Registration & Renewal Of Employment Registration Free Coaching Classes For Competitive Examinations Career Guidance For Job Seekers & Students Career Talks In Educational Institutions Job Fair For Private Sector Placements Unemployment Assistance Scheme Collecting & Compiling Employment Market Information ❖ Employment Department provides consistent guidance to the job seekers and students to explore and achieve their career goals, based on their interest, socio economic status and their real abilities. ❖ Along with regular methods of counselling this portal introduces emerging counselling techniques catering to the needs of the job seekers and students taking into consideration the domicile of the individual. ❖ The main objective of the Employment Wing is to improve the employability of job seekers through career guidance, private sector job fairs and coaching for competitive examinations. The District Employment and Career Guidance Centres act as the facilitation point to register for vacancies notified by Government Departments/ Public Sector Undertakings. ❖ The other various activities of Employment office are listed as follows:


Government of India has also taken initiative for transforming the National Employment Service to National Career Service which aims to provide a variety of Employment-related Services. The National Career Service (NCS) Project by Ministry of Labour & Employment has envisaged setting up of Model Career Centres (MCCs), a brick-and-mortar model of NCS, which have state-of-the-art infrastructure and will act as a hub of career counselling and also provide career related services such as organising job fairs, mobilise the employers, provide career counselling at local level etc. in collaboration with States and other institutions to the jobseekers and employers through outreach activities.. The MCCs are expected to connect local youth and other job seekers with all possible/available job opportunities in the vicinity. The MCCs would be undertaking outreach and counselling activities for the aspiring jobseekers. MCC(s) across INDIA So far, 406 MCCs (including 7 non-funded) have been approved under the NCS project. States/UTs interested to set up such MCCs will be expected to replicate services offered in these centres to other Employment Exchanges.


YP SCHEME Under the National Career Service (NCS) project, it was decided that the DGE will be facilitating creation of modernised infrastructure and IT enabled Model Career Centres (MCCs). These would be supported by one Young Professional (YP). This young professional allocation aims to utilize the knowledge, energy and fresh way of thinking of these young social leaders to help better transform the emerging landscape of employment services and career counselling in India. These candidates should be highly qualified, should be ready to develop a professional career as motivated and future ready individuals to successfully drive, achieve and sustain the objectives of NCS. MODEL CAREER CENTRE, SALEM On 10th November 2020, MCC (Model Career Centre) had been inaugurated at the District Employment & Career Guidance Centre, Salem by then District Collector Thiru. Raman. Along with District Collector, Regional Joint Director (RJD) of Employment Tmt. Latha, Deputy Director (DD) Thiru. Gnanasekaran & District Employment Officer (DEO) Tmt. Sheela were present at the event to inaugurate the MCC.


GAYATHRI D NCS YP – 2 nd Batch [September 2019 – June 2021] (MCC Salem) SHARAN KRISHNAN D NCS YP – 9 th Batch [March 2023 – ..Present..] (MCC Salem) As per YP Scheme of NCS Project, 2 Young Professionals (YP) have been posted in MCC SALEM (till date) to facilitate the creation of modernised infrastructure and IT enabled Model Career Centre (MCC).

Candidates registered with an Employment Exchange are sponsored to employers for recruitment to vacancies notified or advertised. Employed persons looking for more suitable jobs can also register with the Employment Exchanges to avail better job opportunities. Unemployed youth may register for employment assistance with the Employment Exchange located within the area where they normally reside or they can also perform it online using the online facility provided by the government of Tamilnadu. The TN Government provides the online facility for TN employment registration and renewal through the Tnvelaivaaippu website. The online facility of registering for the Tnvelaivaaippu employment exchange scheme is beneficial for students and career aspirants, since they can easily register with the TN employment exchange and seek job opportunities without visiting any government department’s office.


