104 | B W BUSINESSWORLD | 06 May 2023 “NOIDA & GREATER NOIDA ATTRACTED RS 1.2 LAKH CRORE IN INVESTMENTS IN ONE YEAR” R itu Maheshwari, CEO of Greater Noida Authority and Greater Noida Industrial Development Authority, was recently given additional charge of Gautam Buddh Nagar (Noida) as District Magistrate. The UP cadre IAS officer, who is also the Managing Director of Noida Metro Rail Corporation (NMRC), divulged her plans to reimagine Noida and Greater Noida as global commercial hubs in a conversation with Ruhail Amin of BW Businessworld. Excerpts: How are you trying to re-imagine Noida and Greater Noida? What are the big steps that have been taken in this direction? Noida as we see today, is the best planned city in the country and the modern face of Uttar Pradesh. In 1976 the city was envisioned as a well-planned township. Today it is not only among the most sought-after industrial destinations in the country but also the most sought after residential, commercial and educational hub. From the planning perspective, it has turned out to be impressive on all fronts. Over the next few years, what we envision to do is to upgrade the infrastructure to much better standards. So far, it is the best city in terms of liveability and infrastructure in UP, but definitely we need to match up with the rising population and the rising expectations of people. On the infrastructure front, of late, we have done a lot of work on better connectivity, whether it be to Delhi or Agra or between Noida and Greater Noida, and even within the city. So upgrading of infrastructure and focusing on better connectivity, water, sewerage, electricity etc. are the few things which we are working on. Secondly, on the guidelines of our Hon’ble Chief Minister, the authority and the city particularly are transforming in terms of work culture and the ease of doing business. In terms of transparency and e-governance also, a lot of efforts have been made and we are trying to scale them further. Thirdly and most importantly in terms of maintenance and provision of civic services, we are focusing on quality services like cleanliness, more greenery for the residents and better water quality for the city. Uttar Pradesh has set out a target to contribute $1 trillion to the country’s economy. How has year 2022 been in terms of achieving those numbers? In terms of numbers in both Noida and Greater Noida, especially IN CONVERSATION

06 May 2023 | B W BUSINESSWORLD | 105 in three segments — IT, ITES, Data Centres and electronics and mobile phones – the state is doing really well. If we look at Uttar Pradesh’s share of electronics and mobile phone manufacturing, the state has more than 50 per cent of the entire mobile phone manufacturing (in India), and out of this, the maximum share comes from Noida and Greater Noida. We are also emerging as the global data centre hub. There are already around eight data centres between the two cities of Noida and Greater Noida and more investments are lined up in that segment. Both the cities have attracted Rs 1.2 lakh crore worth of investments in the last one year. Going forward, over the next five years, we are going to see more investments coming from outside India. For this as already said, we are matching the city’s infrastruc - ture to global standards. What are your plans for 2023? Our big focus is to make Uttar Pradesh contribute $1 trillion to the economy. In terms of revenue, this (Noida and Greater Noida) is the region that gets maximum revenue for the state and we want to ensure that the target is achieved. There is also a big focus on the in - frastructure part, especially metro connectivity. We are working on the extension of the already existing metro line and setting up three new metro lines. With the Jewar airport coming up, which will be the largest airport in the country, plus the grow - ing data centres and the upcoming freight hub, Noida and Greater Noida are set to become the largest com - mercial hub, not just in India, but across the world. 106 | B W BUSINESSWORLD | 06 May 2023 I am not sure if there is a “universal lesson” on time management. I can talk about my individual experience. (Obviously) I cannot talk about others. I think the expression “multitasking” is grossly overused, is grossly misunderstood and it is simply not true. Multitasking is Deceptive Someone may seem to be doing 20 different things at the same time, but at one point in time, he is actually doing only one thing. Through the day, I may seem to be doing 20 different things, but at one moment, I am doing one thing. The appearance of multitasking is deceptive. Lessons are Personal The most important time management lesson that has worked for me may not work for everyone. It’s very easy to preach. It’s not very easy to learn. How I learnt it (the art of time management), I have absolutely no idea. It happened over a period of time. If I were to explain it, it would be like this: When I am doing something, at one point, I am focused on only one thing -- the rest doesn’t exist. My Average Working Day To give a concrete example: On an average working day, in the morning, I skim though about 14 different newspapers. So, if you call me then, I will not take your call. While going through the papers, I also give instructions – ‘do this work’, ‘do that work’. I spend around ten minutes to do limericks. Again, then, nothing else exists. When I come here (at EAC-PM office, at Niti Aayog), it is only work related to EACPM. I don’t take calls then. Then, I don’t take work home. From 6.30 pm to 8 pm, it’s my translation time. I don’t take calls then. All other work during that time can wait. This is essentially my time management formula. It is about carving out slots. So that you are not distracted. Skills that Save Time I come from a generation where computers didn’t exist. So, I learnt to type. I type myself, and my typing speed is fairly fast. Perhaps because I have worked with papers and magazines, I don’t give it a second glance (to something that I have finished writing). Finally, It’s All About Focus In some meetings, I have seen, there are distractions. When I am meeting someone, as per a schedule, no one will barge in. This kind of compartmentalisation is difficult to do. I fundamentally think this is a question of focus. But, as I said, it’s very easy to preach, but very difficult to learn. As told to BW Businessworld LAST WORD BIBEK DEBROY Modern-day managers are often told to “multitask”. This gives rise to a debate whether “multitasking” actually improves efficiency and productivity. Bibek Debroy, Chairman, Economic Advisory Council to the Prime Minister, who is also a prolific writer and speaker, talks about what multitasking means to him and how he manages his own time Why Multitasking Is A Myth The most important time management lesson that has worked for me may not work for everyone. It’s very easy to preach. It’s not very easy to learn. How I learnt it (the art of time management), I have absolutely no idea. Photograph by Himanshu Kumar
