It was decided by the Council to hold the matter until an inspection of the building

Mayor Hall advised of the Census Workshop to be held on October 24, 1980 in Waldorf
and advised that he would attend.

He further advised that he had attended a workshop on transportation on September 18, 1980
and stated that he felt those who should have been in attendance - the heads of the
departments - were not and that their chosen representatives were not in a position
to offer anything to the workshop.

Mayor Hall advised of the Br~akfast, 10-17-80, in Solo~ons for Gov. Hughes - dutch
treat.

Mayor Hall advised that the Board of Appeals was in need of a new member and he

appointed Mrs. Betty Carlsen Jameson to this position and reappointed Calvin Schaeffer
and Butch JeriJdns to serve another 3 year- term of office.

Mr. ;Jenkins moved that the appointment of- Mrs. Carlsen Jameson and Mr. Schaeffer and
Mr. Jenkins (Butch) to the Board of Appeals be adopted. Mr. Robinson seconded the
motion. Motion carried.

Mayor Hall advised that he had had a certified appraisal on building of Mr. Glickfield.

Special Meeting of the North Beach Town Council 169

Thursday, October 23, 1980

Mayor Hall called the special meeting to order for the purpose of discussing
the Twin Beaches Regional Sewer System and the proposal concerning the purchase

of the Glickfield property.

Present: Mayor Hall, Treasurer Robinson, Councilmen Hall, Jenkins, Raum, Roberts,
Robinsontand Strong.

Absent: Atty. Rymer.

M{ityor Hall advised that Phase I of the Twin Beaches Regional Sewer System has

been completed and that they are beginning Phases 2 and 3. He advised that

the bill from Beard Engineers was in the amount of $15,000,00 and it had been

cut down to $12;000.00, of which the Town will owe $4,000,00.

Mr. Robinson moved that the bill of $4,000.00 _be paid to Beard Engineers. Motion
seconded by Mr. Roberts. Question was asked if this was funded from Sewer Fund,
Motion carried.

Mayor Hall advt.sed that Col. Bowlby has taken over and is next in authority to the
county commissioners. He is in charge of all departments.

,Mayor Hall advised that in reference .to the property of M~. Glick.field, pr'cper+y ,/- /

is 1001 x 1501, 1 building1 25' x 50 •_, 2 buildings to be r'emoved , total value V

appraised at $56,250. 00. (He stated that he had gotten price down to $75,000.

at 10% for 10 years, he had offered $_65~ 000. no interst. Mr. Glickfield courrt.ered

with $70,000. no interest). Discussion on property followed, JVIr. Hall requested

L an agreement from council to pursue the matter.
Discussion on lot Comptroller Goldstein ga.ve to the Town. Mayor Hall stated
that it was too small to use for recreation and that he wnuId like to sell it.

He advised that it had a dangerous tree on it and it would cost too much to

::semove the tree. He proposed having _Atty. Rymer contact Mr. Goldstein.

The clekk advised that the Board of Appeals would hold Fublic Hearing on Nov. 6

on Soper property.

Clerk advised that Mrs. Jameson would prefer to be on the ~lanning Commission
Lns ead of Board of Appeals if possible. 1'1ayor and Council concurred ,

Clerk advised the Council that Mr. Longfellow has not obtained his license to
operate Freddies'.

Since sewer is not available, Town will approve installation of an approved septic

system, however, when sewer if available, .proper ty must be connected.

Mayor Hall advised that he had missed the meeting on census workshop because he
had a previous meeting he had to attend.
He advised that State Use Industries only had used furniture - not storm drains, ets.

Mayor Hall advised that the Alcohol Oounse.l.Lf.ng Service would hold their meeting
in tne Town Hall on November 18, 1980,

License Committee: Notice was given that the Public Hearing on William Soper -.-'
application for a Special Exception had been rescheduled for ·Novembe2r0, 1980.

Application for a transfer of License by Chris Cohl to move ':'Fresh Air1 Inc. fl to
Bingo building of Mr. Callis was submitted for approval; and,

An application for a movie theater by Chris Cohl was submitted to be located in the
Bingo Building of f1;r. Callis.

