4 Minster Matters March 2023 Minster Shed Another busy month with all members engaged in a number of projects We’ve made a new set of doors to enclose an open storage area and built a new bench which will give more work space for our ever increasing membership. We’ve recently received a couple of local commissions, one to make a bird table and another to construct a wooden free library for the village. The library is in the early stages of construction at the moment, but do keep a look out for it in the coming weeks. The case we are making to house the old clock face in the church is taking shape. It’s a big job with many joints and angles to be made which all take time. We are lucky that we have someone with the skills to be able to carry out such a precision piece of craftsmanship. KNIT & NATTER Minster’s knit and natter group has restarted in Minster Library every Monday from 1.30 to 2.30 in the upstairs room. You don’t need to be able to knit, or crochet, you don’t even need to natter. We are a friendly group, so pop along and see if you would like to join us. We would like to say a big thank you to those who showed their respects outside the Royal British Legion, and as we took my dad 'Bill' Pollard on his last journey through Minster on 9th February. Thank you to those who attended Bill’s funeral it was very much appreciated by Muriel, Valerie and family.

After marriage and three children they all moved to Australia where Barbara attended a creative writing course which fuelled her passion for the written word. Since her return to the UK and following her retirement from teaching she has written several plays some of which have been performed at the Minster Playhouse and at the Edinburgh Festival. She talked about how she gets her ideas for stories and plays and how she went about publishing her own book of short stories. It was a fascinating talk which ended with Barbara reading one of her short stories which was based in Margate and Australia! We’ve had rogue traders, vulnerable older residents, graffiti and fly tipping to name a few. I know most of these can be reported directly using Apps and the Internet but I’m happy to help and give advice when or where needed, we all need a little help sometimes, but please remember for crime you still need to contact the police, using 101 for non-urgent things and 999 for urgent incidents, unfortunately I can’t report a crime for you, and of course the dreaded parking problems can only be enforced by T.D.C. So please keep contacting me, my details are always on page 2 of Minster Matters. Thanks Minster Karl

12 Minster Matters March 2023 School Lanterns Minster Parish Council Tree And Hedge Planting 2022/23 Minster Parish Council have been fortunate to receive grant funding and some sapling trees via Thanet District Council in the past year. The first planting carried out last year was 500 native bird friendly hedging plants on the bund below the skatepark and two cherry trees next to the skatepark to replace the dead ones removed whilst building the bund. This was funded via a Branching Out grant from The Tree Council. A further grant via the Kent Community Foundation allowed us to plant a further 500 native hedging plants which were split between the skatepark bund, the smaller bund next to the wildflower area in the recreation ground and the cemetery. Trees planted were as follows:- 6 Alder 10 Silver Birch 9 Weeping Willow 2 Cherry Blossom 12 Damson The sapling trees from Thanet District Council were very small, we received approximately sixty. These are currently planted in pots in a secure area, growing on until they are big enough to be planted, hopefully at the end of 2023 if they are established sufficiently. Cllr John Quittenden has also planted six trees in the High Street car park, including a five foot English Oak which was kindly donated by former Parish Council Chairman Bob Grove.

Most people who use Monkton Road on their way to or from Monkton Village cannot escape the carnage caused by the unnecessary destruction of the ancient hedgerow and construction of a footpath. This particular site is linked to two current applications and although work for the two sites requires collaboration between the two sets of contractors, it is clear from studying both applications that the hedgerow was not expected to be destroyed to the extent to which is has been and the footway has not been constructed in the correct place. Action group members have reported this to Thanet District Council Enforcement and this has been supported by Cllrs Smith and Pugh, our TDC village councillors. Promises to replace the hedgerow have been made but this will never fully mitigate the destruction to wildlife and landscape caused already. West Tothill continues to create work for the Action Group as we study the latest Reserved Matters documents and what this means for all villagers, not just those directly next door to the site. Not enough space to go into full detail but villagers must be aware of the following and make efforts to email planning at TDC to reinforce the message that the developer, Barratt’s David Wilson Homes has much more work to do before the detail for the development is satisfactory. The main issues are; The ancient Bridleway (TE29) called ‘Old Green Road’ on an old parish map and a Carriage Road Footpath dating back to when horse and cart were in use for transport is at risk with BDW not clear in their submissions around the full scale treatment of the area as a result of the development and what this means for the protection of the Bridleway as we know it; drainage issues as a result of ground water run-off from the roads with the Action Group very concerned that the current plans for managing this are not satisfactory and will allow contamination to enter our drinking water supply, something we would all want to avoid; and height of houses behind some of the Fairfield Road houses with BDW reducing some by a mere 30cms and increasing height of fencing. The Action Group believes that BDW could still take this further and enable those homes in Fairfield Road to continue to experience using their homes without such an imposing line of sight behind them caused by the fact that the new houses are being built in an elevated position on the site due to the geology of the field. I would encourage villagers to support these causes if they can and write into TDC using the below references to find the relevant documents on the TDC planning portal and when submitting comments; Reference for Hoo Farm is F/TH/19/0173 Reference for West Tothill is OL/TH/18/1488 Email address is; planning.services@thanet.gov.uk Caroline Fleming

