Duty of Care (2)

Rider Agreement (Cont.)

Acceptance of the following is required for participation.

Rules and Regulations
As a participant, I agree:
1. The New South Wales Road Rules apply and the Regulations of Cycling Queensland and

Cycling Australia;
2. Officials will be treated with respect;
3. To be bound by the Code of Conduct;
4. To not place at risk another rider, an official, or the public.

The Battle was originally created as a long term, sustainable open road tour race. Operating in
New South Wales, it is obliged to follow the strict RMS Cycle User Guidelines which are expensive
to comply with. In 2018 it is expected the cost for Police, traffic control, etc, will be nearly $80,000.
Road safety and our rider’s well-being is the first priority - the entry fee is expensive but these are
increasing costs that have to be funded. The Battle is about the racing experience, the personal
challenge on open roads and big hills - it is not about the prize money.

Race Organiser Agreement

Race Envelope

A race envelope is the road space defined by a police vehicle at both the front and at the tail but
not necessarily the entire convoy. The News South Wales Police will provide a race envelope as
they deem fit for purpose, reserving the right to cancel it at any stage noting:-

• Vehicles and riders behind the police vehicle at the tail of the envelope are considered outside
of the race envelope and must keep left and abide by the New South Wales Road Rules at all
times.

• Police will issue fines or cancel races for reckless endangerment and highlight the unacceptable
behaviour of some riders, managers and drivers in previous races in the Tweed.

• The length of a race envelope is determined by the level of protection and immediate resources
available and the spread of riders. Riders should avoid the righthand lane especially on descents
and corners noting the road is not closed.

• Extended delays between groups of riders (breaks) create the risk of leakage from other
emerging road users into a race envelope which puts the convoy at risk. Extended delays within
the race envelope will not be accommodated and the convoy will form under two envelops if
required with Police at the front and Police at the tail. The priority is safety.

• As an envelope changes shape and to increase protection to riders, police motorcycles will move
throughout the convoy structure.

• Team cars are not to cross a double white line.

Under New South Wales legislation, an intersection can only be closed by a traffic controller for a
maximum of seven and a half minutes; thus trailing cars and riders must be aware that they do
not have right of way unless traffic control has closed the road.

Prizes

Recognition

The Battle Recharge is an event created for you to promote tour racing on challenging
roads. The rescheduled event is being run with the encouragement of Cycling Australia.
With increasing costs and a desire to keep entry fees low, prize money is becoming less
practical, and recognition for competitive achievement is becoming the priority in
presentations. The prize pool for the NRS will be commensurate with the number of teams
entered and will be prioritised first on the General Classification result. The total prize pool
value for NRS Women is $2000 which will be distributed to Stage and General Classification
results. Your fees are applied to road safety measures ahead of prize money. I welcome any
discussion in this regard, Thank you. Mike 0402 226 333.

Presentations

NRS presentations will be conducted within 20 minutes after the race is completed per the
published event program on the website. It is expected that all persons standing on the
podium will be in suitable cycling attire, preferably in team colours, with shoes on as
required for Broadcast and TV.
Riders are to present themselves to event staff located at the marquee adjoining the
presentation stage immediately after the stage finish. If a rider fails to present themselves
for presentation the rider will be penalised.

Top three place-getters for each stage will be presented in addition to all classification
leaders.

The final presentation at the conclusion of the tour will include top three place getters for
the final stage, top three riders in GC, all other classification winners along with overall
team’s classification winner, and the leading NRS classifications.

Riders leading all classifications are required to be at the start line 15 minutes prior to
each stage start for media commitments.

Riders leading all classifications are required to be available at the finish line for 30
minutes following official presentations for media commitments.
