I’ve been a U.S. Air Force medic, a news photographer and a music columnist. I retired as a 25-year elementary and computer teacher. I follow the familiar stamp collectors’ stereotype of starting in grade school, lapsing for decades, then returning in time for retirement. I collect classic and some new U.S. and foreign stamps, and lately have enjoyed the postal history of cards and covers. If your collecting journey is a bit different, kindly consider sending me a short writeup. I also welcome articles on favorite stamps, event experiences, lucky discoveries, how you use technology in the hobby, and even philatelic jokes. I’ll let you know if I ever run out of puzzle ideas. 3 Across the Fence Post April-May-June 2023 March 4 Regional Reports Northeast Region Visited meeting of Northwoods Philatelic Society in Iron Mountain, MI. All is well there. Attended meetings of Green Bay Philatelic Society. They continue to meet monthly, but attendance has been down. Club is looking for ways to get more members to attend. Need to attend meeting of Escanaba Stamp and Coin Club and Oshkosh Philatelic Society in the next quarter. Nothing new on the proposed All-American Girls Professional Baseball League stamp. I am open to suggestions as to how to get an update. Ray D. Perry East-Central Region Visited multiple meetings of the Fond du Lac Stamp Club, Kettle Moraine Coin and Stamp Club, and the Sheboygan Stamp Clubs. Current membership of area stamp clubs: Fond du Lac, 18; Sheboygan, 18; Kettle Moraine, 14; Manitowoc, 3. Member clubs elected officers for the 2023 calendar year. A moment of silence was observed in the Sheboygan and Kettle Moraine clubs for members who have recently passed away. The Fond du Lac Club held meetings with a show and Southwest Region The Monroe Stamp and Postcard Club held its yearly show. The club itself has low attendance at its meetings, as they have lost two members and the remaining members are mostly older and cannot always get to club meetings. I attended the Baraboo Club Meeting in October with four members in attendance. They said November and December meetings will be cancelled because of low attendance. Badger Stamp Club is going strong but will not have its Danepex show this year. Janesville is doing well and is planning for its February 11 Exhibition and Bourse. Tri-State Stamp Club is doing well with about 10 members per meeting. They decided not to have a show this year. William Lothary Central Region The Lakeland club will not meet again until March 2023. Too many go to Fla.; bad weather called for cancellation of the meeting. The folks over in Chippewa Falls meet on a sporadic basis in one of the member’s homes. According to J.D. Manville, the Stevens Point show was a whopping success. The Lakeland Club will have its show again in 2023, same place. Chuck Rebek (continued on next page) tell night and a club auction. The Kettle Moraine Club continues to holds a short meeting and then a show and tell part. Sheboygan also hold a short club meeting, followed by a club and member auction. The Kettle Moraine Club will be looking for a new meeting space next month. Bill Manka Southeast Region I have attended meetings of all four active clubs in the Southeast region since my last report. The local chapter of the Germany Philatelic Society, Chapter 18, no longer meets and has been disbanded. Milwaukee Philatelic Society will host Stampfest the weekend of February 25-26 at the St. Francis Lions Community Center. Eleven dealers will participate, as well as the club’s youth committee. Milcopex is to be held at the Brookfield Conference Center in September and will be a two-day show with evening hours on Friday. Wauwatosa Philatelic Society has a new historian, Scott Walter, who is organizing past club materials. They continue to meet once monthly at the Wauwatosa Library and plan to host Tosapex in August. Waukesha County Philatelic Society is meeting at various locations and has added several new members in the past year. They had an excellent presentation of soccer on stamps at a recent meeting. 4 Across the Fence Post April-May-June 2023 CALL FOR EXHIBITS Both experienced and novice exhibitors are invited to enter exhibits at WISCOPEX 2023, May 6-7, in Fond du Lac, Wisconsin. Consider participating in the noncompetitive two-, four- and eightpage exhibit division. Its purpose is to promote philately to the public by making them aware of the wide range of collecting interests that can be used to tell a philatelic story. It also aims is to encourage beginning exhibitors to share their philatelic material and get a taste of this aspect of philately. Perhaps you could tie into the WISCOPEX 2023 theme: the 175th anniversary of Wisconsin Statehood. These exhibits are not judged. Of course, we’re also offering the traditional exhibit divisions that include Open (including