SAVAGE, The following considerations, essentially facts, support the title of this article:
1. Ninety-eight percent (98%) of NARFE members nationally have not recruited a singlemember.
2. Many members do not perceive a threat to their earned benefits.
3. NARFE Headquarters just reported that only 5.2% of Indiana NARFE members used the Legislative Action Center to send a message to Con-
gress regarding Medicarepremiums.
4. Increasingly members are unwilling to take officer positions at the chapter level. Nationally, 8 chapters are closing per month. Two (2) chapters that recently
closed had 300 and 600 members respectively.
5. Chapter attendance islow.
6. State Convention attendance is demonstrating a downward trend.
7. Many members do not have their email address registered in their membership record for accessibility to important information from various
NARFE sources such as Headquarters, Federations, etc.
8. Seemingly, a large number of members are not active in our grassrootsadvocacy.
9. Many members are unaware of NARFE issues/legislative agenda and accomplishments which are many.
10. Lastly, NARFE has been losing 1000 members a month for 2 years, resulting in a $40,000 drop in revenue a month as well.
Drops in membership and revenue remain at a crisis stage. The reason seems to be apathy, a lack of concern or interest in NARFE and its mission to safeguard
benefits. We may be our worst enemy. Helen Keller claimed that apathy is the “worst of them all when it comes to the evils of the world.”
So what is the answer? Do something! Anything! Take action in recruitment/legislation and motivation will follow.

SUBJECT: CALL TO THE 2017 INDIANA FEDERATION CONVENTION
TO ALL: FEDERATION BOARD MEMBERS/INDIANA NARFE CHAPTERS
The 63rd Annual Convention of the Indiana Federation of Chapters, National and Active and Retired Federal Employees Association will be held on April 25-26,
2017 in Muncie, Indiana.
The purpose of the convention is to elect officers for the period 2017-2018, receive reports and
transact such other business as may properly come before the assembly.
Area 3 is hosting the 2017 convention. Geneva Greenlee is the Area Vice President and
serves as the Convention Chairman. She can be contacted at (765) 282-2405 or e-mail at
[email protected]. This Area is already working diligently to ensure an informative,
productive, efficiently run and enjoyable convention.
Chapters must have their Per Capita Fees paid before their delegates may vote. Votes are to
be cast by delegates only. Alternates may be allowed to vote only in the absence of the
designated delegate(s) of the chapter they represent. There is also no voting by proxy or by
social or associate members for candidates in the election of officers.
The host hotel is the Courtyard Muncie by Marriot at Horizon Convention Center. Room rates
are $89.00 per night plus taxes. Hotel reservations may be made by calling (765) 287-
8550 and should be made by Saturday, 25 March 2017 to insure the published rate. Later
reservations are subject to availability. Please mention you are attending the NARFE
convention. The hotel is located at 601 S. High St., Muncie IN 47305. There is free parking
and complimentary Wi-Fi.

The scholarship competition is open to high school seniors only. Applicants are evaluated on academic record, community service, and an essay. Each receives a

At this year’s National Convention, Steve Bauer, Executive Director of FEEA, announced that he would be stepping down as Director, after 27 years. Steve
helped to establish FEEA, in 1986, to assist the federal family with educational scholarships, and disaster relief. In recognition of his efforts, delegates voted
to name the NARFE Scholarship Program in his honor. We thank Steve for his many years of service.

CHAIR - Welcome to 2017. We have worked very hard on legislative issues during this past year. Thank you very much for
being a participant in the legislative process.
NATIONAL AND
STATE We, as CDLs, INFED officers, chapter officers and members need to subscribe to the weekly legislative
updates whenever Congress is in session. This is very important to be an effective grassroots advocate and

