Prime Minister Datuk Seri Anwar Ibrahim said this strategic cooperation includes politics, trade and investment.   He also described his maiden official visit to China as an achievement that brought about great benefits to the country and the people of Malaysia.   Anwar said the focus given by the Chinese government and leaders as well as the response from Chinese business and industry figures to his visit reflects the close relationship enjoyed between the two countries.   “The hospitality received and focus given were great and extraordinary. I consider this a very positive development. This visit is of great benefit to Malaysians,” he told Malaysian media in a press conference at the end of his official visit to China here on April 1 night.   The prime minister said during a meeting with Chinese President Xi Jinping and his counterpart Li Qiang, both sides agreed to boost trade relations and economic cooperation under the Belt and Road Initiative (BRI), including expediting the East Coast Rail Link (ECRL) project.   As for joint venture projects, he said China agreed to use local skilled workers and professionals as opposed to previous practice.   “They have agreed to use local workforce. Only for areas of specialisation that are not available in Malaysia, they will bring in from China.   “This will apply to all other projects,” he said.   Anwar said both parties have also agreed to explore new areas of cooperation, including new-generation car manufacturing and the halal industry.   He said Malaysia and China also agreed to enhance cooperation in the development of vaccines as well as research and development (R&D) of high technology and digitalisation of the economy, the entry of Malaysian agricultural products into China, increase in the frequency of flights and the entry of tourists in both countries as well as in the field of TVET education.   The prime minister’s official visit to China also saw Malaysia securing a record RM170 billion worth of investment commitments from China.   The amount, the biggest so far from China, is from a total of 19 memoranda of understanding (MOU) sealed between businesses in China and Malaysia in various fields, especially green technology and the digital economy.   China remains Malaysia’s largest trading partner for 14 consecutive years, with total trade of RM487.13 bilion (US$110.6 billion) in 2022, up 15.6 pct from 2021.   Anwar’s visit to the country is also in conjunction with the 10th anniversary of the establishment of the Malaysia-China Comprehensive Strategic Partnership, while the two countries will celebrate the 50th anniversary of diplomatic relations in 2024.   In this regard, Anwar said he had extended an invitation to Xi and Li to visit Malaysia next year as a way to celebrate the countries’ historic relations.   Meanwhile, on regional and international issues, the prime minister said that the Chinese leaders expressed their support for ASEAN Centrality.   “(During the meeting), we also opined that ASEAN needs to remain as an independent and impartial bloc to avoid enmity and ambitions of great powers,” he said.   He said that in his meeting with Xi, the President also acknowledged the role and contributions of Malaysia to the Islamic world and proposed that Malaysia and China cooperate for the benefit of not only the two nations but also all other Islamic countries, such as in the halal industry.   Anwar said that he also asked Xi to use his influence to help resolve the political upheaval in Myanmar. 02 APRIL 2023 PM Anwar pays courtesy call on President Xi during ocial visit to China Anwar urges Malaysian businesses overseas to facilitate foreign investments into Malaysia KKD and BNM Continues Cooperation To Reduce Financial Fraud PM Anwar: Unity Gov’t to prioritise building stronger ties with China   Prime Minister Datuk Seri Anwar Ibrahim has urged Malaysian businesses overseas to help in rebuilding the economy back home by promoting and facilitating more investments into the country.   “The primary issue is how we (should) rebuild our country through massive domestic and foreign direct investments.   “You can invest overseas but what is needed is to refocus investments back into Malaysia. The time is now,“ he said during an iftar event attended by over 300 people comprising Malaysian businesspeople and China’s Muslim community leaders here on the night of April 1.   The event, hosted by the Malaysian Chamber of Commerce and Industry in China (Maycham China) and the Embassy of Malaysia in China, was held in conjunction with the Prime Minister’s official visit here this week.   Anwar, who is also Finance Minister, called on the ministers accompanying him on the visit to do the necessary in facilitating the inflow of investments into the country.   “To my colleagues here, my message is clear. We must do whatever is required and necessary to facilitate and ease the doing of business in attracting more investments into the country,” he said.   On his meeting with China’s President Xi Jinping, Anwar said he was impressed by the humility shown by the senior statesman.   The Prime Minister had called on Xi at the Great Hall of the People here this afternoon.   Prime Minister Datuk Seri Anwar Ibrahim paid a courtesy call on China’s President Xi Jinping at the Great Hall of the People here on March 31.   The two leaders then proceeded to a meeting that lasted about 45 minutes.   This was the first face-to-face meeting between the two.   In his brief welcoming remarks, Xi said he appreciated the fact that despite observing the holy month of Ramadan, the Malaysian Prime Minister had accepted his invitation to visit China.   Xi said he also took note of the 10th anniversary of the establishment of the Comprehensive Strategic Partnership between both nations this year and the 50th anniversary of the Malaysia-China diplomatic relationship next year.   Hence, he said it is hoped that under Anwar’s leadership, Malaysia and China will work more closely together to bring the relationship to greater heights.   The Communications and Digital Ministry (KKD) is committed to continue working together with Bank Negara Malaysia (BNM) to curb fraud in the financial sector.   “We are committed to working together to curb financial fraud. Insya-Allah, this cooperation will continue towards a safer digital landscape,” its minister, Fahmi Fadzil said after his meeting with BNM governor Tan Sri Nor Shamsiah Mohd Yunus on April 3.   He said that they had also discussed the county’s economic projection, especially in the digital field, during their meeting. BNM was previously reported to have stated that it would continue its cooperation with the Royal Malaysian Police (PDRM), the Malaysian Communications and Multimedia Commission (MCMC) and the financial industry to coordinate efforts to curb financial fraud and to create better public awareness about the latest fraud tactics.   