It is to celebrate the historical Jubilee and in memoriam to honour her late Majesty. This is part of a living legacy with over a million trees being planted across the nation in her Majesty’s name and will be a lasting tribute to her extraordinary service. Remember, the clocks change on the 26th March so the longer days and warmth will be a welcome relief to what has been a tough Winter, for so many reasons and for so many people. Minster is a close community and we look after each other and I rely on the community to let me know who they are worried about, or what’s happening in your bit of Minster, so if you concerned let me know I work with Social Services, GPs, T.D.C, and local charities to name a few. I might be able to help directly and if I can’t I can direct and refer you to organisations and people who can, but I can’t do anything if I don’t know about that person or a situation that needs help, I’d rather go to someone who’s ok than to miss someone who isn’t. Calls to me are confidential. Unfortunately, I don’t have a hotline to the police nor do I have parking enforcement powers, but for welfare, or general problems in the village, I can probably help. Keep safe Minster, Karl MINSTER SHED The members of the Shed are all involved with various projects from a two storey bug hotel to various wooden planters and another bird table. This is in addition to longer term projects of the church clock case and mobile library. Even though everyone is hard at it,we still have time for our all important tea break where can all sit together and discuss the important issues of the day. We are preparing for various events now that Spring is approaching, where we can put our various products on show and hopefully raise a few pounds for the Shed funds. MINSTER TWINNING ASSOCIATION What a great fun evening the quiz turned out to be. Thanks to the 91 quizzers, RBL staff and the caterers, along with the stand-in quiz master, Jason, and Christine who kept the scoring. The questions were taxing at times, but correct answers were pulled forward from the back of everyone’s brain. Please note that our next quiz has been booked for 10 June and will again feature Tessa’s fabulous ploughman’s supper delivered to your table. This is a brand-new rule introduced by the government and applies for the first time at these elections. All voters will have to show their photo ID before they receive their ballot paper. If you can’t provide accepted photo ID, you won’t be able to vote. If you leave your ID at home, you can return to the polling station by 10pm on election day, but the ID you present must meet certain criteria. We don’t want this to be a surprise for anyone on polling day, so this is definitely one to drop in the family WhatsApp group to make sure that everyone you know, knows. What does this mean for me? On election day, you will need to make sure that you have an accepted form of photo ID and that you remember to take it with you to your polling station. Which forms of ID can I use to vote? You can use a number of different things to prove your identity on election day. Many people will already have a form of photo ID that is accepted. You can use any of the following: • Passport • Photocard driving licence (including provisional licence) • Blue badge • Certain concessionary travel cards (e.g. Bus Pass) • Identity card with PASS mark (Proof of Age Standards Scheme) • Biometric Immigration document • Defence identity card • Certain national identity cards The document can have expired but the photo must still be a true likeness. Monkton Road Development Application Minster Action Group News If you are not already aware, an application for 95 houses has been submitted to Thanet District Council on the farm land behind Monkton Road (Rear of 78-108). This site if approved does have the capacity for up 400 houses. Minster Action Group has studied the application and although the full detail behind this cannot be included here (not enough space), here are just some of the concerns; The site was rejected by TDC in 2018 when offered up for the Local Plan as TDC did not feel it was an appropriate site for development and cited the following reasons; ‘The site lies in the open countryside in an unsustainable location, contrary to local and national policy. The site has major highways and ecological issues that cannot be mitigated by condition’. Nothing has improved or changed to give an indication that this position from TDC is no longer valid and the development if approved impedes the village gap between Minster and Monkton. Southern Water have, via the West Tothill reserved matters application process, stated that the local sewage system has no more capacity for additional dwellings currently and any attempt to connect more will result in an increased risk of flooding for some villagers. This is the same system that any new development would be connected to and Southern Water have stated that a large scale programme of network reinforcement is required to mitigate this. No plans currently exist to provide any level of reassurance that the network will be reinforced any time soon. The village is not sustainable and this relates to accessing timely medical appointments at our surgery as well as with the primary school and on the roads. The West Tothill application was approved on the basis that children from that estate will go the new Manston Green Primary School which shows no sign of being built. This demonstrates that TDC accept the village school has no more capacity. The Monkton Road application cites the Dashwood Surgery in Ramsgate as a potential