Putrajaya SHAANXI PROVINCE SHAANXI RAILWAY INSTITUTE Shaanxi Railway Institute (SXRI) is a state-owned vocational institution of higher learning organized by the Shaanxi Provincial People's Government. Founded in 1973, it was formerly known as Weinan Railway Engineering School under the jurisdiction of the Ministry of Railways of China. In the past 50 years, SXRI has taken ‘Soul cultivation by virtue, career success by skill’ as its motto and has adhered to the spirit of ‘Willing to work hard and make contributions to the country, striving to achieve first-class results’. SXRI is located in Shaanxi Province, but the institute faces the entire China or even the globe to train skilled talents to serve rail transport, infrastructure construction and management for countries along the Belt and Road. It is a "Project Unit of High-level Higher Vocational College and Professional Construction Plan with Chinese Characteristics", "National Demonstration Backbone Higher Vocational College", "National Quality Higher Vocational College", "College of National Defense Education with Characteristics". It has been honored as one of the "Top 50 Higher Vocational Colleges in Service Contribution", "Top 50 Higher Vocational Schools in Teaching Resources", "Top 50 Higher Vocational Schools in International Influence" and "Top 50 Higher Vocational Schools in Scientific Research Ability" in China. In the 2023 comprehensive assessment of higher vocational colleges in Shandong Province, our school ranked the fourth. The professional standards of electrical automation have been officially certified by the Pakistani education department. 26 SHANDONG PROVINCE RIZHAO POLYTECHNIC Rizhao Polytechnic is the first higher vocational college in Shandong Province approved by the Ministry of Education. It covers an area of 744,000sqm, with more than 17,000 students and 1,100 faculty members. There are 15 departments, such as Innovation and Design, Aquaculture Technology, and Architectural Engineering, and 54 majors. It is one of the top 30 high-level higher vocational colleges with Chinese characteristics, Top 50 national higher vocational colleges in international influence, Top 50 colleges in global competitiveness of Chinese higher vocational colleges. It won the Award of Excellence of World Federation of Colleges and Polytechnics (WFCP) for three times. Rizhao Polytechnic has established cooperation and exchange relations with 119 government organizations, institutions and international enterprises from 27 countries and regions. It has carried out more than 10 international cooperative program, such as automobile inspection and maintenance joint program with South Korea, construction technology joint program with Canada, and digital media arts design with the UK. 4 DEPARTMENT OF POLYTECHNIC AND COMMUNITY COLLEGE EDUCATION (DPCCE ), MALAYSIA Technical and Vocational Education and Training (TVET) in Polytechnics was first introduced in Malaysia through the establishment of its first Polytechnic, Polytechnic Ungku Omar in Ipoh under the United Nations Development Plan in 1969. TVET was strengthened with the approval of the Cabinet Committee on Education in 1979 and The first National Industrial Master Plan (1985–1995). All plans including the Cabinet Committee's certificate on training (1991), enabled the establishment of more Polytechnics and added study programs in the fields of engineering, commerce and services. In addition, the Cabinet of Ministers on 26th March 2010 considered the Memorandum from the Minister of Higher Education agreeing to establish ten Polytechnics METrO. The concept of establishing and implementing community colleges in each parliamentary constituency was agreed by the Cabinet on 5th July 2000. However, in 2005 the Cabinet reconsidered the concept and agreed that the establishment of community colleges should be based on the needs of the local area. In 2007, the Cabinet of Ministers agreed that community colleges should be made Lifelong Learning hubs. In addition, in 2014, the Council of Ministers took note of the implementation of the Lifelong Islamic Education (PISH) program at community colleges. In order to strengthen the role of Polytechnics and Community Colleges in the field of education and training, the Cabinet on 24th March 2017 approved the merger of Polytechnics and Community Colleges into one department. The new organizational structure of the Polytechnic and Community College Education Department (JPPKK) was approved by the Public Service Department (JPA) on 23rd February 2018. 25 HENAN PROVINCE
