CHAPTER 1
1.0 DESTINATION SELECTION PROCESS
1.1. Introduction
Community Based Tourism (CBT) is a unique type of tourism with characteristics quite
different from mass tourism. According to Rest (1997), is tourism that takes environmental,
social, and cultural sustainability into account. It is managed and owned by the community, for
the community, with the purpose of enabling visitors to increase their awareness and learn about
the community and local ways of life. Travelers are able to experience the diversity of another
culture and local community. Think about homestays, farm visits, cooking and crafting together,
storytelling, village tours and more that shows insight in their daily lives.
These kind of activities create the foundation to increase the awareness and knowledge of
another culture, its beliefs and social norms. This is main step should be taken to create a
futureproof tourism industry where sustaining local culture and nature for future generations.
Homestay Malaysia Programme has been launched in 1995 at Temerloh, Pahang. It is an
initiative under the Ministry of Rural Development in emphasizing to increase the participation
of local people in tourism industry. Homestay is a new experience where the tourist will stay
together with “adopted family” as the owner of the house. The owner must registered upon
Ministry of Tourism, Arts and Culture Malaysia in running the homestay programme. It consists
of various culture and economic activities along with locals that contribute to their revenue.

1.2. Background of Study Area
Homestay Teluk Ketapang is located in the north of Kuala Terengganu. It takes about 5
minutes drive from Sultan Mahmud International Airport, which is 1.7 kilometers away. A
little brief the history of Teluk Ketapang itself, this place is a traditional fishing village
separated from the town by the Kuala Terengganu River. It is accessible by both road and
boat. The 3 km long Sultan Mahmud bridge connects the town to the village, crossing the
vibrant Pulau Duyong (a culture-rich island), or using the traditional 'Bot Penambang' (slow
passenger riverboats) transporting people across the river from the town's Shah Bandar jetty.
As for Teluk Ketapang, it has evolved become one of the attractions for Terengganu’s
tourism activities since it offers one of the largest and best homestay programs in the state of
Terengganu. As homestays become more popular among tourists, home owners are more
willing to open their homes to guests, not only for additional income, but also to expand their
social circle. In Teluk Ketapang, some host mothers are working women, so it’s up to guests
to select which family to put up with and how much “alone time” they prefer.
This homestay was officially registered in October 2007. There were 40 participants
applied for the Homestay Program by MOTAC, yet only 31 houses only succeed in obtaining
the license at early time. The brilliant idea from veterans of “Persatuan Belia Teluk Ketapang
(MAYC)” in order to varies the villagers’ activities aside boost up economic status of the
locals. During their early days in participating Homestay Program, they had a benchmark
visit to Kampung Pelegong, Negeri Sembilan. They managed to obtain the knowledge in
developing the homestay. As they keep striving in managing the homestay program,
Homestay Teluk Ketapang awarded as the Best Homestay in Malaysia Tourism Awards
2016/2017.
The activities that being provided in the Teluk Ketapang are Bot Penambang Cruise,
exploring culture & arts at Lambo Sari, visit Terengganu State Museum, and traditional show
such as Tarian Ulek Mayang and Dikir Barat. Moreover, locals also actively bring sukan
rakyat back to alive such as Gasing, Congkak, and Tapak Gajah.

1.3. Study Goal
To fulfill the syllabus in the subject DTM6043 Community Based Tourism, student need
to do project of homestay program in Homestay Teluk Ketapang, Terengganu. This is to
ensure the Homestay Teluk Ketapang has the potential to grow in helping the rural
community through it’s homestay program.
1.4. Study Objectives
I. Exploring new experience and culture in Homestay Teluk Ketapang through educultural.
II. To establish a relationship between the Homestay Teluk Ketapang and Politeknik
METrO Kuantan.