Fahmi also posted on Facebook that he was also having discussions with the Association of Islamic Banking and Financial Institutions Malaysia (AIBIM) about awareness on online scams. He said that online scams are his main focus in his efforts to tackle cybercrime since being appointed to head the ministry in December last year.   On efforts to curb online scams, Fahmi said they were also discussing potential cooperation between AIBIM and his ministry’s agencies related to the field. The most reported online scams involve e-commerce or online purchases, non-existent loans, Macau scams and love scams.   Prime Minister Datuk Seri Anwar Ibrahim said his administration will prioritise building stronger bilateral relations with China.   “Malaysia always has had very good and positive relations with China.   “But with the new government, our position is more clear,” he said, adding that his government’s priority was to support the ‘One China Policy’ besides also focusing on bilateral relations with China.   The prime minister said this in his remarks at a bilateral meeting with his Chinese counterpart Li Qiang held at the Great Hall of the People here on April 1.   Anwar said a lot of the policies spearheaded by Chinese President Xi Jinping such as the (community with a) shared future, security and civilisation initiatives are similar to the MADANI concept back home.   “That is why we choose to openly and publicly support China and the Chinese leadership,” he said. APRIL 2023 03 PM Anwar: Highest level discussions should include technological competition as a key agenda item President Xi Jinping: China hopes for policy support for investments into Malaysia   China is looking forward for policy support for Chinese investments into Malaysia, including in new areas such as renewable energy, semiconductors and digital economy, said China’s President Xi Jinping.   Xi shared this matter during a historic meeting held with Malaysian Prime Minister Datuk Seri Anwar Ibrahim – who is currently on a three-day official visit to China – at the Great Hall of the People, Beijing, on April 1.   The Chinese premier, during the meeting, emphasised on China’s new paradigm of development, with its focus on opening up as well as on high-quality development and cooperation.   “All these would unlock new opportunities for a much greater collaboration, particularly in trade and investment,” said a statement from Malaysian Foreign Ministry (Wisma Putra).   The statement said Anwar, during the meeting, reaffirmed the strong economic relations between both countries, citing the burgeoning trade figures, flagship projects under the BRI such as the East Coast Rail Link, as well as the Two Countries, Twin Parks in Kuantan and Qinzhou.   He welcomed further Chinese investments and collaboration in new emerging sectors including digital economy, agricultural modernisation and agricultural trade and renewable energy, while encouraging China’s involvement in Automotive High-Tech Valley (AHTV) and expressing Malaysia’s willingness to export more to China, including in agro-commodities sector.   Anwar also welcomed Tsinghua University in Beijing to set up its first branch campus in Malaysia and looked forward to concrete cooperation on TVET and increase in the number of students from China in Malaysia.   On Myanmar, both leaders shared their great concern on the situation in Myanmar, with Xi expressing China’s support for the ASEAN-led effort to address the Myanmar situation, including its support to alleviate the situation of the Rohingyas in Myanmar and Bangladesh.   During the meeting, both Anwar and Xi agreed to build on strong foundations by leveraging on the 10th anniversary of the establishment of Comprehensive Strategic Partnership this year, and the 50th anniversary of the establishment of diplomatic relations next year.   “In this vein, President Xi expressed his support for the Malaysian Unity Government’s Malaysia Madani concept.   “For his own part, Prime Minister Anwar expressed support for the principles and values of President Xi Jinping’s global initiatives and his vision of a Community for a Shared future for Mankind, including the proposal for a Malaysia – China Community for a Shared Future,” said the statement, adding that Anwar extended an invitation to Xi to undertake a State Visit to Malaysia.   Both leaders ended their meeting with an understanding to promote even more dialogues and interactions at all levels in enhancing further bilateral relations and addressing common challenges at the regional and international levels.   Technological competition should be one of the principal agenda items for discussion at the highest levels, on par with discourses on security and general economic matters, Prime Minister Datuk Seri Anwar Ibrahim said.   He said with the current race centred around cutting-edge technology as demonstrated in the competition in the semiconductor industry, the rivalry to be ahead in this could take either a productive or destructive turn.   “Having said that, let me reiterate that unfettered competition must give way to spirited collaboration,” he said during a plenary session at the Boao Forum for Asia Annual Conference 2023 (BFA 2023) here on March 30.   He said acknowledging every country’s needs to protect its intellectual property rights and try to stay ahead of the competition, certain guardrails need to be established so that the competition does not lead to a bifurcation in the technological world that would only raise costs and impede progress.   Anwar said Malaysia has introduced the Malaysia MADANI concept as an expression of desire to forge the country’s path based on its own mould as it creates a humanistic nation in line with its civilisational values.   “In this sense, it is also our national philosophy centred on six core values: sustainability, prosperity, innovation, respect, trust and compassion,” he said.   Flowing from this philosophy, Anwar shared his thoughts on how to achieve solidarity and cooperation for development amid challenges.   He said the world should focus on values that unite the people as a human family and not those which are divisive.   “Ethics, sincerity and integrity in dealings with partners in bilateral and multilateral situations should be paramount,” he said.   The Prime Minister said the concept of democratic accountability should prevail rather than just trumpeting the slogan or term “democracy” which has been used as a means of pigeonholing countries according to rather arbitrary standards.   “To my mind, ‘democratic accountability’ enjoins on leaders to be accountable to the people across the board, providing improved standards of living, transparency in the decision-making process and essentially the overarching practice of good and effective governance,” he said.   Meanwhile, Anwar said, ordinary citizen with the burden of having to put food on the table and the tangible and pressing uncertainties faced must also not be forgotten.   