To register oneself in the employment exchange platform, one needs to have the following documents ready with themselves: o Aadhar Card o Ration Card o Community Certificate o Educational Marksheets o Provisional Certificate or Degree Certificate Applicants once registered with Employment Exchange, should renew their registration once in every 3 (three) years. Renewal should be done within (3) three months from the due date. If not done within the time limit, you can use 18-month renewal concession to renew your registration for only 2 times. One can either come In-Person to the employment exchange to renew their registration or they can also do it online through the website: https://tnvelaivaaippu.gov.in/Empower/. The persons who are registered under differently abled category are exempted from the renewal for lifetime. The vacancies of all the departments of Government of Tamil Nadu, which do not come under the purview of Tamil Nadu Public Service Commission (TNPSC), Teachers Recruitment Board (TRB), Medical Service Recruitment Board (MRB), Tamil Nadu Uniform Services Recruitment Board (TNUSRB) etc., and the vacancies in State Government undertakings & Local Bodies are notified to the District Employment and Coaching Cum Guidance Centres, and nomination is being done at 1:5 ratio. Further the vacancies, are also published in two newspapers (one in English and one in vernacular language) by the employers as per G.O.44, Labour and Employment Department (T2) dated 11.03.2015. The candidates nominated from the Employment Exchange and the candidates who have applied through newspaper advertisements are both considered for interview and selection.


Community wise Registration Break Up - 2023 Gender wise Renewal Break up –2023 Priority Update – Year 2023 PRIORITY REGISTRATION To register the Priority Certificate which is given by competent authority (Destitute Widow, Differently-Abled, Ex-Service men, etc.,), candidates are advised to approach directly to the concerned District Employment and Career Guidance Centre’s and produce supporting documents. TRANSFER Candidates who want to Transfer their registration from one district to another district should send application along with documents like (Migration Certificate issued by Tasildhar, Proof of Residence, Aadhar card) to the District and Career Guidance Centre where they have registered.


The Unemployment Assistance Scheme was launched in the year 2006 with a view to provide Financial & Job Assistance to the unemployed youth who have registered with the District Employment and Career Guidance Centre and waiting in the live register for five years or more to secure an employment. Unemployment Assistance is also provided to Differently-Abled job seekers. The criteria with regard to the Differently-Abled person to get this assistance is that they should have been on the live register for one year. However, there is no restriction on parental income and age. Educational Qualification General Candidate Differently-abled Candidate 10th Fail Rs. 200/- per Month Rs. 600/- per Month 10th Pass Rs. 300/- per Month Rs. 600/- per Month Higher Education Rs. 400/- per Month Rs. 750/- per Month Graduated Rs. 600/- per Month Rs. 1000/- per Month Features of TN Unemployment Assistance Scheme: ➢ Unemployment Allowance under Tamil Nadu Unemployment Assistance Scheme will be 3 Years for Normal Category Applicant. ➢ Whereas for Disabled Applicant the financial assistance under Tamil Nadu Unemployment Assistance Scheme will be 10 Years. ➢ Employment Exchange Registration for 5 Years for Normal Category Applicant and 1 Year for Disabled Category Applicant is mandatorily needed. ➢ Applicant has to give self-declaration affidavit every year as a proof of unemployment.


