From the
CEO’s Desk

Six months have passed by quickly. We had an exceptional start for Q2 2015 with
several outstanding events that enhanced our aspiration to be the preferred centre of
excellence. We should all be proud that INSTEP received OPITO accreditation for
Maintenance Practice in Electrical, Mechanical and Instrumentation & Controls trades and
was also conferred as the World’s First OPITO-Approved Oil & Gas Technical Qualification
Centre on 2 April 2015. In addition, a total number of 73 INSTEP instructors received
BTEC certification for the first time of which 49 were Assessors and 24 were Internal
Verifiers. Both of these remarkable events have helped to enhance the credibility of
INSTEP as a training institute. Well done to all of you for making these happen.
INSTEP made its presence felt in the industry with the agreement signing ceremony for
PRODIGY with Petroleum Arrangement Contractors and Service Contractors to train 36
graduates for a 16-month period. Besides championing as a training institute, INSTEP
also excelled in our spiritual aspect by winning 7 out of 8 categories we competed at the
Majlis Tilawah Al-Quran 2015, East Coast Zone Level at ECRO. Four of the winners
participated at PETRONAS level in PLC Bangi and two of them were bestowed 2nd place
in their respective categories. My heartiest congratulations to the participants and
winners. Syabas!
Amidst all these wonderful achievements, we need to continue to do things creatively as
we are faced with major challenges with the continuing low oil price. The cost cutting
measures by oil companies have sharply reduced the number of learners being sent for
training. On the Strategic Planning front, apart from our expansion efforts domestically,
the business development team ventured into Victoria in Australia and Brunei to look for
new business opportunities. Meantime, INSTEP continued to receive several visitors
including Kuwait Oil Company and Oman Government & National Trade Association.

We are giving a lot of focus to INSTEP’s branding and promotion to enhance our image
as a reputable training institute. We presented a paper, “PETRONAS INSTEP: Advancing
Malaysia’s human capital development using an integrated live training plant” and
participated in the exhibition at the Getenergy 2015 Global Event and Exhibition in
London. We received overwhelming response from the participants who were curious to
learn more about INSTEP.
On Technical and Operations, we are improving on offerings and delivery methodologies
to enhance learning experience. Based on the structured program accreditation coupled
with advancement in learning techniques, we have started leveraging on ICT tools to
accelerate learning among our learners. We are currently embarking on e-Learning,
Virtual Reality and Learning On-The-Go using computer tablets to improve on the
effectiveness of learning among the younger learners.
Along with acquiring new businesses and learning enhancement, we are continuously
rejuvenating our facilities and services in the campus to enrich customer experience. For
example, we equipped high speed Wi-Fi at our Resource Centre in May which has
become a major attraction for the learners.
With the challenges ahead, it is imperative for us to work together closely as a team to
weather the storm and deliver on our promises to the stakeholders. I recognize that it is
not easy but neither is it unachievable. To all INSTEPIANs, I admire your tremendous
efforts and commitment towards achieving INSTEP’s aspiration.

INSTEP Conferred World’s First OPITO-Approved Oil & Gas
Technical Qualification Centre

In its continuous efforts to be the preferred centre of excellence for technical training
in oil and gas, INSTEP registered another significant milestone when OPITO, an
international standards body for skills in the oil and gas (O&G) industry, conferred the
world’s first ever OPITO-approved oil & gas technical qualification centre in
maintenance practice for Electrical, Mechanical and Instrumentation & Controls to
INSTEP recently.
The international recognition was a major outcome stemming from the Memorandum
of Understanding (MoU) signed between PETRONAS and OPITO some time ago. The
MoU was framed carefully to enable INSTEP to focus on developing a safe and
competent local oil and gas workforce based on globally accepted standards.

At an event held in Kuala Lumpur on 2 April 2015, Mr David Doig, the CEO of OPITO,
said that through OPITO’s work with PETRONAS, INSTEP has become the first in the
world to deliver qualifications which are industry-designed, industry-recognised and
underpinned by technical training standards, occupational standards, robust
assessment process and accredited certification as well as related industry
qualifications.
Mr Chandramohan Saminathan, CEO of PTTSB, INSTEP’s parent company, stated
during the ceremony, “We are proud of our achievements in creating a regional hub of
excellence in learning and safety training. Through our work with OPITO, we are
establishing Malaysia as a world-class centre for oil and gas industry where innovation
and quality are at the core of everything we do.