Mr. Cohl was advised that further study would have to made on his request for the

theater since more stringent regulation applied whereever public assembly was
held. He was advised that the State Fire .Investigator would have to· be brought
in for his approval and recommendations. Discussion continued. Matter tabled
until meeting with Mr. Gott or representat_ive from Bal.t.uno're,

Lon gellow on "F'reddie' s" - council was advt.sed that he still had not obtained his
l.cense.

Req~est of Mrs. Clara Lee concerning septic or sewer on her lots on 8th St. Mayor
Hall advised that is land percs, she would be permitted to install an approvea
county septic system.

l Mr. Rymer preaeat.ed Resolution #14-80, which was introduced at the last meeting for

'---- the adoption of the revised General Ordinances of the Town. (Articles I, II, III, IV,

V, VI, VIII, IX, X, and XL). He asked that when the finalized printing i9 made that

copies be sent to Judges Bowen and Lamson, Dis:trict Court, Circuit Court, Library, Dog

Warden and State Police).

Mr. Raum moved that Resolution XIV be adopted. Motion was seconded by Mr, Robinson.
Motion carried.

Mayor Hall asked Mr. Rymer what provisions should be made in our election o'rd.Lnance in the.
event of a tie vote, since their were some very close races in this election, Attorney
Rymer advised tb.at he will check to see what provisions are made for this .

MayorHall advised of new recommendations and requirements of the State Health Depart-
ment, and of the various band aid solutions which the Town1'has been using to meet- their
requirements. He further advised that the new regional plant was 2 or more years in
the future ,

In reference to the play area on 4th Street, Mayor Hall advised that the county has
been sending a load of dirt up every now and then and the kids were spreading i-t. He
stated that since the towru dump truck goes down Prince Frederick one to two times a
week~ he suggested that while down there, they fill it with dirt and ·then the Town
will dump and spread it.

) Mayor Hall further advised that Comptroller Goldstein had donated a 25' x 165'lot to
tie Town for recreational pU'rposes, He stated that the lot was too small to use for
recreationt t.hat, the Town had paid$150,00 to have it cleaned Y!'p and th::t it also haa
a large tree which should be removed and which will cost approximately $500.00. He
asked Attorney Rymer if he would contact Mr. Goldstein and see if he would 1)e willing
for the Town to se~l the lot and place the money in our recreational fund.

A question was raised about the regulation of the buying and selling of gold, silver,
and coins and antiques. A holding period of ap::proximately 15 days was disussed as

Friday, November 14, 1980

Mayor Hall called the meeting to order at 8:10 P.H.

Presentz Mayor Hall, Treasurer Robinson; Councilman Bergen, Gott, Raum, Robinson,
Jenkins, McMahon.

Mayor Hall advised. that the first order of business 1.fl.Jluld be administering the oath
of office to the Town Treasurer and the Town Council.

The photographer from the Calvert Independent took pictures of the new officals for
the Town.

Mayor Hall appointed the following committees:

Mayor Hall advised the new_ council that the Twin Beach Sewer project has a :[jrojected
completion date of 1982 or 1983. He advised that the Health Department had tightened
its restrictions and were increasing the requirements for our plant with every
inspection. He stated that it would be necessary to get old generator back in shape
with Mr. Robinson's help.

Mayor Hall thanked the new council and stated that he hoped to have an ~ffective
administration - however, to progress, the Town needed money,

Public Safety Committee: Mr. Raum advised that 86 calls were received and 53 reports
made.

_\ He aseo advised that James Fender Jr. would graduate from the police academy on
December 19, 1980.

Permits Committee: Mr. '.McMahon advised 't.hat. many wood stoves were being installed and
that the Fire Code does not require an inspection. He further advised mat af ter
1-1-81 all stoves must have UL a'ppr-ova.L;' He stated that chimneys and other work to

install fireplaces and stoves must be done under the building code, however, when no
pemmi t is obtained how can he enter upon- a man's property when unauthorized work is
eing done. Discussion f'o lLoced , Matter to be checked out with Mr, Rymer, - if refused
admittance, then building inspector could cite violation under municipal infraction.

Mr. Gott asked ifTown has a housing code - cited the need to control rental property.
