4.4. Event Management
Overview
Event Management, also referred to as Command, Control and Communications (C3) is the
operational framework that defines the Event-time organization structure, decision-making and
communication/coordination protocols within the LOC and between the LOC and United World
Wrestling as well as any external entities associated with the Event that may have a substantive
impact on the C3 process in certain circumstances (for example national security).
LOC Services
The primary role of Event Management is ensuring Event operations are running smoothly as well as
facilitating information flow and communication between the various groups involved in Event
operations. The LOC needs to establish clear definition and delineation of the roles and
responsibilities of management at Event-time and a clear response plan for incident, issues and crisis
management.
Decision making process during the Event
It is intended that, in the vast majority of the cases, small issues are resolved at the low level and
they are only recorded and reported if needed during the regular meetings between the LOC and
United World Wrestling. For more important issues that need to be resolved, in case that a
Competition Manager has been appointed from the side of United World Wrestling, this person will
be responsible to make a decision for all technical matters. The decision making process involves
consultation with the LOC officials and the concerned United World Wrestling Department. In case
that a decision with serious implications needs to be made, the issue is escalated to the United World
Wrestling President or Secretary General.
4.5 Knowledge Management
Overview
United World Wrestling as the global franchise owner of the World Championships and in order to
maintain and further develop the quality of top level competitions worldwide has established a
systematic process aiming to empowering local organizers to deliver and ensure a sustainable quality
and control over the events.
United World Wrestling Event Learning programme is coordinated by the United World Wrestling
Academy, the education Division of United World Wrestling, in partnership with the World Academy
of Sport, providing sport industry educational best practice to the wrestling community.
The programme aims to capitalise on the collective intelligence, experience and knowledge of
previous Events and LOCs ever enhancing the understanding and knowledge available to future LOCs
in order to support and guide them through their lifecycle. In return, each LOC contributes to the
programme for the benefit of future LOCs.
LOC Services

The LOC shall maintain an information management process and safely store Event’s key
documentation, statistics and post-event reports, which are to be shared with United World
Wrestling before and after the Event, as per their nature and production time. These may include
documents, publications, information systems, objects, image archives etc. either listed in the
Master Schedule or identified by United World Wrestling.
The LOC shall support the organisation of the United World Wrestling Event Learning Programme
during the Event, by providing logistical support, securing space and equipment and ensuring the
participation of appropriate staff that will develop and present the relevant content.
The LOC shall develop a Post-Event Report, as per the directions of United World Wrestling, that will
include an executive part, reports of each function, statistics etc.
Reviews and Approvals
The LOC must submit the following items to United World Wrestling for review or approval no later
than the date defined in the Master Schedule:
Publications related to the Event in e-format and in physical format (if applicable),
Post-Event Report
4.6 Sustainability
Overview
As every major event organised in a host city, United World Wrestling World Championships should
be planned, managed and delivered in a way which enhances environmental, social and economic
opportunities and minimises adverse impacts.
The Event can provide the opportunity to promote sustainable legacies, such as increased
environmental awareness and improved policies and practices. Therefore, sustainability needs to be
a LOC’s commitment rooted in the vision and values of United World Wrestling.
LOC Services
The function ensures that the LOC displays environmental and social sensitivity in venue
development and operations, educates the public on sustainability issues and raises the general
awareness of the host city’s citizens and guests in environmental, social and economic practices.
Indicatively, its role includes:
Public and Media communications about LOC’s sustainability performance
Environmental management and compliance monitoring of all venues and managing interface with
key statutory authorities
Responding appropriately to activities of sustainability-related interest groups.
Mobilizing Event’s participants to be part of meeting LOC’s sustainability objectives
Indirect control of contractors carrying out environmentally relevant activities (e.g. power supply,
waste management)