The momentous event was proudly witnessed by PTTSB’s Board Members, Dato’
Kamarudin Zakaria, En Abdullah Monshie, Pn Liza Mustapha, En Khairul Azman Yasin
and Pn Nelly Francis.

YBhg Dato’ Raiha Azni

YBhg Dato’ Raiha Azni Abdul Rahman who currently leads the Group Human Resource
Management (GHRM), is the only lady among the Senior Vice Presidents of PETRONAS.
The Terengganu-born SVP of GHRM was conferred the Darjah Dato’ Paduka Mahkota
Terengganu (DPMT) on 26 April 2015.
The award carries the title Dato’ and was conferred by Duli Yang Maha Mulia Sultan
Terengganu, Sultan Mizan Zainal Abidin in conjunction with his 53rd birthday during an
investiture ceremony held at Istana Syarqiyyah, Kuala Terengganu.
Dato’ Raiha is the living proof that to excel in life and to have stable career
progression, you need nothing but love, passion and self-drive towards your work and
your success.
Radiance Editor spent an hour having an up-close and personal chat with YBhg Dato’
on her journey in PETRONAS and her imminent affairs for the company.
With 31 years of experience serving PETRONAS, Dato’ Raiha has the following to share.

1. What is Dato’s view of lady competitiveness in the oil and gas industry?
In PETRONAS specifically and the world landscape generally?

Looking at the scenario now, personally, I do not feel anything less being a lady in the
industry, it is meant for women. One third of our population is women. 14% to 15% of
them are at the senior manager level and above. Thus, I can say that women have
equal opportunity to excel in their career. We focus on performance, thus, I don’t see
any competition at any level. We develop talent based on their performance, potential
and leadership behavior.

Today, we do not only have lady CEOs, we also have lady engineer on an MISC ship,
lady custodian and lady terminal superintendent. We are looking forward to have our
first lady captain on the LNG ship in one to two years down the road. For that plans,
we have passed certain policies that encourage inclusivity of women in oil and gas
industry.

2. Having said that, what are the steps taken by PETRONAS to attract and
retain women?

In the market today, we have 60% to 70% lady graduates which means we have more
ladies during recruitment. Being the employer, it is our responsibility to create fair,
women-centric policies that encourage women to join and stay in the organization. This
is a part of Global Talent Strategy of creating Right Leaders, Right Talent and Right
Environment. Some of PETRONAS latest efforts are 3rd month optional maternity leave
at half pay and returning programme after three years for staff who need to focus on
their family matters full time. We also introduced half-day leave and compassionate
leave for all staff to provide flexibility in managing staff personal affairs. Being a caring
employer, we continuously improve current people policy as part of our effort to
create right environment to retain staff in the company.

Therefore we recently launched support network for our staff who not only able to
manage commitment between work and home but also remain motivated in climbing
corporate ladder. We have to be serious to support the idea. We are also looking into
establishing. We recently launched PETRONAS Leading Women’s Network and the
response we received were so encouraging. Apart from addressing the generation gap
issues. We do not forget men, we are embarking on venturing into projects that
highlights the strengths of both genders, in which it refers to; regardless of who you
are, where you are from, should you have the critical skills needed by the company,
you are being awarded the same, no discrimination.

3. Given that Dato’ dedicates long working hours to PETRONAS, how does
Dato’ juggle work–life balance?

To tell you the truth, if you ask me today, I cannot say that I have work-life balance. I
think I have lost that since I became the manager at the age of 34.The only thing that
I have, I would say is the work-life integration. Being at this level, I am entrusted with
more responsibilities that demand higher commitment. It’s challenging and does
require a little extra time at work sometimes. But, along the way I enjoy what I am
doing and I have fun.

On another hand, having an understanding spouse and children as well as a reliable
housekeeper have helped me a lot in not only my everyday life events but also my
task as a mother and a wife. At home, we have our weekly practices, making sure that
we have breakfast on Saturday together, or Friday night with all family members, go
for vacations with my husband, then with the whole family as well as my girlfriends
group.