24 HENAN PROVINCE HENAN COLLEGE OF TRANSPORTATION Henan College of Transportation, as the only public vocational college in transportation in Henan Province, was founded in 1953. It is now a reserve school for the "14th Five Year Plan" Education Power Promotion Project and a demonstration base for cultivating high skilled talents for national revitalization in the province. In 2015, it was designated as a "Henan Province Vocational Education Brand Demonstration College" by the Provincial Department of Education. In 2019, it was designated as a "National High quality Higher Vocational College" by the Ministry of Education. In 2020, it was designated as a construction unit for the "Higher Vocational Double High Project" in Henan Province by the Provincial Department of Education, the Department of Finance, and the Development and Reform Commission. The college has a total of 12 departments, with 40 majors closely connected to transportation modes such as highways, waterways, logistics, and rail. It is a higher vocational college featuring services of railway transportation and equipment manufacturing. GPI has 7 secondary schools and 38 majors, including Railway Locomotive Operation and Maintenance, Manufacturing and Maintenance of High-speed Railway EMUs, EMU Maintenance Technology, Industrial Robotics, Intelligent Manufacturing Equipment Technology, etc. LIAONING PROVINCE LIAONING MECHATRONICS COLLEGE Liaoning Mechatronics College is a higher vocational college with engineering majors as the main body and mechanical and electrical majors and instrumentation majors as the characteristics. Now it is one of the construction units of highlevel professional groups under "National Double-high Plan", the second batch of national demonstration colleges for deepening the reform of innovation and entrepreneurship education, and the national high-quality junior vocational colleges. At present, we have 10,406 full-time students and 480 teaching staff. There are 7 institutes for major, which are School of Electrical Engineering, School of Instrumentation, School of Mechanical Engineering, School of Materials Engineering, School of Information Engineering, School of Digital Business and School of Automotive Engineering. We actively construct a new pattern of opening up to the outside world, implement the "going out" strategy, and respond to the national "The Belt and Road" policy. 22 CHANGCHUN AUTOMOBILE INDUSTRY INSTITUTE Changchun Technical University of Automobile is the only public vocational university with majors covering every aspect of the auto industrial chains. It is known as “the cradle of the automotive professionals” in China. Located in Changchun Automobile Economic and Technological Development Zone, The university works closely with the local government and automobile enterprises on the principle of joint contribution and shared efforts . It devotes to building a world - class park for car industry and education and a community with a shared future among the government, industry, college and enterprise. The institute has set up majors closely related to auto industrial chains and actively adapted to industrial upgrading and transformation. By connecting specialty clusters with industrial chains in a targeted way, it has established the pattern of specialty groups. The institute works to meet the demands of enterprises . It has offered comprehensive services such as targeted and customized training , and showcase its unique school - running characteristics of integrating training and teaching on the basis of college - enterprise cooperation. By far, the university has trained 100,000people per year on average. JILIN PROVINCE 7 KOLEJ KOMUNITI SELAYANG The concept of establishing and implementing community colleges in each parliamentary constituency was agreed by the Cabinet on 5 July 2000 and in 2001, 12 pilot community colleges began operating. Starting in 2005, the Cabinet of Ministers reconsidered the concept of establishing community colleges and agreed that the establishment of community colleges should be based on the needs of the local area. Kolej Komuniti Selayang (KKSY) was established oi 16th March 2003 by locating at the Gombak Technical High School premises until 15th August 2006. KKSY moved to the main campus at Persiaran Pegawai, KM16, Jalan Ipoh next to the Selayang Sessions and Magistrate Court on 16th August 2006. KKSY is able to accommodate 600 students in one intake session. KKSY's Vision is to be a "Superior TVET Institution" which is in line with KSY's motto of "Creative, Inspiring Dynamics". Now, KKSY offers 7 courses; Games Art Diploma, Culinary Program, Culinary Basics Program under Special Education Certificate (hearing impaired), Pastry Program, Hospitality Operations Program, Interior Design Program, and Fashion & Apparel Program. KKSY students are exposed to the latest trends and practices of companies to produce holistic, entrepreneurial and balanced graduates. Students can also learn practical approach in dealing with different problems and situations through project-based research. Apart from providing an alternative route through offering Diplomas and Certificates to high school graduates, KKSY also offers shortterm courses under the Lifelong Learning Unit. These short courses are open to all Malaysians regardless of age as a Lifelong Learning hub in providing skills training based on industry demand and current needs. The courses offered are designed to update knowledge and build skills in the use of new media technology and remain relevant as the industry moves forward to the local community. KKSY now continues to be a driving force for innovative learning - focusing on education and technology - while maintaining market demand and progress. KKSY uses its approach in making the most of smart partnerships with stakeholders and brings all these experiences to students to ensure a truly global education.
