures to ensure compliance with the law. The Safe Spaces Act is crucial in combating gender-based violence, especially sexual harassment, nationwide. In a vibrant display of solidarity and appreciation, DILG Region 5 through the Local Government Capability Development Division came together to commemorate Women's Month under the theme "Empowering Women, Empowering Communities." The festivities unfolded with a dynamic Women's Fair, showcasing the talents and entrepreneurial spirit of women within the DILG community. As part of the celebration of Women’s Month, a DILG Women’s Fair: Serbisyo kay Juana was set up, featuring displays of local or homemade products from DILG personnel and other guests. This initiative aimed to encourage equal opportunity of economic access and development for both men and women, encompassing not only goods and enterprises but also services. Booths were arranged for guest agencies and stakeholders, particularly those offering healthcare and pampering services. CELEBRATING WOMEN'S MONTH: EMPOWERING WOMEN IN THE WORKPLACE The fair offered an array of activities catering to attendees' interests and needs. From pedicure and manicure sessions to reflexology, participants were indulged in pampering experiences. Meanwhile, food and beverage stalls showcased culinary delights, while handicrafts and DIY art shops displayed the creativity of BJMP and other guests. The fair, aptly themed Serbisyong DILG para kay Juana, aimed to foster equal economic opportunities for DILG personnel with small businesses and other guest stakeholders. The fair served as a testament to the commitment of the DILG in promoting gender equality and economic empowerment. By featuring displays of local or homemade products from DILG personnel and other stakeholders the event aimed to encourage equal opportunity for economic access and development for both men and women. Further, the fair was more than just a marketplace; it was a platform for showcasing the entrepreneurial spirit within the DILG community. Booths adorned with a variety of products and services, from artisanal crafts to other services, provided a glimpse into the diverse talents and skills of the participants. The Women’s Fair left a lasting impact on the DILG community, inspiring participants to continue advocating for equal economic opportunities and gender equality. Pampering Session Department of the Interior and Local Government (DILG) V recognize the dedication and hard work of the men and women within the organization. They play crucial roles in ensuring the efficiency and effectiveness of our government services. To honor their contributions and promote their well-being, the DILG proudly offered pampering services tailored specifically for them dubbed as “ Serbisyong DILG para kay Isko, Anna at Isay.” Manicure and pedicure sessions were provided to allow our hardworking personnel to indulge in some welldeserved self-care. These treatments not only enhance their appearance but also help them relax and unwind from their demanding responsibilities. Our skilled nail technicians from the partner Evegates Academy pampered them with luxurious treatments, ensuring their hands and feet are rejuvenated and refreshed. In addition to manicures and pedicures, soothing massage sessions were offered to alleviate any stress and tension they may be experiencing. The professional masseuses provided gentle yet effective massages, targeting areas of the body where stress tends to accumulate. These massages promoted relaxation, improve circulation, and leave them feeling recharged and revitalized. This initiative aligns with the spirit of National Women's Month by recognizing the importance of self-care and well-being among women. Strokes of Strength: “A Painting Journey for Women's Month" In celebration of National Women's Month, the Department of the Interior and Local Government (DILG) Region V organized a special painting session featuring the renowned Bicolana artist, Ms. Dee Jai Tanji, as the resource person. The event was attended by the regional management and personnel of DILG, all eager to engage in a creative and inspiring activity. Ms. Dee Jai Tanji, known for her vibrant and expressive artwork inspired by her Bicol heritage, led the session with enthusiasm and passion. As a respected female artist, she shared her journey in the art world, highlighting the challenges and triumphs she encountered along the way. Her story served as a source of inspiration for the women of DILG, encouraging them to pursue their passions and express themselves creatively. This proactive measure serves as a simple yet effective safeguard against pneumonia-related illnesses, particularly crucial for DILG personnel who serve as frontliners in various capacities. Moreover, the event featured a compelling Wellness Talk led by Levi M. Llagas, Albay Provincial Health Office – Provincial Family Planning Coordinator. Llagas delved into the topic of Reproductive Health: Early Detection and Prevention, addressing vital issues surrounding reproductive health and breaking the stigma associated with it. This initiative underscores DILG Region 5's unwavering commitment to prioritizing the well-being of its personnel and promoting awareness within communities. PRIORITIZING WELLNESS ACTIVITIES As part of the Women’s Month celebration's month-long activities, DILG Region 5 initiated a series of Zumba activities conducted to promote wellness and fitness among the agency's employees. More so, DILG RV partnered with different agencies and organizations in conducting wellness activities such as Zumba and fun run as part of its continuous pursuit of fostering collaboration with other stakeholders.
