The Zero Trust initiative, which aims to prevent data breaches by eliminating trust from an organization’s network architecture, has been widely accepted in the IT industry and is gradually being adopted in the physical security realm. This strategic initiative is deeply rooted in the philosophy of “never trust, always verify.” Training of Personnel Even though all the aspects mentioned may be interrelated regarding the outcome they provide, there is another common link among them. All of these are practiced by the top personal security companies worldwide and need a growing uptake in India too. The inclusion of these trends has become a must for Indian-based companies to uphold international standards. To remain relevant against the top personal security companies across the globe, Indian companies will have to spend time and resources on training their personnel and having them become more tech-savvy so that when the companies can onboard new technological resources, the personal security personnel will be able to utilise these tools daily. Role of CAPSI CAPSI (Central Association of Private Security Industry), the apex body for the private security industry, is a nonprofit organization registered under Section 8 of the Companies Act 2013. It collaborates closely with the Ministry of Home Affairs (MHA), Government of India, on policy matters affecting the industry. CAPSI has an MOU with Rashtriya Raksha University under the MHA to work on various aspects of the private security industry. To ensure service quality, CAPSI works with the Bureau of Indian Standards (BIS) to finalise the standards required for the employability of workers in the sector. CAPSI’s auditing wing conducts audits on private security companies and issues star ratings (up to 7 stars) based on the results. The Central government has mandated that only CAPSI-certified private security agencies are eligible to provide services to government ministries, departments, etc. From Defence To Security CAPSI has been entrusted by MHA to prepare a proposal for the induction of retrenched personnel from defense forces into the private security industry at appropriate levels. Additionally, MHA has asked CAPSI to prepare a roadmap for the industry’s growth over the next 10 years. CAPSI is experiencing watershed moments in the country’s internal security history. Recently, it prepared to launch a nationwide movement known as National Citizens Security Culture as a non-profit welfare activity in the interest of the country’s security.This would be a 2-3 year project aimed at achieving selfsustainability. Various activities and programmes are being planned in this regard. T he private security industry’s evolution includes the proposal to grant parapolice status to private security personnel, as in many advanced countries, and arming them in a controlled manner under the new Arms Rule 2016. This step would enable public police to focus on core areas such as crime investigation, terrorism, financial fraud, and serious crimes, leading to faster and higher conviction rates and reducing the burden on courts. Partnerships between private security agencies and public police would improve law and order situations, disaster management (as seen during Covid-19), crime prevention, traffic management, and emergency handling. The industry’s recognition as friends by the general public is essential, and regular consultations between CAPSI and the MHA on policy issues affecting the industry’s functioning are necessary. Similarly, state chapters of CAPSI should coordinate with state home departments. This recognition and collaboration would help resolve issues in the industry, which operates under PSARA and PSAR Rules. The critical issues requiring immediate government attention in the sector include amendments to the PSAR Act and Rules, granting industry status instead of service status, reviewing the GST regime, re-evaluating the FDI policy, and considering the national citizen security culture implemented by CAPSI as a CSR activity for industrial houses to participate in. One day, a customer accidentally left a bag filled with money at the counter. However, the vigilant Samar Pandey, in a demonstration of his character, immediately informed the bank officials. The bank’s advanced CCTV system identified the customer quickly, and the bag of money was returned. Kanker Collector Priyanka Shukla praised Samar’s actions, and his story of integrity spread across social media, garnering widespread applause. Asignificant milestone was reached in July 2020 when the Delhi Police utilised drone technology during a murder investigation, leading to the discovery of a concealed body in Mehrauli’s wooded area. The victims were identified as two former gang members, presumably killed as retaliation for their potential testimony against the gang’s leader. The police have successfully identified and arrested two suspects, while the main suspect, a notorious criminal with a history of offences and a recent parolee from Tihar Jail due to the COVID-19 pandemic, remains at large. Authorities continue their pursuit of the primary suspect and his accomplices. I n April 2018, an unidentified headless body was discovered in Javasai village, Thane’s Ambernath. For seven months, the police struggled to determine the victim’s identity. However, with the help of forensic experts at KEM Hospital in Mumbai, the victim was identified as Bindresh Prajapati using 3D technology to reconstruct his face. The victim’s head was found about 500 metres from the body, but it was severely burned and the face had been deliberately skinned to conceal the victim’s identity. Despite attempts to identify the body through a tattoo on the right hand and the victim’s sandals, no progress was made after six months. In October, the police turned to forensic experts at KEM Hospital, who suggested creating a digital representation of the deceased based on the skull pattern and burned skin. Advanced AIbased cameras and software alarms notified security personnel of potential threats, such as individuals scaling walls or displaying unconventional behavior. Jai Bahadur Singh, the security guard on night patrol, attempted to intervene and was attacked with stones, resulting in hospitalisation. The incident was reported by Bahadur Singh, who raised an alarm, notifying neighbours and police. This story highlights the courage of individuals like Jai Bahadur Singh, who stand up for what’s right despite personal risks. AI-Driven Security Measures CCTV Footage Leads to Arrest Valiant Security Guard I n a CCTV recording, two individuals on a motorcycle, wearing hoods, approached an SBI ATM. One of them shot at the security guard, who, despite being