leader. Please, do so immediately if you are not a current subscriber. It is very easy to become a subscriber to legislative updates, Go to the NARFE website,
click on legislation and a menu will appear to give your e-mail address to NARFE.
By the time you get this issue of the INFED newspaper, the new Congressional members will be in session. We need to introduce ourselves to all new
members and we need to reconnect with your current member. Each of us is responsible for supporting NARFE’s legislative goals. This is not to be a
spectator activity.
I have sent congratulations to the 2016 elected officials on the state and federal level. All NARFE members and officers should do the same.
I was very active during the election cycle. I provided absentee ballot applications for individuals needing to vote an absentee paper ballot. I phone banked
approximately 50 hours. I made these calls to all registered voters. I thank everyone else who worked during this election cycle. Jean and I worked a polling
location on Election Day.
It is impossible to predict and speak to all the future challenges.
Currently NARFE is working hard on Medicare Part B Premium increases for the 30% “Not Held Harmless - the 30% is subsidizing the 70% held harmless,
Federal Long Term Care Insurance Program excessive increase in premiums, and Postal Reform. We should be very concerned about the future of our health
benefits for retirees/employees. If the Postal Service is not allowed to provide health insurance coverage for postal employees/retirees/survivors, this would
remove approximately 2 million enrollees from the FEHBP pool. The postal employees/retirees/survivors would not be allowed to select any other health
benefit plan. The current language in the Postal Reform bill would permit the Postal Service to separate the postal employees/retirees from the rest of the
FEHBP pool. This is taking a right or benefit away from postal employees/retirees./survivors. I have received assurances from Senator Donnelly’s office that
he understands our concerns with this provision in “Postal Reform.” I know the Postal Service thinks this will decrease their cost for health benefits. The
National Association of Letter Carriers supports this change in benefit coverage. Information indicates at least 80% of postal retirees are enrolled in Medicare
Part B. Postal retirees who did not enroll in Medicare Part B at age 65 will not have to pay the penalty for enrolling late in Medicare Part B based on current
language. One factor on this issue is, Will the Postal Service Health Insurance continue to be regulated by OPM? I was promised that I would be eligible for
any FEHBP plan and could change plans every year. Will the preexisting condition language be part of this health plan?
It is very possible that this could have an adverse impact on ALL federal and postal employees/retirees/survivors. The smaller pool, could impact premium
rates on an annual basis. Postal employees/retirees and survivors must enroll in Medicare Part B to be able to get health coverage in the plan.

FEDERATION A UNIQUE OPPORTUNITY Mike Pence, our Indiana governor, will be the Vice President

(PUBLICATIONS) realize that he was in control of the Indiana Statehouse
KASANDRA when NARFE members in Indiana obtained state tax fairness for our CSRS retirement? All of our Indiana
Senators and Indiana Representatives have had contact with NARFE members, and Gov. Pence is aware of
RAMSEY NARFE, due to our legislative action. How can we use those relationships? We learned a lot in getting the
Indiana tax equity bill passed; we can use that knowledge to pursue fairness for our National issues.
The frustration of being unfairly taxed was talked about and some effort had been expended over several years. In 2010 a different plan was formed and in 2015
the CSRS tax equality plan was passed, not perfect, but a lot fairer for all Indiana CSRS retirees still surviving. This concentrated effort required lobbying,
writing letters, making phone calls, meeting state legislators and state senators face to face, rallying at the Indianapolis Statehouse and testifying. Sound
familiar?
By taking action, NARFE CSRS members obtained an $8,000 tax exemption for tax year 2015 and in 2016 will receive a $16,000 tax exemption on their CSRS
retirement when they file their taxes and meet the qualifications of being 62, etc. This exemption was also given to CSRS spouses drawing CSRS retirement
benefits. Details of the CSRS Indiana state tax exemption can be found elsewhere in this newspaper.
We have the same unfairness pertaining to federal retirees in federal taxation by discriminating against government workers because of where we worked. We
are singled out repeatedly. NARFE, at headquarters, does a fantastic job in lobbying on our behalf, but they cannot do it all. If we want to protect our
benefits, we have to become engaged and stay engaged in the legislative process at the grassroots level. One person at the Federation level, our VP of
Legislation, cannot do it all either.
Chapters are closing due to lack of leadership, people not wanting to take the time and effort to organize a group of people to make a difference. The new
generation may not want to attend meetings, the older generation may not want to get on a teleconference; but by using all methods of communication and
EDUCATING our Congressmen, we can protect our benefits and maybe even reverse discriminatory taxation of our retirees, which is based solely on their
place of employment when they were working.
Our federal workforce works everyday to serve and protect our citizens. There are over 150 federal agencies; USPS, USDA, VA, FBI, HUD, IRS, Census
Bureau, border security, air traffic controllers, and the list goes on. It only takes a spark to ignite a fire. What is your hot button? What bothers you?
Do you realize that some federal retirees and spouses have difficulty meeting their basic needs: (food, shelter, medical, and transportation)? Why does Congress
continue to target government workers?
Federal workers are not allowed to lobby or campaign for an elected official under the Hatch Act. Other workplace employees do not have that restriction.
Without NARFE and the employee organizations, you don’t have any protection. Employee organizations have to deal with day to day work problems, and
their main focus is not retirement issues. If you are a federal employee or retiree, your benefits can be changed with a stroke of a Congressional pen. That
change can be for better or for worse. NARFE members can make the change better by building and maintaining a relationship with your Congressmen.
Keep your elected officials informed, by educating, coaching, and letting them know your position on issues that affect federal employees and retirees. Stay
informed via the NARFE HQ website: www.narfe.org; and the Indiana Federation website www.narfe.org/in and TAKE ACTION.