recipient of funds paid into the community by the developer to support improvements needed as a result of greater demand (called Section 106). These agreements are a way of delivering or addressing matters that are necessary to make a development acceptable in planning terms. They can be used to support the provision of services and infrastructure, such as highways, recreational facilities, education, health and affordable housing. This means that there is an understanding that Minster Surgery may not be able to cope with more patients. Most people too cannot escape the frustration of the road network around our village, roads designed for horse and cart and unable to be improved upon to take more traffic from yet more houses. TDC published a call for sites in 2022 and this has resulted in almost all available land around the village being offered up. TDC must not view this application and site in isolation given the potential development that could come from the other sites over time if accepted by TDC. TDC should be asked to carry out a sustainability assessment of the village within the context of the wider Thanet area and truly consider how the village can continue to be considered sustainable in the face of so much potential housing. The public right of way footpath that cuts through the countryside behind Monkton Road is currently enjoyed with a rural character to it and used regularly by many villagers. The plan by the developer to divert the path would see it wedged against the new estate road with no protection for its current position. There is a proposed emergency access road planned that has not been included into the site plan and requires more detail in terms of treatment, design etc with information not supplied about how emergency vehicles will enter the site, given the possibility of vehicles being parked opposite the junction. There will be sight line issues due to neighbouring properties having boundaries to the road (no’s 74 and 78). How will the emergency access be protected from being used as a regular access point bearing in mind No 78 has right of way and must be able to exercise that right without hindrance from others? 10 Minster Matters April 2023
April 2023 Minster Matters 11 Archaeology – the desktop assessment submitted acknowledges the vast amount of extensive ancient history in the village and a simple desktop assessment is simply not acceptable at this stage. An intrusive and detailed dig must happen to ensure that history is not buried under new housing and lost forever if this development is approved. We know that the proposed development site is very close to the area of an ancient harbour back to times long gone when Minster was the capital of Thanet and ships came in the harbour here. Agricultural land - the site if approved will use even more best and versatile agricultural land and this should be prevented given the obvious food security issues facing the UK and born out with recent lack of stock in local supermarkets. Swales needed to manage the proposed drainage plan sit outside of the planned area and in addition to the points made above under Southern Water, the swales plus the area of the proposed emergency access route cast doubt on the actual size of this development as demonstrated. 14 Minster Matters April 2023 School Lanterns Minster In Thanet WI Secretary’s report for November 2021-March 2023 2022 was a year of celebrations and commemorations. We celebrated the Queen’s platinum jubilee at our June meeting by having a traditional cream tea, toasting her majesty with a few bubbles and wearing our homemade red, white and blue fascinators which we had made at a dabble day under the guidance of one of our members. The village also celebrated in style with a party on the Rec where we served cream teas. And in July we celebrated the 90th birthday of one of our founder members Audrey White. Sadly at our September meeting we were holding a minutes silence to commemorate Queen Elizabeth’s passing. One of our former members, Ann Tweedale, left us a very generous bequest in her will to be spent on the members-and we used the money to buy each member a mug to commemorate the Queen’s platinum jubilee and to pay for our Educational trips where we experienced both sunshine and showers–glorious sunshine when we visited Belmont house near Faversham and cold, wet weather when we went on the Tenterden steam railway Our annual bursary encourages members to try a new skill or attend an educational course and is drawn by picking names out of a hat. This year our winner has chosen to do something to enhance and develop her gardening skills and knowledge at Brogdale Farm, Faversham- so it also helps to support local businesses or enterprises. Members have always been generous with their time, money and donations-Another significant world event was the start of the war in Ukraine in February and at our March meeting we donated the money we made on the raffle towards Ukraine and members brought in bags of donations of clothes and toiletries which were taken to a local collection point to be shipped out to those victims of the war. As always we’ve had some very interesting and informative speakers and demonstrations on a range of subjects from Eva Braun, a woman in a man’s world, Maidstone’s grammar school WW2 bunkers and female artists. At our April meeting the speaker was talking about Foodshare which is the largest charity fighting hunger and tackling food waste and members brought in donations of food and hygiene products. A Djembe drumming workshop was a brilliant start to 2023 and was great fun and we