Display), Single-Frame, Youth, and NonCompetitive. Frames are limited and on a first-come, first-served basis. ENTRIES CLOSE APRIL 24 (continued from page 3) Joe Kowalski sent an update on WISCOPEX publicity efforts, including events notices in the two major philatelic magazines, state and national web sites, as well as periodic “WISCOblasts.” Treasurer’s Report At year’s end, the 2022 Financial Report showed a small gain of $1350, reduced by a $1000 payment for motel space. The Rockford club joining WFSC should raise membership overall. Four clubs had not yet returned their notices and dues. The July 1, 2023, audit is ahead. Because of an overloaded IRS help line, I cannot find out the status of returns. Does anyone know who used to get the 990N filing card each year? I will try to file without the card. I have found all the needed information to get an updated sales tax [exemption] number. I will forward it to all who may need it to save on sales tax. Checkbook balance: $10, 529.51. David Rees, WFSC Treasurer November Meeting’s New Business If no local club wishes to host WISCOPEX 2024, Fond du Lac again might be the site, supported by its club’s volunteers, and hosted by the Federation. Plans for the Hall of Fame Reunion at MILCOPEX and nominations for its class of 2023 for the WISCOPEX Banquet are underway. O n behalf of the Wisconsin Federation of Stamp Clubs, I would like to encourage your attendance and participation at this year’s WISCOPEX 2023 stamp show, exhibition, and state convention, and to help celebrate Wisconsin’s 175th Anniversary of Statehood. The show is on the second floor of the Hotel Retlaw in Fond du Lac; many details are in this ATFP issue. Here is your opportunity to attend the show, not only to interface with the 15 dealers, but also to listen to interesting seminars, to find philatelic materials at the silent auction and to purchase genuine postal products from the special USPS station on site. 6 Across the Fence Post April-May-June 2023 I t’s Stamp Show Season! For this issue I am going to step back from sharing and relating the various activities that our Federation clubs have engaged in and open a discussion about stamp club shows and exhibits. I speak from experience having been involved in stamp shows and exhibitions on every level - from local to international - and not just as a show visitor but as an active committee member. CHANGE is needed if stamp shows are to survive. Change is often difficult for people (and stamp collectors) to accept. It is no secret that organized philately is facing some challenges. It is imperative that their leaders recognize that the time to look into the problems is now. I asked Colin Fraser (New York) to give a presentation at Milcopex 2022 regarding the Future of WSP Shows. For those not familiar with the term WSP, the letters are an abbreviation for World Series of Philately shows. Milcopex is one example. There are approximately 30 such shows in the United States each year. It is an “earned” distinction - one that takes years to obtain. The criteria for obtaining that status are on the APS website. As a WSP show, Milcopex must meet certain standards. As a result, this can create situations where those not familiar with the running of a WSP show question the need for certain things as well as the expenses involved in undertaking such a show. To help you understand the problem, the above-mentioned presentation by Colin Fraser is available for you to view on the at www.Milcopex.org As Milcopex is Wisconsin’s premier stamp show, and as I have been involved with the making of the show, attending a banquet just to break even. Publicity done well isn’t free either. Milcopex can no longer survive with just input from Milwaukee club members. So Milcopex, if it is to continue in its present form, needs the support of every collector. Committee members, as we meet via Zoom, can help from any corner of the state. Currently our show flyer was developed by a non-committee member. Our show program is being put together by someone who lives an hour away from the Milwaukee area. Show programs and presentations are being planned and organized by an out-of-state collector. I realize that not everyone can offer this level of participation, but by understanding the many aspects that go into putting a show together, the caliber of Milcopex, it is hoped that each of you will consider making a financial donation to allow the show to continue providing collectors an opportunity to socialize, find new material for their collections and enjoy the exhibits. The Wisconsin Federation of Stamp Clubs has made a donation to help insure the future of Milcopex. Won’t your club join the growing list of other WFSC clubs in support of a financial donation to secure that there will be a Milcopex for collectors of the future? No amount is too small. Information