He said wages remain the main form of income for the majority of the world’s population but according to the International Labour Organisation’s Global Wage Report 2022-2023, wages and the purchasing power of households have “dented considerably” due to COVID-19 and global inflation.   Anwar said in the absence of adequate policy responses, the immediate future would witness a sharp fall in real incomes and a rise in inequality which could fuel further social unrest.   “In light of this, we should work closely together in a spirit of cooperation and solidarity, striving towards reducing inequality, promoting social justice and enhancing standards of living for all.   “In closing, I cannot overstress that if we continue to cooperate, speak in a unified voice and exchange ideas on strategy and best policy practices, we can work towards an Asia that is stronger and more resilient,” he added.   The Boao Forum for Asia is an international non-governmental and non-profit organisation initiated by 29 member states and Boao is the permanent venue for the annual conference.   Anwar’s participation in the BFA 2023 also coincides with the 10th anniversary of the elevation of the Malaysia-China Comprehensive Strategic Partnership since 2013.   Earlier, he held a bilateral meeting with Singapore’s Prime Minister Lee Hsien Loong at the Boao Golden Coast Hotel.   Anwar will depart Hainan for Beijing in the afternoon to continue his visit to the Chinese capital where he is scheduled to meet Chinese President Xi Jinping. 04 APRIL 2023 PM Anwar: Malaysia secures a record RM170b worth of investment commitment from China   Malaysia has secured a record RM170 billion worth of investment commitment from China.   The amount, the biggest so far from China, is from a total of 19 memoranda of understanding (MoU) sealed between businesses in China and Malaysia.   Prime Minister Datuk Seri Anwar Ibrahim said this showed the confidence of the investors in the country.   “We have achieved the commitment of RM170 billion in investments from China. I must thank the investors for giving their cooperation and for giving us confidence.   “This is historic. It is good for Malaysia and the future,” he said when announcing the news at the Malaysia-China Business Forum, which was attended by some 1,000 business leaders from both countries, here on April 5.   The Prime Minister is currently on the last of his three-day visit here to deepen the strategic bilateral political and trade relationship with China.   Earlier, in his keynote address at the forum, Anwar urged Chinese investors and business leaders to leverage the strong bilateral ties and seize the vast opportunities being offered by the current government to invest in Malaysia.   “I assure you that under my watch, we will ensure that the ease of doing business and undertaking investments in Malaysia will be at the optimal level.   “So, build more partnerships with Malaysian companies, particularly in strategic sectors to advance deeper interlinkages,” he said.   China remained Malaysia’s largest trading partner for 14 consecutive years, with total trade of US$110.6 billion (RM488 billion) in 2022.   On the investment front, China was the biggest foreign direct investor in Malaysia last year, with investments amounting to US$12.5 billion (RM55.16 billion).   According to statistics from the Foreign Affairs Ministry, total exports to China increased 9.4 per cent to RM210.62 billion (US$47.84 billion) in 2022, while total imports from China stood at RM276.50 billion (US$62.78 billion) in the same year, or an increase of 20.7 per cent compared to the previous year.   Anwar, who is also the Finance Minister, said Malaysia’s position as the preferred investment destination has been solidified further with the presence of renowned Chinese companies such as Risen Energy, Huawei, Longi Solar, Bytedance, Jinko Solar, EVE Energy, Alliance Steel, Alibaba Group, Geely Auto Group, Xiamen University and many others.   “It is my hope that these companies, which have invested in strategic areas, will continue to expand their presence and work with local partners as well as the government to build new capabilities, develop key industries, and create high-paying jobs for Malaysians,” said the Prime Minister.   He said Malaysia will continue to work with China in deepening the existing cooperation in the Belt and Road Initiative (BRI) and to expand economic cooperation in new growth areas such as green development and digital economy.   On the regional front, he said Malaysia will work closely with other ASEAN member states to ensure that the ASEAN-China Free Trade Area (ACFTA) benefits all parties involved.   He said the timely upgrade of the ACFTA will not only deepen trade and investment within the region but also broaden economic benefits with the inclusion of new sectors, namely, digital economy, green economy, competition and consumer protection, as well as micro, small and medium enterprises.   “At the same time, the Straits of Malacca will be kept free and safe for economic and trade flows and international stability.   “It is our moral and historical duty to keep it that way,” he said.   The Prime Minister also witnessed the exchange of 19 MoUs between the companies involved.   Among the notable MoUs were the heads of agreement between DRB-Hicom Bhd and Zhejiang Geely Holding Group Co, Ltd on a proposed joint venture on the development and commercialisation of an automotive high-technology valley in Tanjung Malim, Perak, for new energy vehicles, and one between the Associated Chinese Chambers of Commerce and Industry of Malaysia and the China Chamber of Commerce for import and export of machinery and electronic products.   Other MoUs sealed were between Digital Way Group Sdn Bhd, China Silk Road Group Ltd, and China Kairous Capital to jointly establish a Malaysia-China digital and development fund in China and Malaysia, as well as one on a proposed development of a waste-to-energy plant in Malaysia   Meanwhile, International Trade and Industry Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz said the MoUs signified the importance of collaboration between companies from China and Malaysia, which would result in a huge spillover for the ecosystem.   “This visit is a very productive one, and a step in the right direction for us,” he told the Malaysian media after the event.   He said the ministry will monitor these MoUs to ensure that the commitments are fully realised. PM Anwar: Meeting with high prole Chinese investors unprecedented   Prime Minister Datuk Seri Anwar Ibrahim kick-started the final day of his official visit to China with a round-table meeting with high-profile Chinese investors.   The high-powered meeting which lasted an hour was attended by some 50 investors and captains of industry from various sectors including high-level technology, digital economy and agriculture.   Anwar described the deep discussion as unprecedented and meaningful.   “It was unprecedented. Never in recent years have there been so many top-notch captains of industry assembled together.   “This is a new beginning for Malaysia. I am excited,” he said.   The Prime Minister is now attending the Malaysia-China Business Forum 2023 where he will deliver a keynote address.   He is also expected to witness the signing ceremony of at least 20 memoranda of understanding between Malaysia and China businesses later today.