4. Having served the company for more than three decades, I believe you
have a lot of wonderful and painful experiences. What are Dato’s most
memorable experiences?

I take the bad one first (laugh). In early 2000, I decided to resign due to some
unbearably stressful events in the office. I have already written my resignation letter.
The only thing left was my signature. But before putting my signature on it, I decided
to consult my husband and close friends. When my husband spoke about being loyal
to PETRONAS and how far I have come, I realized, I just needed a time-out, I was not
at a dead end. While my friends were highlighting that being the energetic me, they
could not imagine myself being a housewife for I have been working for almost 16
years. I step back and had a thought. Then I decided to take the diversion and stayed
on.

Wonderful experience, there are so many of it. One of them is continuous learning and
the camaraderie of your team members. How this has made me feel loved and
appreciated, makes me believe that I can never find any other place or employer who
can offer me this. Working with my team here, I always encourage them to step back
from their problems and understand the root cause. Try to see things logically because
I believe there is always logical and practical solutions to it. For that my colleagues
and subordinate comment that I have enormous energy and positive outlook.

Being the Executive Committee (EXCO) also we have no choice but to be like family
members, who help each other to develop better and I am thankful to have people like
Datuk George (Datuk George Ratilal), Datuk Wee (Dato' Wee Yiaw Hin) and Rauff
(Mohamad Rauff Nabi Bax). Whenever you have issues or concern, you will have
someone to help you out.

5. What is Dato’s expectations towards INSTEP?
When I become the Chairman of PTTSB Board Member, the former Tan Sri President
passed me the baton to ‘make’ INSTEP. When Tan Sri spoke and realized the vision of
the Theme Park (Upstream – Downstream Training Plant -UDTP), it is really a catalyst
for INSTEP. The brand is now traveling across the globe. For that, I have spoken and
emphasized to INSTEP’s former and current CEO, Wan Azhar and Mohan, to seriously
look into other contributing factors towards our delivery such as instructors, training
quality and facilities. This is because with such world class theme park, we need other
elements to stand at world class level too.

6. Where will you be if not PETRONAS?
I can never imagine serving another employer other than PETRONAS. Even my girls
said the same thing to me. The only scenario I can think of is when I retire, I have
planned with the MB of Terengganu, YAB Dato’ Seri Ahmad Razif Abd Rahman to
contribute back to the state of Terengganu in Education especially English Language
and Social Competence. Dato’ Seri MB voiced his concern regarding the low
percentage of sponsorship and employment among Terengganu youth, despite scoring
the best for SPM, PMR & UPSR. We will look into projects that address their social
confidence, self-presentation and adept in English.
Other than that, I will be spending time gardening, going to religious classes and
taking my grandchildren out. In short, I will be spending my live to the fullest.

INSTEP at Getenergy Global Event

From 15 – 16 June 2015, INSTEP took part in Getenergy Global Event 2015 in London.
At the two-day event, INSTEP’s CEO, Chandramohan Saminathan, gave a talk on “NOC
Led Human Capital Development in Malaysia”. He emphasized that PETRONAS made a
huge capital investment in a Live Training Plant to accelerate human capital
development to meet the rapid growth of Malaysia’s Oil and Gas Industry and to
enhance the quality of hands-on practical training for technicians and engineers so that
they qualify as ‘job-ready’ technicians and engineers.

Chandramohan added that the uniqueness of INSTEP’s live training plant is that it is
supported by six academies, complete with dedicated workshops, comprising of good to
advanced learning equipment. The talk, followed by an interactive Q&A session, was
well received by the audience.

INSTEP also participated in the exhibition and attracted various oil companies, training
providers and service companies to its booth. The visitors were keen to know more
about the integrated upstream downstream “live” training plant and expressed their
interest to collaborate with INSTEP.

KSRP Kicks off 2015 Activities with “All about Water”

Kelab Sukan & Rekreasi PETRONAS INSTEP (KSRP-INSTEP) held its Annual General
Meeting on 7 May 2015 to appoint new committee line up. The simple yet cheerful
event ran smoothly.