about donating can be found at milcopex.com . it is time to address some of these issues. Volunteers are essential to the successful running of the show. As the collecting community ages, it is getting harder to find collectors who are willing to step up and take some responsibility. Setting up and taking down exhibit frames is a physical task and when over 100 frames need to be set up, many helping hands are needed. It’s not just at the show that help is needed. The stamp frames also need to be picked up and returned to storage areas. Then there are the volunteers that are needed to mount exhibits, man society tables, offer programs, serve on various committees such as for the banquet, awards, publicity, bourse, etc. Too often a dedicated individual has to wear many hats in order for the show to run efficiently. There is one way that ANY collector or club can show support. Speaking specifically about Milcopex now, financial support is needed. Most years Milcopex shows a deficit of several thousand dollars. As the show is a benefit to the hobby and collectors, the expenses have been absorbed by other income from club activities such as sale of covers and weekend bourses. Why are shows such as Milcopex so expensive to put on? Venue — a need for about 12,000 square feet with a preference for closeness to a hotel for guests and public transportation. Judges’ expenses — they are reimbursed $350, which really does not cover their hotel and travel expenses. Monies collected from dealers and frame fees paid by exhibitors do not cover all of the expenses associated with shows. 8 Across the Fence Post April-May-June 2023 Notes from Mrs. Magpie by Ann Hamon (Mr. Magpie has been busy with Spring.) Name Changes of Countries One of the problems facing worldwide collectors is frequent changes to the name of areas. The area of Kenya, Uganda, and Tanzania is a good example. When Europeans started to colonize that area, it was under the control of the Sultanate of Zanzibar. Part of this area was claimed for the British East Africa Company and part for the German East Africa Company. That was changed after World War I when the winners divided up the spoils. The largest area was claimed by Britain, which named it the Protectorate of Kenya. Of course, the original inhabitants had no say in this. Over the years the British area has produced stamps with 14 different names. This is not counting the part under Germany (German East Africa) and parts awarded to Belgium (Ruanda-Urundi). So, what should the stamp collector do? Put them under the names on the stamps, or put them under the latest name or put them all together? (See below.) I asked the people at Scott Catalogues what was their policy, and I got this reply from Marty Frankevicz on the Scott staff: “Back in the colonial era, the colonizing powers would often reorganize colonies and rename them. The catalogue would dutifully follow along as different colony names would be placed on stamps. A town might be in one colony one day and a newly named colony the next day. Tracking the history of the various Rhodesian entities over time is something of a challenge. When colonies started becoming independent in the 1950s and 1960s, borders then became more fixed. At first, when some countries changed their names, we would dutifully list them by their new names. However, when we saw some countries change their name then revert to previous names after the newest leader was installed, we realized that this was going to create chaos in the catalogue. Considering the names were changing, but we were still dealing with the same territory, we decided to do far less of the constant name changing. We have tried to make it easier to track the countries’ name changes by combining the stamps listed bearing the former name with the stamps listed bearing the latest name in one place in the catalogue when we could, as in the case of Upper Volta and Burkina Faso. We couldn't do it for all the countries without some renumbering— something that we'd rather not do if at all possible. With South West Africa and Namibia, we do not start Namibia's issues with No. 1, but just continue on with the SWA numbering as if no name change took place. “ So, there you have it. Despite the best efforts of catalogs, confusion will continue to reign. Obviously you don’t want to move all your stamps to new locations every time a country changes its name. Worse yet, sometimes Scott honors this and revises the catalog and sometimes they do not. The answer to this in my collection is “Make an index.” (Can you tell I was a librarian?) Decide where you want the stamps to be and make cross references in an index so you can find them again. Make it on your computer, in a notebook or on index cards. There you can say Myanmar see Burma or Wadhwan see India: Wadhwan or any other cross references you like.
