Priorities

Hounslow Heath ward continues to show an encouraging reduction in both
residential and non-dwelling (non-residential) burglaries across the ward area. In
the three months of June-August 2015 there were a total of 8 recorded burglary
dwelling offences - a 38% reduction from previous three months. June-August
2015 showed 2 recorded offences of non-dwelling premises which was a 50%
reduction compared to the three months prior. Clearly burglary to non-residential
premises (such as business premises) remains low and burglary dwelling has
fallen. As we approach the Autumn and darkness falls earlier, we will be seeking
to continue our patrols to tackle such crime during non-daylight hours. The
Hounslow Heath ward team have continued to patrol the ward area in both
uniform and covert uniform in an attempt to tackle these offences. All of the ward
team are now pedal cycle trained and we are now utilising this form of transport
means to access the more pedestrianised areas of the Estates and hotspots of
the ward in attempts to deter activity.

In an effort to raise residential and business awareness surrounding burglary, we
continue our street meetings. These are weekly meets and we are one of a
collection of wards across the entire Borough which aim to offer a weekly meet of
this kind. Our Twitter updates gives residents details of the meetings and these
are advertised in advance. Crime prevention advice is also offered. The street in
question is always leafleted in the days prior to ensure residents are aware that
officers will be in their location. This allows officers to interact directly and engage
with local ward residents to discuss concerns and provide crime prevention
advice.

There have been significant reductions in both theft from and theft of motor
vehicle offences in the last three months. There was a recorded reduction of 54%
in theft from Motor Vehicle (5 total offences) and a 57% reduction in theft of
Motor Vehicles crimes (3 total offences) in the past three months compared to
the three months prior. This is an encouraging further reduction in such offences
after a spike in the earlier part of the year. This is also a strong indication of the
good work achieved by the team in the last few months and that visible ward
presence works.

In regards to violence against the person (all offences - violence with injury,
common assault, GBH etc.), there was a rise in such offences at just over 40%
more recorded matters (114 offences June-Aug vs. 81 offences March-May). It is
important to stress that this also includes all such offences of a domestic nature
which often transpire “behind closed doors”. This is a key area for us to seek
ways to tackle and will be endeavouring to do so in the months ahead. The

Borough Community Safety unit also follow up domestic related incidents in an
effort to reduce risk, deal with offences and prevent re-occurrence via a
combination of Police and partner group intervention.

Hounslow Borough remains a Controlled Drinking Zone (CDZ) and this is
robustly enforced across Hounslow Heath ward. We document our teams’
alcohol seizures on Twitter to promote awareness of the CDZ and our response
to its enforcement. Visitors to the area may not be aware of the designation and
the ward team members are keen to promote effectiveness in this strategy
promotion alongside all officers who work across the entire Borough. By seizing
alcohol on the streets we tackle ASB and the potential for violent offences
ensuing.

The ward teams have undertaken good work surrounding weapons sweeps in
the areas surrounding Benson Close and Midsummer Avenue. As part of
Operation BigWing the ward team attended Heathlands School to gauge student
thoughts surrounding the Police, our activities and our interactions with them.
Surveys were completed online and results will be compiled from other Borough
areas in efforts to understand our Youth communities.

Anti social behaviour (ASB) affects all individuals - at home or in the public
domain. The ward officers continue to use the AirSpace system to manage these
matters and currently the ward are working on seven such areas mostly
surrounding noise disturbances and neighbourhood disputes (nine on the last
report). We aim, again, to patrol the ward as much as possible and enforce the
CDZ legislation alongside tackling drug offences and all other ASB matters.

Promises

The Hounslow Heath team are supportive of the Council in tackling littering and
fly tipping across the ward area. This is following our Blue Ribbon event in the
Summer clearing up a section of Hounslow Heath. Offenders, if suitable, are
dealt with by way of the issuing of Penalty Notices. PCSO Cheeseman has been
instrumental in this element and proved influential in liasing with partners in
regards to Community Clear-ups making recommendations and providing Social
Media photographs and presentations in regards to such clearups.

ASB is tackled at all levels and, as per above, is documented on our AirSpace
system. Tackling drugs is a key element as this so often fuels other MOPAC
crimes as well as all crimes outside of the MOPAC window. Hotpot areas are
regularly patrols and team officers utilise their Police powers of Stop/Search
when the correct grounds exist in effort to combat such ASB. Arrested offenders
for Class A drug offences are tested if arrested and referred to the Drug
Assessment referral workers if suitable, in efforts to help them steer away from
such habits and offences.