Following the AGM 2015, KSRP-INSTEP conducted their first water activity at MRSM
Kuala Terengganu with swimming class for beginner with 12 participants joined. The
class was conducted on 9 May.
This was followed by Candat Sotong Mega KSRP on 5 and 6 June.

IYPC Begins to Invest

With the key focus to strengthen leadership, widening network and enhancing brand
excellence, INSTEP Young Professional Club (IYPC) kicked off FY2015 ball to roll with
an engagement with SK Darat Batu Rakit and SK Maras for Kem Kecemerlangan UPSR
2015. Set as the CSR Programme, the event focused on sharing life changing
experience and activities to develop love for English. The overall objective was to
motivate students to face their first public examination, UPSR at the end of the year.
The 3-day-2-night event, which was held at Agro Resort, Setiu from 14 to 16 May
2015 was facilitated by 14 members of IYPC.

Agreement Signing & Exchange Ceremony for PRODIGY
between INSTEP with PACs and SCs

The Program for Development of Ingenious Young Talents (PRODIGY) Agreement
Signing & Exchange Ceremony between INSTEP as the Program Manager of PRODIGY
and 13 Petroleum Arrangement Contractors (PACs) and four major Service Contractors
(SCs) was held on 14 April 2015, at Grand Hyatt Kuala Lumpur.

This prestigious signing ceremony was witnessed by Dato’ Raiha Azni Abd Rahman,
SVP of Group HRM and En. Adif Zulkifli, VP of Malaysia Petroleum Management (MPM).
The first signing ceremony was between INSTEP and Country Head of PACs, sponsors
for PRODIGY’s first batch participants. The second signing ceremony was between
INSTEP and SCs, a strategic collaboration in ensuring top quality on-the-job training
for PRODIGY participants.

Among the attendees for this ceremony were Datuk Anuar Taib, SVP Upstream
Malaysia, Datuk Johari Dasri, VP Production Malaysia, Management representative from
TalentCorp and Malaysian Petroleum Resources Corporation (MPRC), Country Heads/
representatives from all 26 PACs operating in Malaysia, Country Heads of participating
SCs, Board Member of INSTEP, MPM’s Management, PRODIGY Operational Steering
Committee (POSC) members, PRODIGY Technical Review Committee (PTRC) members,
HR Manager of all PACs as well as the 1st batch PRODIGY participants.

En Bacho stated that this industry driven-effort is a
strategic collaboration between PETRONAS (led by
MPM) and PACs to develop pool of local talents. He
thanked all participating SCs for their continuous
support by accepting placement for PRODIGY
participants to be attached at their facilities.

Dato’ Raiha, the chairman of PTTSB Board,
emphasized on INSTEP’s commitment in ensuring
the vision of this programme is achieved. Part of
INSTEP’s effort is continuously improving their
facilities, for example, having the first class
facilities with the establishment of the Upstream
and Downstream Training Plant (UDTP). INSTEP
will continuously be pursuing accreditation from
International Awarding Bodies, such on BTEC and
OPITO, to enhance its credibility as a training
provider.

En Adif accentuated that continuous commitment
for PRODIGY will benefit the industry in the long
run but it will not be the only effort. This is to
ensure the long term sustainability of talents in the
O&G industry in Malaysia, to create more
professional Malaysians which in turn will assist our
nation to achieve vision 2020.

extended his gratitude for being selected as a
PRODIGY participant and shared his 8-month
training experience, which he described as very
fruitful and worth-while. His speech was concluded
with an oath, taken by all participants.

INSTEP Cares . . . Let’s Clean Up!

31 INSTEP leaners from PTP1 Semester 1, Process Trade visited Rumah Anak Yatim
Salimah (RAYS) in Bachok, Kelantan. They were accompanied by eight staff from
Process & Analytical Academy and Bridging Program Management. The event was
conducted on 9 May 2015.
The full-day session began with a ‘getting-to-know-you’ session between the
participants with the residents of the orphanage. After that ice-breaking session, the
participants joined a gotong-royong, cleaning the compound. Besides that, there were
other activities conducted which include ice breaking, hear & draw followed by prize
giving ceremony. Apart from lending a helping hand, the team also contributed in
terms of food supply, stationery, sports equipment and monetary fund.