2.0. CAPACITY BUILDING AND LEADERSHIP DEVELOPMENT
2.1. Introduction
In this chapter two, capacity building and leadership development at Homestay Sungai
Pasu, Raub are discussed. Capacity building is about supporting people in communities to
develop the skills and knowledge that they need to enable them to work together to bring about
the positive changes they want to see within their own communities. Besides, leadership
development refer to activities that improve the skills, abilities and confidence of leaders. In this
context, leadership development explain how involvement course required helps in the
development of potential tourism activities in Homestay Sungai Pasu, Raub. The potential
tourism activities to be develop are:

2.2. Potential tourism activities to be developed
2.2.1. Bot Penambang Cruise

The boat cruise has been in existence since 1930's known locally as Bot
Penambang Seberang Takir ferrying passengers across Terengganu River between Pasar
Payang on the city side and village of Seberang Takir on the opposite bank. During its
early service the cruise was merely performed by small boats called sampan powered by
sail. Nowadays the cruise consists of twenty traditional boats powered by diesel engines.
The Persatuan Bot Penambang Seberang Takir manage the entire 20 boats. The duration
of the cruise takes about an hour return. The service starts at 6:00 a.m. till 10:00 p.m.
according to the demands of the consumer.
As before the construction of Sultan Mahmud Bridge, which connects south side
of Kuala Terengganu(City) and north side of Kuala Terengganu(Kuala Nerus), in 1988,
Penambang cruise used to be one of the main transportation for the residents of Seberang
Takir and Pulau Duyung to go Kuala Terengganu city. In old days, locals tend to go there
as for groceries shopping at Pasar Payang and work purposes. It is a 10-minute boat ride
to Kuala Terengganu only costs RM1 per trip for the villagers of Kampung Seberang
Takir. The boats are also the best way for
visitors to see Kampung Seberang Takir,
as many cottage industries are located just
a stone’s throw away from the jetty, from
the manufacturing of food items such as
belacan and anchovies, to batik printing.

2.2.2. Traditional Photography @ Lambo Sari
Located in Jalan Ketapang, Kampung Telaga Daing, Kuala Terengganu, Lambo
Sari is now increasingly known among lovers of traditional arts and traditional culture as
a must-visit location if visiting Terengganu, especially for dosmetic and foreign tourists.
It was established as a platform to conduct interactive arts activities by providing space
for visitors to explore and experience interesting arts and culture of locals by themselves.
Batik, Songket, wood carving and culture, keropok lekor, delicious food as well as the
major components in contributing the culture of Terengganu. Thus, the founder of Lambo
Sari, Mrs. Sarinah Said or Kak Na, said that because of the uniqueness and specialty of
Terengganu has inspired her to restore the glory of Malay heritage that has been forgotten
by today's generation.
There are various activities that being conducted here such as Batik printing,
traditional games (Congkak), traditional foods (the making of Keropok Lekor), traditional
architecture (Rumah Bujang) and the most unique here traditional clothing. Basically,
they give a little briefing about the traditional clothings of Malay and the appropriate way
to wear them. It is an interesting idea by the provider in order to give an impromptu
education to people from all walks of life, either domestic or foreign tourists. The visitors
would have a chance to pose with traditional clothing on for the traditional photography.

2.2.3. The Batik Making @ Batik Wan Azhar
Batik is a superior field of handicrafts in Malaysia. Ever since locals have
discovered the traditional method of making batik by using potatoes as a block stamp but
now batik fabrics have been developed using modern tools. In Malaysia, most batik
factory factories are abundant in Terengganu. One of the best batik makers is Batik Wan
Azhar which is well known with their elegant designs and cool, crisp colours. It is located
at Jalan Fikri, Kampung Seberang Takir, operates at 9:30 a.m. till 6.00 p.m. everyday.
The son of the famous late Wan Azhar, Tarmizi Wan Azhar, he produces his batik using
blok made by Pak Yah. Now, the business legacy passed on to him to flourish.
The visitors could witness the complexity yet beautiful of batik making at the
batik workshop. Since the process well maintained in the traditional way, it triggers more
the interest of tourist to gain knowledge about batik making. There are various types of

batik and each material requires their own technique. The suitable type for tourist
demonstration is batik block. There are a few steps in making batik block:
1. Stamp
To create each block is the task of specialist block makers, or ‘tukang
blok’ in Malay. The batik block is usually made from recycled tin cans,
zinc or brass.
Once cut into metal strips, they are twisted into the shape of the desired
design set within a frame to attach a curved iron handle on the reverse
side. Another name for this assembly is a sarang bunga or flower nest.
2. Waxing
The next step of the process is
the task of the tukang terap, or
the printer. The stamps are
applied on a waist-height
table, covered with sheaths of
fibres.
The molten was is kept at a constant temperature in a pan. Inside the pan is
folded cloth, soaked in the wax that acts as a stamp pad.