He asserted that as a free and independent state, Malaysia will defend its sovereignty and decide what is best for the country.   “Nobody should dictate us. As a free and independent nation, we will decide what is best for us. And we decide based on core values and principles, which are to make sure that we have good governance and policies that will benefit the country and the people.   “We should also maintain this position in ASEAN because ASEAN was set up as a free and neutral zone,” he said in response to a question on the China-US rivalry, during a public lecture at the renowned Tsinghua University here, on March 31.   The Prime Minister who is currently on his maiden official visit here this week said he has been seen as pro-China but as a trading nation, he said Malaysia wants to build excellent relationships with all countries, including China and the United States.   He said Malaysia does not see China as a competitor nor a threat although there may be some disagreements between the two countries.   “Since there is no outright threat from China, we are happy to be a good neighbour, a friend and to benefit from their success,” he said.   Anwar said China and the US must also understand that the dynamic of international diplomacy today has changed and the ongoing Russia-Ukraine conflict is affecting the whole world.   “The period of colonisation and new imperialism is gone. No country can dictate (anybody). People want to assert their independence and decide what is best for themselves and their country,” he said.   Prime Minister Datuk Seri Anwar Ibrahim concluded a three-day official visit to Saudi Arabia on March 24, and said he considers Saudi Arabia a key country for Malaysia in the Middle East..   The visit to the kingdom was the first official visit by Anwar outside the ASEAN region since his appointment as Malaysia’s 10th prime minister in November last year.   Speaking at a press conference, Anwar said he appreciated getting the invitation to visit in a short time from the Saudi Arabian government (after his appointment as the prime minister).   Anwar said Malaysia enjoyed excellent relations with Saudi Arabia, including in business matters, banking and Islamic activities.   The prime minister said he wished to step up the ties with the kingdom.   He expressed the hope that this good relationship can enable Malaysia to benefit from some of Saudi Arabia’s new initiatives driven by Vision 2030 introduced by Crown Prince Mohammed Salman Abdulaziz Al-Saud.   During the visit, Anwar, accompanied by Foreign Minister Datuk Seri Dr Zambry Abdul Kadir and Minister of Communications and Digital Fahmi Fadzil, among others, had a meeting with the Saudi Arabian business community at the headquarters of the Islamic Development Bank here.   The Secretary-General of the Organisation of Islamic Cooperation (OIC), Hissein Brahim Taha, and the Secretary-General of the Muslim World League (MWL), Sheikh Dr Mohammad bin Abdulkarim Al-Issa, called on Anwar.   Anwar also witnessed the signing of three memoranda of understanding between private companies in Malaysia and Saudi Arabia.   The prime minister and members of his delegation also performed the umrah and met with Malaysians residing in Jeddah, Mekah and Madinah for “iftar” (breaking of fast).   Anwar said the Saudi Arabian leaders had requested him to extend his visit so that he could meet more Saudi leaders, but had to turn it down due to prior engagements at home.   “I appreciate the invitation, including for an audience scheduled with King Salman bin Abdulaziz Al-Saud and the Crown Prince, but had to turn it down because of the scheduled iftar with the Yang di-Pertuan Agong tomorrow and an official visit to Cambodia,” he said.   Anwar and the delegation departed for Kuala Lumpur from Prince Mohammed bin Abdulaziz International Airport at 12.30 am (5.30 am in Malaysia) Saturday.   The prime minister is scheduled to make a one-day official visit to Cambodia on Monday (March 27).   United Kingdom’s decision to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is anticipated to boost trade ties between Malaysia and the UK.   Deputy Prime Minister and Minister of Plantation and Commodities Datuk Seri Fadillah Yusof said the ministry welcomed the UK’s initiative and is looking forward to working closely with its new UK partners in the CPTPP.   “Not just that we welcomed UK into CPTPP, we also welcome its Trade Secretary Kemi Badenoch’s remarks on palm oil, where she rightly dispelled the myth of deforestation and the negative or untrue campaign regarding the commodity,” he said when met at a green bean porridge distribution programme here, on April 2.   Fadillah said the collaboration between both countries will also help to eliminate stigma and negative propaganda towards palm oil while promoting it as a healthy product.   In a statement today, he said UK’s move to join the CPTPP presents a great opportunity to strengthen Malaysia’s relationship with the UK amid the significant prospects that the Indo-Pacific region offers trading partners.   The statement said that the Malaysian Sustainable Palm Oil (MSPO) sector is well-positioned to meet the demand from consumers from the UK and Europe looking for more ethical alternatives to edible oils.   “The Ministry of Plantation and Commodities recognises the importance of protecting the environment and conserving biodiversity, and Malaysia is committed to helping its sustainable palm oil sector become even more environmentally friendly,” it said.   Meanwhile, Fadillah said Malaysia will continuously conduct engagement sessions with the European Union (EU) on CPTPP to ensure they are fully aware of Malaysia’s commitment towards MSPO. 06 APRIL 2023 PM Anwar: Saudi business community’s interest to invest sign of Malaysia’s political stability DPM Zahid congratulates RTM on 77th anniversary   The Saudi Arabian business community’s interest to invest in Malaysia is a testament to the political stability in Malaysia, said Prime Minister Datuk Seri Anwar Ibrahim.   This, he said, was expressed by the chairmen of both the National Chamber of Commerce and Jeddah Chamber of Commerce, whom he met during his official visit to the kingdom.   Anwar said they had responded very well to his invitation to invest in the country.   “Both of them not only said how pleased they were but gave an assurance that they will immediately reciprocate. They were waiting for this. They know the country well, and they have been there from the 80s and 90s.   “But now they are waiting for this moment where there is a clear stability direction and commitment to ensure the ease of doing business and rid the country of corruption and focusing on the issue of good governance,” he said in a press conference here on March 24 at the end of his three-day visit.   Anwar said the government had appealed for more constructive criticism from the opposition and not just statements that may cause concern to the investing public and the international community.   “But the fact remains, and I’ve reassured them that the government is certainly stable. And in our last meeting of members of Kerajaan Perpaduan (Unity Government), there was a clear solid stance on the part of PH (Pakatan Harapan) and BN (Barisan Nasional) and then followed by Premier Abang Johari (Tan Sri Abang Johari Tun Openg) of GPS (Gabungan Parti Sarawak).   “The three pillars would have made a government with a strong mandate and majority in Parliament. But as I said, it would not stop the attempts and dreams of those craving for power without mandate and support,” he said.   The prime minister was accompanied by Foreign Minister Datuk Seri Dr Zambry Abdul Kadir and Communications and Digital Minister Fahmi Fadzil, among others, on the visit.   The government decided to kick off the open toll payment system at only five highways to ensure that the system can function properly before it is expanded to other highways.   Works Minister Datuk Seri Alexander Nanta Linggi said although several more concession companies had shown interest to participate in the open payment system, the government did not want to be too ambitious and hasty in implementing it.   “Most importantly, the proposed system is to be tested first before it is fully implemented. This is to avoid any problems in the future that will inconvenience users,” he said via his official Facebook on March 24.   Recently, Nanta announced that the open payment system, which allows users to pay tolls using debit and credit cards, would be implemented by this September at five highways.   They are the Sungai Besi Highway (Besraya), New Pantai Expressway (NPE), Ampang-Kuala Lumpur Elevated Highway (AKLEH), Guthrie Corridor Expressway (GCE) and Penang Bridge.   Nanta said a team from the ministry’s Development and Privatisation Division had been working on the proposed open payment system since 2022.   He said this project took time to be implemented as it had to go through many processes, including refining and clarifying various technical, legal and financial aspects with the relevant parties.   Nanta said the implementation of the open payment system and related matters came under the jurisdiction of the ministry.   “Therefore, I urge all parties to wait for announcements from the ministry regarding the list of alignments and highways that are ready to implement this open payment system to avoid confusion, misunderstanding and problems among users in the future.   “It will be determined after all engagement, technical, legal and financial processes have been agreed to by all the parties involved,” he added.   Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi congratulated the Broadcasting Department of Malaysia (RTM) on its 77th anniversary on April 1.   He said RTM from the past until today, has remained relevant and prominent as a medium for delivering national agenda in line with the broadcasting department’s slogan, ‘Teman Setia Anda’ (Your Loyal Partner).   In fact, Ahmad Zahid expressed confidence that with the experience of the new director-general of broadcasting Suhaimi Sulaiman leading the department, RTM will remain as one of the country’s leading media platforms.   “Personally, RTM is quite close to my heart, not to mention having been together once before. Despite stiff competition from commercial stations and the existence of new media, RTM remains prominent.   “To the RTM workers in Angkasapuri and in the state stations, I take the opportunity to thank you for the connection and coverage given to me, the party and the ministry I lead. Hope (RTM )will be able to continue working hard to provide services and information to the people,” he said through his Facebook post today. Speaking at his first media conference today after his appointment on March 22, Ruslin said he will also stress the need of each officer especially those assigned to the enforcement division to adhere to the rules and law.   “It would not be fair for me to point fingers at all the Immigration officers when it is just a fraction of them whom I consider ‘naughty’.   “But if there is a clear act of refusal to obey orders, I will not hesitate to take stern action not only against the rank and file but also the top management,” he said.   Meanwhile, Ruslin said the department was giving its full cooperation to the Malaysian Anti-Corruption Commission (MACC) in connection with the investigation involving its enforcement officers suspected of being involved in a smuggling syndicate of foreign migrants from the Philippines to the Peninsula.   He said the department will not compromise if the officers concerned are found guilty and will leave it to the MACC to investigate.   “We will take stern action including dismissal if they are found guilty after going through the due process of law,” he said.   The media had earlier reported that five Immigration officers were among nine individuals remanded for six days to assist in the investigation of a syndicate to smuggle illegal immigrants through the Tawau Airport in Sabah.   They were alleged to have accepted bribes between RM100 and RM3,000 for every illegal immigrant from the syndicate as an inducement to release the immigrants using someone else’s MyKad.   Malaysia managed to attract 10 million foreign tourists and generated RM28.2 billion in tourism income in 2022 through the Tourism Recovery Framework (TRF) 2.0 the Dewan Rakyat was told on March 22.   Deputy Tourism, Arts and Culture Minister Khairul Firdaus Akbar Khan said the total exceeded the set target of 9.2 million foreign tourists with RM26.2 billion in receipts during the committee-level wind up session of the debate for the Supply Bill 2023 for the ministry.   He said TRF 2.0 had five main strategic pillars, supporting the recovery of tourism and cultural businesses, restoring tourism confidence, smooth international and regional travel, recreating tourism and cultural products and services to spur competitiveness, coordinating tourism with sustainability and inclusivity, and to strengthen recovery with long-term resilience and crises preparation.   On the suggested Malaysian Culture Week organisation, he said the event has been included in the ministry annual schedule and will be organised on a national level with a special allocation of RM5 million to ensure it will generate a higher impact compared to the previous year.   The Dewan Rakyat then approved RM837,175,600 in allocations for the ministry under the Budget 2023 at the committee level through a majority vote. The House had also passed RM673.5 million in allocations for the Science, Technology and Innovation Ministry (MOSTI).   