PRIORITIZING WELLNESS ACTIVITIES Further, to allow the female employees to spend quality time for themselves and/or with their families and loved ones, each was given the opportunity to Work From Home for one day (1) within the month of March. By providing the opportunity to work from home for one day during March, the agency enables these employees to better balance their professional responsibilities with personal and familial commitments. UNVEILING EXCELLENCE: LARAWAN EPISODES SPOTLIGHT LGU GOVERNANCE MODELS DILG Region 5 presented an exclusive glimpse into the forefront of governance excellence in its LARAWAN Episodes: Documentation of LGU Local Governance Model in Service Delivery. For its third year, the special episode focused on "Emerging GAD Good Practices," showcasing select LGUs that exemplified outstanding leadership, particularly under the guidance of formidable women figures. The episode delved into the innovative strategies and best practices implemented by these LGUs, offering valuable insights into their successes and achievements. From pioneering initiatives to impactful projects, the featured LGUs comprising of Naga City, Tabaco City, and Province of Sorsogon demonstrated a commitment to genderresponsive governance and inclusive development. LGUs are typically chosen based on their demonstration of innovative, effective, and sustainable practices that address local challenges and benefit the community. Selected LGUs are then recognized for their achievements, inspiring others to adopt similar approaches to enhance public service and governance. Through these engaging episodes, the agency aimed to inspire and empower others to emulate these exemplary models, fostering a culture of excellence and progress within our communities. The initiative of Naga City's Bantay Familia, recognized as one of the Gender and Development (GAD) Local Learning Hubs by the Philippine Commission on Women (PCW), exemplifies a holistic approach to addressing gender-based violence (GBV) and promoting women's economic empowerment. Bantay Familia's multifaceted strategies encompass crisis intervention, psychological and legal support, community engagement, and economic empowerment initiatives, reflecting the city's commitment to gender mainstreaming and women's rights. One of the notable aspects of Bantay Familia's approach is its emphasis on multisectoral collaboration and community-based interventions. By involving various stakeholders, including government agencies, civil society organizations, academia, and local communities, Bantay Familia ensures a comprehensive response to GBV issues. The establishment of Barangay VAW Desks across all 27 barangays of Naga City, facilitated by Bantay Familia's advocacy, demonstrates the importance of grassroots engagement in combating GBV and promoting women's safety. Moreover, Bantay Familia's integration of GAD into the City Government's programs, plans, and budgets underscores the significance of institutionalizing gender equality principles in local governance. By participating in key committees and initiatives, Bantay Familia ensures that gender perspectives are incorporated into policy-making processes and development agendas, contributing to the city's overall progress towards gender equality and women's empowerment. In addition to its efforts in addressing GBV, Naga City's Barangay GrOW Negosyo Program exemplifies how gender-responsive economic initiatives can uplift women entrepreneurs and contribute to local economic development. By providing support and resources to both women and men microentrepreneurs, the program promotes gender equality in access to economic opportunities and fosters inclusive growth. Overall, Naga City's innovative approaches to GAD and women's economic empowerment serve as a model for other local government units seeking to mainstream gender equality principles into their development strategies. Through sustained commitment, strong leadership, and collaboration, Naga City demonstrates how LGUs can create enabling environments for gender-responsive programming and contribute to building more equitable and resilient communities. The journey towards gender equality in Sorsogon Province began with a lack of a dedicated Gender and Development (GAD) office. However, the Sangguniang Panlalawigan (SP) led a transformative initiative that changed the fate of Sorsogon's womenkind. Spearheaded by former Board Member Rommel Mella, Ordinance No. 37-2020 was enacted, creating the position of Supervising Gender and Development Specialist, a pivotal moment in the province's history. Former Board Member Mella's