5. Marketing and Engagement
5.1 Brand, Identity and Look
Overview
Brand, Identity and Look of the event relates to the cooperation with United World Wrestling for the
development and implementation of the event image and identity programme. This includes the
visual identity and the event Look programme and its implementation at the event related sites at
the time of the event.
LOC Services
The host city and the LOC are encouraged to undertake the event Look programme while taking into
consideration budget constraints.
If well managed, the brand and its various expressions (such as emblem, mascot, motto, etc.)
represent many powerful engagement opportunities for the LOC. More specifically, a strong and
meaningful brand approach will go a long way in helping the marketing team to engage with domestic
partners and get them on board.
The LOC shall work closely with United World Wrestling to develop the Look programme whereby
the event sites will be dressed with relevant and adequate event imagery and Look elements. The

host city and the LOC are encouraged to identify places of interest and city locations for
implementing the Look programme.
United World Wrestling will offer guidance to the LOC through a manual which provides visuals,
descriptions and corresponding artwork for all the principal event applications and promotional
items. The manual is divided into the following sections and topics:
Event Signage (Tier Dressing, Floor Level Signage, Wrestling mat, Wrestler entrance)
Media Signage (Press Conference Backdrop, Flash Backdrop, Mixed Zone Backdrop)
City (Street Banners, Posters)
Premium & Promotional Items (T-shirt, Polo shirt, Baseball cap, Notepad, Pen, Gift bag, Pin,
Mug, Mouse pad, Ticket, Publication template)

The LOC, the host city authorities and any other entity related to the organisation of the event must
respect all the instructions provided by United World Wrestling related to the application of the Look
programme as well as any other United World Wrestling-related properties.
In regards to the implementation of Look elements at the venue, it is recommended that it should
start as early as possible before the Event, in line with the existing contractual restrictions for the
venue. In any case, this should happen no later than 2 days before the start of the competition. For
the city, the related authorities should consider the timely implementation of Look elements in
order to maximize public awareness and anticipation of the event.
Reporting and approvals
The LOC must submit the following items to United World Wrestling for review or approval no later
than the date defined in the United World Wrestling Master Schedule:
Emblem and Mascot designs
Look of the event concept and Kit of Parts
Look of the event venue plans and field-of-play designs
5.2 Sponsorship, Rights & Licensing
Overview
Marketing Partners are an important part of the successful staging of the Event. Besides financial
support, they may also provide products, services and solutions that are critical to the success of
Event operations. Typically, marketing Partners activate their involvement with the Event in the
following ways:
Advertising, consumer showcasing and additional Event-time promotions
Hospitality for staff, suppliers or clients
Operational involved in the staging of the Event, in areas such as technology, food and beverage
etc.

Rights Protection function’s primary goal is to protect the intellectual property assets and the
marketing and broadcast rights entrusted to the LOC by United World Wrestling for the express
purpose of staging the Event. It is also in charge to resolve violations and, even more importantly,
to prevent violations before occurring. It plays an active role to ensure consistent use of the Brand
and commercial messaging l for sponsors and partners.
LOC Services
United World Wrestling and the LOC shall enter on a separate agreement on marketing, soon after
the appointment of the host city and upon the creation of the LOC. The basis of this agreement is
that United World Wrestling is the exclusive owner of the commercial and marketing rights of the
Event. This includes the advertising areas around the FOP as well as all such areas inside the venue
and outside it.
1. All advertising areas are owned by United World Wrestling. Within these advertising areas United
World Wrestling has reserved advertising rights for the organizing federation. It is the
responsibility of the LOC to ensure advertising facilities to the quality and dimensions indicated
by United World Wrestling. Each party may keep any profits which arise from advertising sales
which they make in their area. United World Wrestling Sponsor logos must be included on all
forms of printed or digital media/ advertising including, but not limited to, unless stipulated in
this contract:
Promotional and event material
Competition related areas (awarding ceremony, mixed zone, press conference, draw)
LED screens or any fixed advertising in or around Field of Play;
Billboards / pamphlets / adverts of event inside and outside venues, hotel, sport hall,
throughout city, or in any other places where event is described
1.1 Inside the advertising area of the organizer, it will be required to include free of charge one
advertising slots for the Continental Council.
2. The event advertising plan must be presented for approval to the United World Wrestling at
least 180 days before event for changes / approval to ensure fairness of the distribution of
sponsors throughout the various locations. All digital or print event designs must be sent to the
United World Wrestling with the plan. Advertising must be placed throughout the city, at
airports, at official hotels and venue.