8 JIANGSU MARITIME INSTITUTE JMI is the first institution established in the People's Republic of China after its founding, specifically dedicated to the training of maritime and riverine crew members. It has successfully produced nearly 200,000 outstanding alumni, earning recognition in the industry as the "cradle of maritime talents in New China." In 2019, the school was successfully selected as a high-level professional group and a high-level professional construction unit with Chinese characteristics. It is among the first in the country to comply with the International Maritime Organization's STCW Convention, and it has established the "Crew Training Quality Management System" of the National Maritime Administration and the "Dual System" quality certification system of the Norwegian-German classification society DNV-GL. In the 2022 comprehensive assessment of higher education institutions in Jiangsu Province, JMI achieved an outstanding "First-class" result in the vocational college category, marking the beginning of a new journey to build a world-class maritime vocational college with Chinese characteristics. JIANGSU PROVINCE 21 QINGHAI INSTITUTE OF HEALTH SCIENCES Nursing department has two majors of Nursing and Midwifery. Nursing major is listed among the first group of colleges as keyproject of provincial level higher vocational college majors. Both Nursing and Midwifery majors are approved as the firstbatch of health service demonstration sites for the Nursing and Midwifery majors of national vocational colleges. Nursing department has the in-campus practice base with wellestablished functions and the equipment which is worth of ten millions; it also has 58 out-campus practice bases and 4 community health service centers. The department is approved by the provincial Health and Family Planning Commission as the provincial level practice base in 2007. So far, the department has 28 fulltime teachers with college degree or above, including 6 with Master`s degree, 4professors, 10 associate professors. It has 146 clinical teaching members. The whole teaching team is approved by the provincial Department of Education as the provincial level teaching team. The department offers full-time higher college education service; students from many provinces could register. The annual employment rate of graduate reaches above 98% and the percentage of passing for National qualification certificate for nurse practitioners is above 95% annually. QINGHAI PROVINCE
20 JINHUA POLYTECHNIC Founded in 1994, Jinhua Polytechnic has more than 100 years’ history in vocational education. It is currently a national model of higher vocational college, a key higher vocational college in Zhejiang, a nationally advanced college of vocational education. Jinhua Polytechnic has more than 1,600 faculty members and 58 majors with over 20,000 full-time students. Jinhua Polytechnic has been making great efforts to expand cooperation and communication with more than 100 overseas universities and educational institutes from 39 countries and areas, such as USA, New Zealand, and Rwanda. It has two Sino-foreign joint programs, one pilot Sino-Germany Project in Mechatronics of “Dual System” with Siemens (China) and one Sino-foreign joint institute which currently has five majors with over 1500 full-time students. Attaching equal importance to professional education and cultural education, Jinhua Polytechnic has trained over 1,000 international students from over 60 countries and regions. Jinhua Polytechnic established an overseas program in Rwanda and has carried out vocational skills training for over 10,000 people. Two professional teaching standards have been successfully incorporated into Rwanda's Educational Qualifications Framework (REQF). ZHEJIANG PROVINCE 9 NANJING VOCATIONAL UNIVERSITY OF INDUSTRY TECHNOLOGY Nanjing Vocational University of Industry Technology (NJUIT) has been engaging in international cooperation and exchange for more than 30 years. It plays a leading role in high-profile international exchange platforms such as the International Exchange of Vocational and Technical Education Subcommittee at China Education