3. Dyeing
The batik cop method requires successive dyeing and waxing to achieve
it’s vibrant patterns. Instead of the brush dying method used in hand-
drawn batik, batik cop are submerged in dyes. They are swirled around
and lifted so that colour is evenly distributed.
Lighter colours are applied before darker ones. The wax is then removed
by boiling water.
2.2.4. Traditional Wau Batik Printing @ Lambo Sari
Kite flying is one of the popular traditional pastimes in Terengganu. It was once
played by farmers on leveled ground after the harvesting season. Today, kite-flying
attracts people from all walks of life. Kite or Wau (pronounce as ‘wow’) can appear in all
shapes and sizes. Kite making requires patience and tremendous skill as it applies the
elements of physics and mathematics.

The project leader, Mrs. Sarinah, innovate the batik frame that usually being used
by the tourist in colouring. Instead a simple squared frame, she sent a mock-up model of
Wau framed batik product to client from Singapore and the feedback was superb.
According to Mrs. Sarinah, the batik product is used for academic purposes in Singapore
that meets requirement of reflecting the traditional heritage of Malays. The kites that are
made using the batik technique or painted by batik artists and the designs are always
more creative and less formalized by tradition.
Recently, they already received order around 500 pieces of Wau Batik Printing
from Singapore. One of the key of successful in penetrating Singapore market is they
managed to complete the order in time which create trust and loyalty for the consumer.

Thus, it create opportunity for the locals in generating their side income especially in
covid-19 era. With the cooperation of Koperasi Homestay Teluk Ketapang, plays such a
vital role in helping the locals community that have skill in making Wau. The diffusion of
canting and batik is well planned and it consists of three phases:
1. Construct the body of Wau
2. Patching the cloth
3. Mencanting

2.2.5. Keropok Lekor Making @ Seberang Takir
Some call them fish fritters, fish sausages or fish sticks but in Terengganu, it is a
popular evening snack everyone knows as ‘keropok’. ‘Keropok lekor’ is actually made
from processed fish meat mixed with salt and sago flour. This mixture is then hand rolled
into sausages shaped around 6 to 10 inches long and immediately cooked.
There are three types of keropok, mainly keropok lekor (boiled chewy ones),
keropok goreng (fried chewy ones) and keropok keping (sliced, sun-dried and fried).
There is also a steamed Teochew-style lekor, exclusive to Chinatown, made with ikan
parang (wolf herring) and it is whitish in colour as compared to the normal dark brownish
lekor. Even the sauce is different with its ingredients made out of chili and shrimp paste
as compared to the normal homemade chili sauce. The tastier Terengganu ‘keropok’
retains its identity by having more fish meat as its main ingredient

2.3. Training courses needs for community with involvement of different sections of community.
2.3.1. Bot Penambang Cruise
Bot Penambang Cruise is one of the icon in Homestay Teluk Ketapang and even
Terengganu. Although the boat looks old-fashioned, but skills and safety are
needed in a way to attract youngsters in participating Bot Penambang Cruise.
Usually, the old folks has involved in this activity for so many decades.
The best way to maintain the operation of Bot Penambang Cruise is upgrading the
comfortness and safety for the consumer. The communities who interested in the
operation of this activity, could be their source of income and learn from the
skilled. As example, community of Teluk Ketapang can learn the skill from one
of the oldest entrepreneur of Bot Penambang, Ali Muda well known as Pak Ali,
who is experienced more than 30 years in giving the service of Penambang cruise
to tourist. According to Pak Ali, nowadays it is quite hard to gain customers ever
since the completion of Drawbridge. For instance, the locals who involve in
Penambang cruise has reduce from 70 persons to only 15 persons actively
conducting the service.
To make it more official, the expert in Bot Penambang cruise could send
application to achieve special certificates from Homestay Malaysia. With the
certification from Homestay Malaysia supervised by Tourism Malaysia,
community will have more confidence in joining the course
2.3.2. Traditional Photography @ Lambo Sari
Traditional photography under Lambo Sari is one of the activities at the Homestay
Teluk Ketapang. The villagers that related by the photography activity can attend
the course held around Terengganu such as:
• Photography and Multimedia course
- course for all who would like to improve on their photography skills. The
course is a combination of the Basic Photography, Basic Multimedia as well as a
practical class combined into a 1 day course.