Over the last month he has been engaged locally with various welfare visits, food bank enquiries and advice re: scam leaflets being delivered in the area. Yet again there was no report from the Police Community Support Officer. County Cllr. Crow-Brown has recently attended a KCC Planning meeting where he took the opportunity to raise concerns over the chaos caused in Thanet by ongoing water outages and utility works. District Cllr. Pugh explained that he will not be standing as councillor for Thanet Villages at the May elections; he now lives in Minnis Bay and will be seeking election for that ward. The meeting was sorry to see hear this and thanked him for the work he has done for our residents over recent years. He is currently actively engaging with planning issues in the area relating to a number of developments. The Chairman reminded everyone that the closing date for submitting nomination papers for the forthcoming elections is 4th April. If you are thinking of becoming a parish councillor, then nomination papers are available from TDC. The Clerk reported that additional trees and hedging have now been planted on the bund at the skate park and in the community orchard to the north of the play area. Further planting is planned. In relation to the development proposals for the land west of Tothill Street the Chairman reported that application for the reserved matters is still under consideration by TDC; amendments have been submitted by Barratts David Wilson (BDW) in response to some of the issues raised and these have yet to be examined in more detail. BDW have apologised for the fencing contractors use of Prospect Road to access the site agreeing this was totally inappropriate. The Construction Management Plan has now been approved which should lead to the Tothill Street access being opened thus avoiding any need for site vehicles to enter the centre of the village. The meeting considered a proposal from a local resident for an enclosed dog exercise area at the recreation ground. In general, there was agreement that such an area would assist dog owners in allowing dogs to safely run free and assist with training. However, the only suitable location would be on the grass area to the west of the multi-use games area, to the south of the play area, and it was felt that to fence off this area would considerably reduce the open space for other members of the public, and that there is ample open space in Minster for the exercising of dogs. A review of the CCTV cameras in our main system has been carried out and it was agreed that nine of the cameras will be replaced as existing ones are out of date. An effective CCTV system is important to tackle crime and anti-social behaviour and the new cameras will give much better-quality images. There will also be some changes to the locations covered by the cameras. The Chairman thanked the Royal British Legion, the Salvation Army, Minster Women’s Institute and KCC Libraries for working with the Parish Council to provide Warm Places and free refreshments to residents of Minster since November. This has now come to an end as the number of people attending is very low. It is hoped that this indicates that most residents are managing during these winter months and that villagers look after each other. Please note: Food parcels are still available until the end of March for anyone who is struggling to make ends meet. Minster Parish Council will not be organising an event for the Coronation but encourage anyone who wishes to organise street parties. We will be purchasing additional flags for the sockets around the village, a Coronation flag for the flagpole and bunting for display around the village. Members agreed a moderate increase in Cemetery fees and charges but most are still less than those for Margate and Ramsgate cemeteries, and a discount is applied for Minster residents. Cllr. Quittenden reported on a recent meeting of the Thanet Association of Local Councils which was addressed by Inspector Swallow of Kent Police. He explained the re-organisation of Neighbourhood Policing which will see more warranted police officers on the street but there will be a reduction of PCSO’s. It remains vital than crime and incidents are reported to the police to assist in the allocation of resources. Cllr. Mills reported that Minster School has recently been subject of an Ofsted inspection and the results are awaited. Nine teachers from the school supported the recent strike action. In the period of public questions, the subject of the removal of trees and hedgerow in Monkton Road was raised and the position of the footpath; it was suggested that the path may have been set further back than expected because of the location of a dyke. Also, the placing of a Tree Protection Order on a tree in Foxborough Lane, which had been raised earlier in the meeting, was discussed, in particular the lack of notification from TDC to the owner of the tree. The Clerk agreed to make enquiries regarding this matter. 16 Minster Matters March 2023

She loses weight, sleeps better and feels like she has more energy to do the run. But something else happens... Everyone wants to talk to her about what it’s like to give up drinking for a bit. In January 2012, Emily joins Alcohol Change UK. She’s decided to give up drinking again this January and this sparks off lots of different conversations about the benefits of having a break from drinking – especially after Christmas. The idea for the Dry January campaign was born. and it took off nationally in 2013. No-mow May – a national campaign launched in 2019 by the British conservation charity Plantlife which is the only UK membership charity dedicated to conserving wild plants and fungi in their natural habitats and helping people to enjoy and learn about them. And one which preceded these by over 1,500 years … Lent! In the 21st century the 40-day period of Lent – running from Ash Wednesday through to Easter (which does not include Sundays) still retains remnants of ancient obligations. Shrove Tuesday – more often these days known as Pancake Day – is the day before Lent begins and so pancakes are eaten as a way to use up rich foods such as eggs, milk, and sugar, before the fasting season of Lent starts. Many people are still aware of the understanding to ‘give something up’ during Lent, an attempt to exercise some sort of resolve or self-discipline. For many practicing Christians, Lent is a time of self-examination; an opportunity to face up to and express sorrow and regret at having generally messed up! And this can be translated into practical action: selfless activity of kindness, generosity, thoughtfulness … that sort of thing. Hence, the Benefice churches have launched ‘Roll up! Roll up!’ an initiative for the period of Lent. Elsewhere in this magazine is the detail about supporting Thanet Food Link with the provision of toilet rolls which can be dropped off at your local church – or with any member of your church. Toilet tissue is such a basic commodity which is often taken for granted, but do you remember early in lock-down when toilet tissue was scarce. This remains a constant situation for many people – a short supply not due to panic buying, but being in a situation of not having sufficient funds to maintain a personal supply. This ‘Roll up! Roll up!’ initiative is certainly not a call to ‘give up’ your own toilet rolls – perish the thought! – but merely an invitation to join a Lenten scheme which will benefit those who are finding things tough at the moment.