The programme, which encourage learners to be involved in community service, aims
to create awareness among learners toward the needy around them such as the
orphans. It also serves as a medium of interaction between INSTEP and the nearby
community apart from exposing learners to their social responsibility.

INSTEP-ExxonMobil Training Provision Continues . . .

CONGRATULATIONS, ExxonMobil Batch #35

A total of 39 ExxonMobil trainees comprising of 17 trainees for 35th Intake Phase 2,
Chargeman for session 2/2014 and 15 trainees for English Proficiency Program Batch 1
graduated from INSTEP on 24 April 2015. The event which took place at Double Tree
by Hilton, Kuala Lumpur, was attended by Mr Chin Yew Sin (ExxonMobil Learning and
Operation Support Superintendent), Nur Azam Jaafar (ExxonMobil Training
Supervisor), Amri Alias (INSTEP Head of Strategic Planning), M Sabry Othman (INSTEP
Account Manager Upstream Domestic) and Zalina Othman (INSTEP Program Manager).
Speaking at the event, Amri thanked ExxonMobil for the trust in INSTEP and for being
the supportive client. Amri assured ExxonMobil that INSTEP would make continual
efforts on the development of the training content and facilities. CONGRATULATIONS,
ExxonMobil technicians!

PC Muriah Ltd Completes ITA Outstandingly!

Eight Production Operators from PC Muriah Ltd became INSTEP’s first international
learners to undergo Industrial Training Assessment (ITA) at INSTEP’s state-of-the-art
Upstream-Downstream Training Plant.
The training, aimed to expose the learners to upstream operations, began on 18
January 2015 and ended on 13 May 2015 with a graduation ceremony held at INSTEP.
The main objective of the program was to develop knowledge, hands-on experience
and confidence to perform operational functions and activities in oil and gas facilities.
The four-month training in upstream activities included wellhead, well testing, water

Dwi Satriya Nurmansyah, Executive Offshore Production, PC Muriah, thanked INSTEP
Management and line trainers for their and efforts to execute the program and prepare
the Indonesian Junior Production Operators for the field operations.

The eight PC Muriah operators received constructive feedback from trainers and
INSTEP’s programme management team. They were observed to be matured learners
with professional attitude who demonstrated confidence and willingness to learn

UOIP Batch #10 Participants Reach Out
‘Spark the Engineer in You’

On 6 May 2015, the participants of Upstream Operation Induction Program (UOIP)
Batch 10, Upstream Production Academy, PCSB, organised an Engineering Engagement
Day as one of its corporate social responsibility initiative. The event was held at the
Dewan Seri Gelam, Institut Teknologi Petroleum PETRONAS (INSTEP).
Abdul Alim Bin Mohamad, Head of Upstream Production Academy (UPA), officiated the
event and inspired the students with his leadership journey and fatherly advice. A total
of 120 students from Kuala Nerus district schools namely, SMK Batu Rakit, SMK Bukit
Guntong, SMK Tengku Mizan Zainal Abidin and SMK(A) Dato’ Haji Abbas attended the
event. This was followed by a talk from M Sabriy Othman, Account Manager Upstream
Domestic, INSTEP, who presented the way forward after school and also an introduc-
tion about INSTEP. Zulkarnan Abdul, Manager Strategic Branding & Communications,
Universiti Teknologi PETRONAS shared his experience and motivated the students to
dream big. Among those present on the day were Musa Bidin and Uzair A Aziz (E&P
Academy, INSTEP), Hj Meor Ruslan M Idris (Program Manager, UPA) and Kamarudin
Mat Akib (Manager, Strategic Communications, INSTEP).

The main objective of the event was to give exposure to these science stream students
on various opportunities available in the engineering world. A total of 30 UOIP
participants from various engineering backgrounds such as Chemical, Mechanical,
Electrical, Petroleum and Civil facilitated this event through interactive engineering
games which focused on educating students on engineering discipline as well as de-
bunk perceptions on engineering profession and engineers at work through personal
experience and experiential learning.

The engineering games conducted included Electrical Maze, Water Rocket, Chemical
Car, Enhance Oil Recovery simulation, Robotic Arms and Popsicle Towers. Water Rocket
was the main attraction during the event which created a lot of excitement among the
participants.
