Summary Report on the Seminar on “NET METERING”
Flattie’s hotel Lahore, 12-April-2019

A one-day seminar on “Net metering” was co-hosted in Flattie’s hotel Lahore by the PEECA and LESCO. This
seminar is organised under the aegis of PEECA on net metering collaboration of LESCO. Government of Punjab
established PEECA in order to bridge the demand and supply gap through a two pronged approach of Demand
and Supply Management using the concept of efficiency and conservation. Some of the key responsibilities of
this program includes policy and regulation formulation, categorization of consumers, running awareness
campaigns, introducing and developing energy performance ratings for appliances.

1. Miss Sadia Qayyum
 Government of the Punjab has established Punjab energy efficiency & conservation agency
(PEECA) in the energy department to carry out the “Punjab energy efficiency and
conservation program”. The renewable energy capacity can upgraded up to 40%. Through this
program, government of the Punjab aims to implement energy efficiency and conservation
projects to conserve and save energy to reduce burden on the national grid. Solarisation of
public sector on ESCO model. 3-star fan is introduced by PEECA. This will help in financial
saving.

2. Imran Ali Shah: on Behalf of (UET vice chancellor)
 HVAC testing lab in UET Lahore.
 In Pakistan we have 54000 km lines (line losses)
 Use solar system to reduce the load on main grid and clean & free energy.
 Energy efficiency and management can reduce carbon emissions conserve &save energy.

3. Mr Altaf from LESCO

 We produce costly electricity due to dependency on oil, oil prices increasing
 Energy efficiency for sustainable future covers Pakistan’s energy situation and need for energy

conservation as well as energy efficiency in electricity generation and distribution in domestic,
academia and industrial sector
 We generating 10MW through net metering.
 We give free meters to first 200 customers.
 No fee up to 20Kw.
 NEPRA make a rule that a customer can get payback by cash or in bill

4. Mr. Jawed Salim Qureshi (Chairman PEC)
 Emphasis on energy efficiency and management can reduce carbon emissions, conserve &
save energy, resultantly reducing burden on the national grid and creating a safer Pakistan by
encountering disasters.
 Solar energy world’s cheapest energy and we need no penny to generate energy.
 Energy efficiency building.
 Today water is very precious. we need to save it by solar.

5. Mr. Dr Muhammad Akhtar (Province Energy Minister)

 Punjab energy efficiency and conservation agency (PEECA) has successfully organised various
workshop and seminar on energy related issues, to enhance Punjab energy security and fuel
economic growth by creating an environment that reliably meets the energy demands of all
sectors of Punjab economy through a sustainable and affordable energy mix and its efficient
use

 Solar efficiency is now 47% in these days.
 We organize workshops and seminar to awareness for solar system.
 Weather of Pakistan is friendly to the solar system. Solar system reduces CO2 and help to make

green and clean Pakistan.

6. Mr. Waqas Moosa (CEO Hadron Solar)
 Net metering is an electricity policy for consumers, who own/plan to setup a renewable energy
facility, e.g. solar and wind. It is essentially the process of giving back surplus energy being
produce to the grid.
 The sector should reduce co2 by 2050
 Green building is a solution

 Shortfall 6000 to 7000MW

7. Mr. Hafiz Muhammad Faizan (Assistant Director NEPRA)
 NEPRA in September 2015, issued its net metering regulation that allow the DISCOS in Pakistan
to purchase excess units of electricity produced by costumers and net them off against the
units consumed from the grid. He provided some green building ideas to shift from WAPDA to
net metering.
 Pakistan contribution of carbon emission is 8%

8. Mr. Ishaq Bhatti (Solar Quality Forum)
 Renewable energy is a long –term power solution residential and commercial customers can
switch their electricity load to renewable energy (RE) and can slash their power bills.