• Makeup Workshop
- Invite a professional makeup artist as a trainer or master in delivering the
makeup class. The local people could learn basic makeup to obtain a new
knowledge which relates to hospitality industry. It can become one of the
tourism activity combined with traditional photography.
2.3.3. The Batik Making
Terengganu is known as one of the biggest producers of batik in Malaysia. There
are three types of batik produced in Terengganu, which is the hand drawn, the
stamped and the machine printed batik.
Batik makers in Teluk Ketapang should conduct batik workshop among
community so that they will have some knowledge about batik making. For
example, for those who are interested in looking for how 'Batik" process, can visit
Wan Azhar Batik, located at Hujung Tanjung, Seberang Takir. In addition, the
workshop also highlights the importance of preserving batik.
Preserving batik is important because it has a connection with the country history.
Not only that, it was also created by many people ideas and many form of
characteristics. Batik Terengganu was an authentic form of batik that still kept its
originality until now, and most importantly still used and appreciated in present.
2.3.4. Traditional Wau Batik Printing @ Lambo Sari
Traditional Wau Batik Printing have a big potential in a tourism activities
at Teluk Ketapang, but to develop this activities, the locals have to prepared and
learn some skills from the expertise. Some skills requirement course applied for
example, wau making & the canting skills.
The needs of freshie talents also importants for the new product. It is to
ensure the longitivity of the product in the market. Besides, it helps the younger
generation to generate side income during their free time.

With cooperation from Homestay Teluk Ketapang can collaborate with
governments sector. The reason for the collaboration because the government can
make the product penetrate into the international market.
2.3.5. Keropok Lekor Making @ Seberang Takir
Keropok Lekor is one of the most famous food in Terengganu. This is an
advantage for the locals community to develop their product. There are various
types of keropok lekor that can be act as added value such as comes with frozen
packaging, keropok lekor cheese and homemade dip sauce.
The locals could actively join the process of producing Keropok Lekor indirectly
they can gain an appropriate skill of hand rolling and making the dip sauce. This
is to maintain the quality of Keropok Lekor at the best level. Usually, this kind of
business is being inherited by their own family, so that the training course of
Keropok Lekor making would produce younger entrepreneur who interested in
selling the products.

The community organisation of Homestay Teluk Ketapang is a constituted group because it is a
simple set of rules which for they or their group to help make it clear to everyone involved what
they intend to do and how they intend to operate.

4.2. Propose sustainable CBT programs
4.2.1. Lambo Sari
Lambo Sari is very well-known with activity about art and heritage of Kuala Nerus,
Terengganu. There is a variety of activities such as batik painting, batik coloring, batik
stamp, making "Wau" and traditional photography. They also share about traditional food
like "Tepung Bunga". By doing all these activities, indirectly will sustaining the heritage
and culture of Terengganu. As an example, the batik painting will educate the new
generation from its unique authenticity. While the ‘Wau’ making could give the visitors a
memorable enjoyment as the ‘Wau’ was one of the identity of Terengganu.
4.2.2. Bot Panambang
The boat cruise has been in existence since 1930's known locally as Bot Penambang
Seberang Takir ferrying passengers across Terengganu River between Pasar Payang on
the city side and village of Seberang Takir on the opposite bank. The passengers of the
Panambang Cruise would never experience this kind of the authenticity. Other than that,
this activity would bring enjoyment to the passenger while breathing the Teluk Ketapang
sea-breeze along the way.

4.2.3. Keropok Lekor
The mixture of fish filling, sago and tapioca flour that creates Keropok Lekor. There
were two types of keropok lekor, fried and boiled. Different from others, the visitors have
the opportunity to feels the process in making keropok lekor. This activity could
indirectly protect the authenticity of keropok lekor and could be commercializes the
product into international market.

