4 Minster Matters DECEMBER 2023 BEER CAVE GOODBYE IT’S BEEN A BLAST (Mostly!!) Well here we are at the end of an era - it’s been great, at times, and it’s been a nightmare too, especially when either there wasn’t enough to fill it, or promised items hadn’t arrived by copy closure. Nevertheless we muddled through and I believe we did our best every month we’ve been in print. I’m not going to name names as I am absolutely sure I would forget someone and that would be unforgivable, however I would just like to mention one by name and say thank you to Kelvin for getting MM off the ground in the first place as without you it wouldn’t have happened, and to everyone else who has ever been involved in this magazine, whether that be chasing down articles and pictures, laying it out and hoping we get it all to fit, reading for our audio version, out and about snapping events and happenings for us, or delivering it across the village in all weathers, without you too it wouldn’t have been the success it has. I would also like to thank everyone who has spoken to me or written in saying how much they have enjoyed the magazine and mentioning just how much it will be missed, it certainly means a lot to me as I do at least feel I haven’t sweated and sworn for my past efforts without some appreciation from our readers. Due to the fact that representatives from Minster Parish Council and the Carnival Court were unable to attend, wreathes were laid on their behalf. After lunch, a visit to an engraving and print artworks museum in Gravelines was enjoyed, before returning home to prepare for Sunday when the French visited Minster. Our friends arrived early and after a hearty breakfast, the service at St Mary’s church and the subsequent blessings at the memorial in the cemetery were attended. The serious part of the day having been accomplished, saw everyone transfer to the British Legion for a buffet and entertainment where the French were warmly welcomed by everyone. Thanks to all the staff at the Legion for their hospitality. The ‘Get by in French’ lessons are underway, albeit with a small group at present, but those attending, are very keen to progress with the language. Peter Mogridge is doing a grand job as ‘professeur’. He is kindly donating all his fees to the Twinning Association. Thank you Peter. An optional trip to France was offered for French speaking practice and 4 people will be going in December. There was a surprise invitation from Sandwich-Honfleur Twinning offering the group the chance to see a French film to help with their pronunciation and understanding of the language. Some of the members arrived to discover that a documentary was also being filmed on the night regarding the history of cinemas and instantly became film extras. Possible stars in the making!!!. I wonder!! Thank you Sandwich-Honfleur Twinning for the kindness you showed to all. The AGM which was held on 17 November, saw a couple of changes to the committee, Peter Mockeridge relinquished his post of Vice Chair, but thankfully continued as the Treasurer. The newly elected Vice Chair was Peter Mogridge who will surely be worthy of that position. Chris Ransom who has been with Twinning for 12 years resigned and a letter of thanks for all his hard work was sent to him. Dagmar Voss offered to become a Liaison Manager to rekindle the group of local Twinning Associations. It is hoped that everyone can benefit from support, new ideas and the like from this revived venture. Armbouts Cappel invited a few pupils from Peter’s French class plus the ‘professeur’ to attend a class at their primary school at the beginning of December. They thought the pupils would benefit from hearing about English traditions at Christmas. The final quiz of 2023 was held on 18 November at the RBL. Good fun and great concentration ensued with the winning team being led by Geoff Standen. Thank you letters have gone to everyone who made this evening a success. The 2024 Quizzes are as follows: 17 February, 15 June and 19 October. As this is the final Minster Matters as we know it, may we thank Ray Owen for the help and support he has provided with our website and also helping to raise the profile of the Twinning with publications of events and subsequent photographs. Gladman’s have once again applied to build on this site and the village cannot take any more development. We need as many people as possible to submit objections. Please choose all of any of the grounds for refusal set out below to object to this application. Best method is to email [email protected] quoting reference OL/TH/23/1404. You must state your name and address in the email. Every householder can object even children who are concerned about this. Please do not copy and paste the narrative below. The submission needs to be in your own words – any submissions that all the look same, carry less weight and can be considered a petition. If you have already objected and wish to do so again, this is allowed. 1. The application if granted would result in the loss of countryside and harm the Landscape area known as Wantsum North Slopes. The visual harm this development would create would destroy the last view of the Wantsum North Slopes from the village of Minster. This contravenes policy in the TDC Local Plan 2020 and of the National Planning Policy Framework. 2. The application if granted would result in the irreversible loss of grade 1 agricultural land adding to the cumulative losses of best and most versatile farmland across the district of Thanet. The applicant has not demonstrated that they have explored poorer quality sites in order to accommodate their plans. 3. Although the applicant would in due course enter into a Section 106 agreement to provide capital for some infrastructure improvements, the GP surgery needs resource in the way of GPs and other medical staff not monies to increase the size of the building. The school has already been excluded from use by the West Tothill Street application which was granted on the basis that children would use the yet to be built Manston Green new primary school. This application would force even more journeys by car in and out of the village so that parents can get children to school. 4 . The applicant has failed to carry put an environmental impact assessment required of all proposals over 5 hectares. This development will be over 5 hectares. This means no consideration has been taken to protect wildlife as a result of this application which contravenes both TDC Local Plan Policy and the National Planning Policy Framework. 5. The proposal would put a huge extra strain on the traffic network in and around the village of Minster. The census data for 2021 shows that 70% of journeys in the village are car related and adding more housing to the village would compound an existing problem further. 6. The applicant has indicated in the Transport Assessment part 1 that they would create 6 pedestrian crossings in the village and a table top junction at the junction of Foxborough Lane and Tothill Street in order to support pedestrian access from the development site throughout the village.