are planning to do a drumming session at the Minster Show in July to show off our skills!! In true WI form we always like to do some sort of crafting during the year and in 2022 we made jubilee bunting to decorate our tree which is planted near one of our car parks, made our own fascinators and also did some Christmas pebble painting. Traditionally we have always been involved in a lot of Minster events such as making and serving refreshments at the carols at the Lychgate service or presenting our homemade knitted wreath along with other organisations at St Mary’s church on Remembrance Sunday. Also we joined forces with the Parish Council and helped serve tea/ coffees etc above the library as part of a winter hardship scheme in the village to offer warm spaces for vulnerable members of the community. Our annual fundraising events include serving drinks and homemade cakes at Open Gardens, the Minster Village Christmas event where again we serve refreshments and have a children’s and adults tombola and this year of course was the Queen’s jubilee party on the rec where we sold cream teas and drinks, all events are extremely popular and we are grateful to all those who help in any way to support us. It has been a busy year following several quiet years during the Covid pandemic and our membership is growing steadily and we have welcomed several new members. Locally, it is always lovely to meet up with members from other Thanet WI’s who we always invite to our annual bat and trap game in August and to our Christmas party. On a countrywide scale four of our members went up to the Annual Council Meeting in Liverpool and represented some of the East Kent WI’s. Minster Woods May 6th & 7th Volunteers Needed !! Community Warden Karl Aylett was unable to attend this month so the Chairman read his report. He is looking forward to returning to full time duties in the villages at the end of March following the conclusion of a community project. During the past month he has been engaged in welfare visits, reporting a abandoned vehicle, supporting a TDC multi-agency taskforce day and visiting local premises in the village. He advises that there is concern about proposed budget cuts to the KCC budget for Community Wardens. There was no Police report available again. The Chairman has written to Thanet Police about the lack of PCSO presence in the village, lack of attendance at any of the meetings and failure to provide a written report. Since this meeting an apology has been received from Thanet Police; a new neighbourhood policing model will commence in June. In the meantime, PC Beth Ninnim will be covering the villages. KCC Councillor Crow-Brown looks forward to a site meeting in Minster in the near future with the KCC Director of Highways and Transportation, Haroona Chughtai, to discuss concerns about the impact of new developments. He welcomed the work on potholes in The Lanes. District Councillor Smith said that Southern Water assured TDC that new developments have not been a contributory factor in the recent water outages in Thanet. They will be presenting at the next TDC Overview & Scrutiny Panel where members of the public are welcome. The Chairman reminded everyone about the Annual Parish Meeting on Tuesday 18th April. The Annual report will be given by the Chairman and the Finance report by the Chairman of the Finance committee after which members of the public can ask any questions they wish of the parish council. The meeting starts at 7pm but members of the public are welcome from 6pm onwards to meet their councillors and visit the new parish office. Refreshments will be available. Minster Parish Council are planting an oak tree as part of the Queen’s Green Canopy initiative to mark the Jubilee and in commemoration of her late Majesty, Queen Elizabeth. It will be on the mound on the north west corner of the recreation ground, next to the oak planted by the Twinning Association. In consequence of an arson attack at the children’s playground there is a need to renew the safety surface; a quote of £1385 has been given to carry out the work. Councillors agreed to accept this. The Chairman confirmed that the police are investigating the offence. In the agenda item on planning matters the meeting considered the amended matters in relation to the reserved matters for the development on the land west of Tothill Street (R/TH/22/1393). The majority voted to object to the items relating to water & sewage, the bridleway, colour of bricks, height of houses backing onto Fairfield Road, and highways matters. The meeting welcomed the report from Cllr. Mills that Minster School has received a ‘Good’ report following a recent Ofsted inspection. In the period of public questions, it was suggested that civil action should be taken against those youths involved in the recent arson attack if the police do not pursue the matter. It was also suggested that the agreement that Minster Parish Council would provide a route for updates from Barratts David Wilson as the construction of the site on the land west of Tothill Street progresses was not sufficient. The Chairman pointed out that this would provide a fast time update on social media, and longer term in Minster Matters, to ensure that residents were kept informed. 16 Minster Matters April 2023