Association for International Exchange and China-ASEAN Vocational Education Cooperation Alliance. It has maintained solid ties with more than 90 overseas organizations and institutions in more than 40 countries/regions, including the World Federation of Colleges and Universities for Vocational Education (WFCP). It has won the highest honour in the global vocational education industry - the Gold Award of WFCP Excellence Award for Applied Research and Innovation. Our international project "Exploration and Practice of International Cooperation Education Paradigm in Higher Vocational Education Institute" won the first prize of National Teaching Achievement Award and the special distinction of Jiangsu Province Teaching Achievement Award. NJUIT has been ranked as one of the top 50 higher vocational institutions in China in terms of international influence for three consecutive years from 2017 to 2019. In 2020, NJUIT built the first "Chinese + Vocational Skills" global promotion base in China. 10 JIANGSU PROVINCE CHANGZHOU VOCATIONAL INSTITUTE OF MECHATRONIC TECHNOLOGY CZIMT focuses on intelligent manufacturing technology, develops a spectrum of professional groups and intelligent manufacturing industry chains, connects with regional intelligent manufacturing industry chains, covering brand and creativity, design and processing, integration and maintenance, control and decisionmaking, operation and management, vehicles and transportation, and other links. It offers 43 enrollment majors, sets up 10 major professional groups, and forms an intelligent manufacturing professional cluster, including 2 high-level professional groups under the Double High Plan: Industrial Robot Technology Mold design and manufacturing. Key construction majors of national backbone vocational colleges include CNC equipment application and maintenance, mold design and manufacturing, agricultural machinery application technology, and electrical automation technology. CZIMT is selected as one of the first batch of "China ASEAN Excellent Partners in Vocational Education" by the China Education International Exchange Association; Approved for the Sino German Advanced Vocational Education Cooperation (SGAVE) project by the Ministry of Education. Establish the "VI" Education Resource Center, establish 1 provincial-level highquality course, 11 school level all English courses, 63 bilingual courses, and construct 9 core courses for the electromechanical integration technology major for the South African Ministry of Higher Education. More than 700 international students from countries along the "the Belt and Road" have been recruited. Joining hands with "going global" enterprises and collaborating with overseas universities and institutions, we have jointly built a "four in one" overseas docking system consisting of overseas knowledge and action colleges, teacher training centers, 1+X promotion centers, and language centers. With Ethiopia Oriental Industrial Park and other "the Belt and Road" countries, we will build 8 overseas colleges, carry out joint training of overseas students and teacher training in sections, jointly build resources and share standards. 19 SHIJIAZHUANG POSTS AND TELECOMMUNICATIONS TECHNICAL COLLEGE Founded in 1956, Shijiazhuang Posts and Telecommunications Technical College (SPTC) is a public advanced vocational college approved by the Ministry of Education. Affiliated to China Post Group, it is the only college in China that mainly cultivates postal professionals, and has been selected by the Ministry of Education as one of the first batch of institutions under the Development Program for High-level Advanced Vocational Colleges and Specialties with Chinese Characteristics. SPTC enrolls students across the country, and its enrollment cut-off point has topped higher vocational colleges in Hebei province for three consecutive years. It has six featured specialty groups, including postal and express services, modern logistics, modern finance, intelligent engineering, information technology, and financial accounting, of which Management of Postal Communications is the national high-level specialty, Telecommunication Engineering Design and Supervision and Financial Service and Management are two provincial high-level specialties. SPTC also boasts two experts receiving the Special Government Allowance of the State Council, one Prestigious Teacher under National “Ten Thousand Talents Program”, the Vice Chairperson of National Postal and Express Vocational Education and Teaching Steering Committee, one StateLevel Teaching Team, one Young Scientific and Technological Talent in the Transportation Sector. SPTC provides centralized training programs for more than 25,000 participants, distance training programs for 5,000,000 participants, accreditation of occupational skill levels for 100,000 persons, and fulfills over 100 scientific research and support projects every year. It has created a development pattern that integrates functions like higher vocational education, Party school education, on-the-job training, scientific research and support, and embarked on a distinctive path of “deep integration of industry and education, collaboration of the college and enterprises, and integrated development of education, training and research”. 