relentless advocacy, coupled with the support of former Governor Chiz Escudero and the SP, resulted a milestone and marked the establishment of the first-of-its-kind GAD office in the Bicol Region. This move demonstrated Sorsogon's commitment to achieving gender equality by integrating gender perspectives into policies, programs, and projects across all sectors. Despite societal challenges and resistance, Sorsogon Province embraced the principles outlined in the Magna Carta of Women, striving to address gender disparities and promote women's empowerment. Under the leadership of Governor Boboy Hamor, the GAD office evolved from a unit to a division, signaling a heightened focus on gender mainstreaming and women's empowerment. Despite operational challenges, Governor Hamor ensured that the GAD office received full support, both technically and financially. With budgetary allocations it underscored the province's commitment to gender-responsive programming.This support facilitated the implementation of various initiatives, including the creation of a Gender and Development Monitoring and Evaluation Team and the establishment of the Provincial Council of Women of Sorsogon (SAKAPS). Additionally, Executive Order No. 07-2023 provided essential medical benefits for officials and employees of the Provincial Government, further enhancing the well-being of women in Sorsogon. The province also recognized women movers who contributed significantly to gender equality efforts. Through resolutions and acknowledgments, individuals like Sorsogon City Councilor Maria Theresa Gonzales and others were celebrated for their contributions to women's empowerment. Overall, the creation of the Supervising Gender and Development Specialist position exemplifies a best practice, ensuring accountability and focused efforts in advancing the rights and opportunities of Sorsogon's women. Tabaco City has many commendable contribution worth documenting for their Gender and Development (GAD) best practices however, education and nutrition stand out as key sectors where Tabaco City excels, led by Mayor Krisel Lagman's dedication to community development. Mayor Krisel's vision extends beyond just physical development; she prioritizes the holistic development of the community, particularly focusing on education and nutrition of children, youth, men and women. Tabaco City's commitment to supporting education and nutrition programs is evident. During the COVID-19 pandemic, the city adopted the literacy hub initiative from Angat Buhay, evolving it into the Tabaco City Learning Hub. Through the efforts of TCLH volunteer teachers, the city significantly reduced the number of non-readers among students among the far-flung barangays. Recognizing the importance of early education, LGU Tabaco expanded support by providing technological resources like smart TVs, tablets, and portable speakers to enhance learning. Mayor Krisel ensured that lactating and pregnant mothers received proper nutrition, and complementary food was provided to children aged 6 months to 2 years. Supplementary feeding programs were also implemented for children aged 2–5 years to prevent stunting. Tabaco City's dedication to nutrition has earned it a green banner for several years, with its nutritionist ranking among the top two in the Bicol Region. The latest innovation in Tabaco City is the local production of monggo rice and curls, with plans to become a supplier throughout Albay. Mayor Krisel and the LGU personnel exemplify how dedication and hard work can achieve remarkable results, regardless of gender. PD Melody E. Relucio, CESO V, spearheaded the Gender and Development (GAD) Forum on March 22, 2024, at Pley-to Restaurant, Daet, Camarines Norte. As a key resource person, PD Relucio discussed the Salient Features of Magna Carta of Women and PCW-DILGDBM-NEDA JMC 2013-01 amended by PCW-DILGDBM-NEDA JMC 2016-01. Aligned with Camarines Norte's 2024 Women’s Month Celebration, the forum aimed to refresh the knowledge of GAD focal point system members and MLGU GAD focal persons on RA 9710 and GAD planning and budgeting. It also encouraged participants to be proactive allies in advancing gender equality. The forum highlighted the importance of leadership in driving transformative change as it served as a catalyst for forging alliances and fostering a culture of inclusivity and empowerment. The Regional Management Team (RMT), led by Regional Director Atty. Arnaldo E. Escober Jr., CESO V, and Assistant Regional Director Jhoaden G. Lucero, CESO V, paid a courtesy visit to the Provincial Government of Catanduanes under OIC-Governor Hon. Peter C. Cua. During the visit, a significant contribution of P500,000 was handed over for the implementation of the "Kwarto ni Neneng" project. This initiative aims to combat rape incidents and other forms of sexual abuse by providing crucial support to vulnerable members of society. The visit aligns with the interfacing and strategic planning initiative focused on Communicating for Perpetual End to Extreme Violence and Forming Alliance towards Positive Change and Enriched Communities (C4PEACE) between the RMT and DILG Catanduanes.