Wow, this year has flown by! We have accomplished much, but I think that the next several years will be very
PRESIDENT challenging and we must be on our toes to prevent intrusions into our earned federal benefits by a legislature that

reduced by present trends. We must continue to fight for our place in the federal budget along with everyone else. To aid us in any upcoming challenge we
have our National Legislative Action Center who tirelessly canvas the House and Senate to sense legislation that would be detrimental and disadvantageous
to our plight. We must be ready to do our part. By part, just what do I mean? Yea, Yea you have heard this before, but what action have YOU taken? Have
you taken the time to sign up for our organization’s Hot Line Legislative Action messages? Are you e-mailing, writing, or calling your legislators by using
prepared statements available on the NARFE Web Site or the phone numbers that we have included in this Newsletter (and in the NARFE Magazine)? Are
you visiting with you legislators and letting them know that you are a NARFE Member and first, thanking them for serving this great republic and secondly,
firmly letting them know which pieces of legislation you and our organization support or reject? While the Actions I have outlined to you sound time
consuming they in reality are not. You are Retired are You not? Yes, we are enjoying our grandkids, traveling, enjoying the arts, but there is still time to
rattle sabers in support or our Organization and its Cause (mission). But, we bear responsibility to our fellow retirees and active federal employees to stand

ALZHEIMER’S INFED ALZHEIMER’S REPORT:

It’s exciting to report NARFE reached it’s over $12M goal!! Our cumulative member donations to the association’s
JEANETTE NARFE Alzheimer Research fund have topped the $12M, which was announced by President, Richard Thissen
LAUER on November 22nd. Our new goal of $13M by 2018 was voted on by the delegates at the 2016 National
Convention. WE CAN DO IT!! Since NARFE took on Alzheimer’s as a national project in 1985, we
have selected and funded 71 projects! NARFE is a member of the Alzheimer’s Association’s Zenith Research Society, which represents the Alzheimer’s
Association’s highest and most involved” level of donors. Keep up the good work and keep giving to NARFE’s Alzheimer’s Research.
Separately, NARFE MEMBERS WHO FORMED TEAMS TO PARTICIPATE IN LOCAL Alzheimer’s Walks contributed an additional $41,000.00 to the
Alzheimer’s Association this year, President Thissen noted in his press release. I know my Chapter 0223 in Ft Wayne had formed a team in which Allen and
I participated in the 2016 Alzheimer’s Walk. This was Ft Wayne’s Chapter 0223 6th year of participation. I hope the chapters in Indiana did the same- if not,
plan to do this fund raiser in 2017!
There is a new drug, RVT 101, being tested. RVT 101 works by raising levels of acetylcholine, a vital chemical in the brain that helps with cognition and
performing daily living activities. It has been tested in 15 chemical studies. It is not yet approved by the regulatory authority. If you are interested in

Sunday, November 27th 2016, 60 Minutes on CBS had an informative section on the early onset of Alzheimer’s. It focused on a family tree in Columbia,
South America. Its family tree has had early onset of Alzheimer’s passed down for over 100 years. Its family members have a 50/50 chance of getting
Alzheimer’s in their 40’s. There is a big study going on with that. If you have a way to look at past programs, I suggest you watch it.
Many chapters have done a great job of collecting and sending funds for Alzheimer’s Research. Please continue to do so. Alzheimer’s is a disease
that eventually kills its victims and there are NO SURVIVORS of it!! Remember, 1 out of every 3 get some form of Alzheimer’s, 2 out of 3 that have
Alzheimer’s are women. Continue to support our national charity! COLLECT FUNDS AT EVERY MEETING!