18 WUHAN INSTITUTE OF SHIPBUILDING TECHNOLOGY Wuhan Institute of Shipbuilding Technology (WIST) was established in 1950 in Wuhan, known as the "thoroughfare of nine provinces". In 1998, it became one of the first full-time higher vocational schools under the Ministry of Education and in 1999, it was sponsored by the Hubei Provincial People's Government. Specialized facilities include shipbuilding and ship cabin simulation, with 108 advanced training rooms equipped for practical learning in areas like ship construction, numerical control machining, computer network technology, and hotel management. Notably, 6 practical training rooms are key to the State Ministry of Finance's construction initiatives. HUBEI PROVINCE 11 JIANGSU PROVINCE JIANGSU VOCATIONAL INSTITUTE OF COMMERCE The university was founded in 1952, which is the beginning of independent business education in Jiangsu after the establishment of PRC . The university has two campuses, Jiangning and Guanghua, with nearly 14,000 full-time students, 12 teaching institutes and 38 enrollment majors, which are docked to the modern business services, financial and technological services, culture and tourism, health services and artificial intelligence industries to create "two benchmarks, two characteristics and one cultivation" professional clusters, covering management, economics, engineering and other disciplines. 12 CHANGSHA SOCIAL WORK COLLEGE Founded by the Ministry of Civil Affairs (MCA) of China in 1984, Changsha Social Work College (CSWC) is a higher education institute jointly established by MCA and Hunan Provincial Government and directly administered under Hunan Provincial Education Department. It is included in the plan of developing China’s distinctive high-level vocational colleges and disciplines. HUNAN PROVINCE 17 GUANGXI VOCATIONAL & TECHNICAL COLLEGE Guangxi Vocational and Technical College is known as a national "Double-High Plan" construction unit, a national advanced unit for vocational education, a national high-quality specialized higher vocational college, one of the first batch of pilot vocational colleges with the construction of digital campus, and a training base for students from China-ASEAN Education Open Cooperation Pilot Zone. The College focus is placed on Guangxi's advantageous characteristics of agriculture, regional key industries, and strategic emerging industries, with tea being a feature and an aim of the promotion of the integrated development of "agriculture, industry, business, art and health" to exert a radiation effect on ASEAN countries. 16 GUANGXI VOCATIONAL COLLEGE OF WATER RESOURCES AND ELECTRIC POWER Located in Nanning, Guangxi, the southwest part of China, Guangxi Vocational College of Water Resources and Electric Power is a full-time public higher vocational college, recognized as one of China's key vocational Colleges, a national exemplary college in vocational education for water resources, and has been included in Guangxi's high level vocational colleges and high-quality disciplines developing project, widely recognized as the "Cradle of Hydropower Talents" Founded in 1956, GCWE has two campuses, spans an area exceeding 1,100 mu (around 73 hectares) and has 11 secondary colleges such as the School of Hydraulic Engineering and the School of Electric Power Engineering. At present, we have faculty member over 1,500 and set up 56 majors, accommodates over 23,200 full-time students. GCWE has actively responded to the "Belt and Road" initiative and collaborated with enterprises to "go global". We spearheaded the establishment of the Guangxi National Vocational Education Group for Water Resources and Electric Power. We've fostered deep collaborations in areas like talent cultivation, technological partnerships, joint infrastructure development, and staff training with over 500 prominent international and leading domestic corporations, including China Energy Construction Group and Huawei Technologies Limited. Together, we have set up 5 industrial academies, namely Bagui Water Resources Industrial Academy and Baiyue Electrical Power Industrial Academy among others. Besides, 2 international training bases in France and Germany, 3 overseas training centers in Malaysia, Cambodia and Thailand, 5 Guishui Workshops, and a "China-Cambodia Institute of Modern Craftsmanship of Green Energy" has been built. With these platforms, we have conducted many "Chinese + vocational skills" trainings for cooperative enterprises and colleges. And