18 Minster Matters April 2023 Kent County Council (KCC) has announced a programme of essential maintenance with the aim of minimising disruption for residents and motorists. Crews will be carrying out works on the A299 New Thanet Way and Chestfield Tunnel between late April and June to upgrade lighting in the tunnel to LED and complete a deep reconstruction of sections of the road between Whitstable and Herne Bay, previously impacted by changes caused by drier and hotter summers and wetter winters. To ensure everyone’s safety the A299 will be closed eastbound (coastbound) from 8pm on Sunday 23rd April to 5am on Friday 26 May 2023. It will then be reopened before the westbound (London-bound) side is closed from 1am on Tuesday 30 May to 5am on Friday 30 June 2023. The closure will be from the Clapham Hill (Whitstable) and Eddington (Herne Bay) junctions and a signed diversion will be in place using the A2290 Old Thanet Way. The cost of the road resurfacing has been covered following a successful bid from KCC for a £4 million grant from the Department for Transport’s Challenge Fund. This helps to ease the council’s cost burden. Meanwhile KCC will be investing £2 million in the upgrade of the lighting and its support system in the Chestfield Tunnel. KCC’s Cabinet Member for Highways and Transport, David Brazier, said: “This essential maintenance must be completed to ensure the ongoing integrity of the road and help us achieve our Net Zero objectives. Whilst we acknowledge these works will cause a short period of disruption, completing them in the same period delivers on our aim to plan works in a way which is as smart as possible, minimising cost to taxpayers and inconvenience for residents and drivers as far as possible. I want to thank people in advance for their patience while our crews carry out these essential works. The works will be most effective when not done during the cold and wet months of the year. The clocks have ‘sprung’ forward giving us lighter evenings, the birdsong has increased and nest-building has begun, leaves are beginning to unfurl, the sun holds more warmth and Easter Eggs abound in the shops. But if we go back three years, to the April of 2020, when we were in the midst of lockdown - when life felt very strange and ordinary things were wiped from our daily lives – I guess we might have felt less than ‘hopeful.’ I cannot now remember for how long, but churches were ordered to be closed along with other public buildings. Where was hope then? Fast forward to the time when the church could, once again, be open every day is something we continue to celebrate; whilst also noting appreciation to the team of folk who unlock and lock every day. The photograph here is of the decorated Cross at the Lychgate in April 2020 when the church was closed and only I could add the flowers. But it felt important to have the Christian symbol of Easter hope visible in the village. Although a tiny picture, you may be able to see that the Cross itself is a tree ‘trunk’. The Easter Cross is created every year from the Christmas tree that is in the church from the first Sunday in December right through to Epiphany (6th Jan). Using the Christmas tree in this way, is a symbolic reminder that the Christ Child, Jesus, was born so that we might live in hope of eternal life because of his death on the Cross and subsequent raising to new life. A barbaric instrument of execution – the Cross – is the symbol of hope for all Christians. Every year on Easter Day, each person who comes along to the service is given a flower. As Easter hymns are sung, everyone brings forward their flower to decorate the Cross and transform it from the ‘barbaric’, to the ‘joy’ – to the promise of hope. As Spring unfolds, there is a real sense of hope in the witnessing the glories of nature. Whatever our faith, sense of spirituality, or whether we have neither, one of my hopes is that we can find the time to ‘stand and stare’; and be prepared to see the hope in this season of new life. And finally, thank you to everyone who has dropped off toilet tissue to support the ‘Roll up, Roll up!’ initiative. Thanet Food Link has been delighted with the response. 20 Minster Matters April 2023 VIEWPOINT Dear Friends, This will be the second Easter of the War in Ukraine, which shows little sign of ending. It is a tragedy compounded by the fact that both Russia and Ukraine claim to be Christian countries, guided by the Gospel of peace and love. Furthermore, the Russian Church, led by Patriarch Kirill, has openly allied itself with Vladimir Putin’s aggression, following the line that Russia was only responding to hostile threats. This unhappy collusion of church and state took my thoughts to the Passion story in the Gospels where the Imperial power, represented by Pontius Pilate is manipulated by a corrupt and self serving religious establishment. It would be unwise to try and draw direct parallels here but suffice it to say that the Ukraine conflict is another reminder that the death and resurrection of Jesus Christ is not just an event way back in history, but an ever present reality in the world today. I invite you to take the opportunity in the run up to Easter to read the Passion stories in the four Gospels, preferably in a good modern translation. You will note that whilst times have changed much since then, human nature remains very much the same. As you read of the fears, hopes, loves, hates and prejudices of ordinary people together with the wheeling and dealing of those in high places, it is not difficult to find reflections in the events in our modern world. Wherever truth is sacrificed for expediency Christ is there, on the Cross, but wherever love and forgiveness surmounts the wounds of hatred and wrong, Christ reigns in his risen Glory. May the crucified Christ strengthen all who suffer in Ukraine today, and may the light of his Resurrection dawn soon for them, and for the Russian people.