3. The organizer will finance the printing and placements of the advertisements / promotion and
will provide LED boards for the advertisements around the mat in the required dimensions and
quality as specified by the United World Wrestling. Schedules and requirements as specified in
the requirements need to be followed entirely. United World Wrestling reserves the final
approval right.
United World Wrestling will grant the LOC the right to use certain properties and assets in relation
to the planning, organising and staging of the Event, such as United World Wrestling logo. The LOC
is responsible for ensuring that all related intellectual property rights, in particular copyright and
trademark rights, are efficiently protected in the host country.
4. The organizer is required to make all preparations and execute local promotion and marketing
actions for event at least six months prior to the event. It is the responsibility of the organizer

to ensure publicity of the event, stands full of spectators and local media interests (TV,
Newspaper, Radio).
The specific forms of promotion that the LOC must facilitate, which must include United World
Wrestling sponsors logos, include but are not limited to the following:
Radio Advertising
Event promotion around city
Local Television Announcement
Local Newspaper Announcement
Internet Website
Distribution of Flyers and Pamphlets
Touristic offices and Local Malls
Public Areas
All other print or advertising media
In relation to Event broadcasting, the advertising guidelines are the following:
The LOC guarantees that advertising, if any, at the venues and in the range of television cameras
shall fully comply with the following principles:
a. Advertising shall comply with the laws and rules of the countries where the competitions are
staged.
b. Advertising shall not distract the television audience from the action of the competitions. It shall
not be positioned between the camera and the action on screen. It shall not move, rotate, or
change in any way which is visible on the screen. Advertising shall not be luminous or fluorescent.
c. Advertising on mobile supports such as banners or pennants shall be prohibited.
d. The size of the advertising boards shall be compatible with a picture of the competitions entirely
visible from all angles on the television screen. The boards shall not exceed sixty (60) cm in height
and two (2) meters in length.
e. Advertisements may consist of a maximum of three (3) of the following items: a company name,
a trademark, a single noun describing a product or service, a simple visual image depicting a
product or service. Anything else, especially advertising slogans, shall not be permitted.
Advertising on clothing and equipment of persons under the control of or accredited by United World
Wrestling shall be in accordance with the United World Wrestling International Wrestling Rules.
f. Advertising on the mats, outside the combat area (that exclusively belongs to United World
Wrestling) shall be subject to separate negotiation with United World Wrestling. In all cases,
United World Wrestling reserves the right to save advertising spaces for its sponsors.

5. The Official Logo of the event will be supplied by United World Wrestling. The, Emblem and
Mascot of the event will be designed by the LOC who will submit to the United World Wrestling for
approval. The intellectual property of the above mentioned content belongs mutually to the United
World Wrestling and the LOC.
Reviews and approvals
The LOC must submit the following items to United World Wrestling for review or approval no later
than the date defined in the United World Wrestling Master Schedule:
Detailed map and listing of all areas inside and outside the venue(s) for commercial use
Domestic marketing concept and programme, including pricing, conditions and other key
elements
Consolidated information about United World Wrestling rights protection
Post-Event information and report about LOC’s marketing programme implementation.
5.3 Communications & Digital Media
Overview
Communications responsibility is to define, prepare and implement all communications strategies
and activities of the LOC for various target audiences, to manage any operational campaigns
pertaining to the event, to produce copy for all outreach to the public, media and other audiences,
and to establish crisis communications procedures.
Digital media refers to the services delivered through the internet before, during and after the event
(e.g. dissemination of information about the event).
LOC Services
Communications priority is to engage the public, key client groups and stakeholders through relevant
communications channels to ensure they remain aware and excited about the event.
Communications usually includes a press and media office responsible for the smooth flow of
communication to the media. It communicates the information through media statements, media
conferences, interviews, various publications, the internet, social media, video and personal or
telephone contact.
Other responsibilities may include government relations, community relations, and quality control
for the content of website, including photos, news and social media, and other digital channels.
The LOC must develop a communications / promotional plan for the pre-event and the event period
and present it to United World Wrestling.
The LOC will inform United World Wrestling and take approval for all press releases issued by the
host city, the host National Federation or the LOC which refer to United World Wrestling. The LOC
will also provide United World Wrestling with schedules of media relations activities such as press
conferences, prior to them taking place.