enrolled a group of full-time students from Cambodia, the Philippines, Congo and other B&R countries. Now more than 1,000 outstanding graduates have participated in the construction of water resources and electric power projects in countries along the "Belt and Road". GUANGXI ZHUANG AUTONOMOUS REGION 13 HUNAN POLYTECHNIC OF ENVIRONMENT AND BIOLOGY Hunan Polytechnic of Environment and Biology (HNEBP) was formerly known as Hengyang Branch of Hunan Agricultural College, which was established in 1975. It was renamed Hunan Forestry College in 1987, and transformed to Higher Vocational and Technical College in 1999. Currently there are 19,000 fulltime students and 135 provincial-level or above recognitions and achievements under the name of HNEBP, of which 27 are national-level achievements. After years of accumulation and accreditation, HNEBP has formed the "ecological" schooling characteristics, cultivated into six specialty groups. Six specialty colleges were built with those groups: College of Landscape Architecture, College of Bioengineering, College of Ecological Habitat, College of Medicine, College of Pharmaceutical Technology and College of Business. 14 GUIZHOU INDUSTRY POLYTECHNIC COLLEGE Guizhou Industry Polytechnic College (GIPC) is a high-level vocational college with outstanding courses in the engineering and is directly subordinate to the Education Department of Guizhou Province, established in 1958. Currently, there are more than 15,000 students and 509 full-time teachers. There are 30 majors and more than 100 professional training bases, including 4 national-level training bases and 3 provincial-level training bases. Two provincial-high-level professional groups led by Chemical Application Technology and Mechanical Manufacturing and Automation (Intelligent Manufacturing) have been established. The education system is supported by three school-level key professional groups for the majors of Electrical Automation Technology, Construction Engineering Technology, and Industrial and Commercial Enterprise Management. Its majors almost cover the top ten industries in Guizhou. GUIZHOU PROVINCE 15 GUIZHOU OPEN UNIVERSITY (GUIZHOU VOCATIONAL TECHNOLOGY INSTITUTE) GZOU(GZVTI) established in 1979, is an independent higher education school established by the People's Government of Guizhou Province and approved by the Ministry of Education. At present, there are 579 staff on the payroll, including 162 with senior professional titles and 355 with doctoral and master's degrees. There are nearly 100,000 students with various educational backgrounds studying at the school, including nearly 15,000 vocational students. The school has established 10 open university branches and 71 workstations in various cities, states, and industries throughout the province, and currently offered 91 bachelor’s and vocational programs related to open education. There are five secondary colleges, including the College of Aeronautics, the College of Business & Trade, the College of Architectural Engineering, the College of Information Engineering, and the College of Art and Design, with 25 majors offered and one national backbone major in Ecommerce. It focuses on two provincial high-level professional groups for Civil Aviation Safety Technology Management and E-commerce and takes highly of Building Construction Engineering Technology and Tourism Management (Aviation Services), two provincial-level characteristic backbone professional groups. What’s more, it vigorously develops four provincial-level backbone majors including E-commerce, Construction Engineering Technology, Tourism Management, and Software Technology. The school is active in expanding the space for foreign exchange, adhering to school running with open education, and constantly promoting international exchange and cooperation. In recent years, it has established friendly cooperative relations with universities and educational institutions in countries such as Malaysia, Thailand, Laos, Cambodia, Indonesia, Canada and Spain, as well as Taiwan. What’s more, it set up a modern business ASEAN vocation and education guidance center in cooperation with the Department of Education and Sports of Luang Nam Tha Province, Laos. The school has offered the "Principal Scholarship” and has admitted 63 international students from 9 countries along the "the Belt and Road" and 256 short-term exchange students in accumulation. Also, four sessions of "Chinese+E-commerce Skills" training have been conducted for enterprise employees and teachers and students in ASEAN countries. More importantly, the school has completed the construction of two "Chinese+Vocational Skills" course standards for Tourism Management and E-commerce, and seven international online high-quality courses in Chinese, English, and Thai. It once hosted or organized multiple activities of the "China- ASEAN Education Exchange Week".