NATIONAL REGION IV RESOLVE TO SAVE YOUR BENEFITS

As you perform the annual New Year ritual of making resolutions for 2017 make your first resolution to become
a fully engaged “legislative advocacy NARFE member.” Every day articles are appearing proposing
possible legislation either reducing or eliminating our benefits. Federal and postal retirees will be facing the greatest challenge in the last two decades to
preserve retirement benefits during the first 100 days of the new administration. Once a benefit is reduced or lost, it becomes nearly impossible to restore.
Last year only 5-10% of the members in Region 4 sent letters either personally or used NARFE’s Legislative Action Center to voice their support or objection to
proposed legislation affecting federal and postal retirees earned benefits. A handful of letters has absolutely no impact on influencing a member of the United
States Congress. NARFE’s legislative department has been working for weeks assembling coalitions with federal employee unions, postal unions, and
federal employee associations in preparation for the big fight. This effort will be for naught if not backed up by active members.
To prepare for the challenges awaiting us in 2017, I recommend that members and chapters take these steps. If you have an email and have not already done so,
register to receive the NARFE’s legislation updates. Overall, only 40% of our members have registered for the NARFE Email System (NES). I know that
there are more members than that with an email address. If you do not wish to use your personal address, you can get a free email address from Google/
Yahoo/Microsoft. Emails are the quickest way to get the information out to members in order to respond to proposed legislation. Remember, a favorite
parliamentary tactic is to attach an amendment at the last minute to must-pass legislation, giving opponents only a couple of days to raise an objection.
Waiting to hear about the legislation at the next chapter meeting or reading about it the magazine will be too late. For those members who do not have email,
chapters should assemble a phone-calling tree to ensure that all members hear and act. This is especially important for those chapters that do not meet in the
winter months.
The success or failure in protecting retirement benefits rests in the hands of individual NARFE members. You and only you can protect your benefits…resolve to
do everything in your power this year to make your voice heard. Silence is acceptance

AREA 1 Hello,
JANICE BOETTCHER As I sit here and write this article, I am freezing because of the weather. Of course I am sitting at the dining
AREA 1 VP room table next to the patio door. I am seriously getting my mind ready to head to Florida along with my
body. During the warmer weather I visited the LaPorte Chapter. After the regular meeting, Elaina had a
session with the committee for the scholarship program.
With my own chapter, South Bend/Mishawaka 0145, we have our monthly meetings. June we had the annual picnic, no meeting in July, and regular meetings
the rest of the year. I send out a newsletter at least every other month. I am currently holding the position of editor, membership, Alzheimer chair, Treasurer
and all around gopher. I send out email newsletters and to the ones that do not have an email address, I get copies printed and mail them out to the rest of our
members. We have recruited several new members or they have transferred from other Indiana chapters. In our October meeting, Barb Burge, from BC/BS
presented what is going to happen with our insurance? We have many people from outside the chapter attend. Barb had told me that meeting was one of the
biggest attendances for a NARFE meeting she has seen in some of the chapters that she has gone to.
Chapter 0145 does not have a meeting in January, February nor March. Our next meeting will be April 24, 2017. Why, do you ask?? Two of the three officers
head south to warmer climate when the snow starts falling. One of those people is me. People in my chapter are getting up in years and others are not active.
Within the last two months, we lost 3 members to death. While I am in Florida, another NARFE member, Peggy Rychuralski, and I go to local NARFE
meetings near us. We find other ways for other chapters to get new members or new ideas for meetings. Quite a few Florida chapters do not hold meeting in
the summer months because the snowbirds have gone home. December 12, 2016, Chapter 0145 will have had their annual Christmas luncheon. After that,
the next meeting will be in April.
I am going to get up and go put on a sweater. See you all in spring at the State Convention. I do keep in touch by phone and email while I am gone.

AREA 2 The Lafayette Chapter 0330 and Marion Chapter 0503 have elected officers for 2017 and they have been
installed. The Kokomo Chapter 0562 will elect officers at their December meeting.

AREA 2 VP All three Chapters had a Blue Cross Blue Shield representative at their November meetings. They talked
about the changes in the Blue Cross/Blue Shield plan for 2017.
At the Lafayette Chapter’s October meeting, they had a representative from a local funeral home who talked about prearranging and planning a funeral.
At the Kokomo Chapter’s October, they had the Chapter 3 Director of the US War Dogs Association, which re-homes dogs that have been used in the military.
At their September meeting, they had a representative from Hospice who talked about the services they provide.

AREA 3 VP This is great news, as we were afraid the chapter was going to close because no one wanted to take
the officers’ positions. It was a worry all summer. But, at a special meeting in November, a couple of
relatively new members stepped up. This is what we need all over, new members to get involved.
Chapter 0125, Muncie:
The chapter had their auction at their monthly meeting in November. There were lots of nice items, along with homemade goodies up for bid. The bidding
was very competitive on the baskets of goodies and the homemade candies and pickles. Fun was had by all, along with making money for our chapter.
Area 3 is busy with the planning of the State convention; we are looking forward to seeing all of you in Muncie. Please try to get your reports and ads, anything
that needs to go in program book, in to Maxine as early as possible. This way we can allot Bryan more time to get the book organized and printed up for us.

