announcement for widest dissemination in your respective AOR.

2. Further, be informed that we have requested/recommended changes
particularly on the Passing Grade, Admission Requirements and Application Fee for
the approval of the Civil Service Commission.

ANNOUNCEMENT


The CIVIL SERVICE COMMISSION (CSC) announces the conduct of the:

PENOLOGY OFFICER EXAMINATION


to establish registers of eligibles from which certification and appointment to the
second level ranks in the Bureau of Jail Management and Penology (BJMP) and
other functionally related agencies shall be made, provided said eligibles meet
the qualifications and other requirements of the said positions.

. The eligibility resulting from the Penology Officer Examination shall be
called Penology Officer Eligibility, and considered appropriate to second level
ranks in the jail management and penology, and functionally related services
only, except for ranks under the Philippine National Police.

C. PASSING GRADE

To pass the test, an examinee should get a grade of at least 80.00.

D. ADMISSION REQUIREMENTS

The examinations shall be OPEN TO ALL QUALIFIED
APPLICANTS, as follows:

• Incumbent personnel of B..IMP, and jail facilities (Le. Provincial
Jails) who have not yet acquired any Second Level Eligibility
(e.g. Career Service Professional Eligibility, Penology Officer
Eligibility, 2nd level Police Officer Eligibility, RA 1080, and other
applicable 2nd level eligibilities); and

• Private individuals, with no 2nd level eligibility and who are
interested to join the jail and penology service

Applicants are advised to check carefully whether they meet the
other admission requirements stated below. Only those who meet the
admission requirements should apply for the examinations, otherwise,
their applications shall be disapproved and the admission fees paid shall
be forfeited.

• Must be Filipino citizen;
• Mentally and physically fit or free from any deformities which

would render them incapable of performing the duties required
of the BJMP ranks;
• Must be of good moral character;
• Must not have been convicted by final judgment of an offense or
crime involving moral turpitude, or of disgraceful or immoral
conduct, dishonesty, examination irregularity, drunkenness or
addiction to drugs; and

• Must not have been dishonorably discharged from military
service or dismissed for cause from any civilian positions in the
government;

Applicants with pending administrative and/or criminal case may
take the examination and will be conferred the eligibility if they successfully
pass the same. However, this is without prejudice to the outcome of their
pending cases. If they are found guilty of grave offenses, their eligibility
shall be forfeited based on the penalties stated in the decision and
pursuant to Section 58 (a) of the Uniform Rules on Administrative Cases in
the Civil Service and CSC Resolution No. 010659, dated March 22, 2001.

Individuals who are interested to join the jail and penology service
shall be allowed to apply provided that they meet the following
requirements in addition to the admission requirements mentioned above:

• Must have completed a Bachelor's degree;
• Must not have been granted any 2nd level Civil Service Eligibility

or its equivalent;

• Must not be less than twenty-on~ (21) nor more than thirty (30)

years of age;

• Must be a least 1.57 mr(5'2"j) in height for Female, and

1.62 m 5'4") or Male; PRwitfed, that a waiver for height

require shall be automatically granted to applicants
belonging to c~tural communities; and
• Must weigh no more or less than five kilograms (5 kgs.) from

the standard eight corresponding to his/her height, age and

sex.

The maximum age limit, height. and weight requirements are
waived for the incumbent personnel of the following agencies/jail facilities
subject to submission/presentation of a Certification of Employment from
authorized BJMP official: .

• Bureau of Jail Management and Penology;
• Bureau of Corrections; and
• All Provincial and Sub-Provincial Jails which were placed under

the management/supervision and control of the BJMP

E. APPLICATION REQUIREMENTS

1. Properly accomplished application form (CS Form No. 100-F,
Revised 2008)

2. Examination fee of Php700.00

3. Four (4) latest and identical passport size (1 %" x 2") ID pictures with
white background. and with full name tag that includes the surname,
first name and middle initial taken within three (3) months before the
date of filing of application. Pictures that are scanned, photocopied or
computer-enhanced are not accepted. Name tag should be hand­
held. Applicants should not wear eye glasses or any accessory that
may cover their facial features when they are having their pictures
taken.

4. Any two (2) valid ID such as Driver's License, SSS ID, GSIS UIVIID
Card, current Office ID, Postal ID or Valid Passport which contain the
applicant's picture, signature, date of birth, and the signature of the
authorized head of the issuing agency. Photocopy of the IDs should be
attached to the application form to serve as reference for Room
Examiners on examination day.

F. WHERE TO GET AND FILE APPLICATION FORMS

Application forms are available at any CSC Regional Offices and
Field Offices. The same may be downloaded from the CSC website:
www.csc.gov.ph. Application forms may be reproduced provided the
same format is followed.

Offices within the jurisdiction of the above-named CSC Regional Offices.

G. EXAMINATION PERMITS

Qualified applicants will be notified of their places of examination
upon filing of applications through a Notice of Admission or Examination
Permit. Room assignments of examinees shall be posted in the
CSC website and during examination day in a conspicuous place at the
test center where they will take the examination.

H. WHAT TO BRING ON EXAMINATION DAY

Applicants should bring the following on examination day:

1. Notice of Admission/Examination Permit
2. Lead pencills (No.1 or 2) and eraser/s
3. Ball Pen (Blue or Black)
4. The same valid 10 Cards presented during the filing of application

(i.e. Driver's License, SSS 10, current Office 10, GSIS UMIO Card,
Postal 10, BIR 10. Barangay 10, Voter's 10, Valid Passport, or Police
Clearance)

Important Reminders

Failure to take the examination on your scheduled date will mean
forfeiture of your examination fees.

PROHIBITION

DO NOT bring service firearms, any electronic gadget, including
mobile phones, i-pod, and other materials other than those listed on
Item H (What to Bring on Examination Day) of this Examination
Announcement, otherwise, they will be confiscated by the Security
Officers. The Commission will not be liable for the loss or damage of
said belongings.

WARNING


Any form of cheating in any civil service examination shall be
considered a violation of Republic Act 9416 and any person found
guilty shall be administratively and criminally liable.

Those found ADMINISTRATIVE LIABLE shall suffer the following
penalties: For those in the GOVERNMENT SERVICE, dismissal from
the service with all the accessory penaties of forfeiture of government
benefits, cancellation of eligibility, bar from taking any government
examination, and perpetual disqualification from re-entering government
service. For PRIVATE INDIVIDUALS, perpetual bar from entering
government service and from taking any government examination.

Those found CRIMINALLY LIABLE shall be meted out the penalty
of imprisonment of not less than six (6) years and one (1) day but not
more than twelve (12) years and a fine of not less than Fifty Thousand
Pesos (Php50.000.00) with the appropriate accessory penalties.