DECEMBER 2023 Minster Matters 17 However, this fails to appreciate that in creating these, valuable parking spaces will be taken away in a village by virtue of its extensive need to use the car, will create huge problems for villagers who already struggle to park their cars. 7. In order to create an emergency access no 97 Tothill Street is proposed to be demolished and 30m of double yellow lines created to protect access. This again fails to consider that not everyone living in that part of the village has access to off-street parking, that the roads around the area are already heavily congested with parked cars and that this proposal will add to the existing struggles people have in parking their cars. 8. For both points 6 and 7 it is nonsense to assume that people will change to using public transport – KCC have cut bus services running through the village and if workers want to commute to London by train, they would still need a car to get to the new Parkway Station in order to catch HS1. 9. The development site is not on the local plan. The village has accepted a fair share of development within the current Local Plan and the argument that these houses would support the local 5-year housing supply is weak given the extensive building across the district and small percentage that this development would create. The benefits of this application do not outweigh the harm that this development would create. 10. 2 previous Local Plans assessed by the Planning Inspectorate ruled out the site for development and inclusion in Local Plans by virtue of the fact that the site was wholly unsuitable for development and stood outside of the village boundary. 11. Gladman’s the land agent who have submitted the application have not consulted with the Parish on this application, citing the consultation for the 1st application as relevant however particularly given the proposal to create pedestrian crossings and a table top junction, the application is sufficiently different enough warrant consultation. 12. The proposal like the 1st application is still relying on deep water bore holes for managing surface water drainage along a road well known for flooding. This is in an area where there is a Ground Water Protection Zone 2 and this option provides no long-term assurance that drinking water would not get contaminated by surface water pollutants as the filtering system breaks down and may not be maintained as the years go by. 13. It is clear from the call for sites submissions and from the design of the site, that there is every intention of extending this development in the future further adding to the infrastructure issues that the village faces and destroying grade 1 agricultural land. If this gets approved, the 2ⁿd site will easily follow. Many thanks-Minster Action Group.

MINSTER PARISH COUNCIL MEETING HELD ON 7th NOVEMBER 2023 Present: Cllrs. Quittenden, Crow-Brown, Bates, Fleming, Fordyce, Ingleton, Jones, Local, Smith and Webzell. One Minute’s Silence was observed for Remembrance Day and atrocities in the world today. Apologies: Cllrs Owen and Smith (TDC) POLICE AND COMMUNITY REPORT: Community Warden Aylett was not present but provided a report – assisted residents over domestic abuse issues, neighbour disputes and parking concerns. Visits carried out on behalf of Trading Standards and Adult Social Services. Attended multi-agency neighbourhood engagement day. PC Ninnim was present and reported: PC Howe is to join her in covering rural villages. 62 calls in October from Minster area. Increased reports of issues with dogs. PC Wright, working with Acol speed watch group, enquired if Minster may consider forming a group. Reminder to remain vigilant during darker nights. Possibility to arrange property marking event. Plans to hold a Police Surgery with Cllr Smith (TDC). Cllr Local said that former speed watch groups stopped operating due to lack of support from Police. Cllr. Crow-Brown asked if anyone had been apprehended following reports of hare-coursing locally. PC Ninnim said that someone had been caught and she reminded members that hare-coursing should be reported via 999. COUNTY COUNCILLORS AND DISTRICT COUNCILLORS REPORTS: Cllr Bambridge (TDC) said no case for judicial review at Manston. Planning application for the footpath at Hoo Farm has been called in to TDC. Cllr Wright reported public health budget is ring fenced. Healthy start scheme provides pre-paid card to eligible pregnant mums. Covid rate is