Eligibility for Differently Abled Candidates: ➢ Must already registered in the Employment Services and is waiting live for One (1) year or more. ➢ No restriction on parental income and age ➢ Must produce the Proof of Disability Certificateprovided by the District Differently Abled Welfare Office. Eligibility for General Candidates: ➢ Should already be registered in the Employment Exchange for Five (5) or more years. Must be renewed periodically. ➢ Should neither be a regular student of any school or college nor in any type of employment ➢ The annual income criteria for eligibility is Rs.72,000/- per annum. ➢ Age limit is 45 years for the SC & ST candidates. Age limit is 40 years for the BC & MBC Candidates. Employment Market Information (EMI) provides information regarding the structure of employment, occupational composition of the establishment, educational qualification of the employees and thereby provide information about the balance between supply and demand of Manpower. The foremost function of the EMI units is identification of establishment and collect and compile information on employment and thereby help to assess supply, demand and plan for manpower requirements. Employment data in relation to public sector establishments and nonagricultural establishments in private sector employing 25 or more persons are collected under the provisions of Employment Exchanges Compulsory Notification Act 1960 to assist in evaluating trends in employment and for action to correct unbalance between labour supply & demand. This is collected and complied for every quarter. Based on these reports, knowledge of vacancies, the needed qualifications for that vacancies are assessed and planned. In addition to this Area Market Report for a particular area is prepared. The major use of the Employment Market Information is to assess the absorption of applicants waiting in the live register, fulfil the demand of manpower, assessment of manpower requirements of professional, technical, scientific and skilled workers, and the employment opportunities likely to be generated as well as the progress made in creating employment opportunities thereby play a vital role in the development of economy of that area. EMI data is furnished by the establishments through ER-I return. The form ER-I is used for the collection of information from the establishments at quarterly intervals ending 31st March, 30th June, 30th September and 31st December of each year.


OBJECTIVES The main objectives of Employment Market Information (EMI) Programme are: - • To provide information at short intervals about the structure of employment in public and private sectors at the area, state and national levels and also to monitor changes in the levels of employment. • To present occupational composition and educational profile of employees in the public and private sector establishments. • To identify occupations which are characteristic to a given industry. • To assess manpower shortages in organised sector. • To make available information required to improve and add to the services offered by the National Employment Service. The information collected through ER-I return is scrutinised, tabulated and analysed at the area, State and national level. The Employment Exchanges prepare Area Employment Market Reviews to indicate employment situation in the organised sector within the district. Study Circles functioning at all the District Employment and Career Guidance Centres were established in the year 1999 with a view to assist aspirants of various competitive examinations by rendering them free coaching and guidance. The vision of these voluntary units is to act as a niche and a learning platform for all the youngsters who are pursuing a career in Government sector. Free Coaching Classes are conducted for various examinations like TNPSC (Group I, Group II, Group IV, Group VIIB / VIII), TNUSRB (PC & SI), TET, SSC, IBPS (Clerk and PO) and RRB by inviting expert faculties. Over and above coaching Classes are also conducted in ten Universities and affiliated Arts and Science Colleges for the interest of economically weaker section students studying in the Final Year to enable them to take up these competitive examinations. The Virtual Learning Portal is a Web based initiative run to assist young aspirants who are preparing for Government competitive exams. This portal was envisaged as yet another enterprise of Career Guidance and coaching which is one of the primary functions of this department. This platform contains e-content for various competitive exams such as TNPSC (Group I, Group II, Group IV & Group VIIB / VIII), TNUSRB, UPSC, SSC, IBPS, RRB. Objective of the project is to build a centralized, web-based virtual learning system and to enable the students to access the learning environment from any location, any time through a multitude of electronic formats. ❖ All the e-content of this portal has been uploaded bilingually ie.in both Tamil and English so as to suit the needs of even remote rural competitive aspirants. • NCS (National Career Service) is a Mission Mode Project launched by the Honourable Prime Minister Narendra Modi in 2015. It is being implemented by the Directorate General of Employment (DGE), Ministry of Labor & Employment(MoL/E). • NCS provides employment and career-related services to Indian citizens. It seeks to bridge the gap between: 1. Jobseekers and employers 2. Candidates seeking training and institutions providing training 3. Candidates seeking career guidance and agencies providing career counselling.


NCS has signed MoU partnership with many strategic partners to enhance the quality and reach of the services throughout the country. Strategic interventions and partnership with leading institutions and organizations in private sector like Monster, Naukri, Freshersworld, Times job, HireMee etc. to bring more Job opportunities, workforce and Value-added features like Jobseeker Video profile on the NCS Portal. NCS has also partnered with TCS and Microsoft to offer its registered jobseekers a free career skills and digital skills training program to improve their employability of jobseekers.