AREA 4 Since my election at the 2016 convention, I have visited four of the five chapters in Area 4. I have been
unable to meet with Chapter 327, but will do so after the first of the year. Since the focus of the State

AREA 5 The Bloomington Chapter 0580 met for the November meeting on November 8th. Mr. Simmerman from Blue
Cross/Blue Shield was the guest speaker. He spoke on updates to the 2017 Blue Cross coverage and answered
JAMES ‘GREG’ several questions from NARFE members in attendance. Blue Cross information handouts were distributed and
HAWKINS extra copies were saved for members not present at this meeting.
AREA 5 VP Chapter 0580 is planning a Christmas Party for the December meeting. Members can bring an optional
unwrapped toy for the Salvation Army “stuff a bus” for needy children. The members should also bring a wrapped gift for the bingo game to be won by
members attending the meeting.
As the current Area 5 Vice President, I am not planning to run for this office at the next Federation Convention. Anyone in Area 5 interested in running for the
Area 5 Vice President office should notify me and the Federation President, Don Savage.

AREA 6 VP Our NARFE organization seems to push legislature and membership at every meeting. While both are very
important in the protection of the benefits for federal employees and federal retirees, we must remember
NARFE’s greatest access - the caring touch of kindness given to our community by our local chapter members. Last month, on two separate occasions I
was reminded of just how important that local touch can be to our members. First I had a home bound member phone me. He was upset and desperate for
quick insurance information. He did not have a computer to find the information he needed and he had difficulty speaking on the phone for an extended
period of time. He just needed NARFE’s help. After a few phone calls to headquarters and a few searches on the internet, I was able to obtain his requested
information. I gladly copied and mailed the information to my much appreciative “no internet”, “no way to get out” NARFE member.
On the second occasion, I actually signed up a new member. This new member needed a sense of security for her future and the future of her family. Each time
a member of the New Albany Chapter is listed in the obituaries, our chapter sends a NARFE Representative to the funeral home to speak to the family and
offer our condolence with information on obtaining federal employee death benefits. Our new member had seen this service. She wanted to give her family
this personal comfort. Although this seems like such a small service, it can be very comforting to a grieving family. Our chapter is proud and honored to
provide this comfort.
I know other chapters have had similar situations. Sometimes we forgot to thank our dedicated members who take the take the time to help others. Legislature
and membership are a big part of NARFE, but our local service can be the caring touch we need to make each member feel united and appreciated.

I thank all of the members/officers of Bloomfield 847,
Bedford 578, and Bloomington 580 Chapters for inviting
Jean and I to attend their August gathering which
includes everyone in all 3 chapters. We appreciated their
hospitality during our visit. They had great attendance.
I presented information on the Federal Long Term
Care Insurance Premiums rates which are extremely
high. NARFE and 74 other organizations signed letters
requesting hearings and insurance reform.
We gave them the latest update on the small COLA
increase for 2017 and FEHBP possible changes due
to Postal Reform. The Congress has until December
9th 2016, to pass a Continuing Resolution to fund the
government for the rest of the fiscal year or possibly
a shorter period of time. They were very attentive
during the presentation. Thanks to all the hard work the
grassroots advocates have provided from these chapters.
Jean spoke to the group about supporting the NARFE
ALZHEIMERS’ RESEARCH charity.
This has been a tradition for these 3 Chapters to meet
jointly on an annual basis. This is a very good example of
how chapters can come together for a common purpose.

Chapter Member, Earl Terpstra, gave a very interesting talk about his
hobby of collecting farm toys. His hobby began when he and his wife
Judy moved to Michigan with his job, as a state construction engineer.
Earl brought for us to enjoy some of his treasured farm toys. Earl was
inducted into the National Farm Toy Hall of Fame in November 2013.
He has collected 4,000 to 5,000 farm toys. He has three rooms of toys
in their home and a loft in the pole barn. Our chapter thanked him for
his unique and interesting talk and for giving each of us “Toy Farmer”
November 2013 Magazine, which has an article about Earl’s collection of
farm toys and induction into the National Farm Toy Hall of Fame. Our
chapter congratulates Judy and Earl who are celebrating their 57th wedding
anniversary!

It was voted on by the members that there will be no meetings during the months of January and February, starting in 2017. Our meetings will be on the
third Tuesday of the month from March thru December, with October being our annual FEHBP insurance representative visit, November being our Chapter