currently low. Reminded eligible people to get vaccinated against Covid, flu and shingles. Cllr Crow-Brown reported that the closure of waste recycling sites has been scrapped. A local farmer at Monkton Council meeting explained that geese use the tree lines to help them navigate and this should be considered in the Sealink plans. Engaging with Hydrogen Transition Energy over waste hydrogen facility in the UK. CHAIRMAN’S ANNOUNCEMENTS: Reported the sad loss of ex Cllr Goodman, also ex Cllr and former Chairman Peter Osborne's internment of ashes will take place on Tuesday 28th November at 12 pm at Minster Cemetery. REPORT OF THE CLERK: Funding of £20,606 for grass pitch maintenance has been secured from the Football Foundation with a MPC contribution of £6,869. Thanked assistant Clerk for organising the village fireworks. ZERO HOUR REQUEST FOR SUPPORT: Agreed that no further action be taken. CARBON LITERACY ACTION DAY IN PARTNERSHIP WITH KENT ASSOCIATION FOR LOCAL COUNCILS MONDAY 4th DECEMBER: Councillors agreed no Cllrs would attend. FIREWORK DISPLAY FOR NOVEMBER 2024: The Chairman reported that there are a number of contentious issues surrounding increased attendance from non-villagers, detrimental effect on wildlife and pets and traffic congestion. Despite these issues, many people enjoy the display and local businesses benefit from the increase in business. Cllr Ingleton said that the event was well managed. Cllr Local considered the display a waste of precept money and raised concerns over wildfire and pets. A suggestion to use silent fireworks or a laser display as an alternative. Cllr Jones raised concern over the climate issues. AGREED: to consider other options for next year and seek views of the village. PLANNING, HIGHWAYS AND TRANSPORTATION COMMITTEE: Resolved the Minutes of the meeting held on 30th October be received and approved. Cllr Ingleton reported that the Dover Local Plan is soon to be examined and included issues common to Thanet. SEALINK – NATION GRID: Public consultations are to be held from 24th October to 18th December with exhibition being held in the Village Hall on Thursday 16th November. THANET ARCHAEOLOGICAL LANDSCAPES MAPPING PROJECT: The Heritage Conservation team at KCC is working with TDC. MARY’S It seems very fitting that I begin this final Buttress Bulletin with an announcement: We are pleased to announce that the Revd Jeffrey Foulger, has been appointed Priest in Charge of St Saviour’s Westgate and Priest in Charge of the Wantsum Benefice Group of Churches. After a career in finance Jeff was ordained in 2017 and was previously Associate Vicar at St John the Baptist, Beckenham. He lives in Herne Bay. In taking up this appointment on a part-time basis Jeff will work with the PCCs and ministry teams of St Saviour’s and the Wantsum Churches, and with the vicar and PCC of Birchington to develop a plan for ongoing ministry across the Seamarsh Group. The Licensing Service will take place on Sunday 10th December at 2.30pm at the Parish Church of St. Mary the Virgin, Minster. All are warmly invited to attend. SO, after almost two years without a ‘vicar’ we are looking forward to seeing what the future holds. As our new priest has a part-time role only and five churches to support, it will take time for him to become known in the parish, but do look for a new face wearing a dog-collar! LOOKING ahead to Christmas, all four churches of the Wantsum Benefice will be offering Christmas Celebrations. The Benefice-wide services are listed elsewhere in the magazine, but I’d like to add a personal invitation to you on behalf of Sue Hergest, our Churchwarden, and all members of the Parochial Church Council, to join the Christmas Celebrations in your church, here in Minster. On Christmas Eve at 4pm there will be a Christmas Special: ‘In the shed, around the back!’ including the usual well-known carols, participation from willing children, with laughter thrown in too! At 11.30pm: Midnight Mass On Christmas morning at 10am: Christmas Morning Worship – a non-communion celebration. Carols Round the Christmas Tree will be on Monday 11th December, beginning at 7pm. As well as the Salvation Army Band, Minster School Choir and Village Voices will be joining in. This year the money raised will go to the Pilgrim’s Hospice. Tea and coffee will be available in the church afterwards, as usual, and the Minster Handbell Ringers will be there too. May you find joy, peace and hope this Christmas-tide.