4.4.1. Lambo Sari
The following Lambo Sari workshop is one of the favorite itineraries, where visitors
can experience the early Malay life. In addition to the common painting and dyeing Batik,
it is worth mentioning that they can also wearing traditional Malay costumes, such as
cosplay becomes a legendary hero Hang Tuah! In addition to cosplay, if you want to have a
different style of family portrait photo, you can also take pictures at the Lambo Sari
workshop, and the founder of Lambo Sari, Sarinah will also carefully match it for you.
Lambo Sari also pays great attention to the welcome ceremony. In addition to arrange a
group of children dressed in ancient Malay style, they will also blow the horn to welcome
the arrival of tourists.
4.4.2. Boat Penambang Cruise
One of the main activities at Boat Penambang Cruise is sightseeing along
Terengganu River. Among the pit-stops of the cruise route, is Pulau Duyong. Unlike the
islands of Redang or Perhentian, this island is not well known for the beaches or scuba
diving. It is well known for traditional boat building in Terengganu. After stopping by at
Pulau Duyong, visitor would be taken to Pasar Payang for shopping traditional clothes such
as batik, cutleries and traditional foods such as keropok lekor and lepok durian. In addition,
they can take a memorable pictures at Drawbridge with fascinating sea view.

5.1. 8P’s IN MARKETING COMMUNITY BASED TOURISM
Marketing mix was a basic technique in any kind of business. It is important to analyse the specific
information before they sell the products or services. In order to engage the customer, a good
marketing mix should make the move. Through marketing, the customers get to know the product
or services provided. As the marketing goes well, the productivity of the workers would be better
in distribution of the products as they receives a lot of demands.

5.2.1. Place
One of the most important aspects in the marketing mix, place is a process of moving
products from the producer to the intended user. In another terms, it is where your product
bought by the customer. Regarding to the new technology, the Internet could be the place
where the product being trade with customers.
The use of right place, will lead to a mass of number of customers that will purchase

Ketapang can be reach by using boat as they had the Jetty Boat Seberang Takir that located
only 5.2 km from the homestay.

5.2.2. People
In order to meet the needs of the customers, Homestay Teluk Ketapang have set their
target market wisely. They are focusing on peoples who want to come and enjoy the village
environment other than does some activities with the villagers. The customers of Homestay
Teluk Ketapang commonly came from students and international tourist. The Free Travelling
Tourist (FIT) programme had been claimed as one of the successful idea that attracting inbound
tourist to come to Homestay Teluk Ketapang. Unfortunately, COVID-19 pandemic has stops
the receiving of international tourist.

Promotion was a vital action in order to promote a product. This action done by the
seller and it includes information that will persuade people or customer to purchase their

A partnership is a formal arrangement by two or more parties to manage and operate
a business and share its profit between two or more parties.

Homestay Teluk Ketapang will receive guidelines from Ministry of Tourism Art
and Culture (MOTAC). Individual or group in Homestay Teluk Ketapang that making their
home or place as a part of MOTAC’s Homestay Program should follow the procedures that
have been set in order to obtain the certificate of recognition from MOTAC that had been
seen as a major impact to the development of the homestay. Besides, MOTAC had
collaborated with Koperasi HTK & UMT in organizing Mandarin and English
Communication Workshop on 10 October 2020 at Hotel Seri Malaysia.

Ministry of Rural Development of Terengganu plays a big part of Homestay Teluk
Ketapang’s development. This can be seen as Ministry of Rural Development of
Terengganu gives a lot of support by gives grants to local people that want to be an

entrepreneur. These can be seen when they provides a grants worth RM50,000 to each one
of the qualified entrepreneur in order for them to buy equipment and being a capital for
their business.

KEMAS Terengganu has been a helping hand by sharing the knowledge on
developing village management. The aspects include villager’s economics, safety, job
vacancies, villager’s unity and other aspects. With this knowledge sharing, the organizer
of Homestay Teluk Ketapang could also being together with the villagers in promoting and
organizing tourism activities with the tourist as Homestay Program highlights the
involvement of locals in order to give a great experience to the tourist in the program.

CONCLUSION
At the end of the trip & experiencing living in a homestay with the community, we realized
that developing a homestay is not an easy task and difficult.
This trip gave us a chance to experience and learn what cannot be gained during lectures
or tutorials. One of the first things that we have learnt is understanding the importance of
community life and how to develop a homestay programs in terms of entrepreneurship. We were
also able to help and teach, and also to show love and support to the community was definitely a
privileged. Seeing the smiles on their faces really make us happy and feel joy.
Finally, this trip helped for better understanding what we are going to be in future as a
Tourism Management students, and also giving us better understanding about homestay programs
to help us in our studying, especially in developing a homestay.