In his wind up, Deputy Science, Technology and Innovation Minister Datuk Arthur Joseph Kurup said the ministry would continue its International Innovation Hub programme with an allocation of RM18 million.   He said the allocation would be spent on developing techno-entrepreneurial facilities, including coaching and mentoring programmes, as well as marketing access and intellectual property development programmes.   “MOSTI is aiming that foreign companies, especially from the South East Asian Nations (ASEAN) countries, will use the facilities and operate in the Malaysian Research Accelerator for Technology and Innovation (MRANTI),” he said.   The construction of the East Coast Rail Link (ECRL) project in four states — Kelantan, Terengganu, Pahang and Selangor — has achieved a 40.81 per cent completion rate so far, according to Malaysia Rail Link Sdn Bhd (MRL).   Its chief executive officer Datuk Seri Darwis Abdul Razak said that in Kelantan the ECRL’s progress has reached 51.94 per cent.   “Infrastructure works for the construction of the ECRL line in Kelantan are actively being carried out, including the installation of beams which started from the bridge in Jerus, Pasir Puteh and is now approaching the area near Padang Raja, Melor,” he said.   Darwis said this in a speech at an ECRL breaking of fast event here last night, which was attended by Kelantan Menteri Besar Datuk Ahmad Yakob.   At the event, MRL also presented Ramadan donations to 30 orphans and staff of Rumah Kebajikan Anak Yatim dan Dhuafa’ Lilbanin Sri Peraksi, Cherang Ruku in Pasir Puteh.   Darwis said apart from that, land reclamation (subgrade) works involving 16 of 19 locations in the state have commenced.   “The soil treatment and piling works for the Kota Bharu ECRL station in Tunjong as well as the soil treatment works for the Pasir Puteh ECRL station in Kampung Jeram are also being actively carried out,” he said. He said the Sarawak Merdeka Convoy across 12 divisions of the state will be the first major event of the celebration themed ‘Sarawak Maju Makmur’ which will start on May 28 in Limbang and end in Kuching on July 22.   “The Premier of Sarawak (Tan Sri Abang Johari Tun Openg) has agreed to join the second stage (Merdeka convoy) from Miri to Bintulu either by motorbike or car starting June 10,” he told a press conference here today.   He said the second event is the Sarawak 60 Years Digital Exhibition which will be held in all divisions and tour with the travelling convoy starting from May 28 until July 22 in addition to the Thanksgiving ceremonies at mosques and houses of worship throughout the state on July 21.   A giant gathering and parade at Padang Merdeka here on July 22 starting at 8.30 am will be the highlight of the celebration, followed by the presentation of commemorative medals on the same day to individuals who have fought for the development of Sarawak throughout its six decades of independence.   Abdul Karim said that in the evening of the same day, a state banquet in conjunction with the celebration will be held at the Sarawak State Legislative Assembly (DUN) building here, in addition to the ‘Konsert Rakyat’ and fireworks display at Padang Merdeka here starting at 8 pm.   He added that the celebration will also be graced with a parade of decorated boats on the Kuching Bank on July 29, in addition to Street Parade performances that will be held in the city on Aug 5, Sibu (Aug 12) and Miri (Aug 19).   China’s permanent representative to the United Nations Zhang Jun said on March 13 that “the wanton use of sanctions” will not help solve the conflict in Ukraine but only create new problems.   “The current status in the situation in Ukraine is an outcome of the interplay of complex historical and present factors. To solve complex issues, calm and rational thinking are all the more needed,” Zhang said at the UN Security Council briefing by the chairperson-in-office of the Organisation for Security and Cooperation in Europe (OSCE).   Escalating sanctions have already seriously affected and will continue to affect global finance, energy, food, transportation, supply chains and other fields, hampering the already fragile world economy amid the pandemic. The diplomat added that the sanctions would negatively impact livelihoods, particularly in developing countries, reported Xinhua.   “We once again call for greater diplomatic efforts by the international community to de-escalate tensions and immediately bring the Ukrainian issue back to the track of political settlement,” Zhang said.   Zhang said China will strengthen communication and coordination with all parties concerned and continue its constructive role in promoting dialogue for peace.   Noting that Russia and Ukraine have held multiple rounds of direct negotiations and have demonstrated a willingness to continue the talks further, Zhang said the international community must help sustain the positive momentum.   “The crisis in Ukraine is interwoven with European security and stability,” said Zhang, encouraging the OSCE to “bring into full play its strengths and set up the necessary platform for the negotiations and communication of the parties concerned”.   China calls for guarantees for civilian security and their basic needs, Zhang said, adding that safe and unimpeded humanitarian corridors are needed to prevent a larger-scale crisis, Zhang said.   China has also provided in-kind humanitarian assistance to Ukraine, said the envoy, adding that China supports the UN to coordinate humanitarian aid to Ukraine and is ready to work with other parties in achieving consensus on the Security Council’s response to the humanitarian crisis.   Beijing said today that it does not ask companies to hand over data gathered overseas, as Chinese-owned TikTok faces calls for a ban in the United States.   China “has never and will not require companies or individuals to collect or provide data located in a foreign country, in a way that violates local law”, foreign ministry spokesperson Mao Ning told a regular briefing.   The Chinese government “attaches great importance to protecting data privacy”, she said.   “The US government has so far not provided any evidence that TikTok poses a threat to its national security, but instead has repeatedly made presumptions of guilt and unreasonable suppression” against the company, Mao added.   “We have also noted that some in the US congress stated that seeking a ban of TikTok is a xenophobic political persecution,” she said.   TikTok CEO Shou Zi Chew faced relentless questioning from combative US lawmakers on both sides of the political aisle Thursday over the video-sharing app’s alleged ties to China and its danger to teens.   The Harvard-educated former banker failed over more than five hours to defuse an existential threat to TikTok as the app seeks to survive a White House ultimatum that it either split from its Chinese ownership or be banned in the United States.   “ByteDance is not owned or controlled by the Chinese government and is a private company,” Chew told lawmakers in his opening remarks, referring to TikTok’s China-based parent company.   “We believe what’s needed are clear transparent rules that apply broadly to all tech companies — ownership is not at the core of addressing these concerns,” Chew added.   At the crux of much of the fears over TikTok is a 2017 Chinese law that requires local firms to hand over personal data to the state if it is relevant to national security.   And in one particularly heated exchange Thursday, Chew was forced to acknowledge that some personal data of Americans was still subject to Chinese law, but insisted that would soon be changed.   The firm also acknowledged in November that some employees in China could access European user data and admitted in December that employees had used the data to spy on journalists.   But the group has insisted that the Chinese government has no control over or access to its data. APRIL 2023 09 Eight SSM initiatives for post-pandemic economic recovery this year Dr Zaliha: MOH to ensure formation of Healthcare Reform Commission   The Companies Commission of Malaysia (SSM) has announced three initiatives related to compound reduction this year and the continuation of five existing initiatives with some improvements in line with the government’s efforts to contribute to the recovery of the country’s economy after the COVID -19 pandemic.   SSM chief executive officer Datuk Nor Azimah Abdul Aziz said the first initiative involves the compound reduction of up to 90 per cent from the original value for companies with dissolved status under the Companies Act 1965 and Companies Act 2016   “The implementation of the initiative was aimed at reducing the financial burden of directors and companies that have been shut down,” she told Bernama on March 31. She said as the second initiative, SSM is introducing a reduction of 90 per cent of the original value of the compound for all common offences under the Companies Act 2016.   “This compound reduction will be granted to the companies after the companies had taken steps to rectify their past defaults,” she said.   Nor Azimah said the compound reduction is only given to common offences under Sections 68(1), 248(1), 258(1), 259(1), 340(1), 30(1), and Sections 30(2) of the Companies Act 2016.   “The implementation of the initiative is hoped to help corporate communities to continue doing business in a difficult economic environment,” she said.   Meanwhile, she said that under the third initiative, the SSM will reduce the penalty for all violations of the Companies Act 1965 by 90 per cent of the original value to ensure that data on company entities in the SSM register is up to date.   The initiative also aims to encourage companies to adhere to best corporate governance practices, especially the filing of financial statements and the latest information in the SSM   Under the fourth initiative, which is also one of the five existing initiatives and continued this year, SSM is extending the deadline for free SSM BizTrust registration to Dec 31.   SSM is also extending the use of the SSM BizTrust QR code to registered Limited Liability Partnerships, which can be obtained automatically.   “Under the fifth initiative, SSM continues the implementation of the Skim Pendaftaran Perniagaan Percuma (SPPP) initiative that was introduced in 2021 to offer free business registration to B40 group entrepreneurs and full-time Institute of Higher Education students,” she said.   According to Nor Azimah, this year, the SPPP requirements will be extended to married B40 entrepreneur couples to encourage the entrepreneur households to use business as one of the sources of income to address the current economic challenges.   Under the sixth initiative, SSM will continue the Skim 1 OKU 1 Perniagaan (S1O1P) which offers free business registration and renewal to encourage persons with disabilities to become legally venture into business.   “Under the seventh initiative, SSM will proceed with the proposed amendments to improve the provisions of the Companies Act 2016 relating to corporates rescue mechanisms and compromise or arrangement schemes,” she said.   Nor Azimah said the improvements and amendments will allow companies that are experiencing financial problems to apply for an appropriate corporate rehabilitation procedure so that the company can continue to operate.   She added that the initiative was crucial to help the corporate sector, which is facing financial problems, especially due to the impact of the COVID -19 pandemic, to stay operational and boost the national economy.   “A proposed amendment to the Act will also introduce provisions that will strengthen the policy on a comprehensive framework for reporting of beneficial ownership,” she said.   Also, Nor Azimah said that with the eighth initiative, the SSM will continue with the proposal to introduce provisions related to the corporate rescue mechanism under the Limited Liability Partnerships Act 2012.   She said that these provisions are aimed at improving the existing legal framework relating to corporate rehabilitation for PLT entities.   The Ministry of Health (MOH) will ensure the establishment of the Healthcare Reform Commission can be implemented to tackle issues related to the service scheme for health personnel, especially doctors.   Its Minister, Dr Zaliha Mustafa, said the proposal for the formation of the commission would be presented through the tabling of a Health White Paper in Parliament.   “The formation of the commission is in the fourth pillar (of the Health White Paper). So, we will ensure the establishment of the Healthcare Reform Commission.   “We have the word reform so that it is more detailed to ensure the Health White Paper to be tabled can be implemented as best possible,” she said when winding up the debate on the Supplementary Supply Bill (2022) 2023 for the ministry in the Dewan Rakyat, here, on March 31.   Previously, Dr Zaliha was reported to have said that the MOH targeted the tabling of the Health White Paper in Parliament in the middle of this year and she was fully committed to ensuring that the content of the White Paper can be implemented and realised.   Regarding the Control of Tobacco Products and Smoking Bill 2022, she reiterated the MOH’s position to continue with the bill and will table it in Parliament soon.   In addition, Dr Zaliha said the MOH has allocated a total of RM45 million for the implementation of dengue control activities from 2022 to this year.   “The MOH takes note of the increase in dengue cases, especially in states like Selangor… in the first quarter alone, there have been more than 13,000 dengue cases (in Selangor),” she said. The main purpose of this forum is to promote closer cooperation between Malaysian and Chinese business circles in strategic areas. The ceremony was presided over by Prime Minister Datuk Seri Anwar Ibrahim and Minister of International Trade and Industry Tengku Datuk Seri Zafrul Tengku Abdul Aziz. The forum, which aims to promote deeper business relations and networks between Malaysia and China, was also attended by about 300 representatives from various Malaysian associations and 500 leading business leaders from China.   Perdasama Nasional (Malaysian Association of Malay Businessmen and Entrepreneurs) also did not miss this opportunity by sending their representative, Puan Roliza Abd Kadir, Secretary General of Perdasama Nasional, to this morning's dialogue meeting. One of Perdasama Nasional's hopes is to ask the government for help on the problems faced by Bumiputera small and medium-sized enterprises in the Chinese market, which is a big market, and getting orders from the Chinese market is not a big problem for entrepreneurs from Malaysia, because Malaysian products are popular in the Chinese market.   Most Malaysian companies, especially Bumiputera small and medium-sized enterprises, have significant problems in delivering their commitments as demand for capacity exceeds production. Most Perdasama members have had problems trading in China since 2016. Perdasama wants the Malaysian government to help small and medium-sized enterprises facing this problem. Perdasama also highlighted the government's funding for trade associations through Matrade, which has been frozen this year and reconsidered by Prime Minister Datuk Seri Anwar Ibrahim.   The visit also saw Perdasama Nasional and the China Entrepreneurs Association in Malaysia (PUCM) come together and will soon hold a dialogue forum in Kuala Lumpur, where Perdasama Nasional and PUCM will sign a memorandum of understanding to conduct business activities in the two countries. Also present at PUCM was its president, Dato’ Keith Li.   The government will create a database that contains all the information about micro, small and medium enterprises (PMKS) under 66 agencies and institutions in the country.   Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the decision made at the 2023 National Entrepreneur Development and PMKS Council (MPUPK) meeting today, aims to ensure proper data sharing and information coordination.   “It is to ensure that any form of training, monitoring, loans and grant funds can be coordinated so that there is no overlap,” he said after chairing the meeting at the Parliament building, on March 30.   He said the meeting also decided that entrepreneurs in Sabah and Sarawak should be given priority by developing their talent and potential, as well as channeling sufficient funds to carry out the entrepreneur creation programme, including simplifying the registration process.   Ahmad Zahid who is also the Minister of Rural and Regional Development said the coordination of vendor entrepreneurs must be done to ensure that the country’s achievement in the PMKS sector is higher than the current rate of 37 per cent.   In addition, he said an e-commerce network was needed to create a new market for products and services produced by PMKS.   MPUPK was formed as the main platform for discussing programmes and initiatives for the development of entrepreneurs and PMKS in line with the aspirations of the National Entrepreneurship Policy 2030 (DKN 2030).   The meeting was the first one held after the formation of the Unity Government.   Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi on March 31 denied that any circular had been issued to bar Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor from attending federal government events.   “I have not heard of any written order to prevent him from attending official events organised by the federal government. But I would not know if he was personally told that he could not attend.   “Maybe the Kedah Menteri Besar can show a written order to prove his claim of being barred from attending federal government events,” he told reporters after the Santunan Kasih Ramadan event at Masjid Jamek Kampung Sungai Gersik here. APRIL 2023 11 KKD looking into solutions to telecommunications service quality issues China approves rst homegrown mRNA COVID-19 vaccine for emergency use   The Ministry of Communications and Digital (KKD) is looking into things that can be done to ensure that the service quality of telecommunication companies equals or exceeds what is promised to the public.   Minister Fahmi Fadzil said the Malaysian Communications and Multimedia Commission (MCMC) is responsible for resolving the matters by involving service providers.   “I also use the internet at home but in terms of speed, there are several issues. Some may be technical, some may be related to the time the internet is used which is probably peak hours.   “It is the same problem with the broadband wireless access made available at the Orang Asli settlement in Gua Musang. We didn’t expect it for at least two years, but in just a couple of months, there has already been network congestion,” he told a press conference after launching the Fixed Broadband Unity Package (Home Internet) here on March 30.   He said apart from broadband service, the issues of telecommunication network coverage in certain areas were also being looked into by the KKD.   Fahmi said the problem of dropped calls caused by technical issues related to network sharing between telecommunication towers is also expected to be coordinated between telecommunication companies by June.   “This is a problem that I have asked the MCMC to look into. It may take time, but I believe we can implement a basic solution by June,” he said.   Meanwhile, on the Fixed Broadband Unity Package launched today, Fahmi said it offers broadband services with a speed of up to 30 Mbps and unlimited data at a price of RM69 per month and a 24-month subscription contract. China’sdrugmaker CSPC Pharmaceutical Group Limited announced on March 22 that its messenger RNA (mRNA) COVID-19 vaccine has been approved for emergency use by the National Medical Products Administration, making it the country’s first domestically developed mRNA shot.   The company said its independently developed mRNA vaccine targets some major Omicron variants and that its booster dose showed a good neutralization effect against Omicron subvariants BA.5, BF.7, BQ.1.1., XBB.1.5 and CH.1.1. in clinical trials.   According to the announcement, the vaccine was granted emergency clinical trial approval in April 2022 and completed Phase I, II and booster vaccination clinical studies in China with over 5,500 participants.   In a study of 4,000 participants from December 10, 2022, to January 18, 2023, when China was going through a surge in infections, the vaccine showed 85.3 percent efficacy 14 to 28 days after booster vaccination in those who received a recombinant protein vaccine as their primary shot.   CSPS said its vaccine trials showed incidents of adverse effects were substantially lower in an elderly group compared with an adult group.