injured, courageously stood his ground, preventing the assailants from entering the premises. Seizing a moment of opportunity, she asked to have her hands untied, allegedly for a bathroom break. As soon as her hands were free, she rolled down a nearby hill and eventually found refuge by the roadside. An autorickshaw driver spotted Kim and offered assistance, taking her to New Lambulane. Medical reports later confirmed that Kim had endured severe physical and psychological trauma. Delhi Police successfully solved a murder case by apprehending the suspect, Noor Mohd, using CCTV footage. Rohaan, a young Bihar native working as a momos seller, was tragically killed. With no eyewitnesses, CCTV footage revealed a suspicious individual entering the building twice. After extensive efforts, the suspect’s identity remained a mystery until his capture through a series of raids. This initiative, connecting cameras to the Integrated Command Control Centre, aims to enhance operational efficiency and improve monitoring capabilities. Gurgaon’s Police Commissioner, Vikas Arora, highlighted the benefits of this move, stating that centralised control will significantly improve operational efficiency and enable the monitoring of more areas. I n 2013, Durga Shakti Nagpal, a young IAS officer, gained attention for her unyielding efforts to expose Noida’s illegal sand mining mafia. Nagpal’s leadership resulted in 66 FIRs, 104 arrests, and the seizure of 81 illegal mining vehicles, with the support of the Noida Police. Her flying squads conducted late-night raids, effectively disrupting the illicit activities. Despite the success, Nagpal faced suspension by the Samajwadi Party government over alleged charges of inciting communal tension. The suspension triggered widespread criticism and support from various sources, including Congress President Sonia Gandhi, who wrote to the Prime Minister in her defense. Notable lawyer Ram Jethmalani offered free legal assistance, while the UP IAS Association, Central IAS Officers’ Association, and activists protested her suspension. I n Doddanekundi, an IDBI Bank ATM guard, Hari Shankar Sharma (25), was tragically killed by two thieves during a theft attempt. Swamini Lady Bouncers, a group of 49 women trained in self-defence, was born out of a desire to safeguard women’s safety. Amita Kadam, a 29-year-old graduate and mother, initiated this transformative movement. Despite facing scepticism and societal norms, Amita refused to be deterred. Drawing inspiration from her brother-in-law, a bouncer, she believed that women could excel in this traditionally male-dominated field. Amita pursued her dream and established Swamini Lady Bouncers. Her journey is a testament to the power of women standing tall, protecting themselves, and empowering others. Swamini Lady Bouncers have been instrumental in safeguarding women at events, clubs and various activities. Their presence has provided a sense of security and hope for many. Amita Kadam’s story is an inspiration to all. I n In an unfortunate incident captured on CCTV cameras, a railway security guard in Vapi, Gujarat, demonstrated remarkable bravery and quick thinking as he averted a potentially fatal situation. The incident occurred when an elderly man lost his balance and fell onto the tracks, just as a train approached the station. The footage depicts a scene that is all too common in railway stations across the country: people risking their lives by crossing tracks despite repeated warnings against the dangerous practice. As the SuratBandra Terminus Intercity train arrived at the station around 6 p.m., the situation worsened when the elderly man tripped and fell dangerously close to the oncoming train. With incredible timing, GRP personnel Veerabhai Meru is makes good use of his reflexes. He leapt from the platform and dashed towards the fallen passenger, just as the train approached them. Meru reached the elderly man and pulled him to safety just seconds before the train passed. Despite ongoing efforts to discourage track crossings through warnings, fines, and guidelines, such incidents continue to occur at alarming rates. Many passengers continue to take the risky shortcut across tracks in order to save time, despite the obvious risks involved. The presence of CCTV cameras at railway stations has proven invaluable in documenting these incidents, highlighting the enormous risks faced by security personnel and bystanders. Lady Bouncers Railway Guard Saves Elderly Man During a local cricket match, 21-year-old Md. Akram, a second-year BSc (Hons) Paramedic Science student at the University of Lucknow, found himself in a critical situation. A player from the opposing team, after completing a run, suddenly collapsed to the ground. Recognising the signs of a cardiac arrest, Akram acted promptly, placing the man, who appeared to be in his 60s, on his back and ensuring an open airway by tilting his head. As the man struggled to breathe and showed no signs of a pulse, Akram initiated CPR. Meanwhile, three other players rushed to retrieve a publicly accessible defibrillator from the clubhouse. Crisis management involves implementing policies and procedures to defend, mitigate and prevent a crisis. During my service period, I faced many natural and man-made catastrophes, which were addressed through innovation, personal involvement and directions. A few outstanding examples are: Remember Kutch Tropical Cyclone 03A in 1999, which devastated coastal communities and salt mines? All the disaster mitigation and contingency plans were thrown to the wind. An estimated 4,000 to 10,000 people were killed. At least1,173 people died and 1,774 went missing. The power supply was lost due to the storm’s high winds. The collapse of the microwave tower caused disruptions in telecommunications. Hundreds of power transmission towers also fell. Over 1,62,000 structures were damaged, and damages amounted to Rs120 billion (US$ 3 billion). In Kandla, the damages were estimated at around Rs 1,855.33 crore. District SP with international borders faced the biggest humanitarian crisis and the biggest problem was the documentation, identification and disposal of the dead bodies. Stone-pelting students were nabbed by the K9 Force by sniffing the stones. All were arrested by the sniffer mighty K9s. There was a huge uproar that the police had arrested him without any evidence. The K9 evidence silenced everyone. I used the sniffers in a stabbing case. The person stabbing stood near a wall, waiting for the person to be stabbed. After the person was stabbed, the wall was sniffed by the dog and we found the culprit. Kutch used sniffer dogs to locate 25 kg of hidden RDX on the international borders with Pakistan.