The LOC is required to operate an informative, engaging, secure and accessible official website for
the event. The website can also direct visitors to United World Wrestling’s digital channels. The LOC
needs to liaise with United World Wrestling in order to determine the exact period of the event
website operation.
The LOC also needs to inform in advance United World Wrestling regarding any concepts and detailed
descriptions of promotional plans for signature properties (for example event mascot launch) and
for any internet-related agreements (e.g. e-commerce, online ticket sales, online merchandising,
establishment of website/other interactive media service and/or distribution of media content via
any digital media platform, social media platform, network or service).
Moreover, the LOC needs to make provisions so that intellectual property regarding the content and
features of internet/digital media platforms is respected and that there is protection against
infringement and ambush marketing on digital/social media platforms, and inappropriate internet
content.
In case that a Competition Manager has been appointed from the side of United World Wrestling,
he could also be responsible to coordinate that on site along with the LOC.
Reporting and approvals
The LOC must submit the following items to United World Wrestling for review or approval no later
than the date defined in the United World Wrestling Master Schedule:
Social and digital media communications strategy
Communications / promotional plan for the pre-event & event period
Event website plan and structure
5.4 Ticketing
Overview
Ticketing function is responsible for all ticketing-related activities for the event, including planning,
allocation, sales and distribution mechanisms, client servicing and operations.
LOC Services
In terms of success, the process of planning and delivering the ticketing program can be measured
through attendance numbers at venue, satisfied customers, easy access to tickets, positive media
exposure and achievement of realistic revenue targets.
Ticket pricing should be defined with the aim of accessibility. Ticket prices must be established
taking socio-economic factors into consideration and aiming for maximum spectator attendance at
the event.
Seat-usage strategy
The LOC shall define and deploy a detailed seat-usage strategy, as an integral part of the ticketing
programme strategy.

International sales
All fans, as well as families and friends of the participating teams, must be provided with a viable
opportunity to purchase a ticket. The LOC should establish the ticketing programme to meet this
need. As a minimum, the LOC shall make available an international ticket sales solution that is easily
applicable for international spectators.
Compliance with laws
The ticketing programme, including its strategy, operation, pricing, sales and distribution
mechanisms, must not contravene local or international laws.
Specific ticketing requests
The LOC must ensure that specific ticket requests from United World Wrestling, National
Federations, media and marketing partners are fulfilled.
Reporting and approvals
The LOC must submit the following items to United World Wrestling for review or approval no later
than the date defined in the United World Wrestling Master Schedule:

Ticket price policy and price-zoning plan
5.5 Merchandising
Overview
a. The Global UWW Partner in the category “sports apparel” has been granted significant
merchandising rights to all UWW events.
b. Therefore, the merchandising rights lie exclusively with the UWW global apparel partner.
c. These include all clothing items including but not limited to polo shirts, t-shirts, sweaters, caps,
wristbands, hoodies, scarfs, shorts, singlets, track-suits, sweatpants, towels etc.
d. This covers all sizes and includes kids and baby-wear
e. Explicitly excluded are other merchandising items like drink-bottles, key-chains, mugs etc.
f. The LOC cannot sublet or grant any merchandising rights on the above mentioned items featuring
the following symbols:
i. UWW logo
ii. UWW logo plus the event logo or name
g. They can however produce merchandising apparel featuring the logos and emblem of the national
federation or organising committee – provided no UWW or official event logos / marks are used.
h. All merchandising products need to be approved by UWW.
i. There will be commission paid to the LOC on all merchandising apparel, the details of which will
be agreed on a case-by-case basis.

5.5 Broadcasting
Overview
United World Wrestling is the exclusive owner of the Event’s audio-visual rights (commercial,
television, broadcasting, reproduction of its event etc.). By audio-visual rights, United World
Wrestling means the right to broadcast in the widest sense, including radio, television, live and
recorded programmes, private and public reception as well as all systems of individual distribution
of television images produced on line, from a data base (such as internet) and including the
presentation of images of a screen with the help of autonomous equipment such as a video recorder.
Indicatively, the above include home videos, distribution in planes, on closed circuits, CDI, DVD and
all other interactive and multi-media rights. Broadcasting rights also include the right to produce
and transmit official films of any competition.
LOC Services for Broadcasting
The LOC shall assist United World Wrestling in finding a host broadcaster in its country to supply the
television coverage of the Event.
The LOC shall provide a high-speed Internet connection, including a wired high-speed connection
from the secretariat to the mats in order to ensure the live broadcasting of the Event. This
connection must be symmetrical and dedicated of 60Mbps and different that the one of the press).
The LOC shall also provide to the host broadcaster or to the United World Wrestling production team
the required cable connections, and ensure parking for technical television vehicles.
In general, the LOC (or the appointed Host Broadcaster) should provide all the necessary equipment
and facilities for Event broadcasting, such as: camera platforms/positions, lighting, commentary
positions (television and radio), interview areas, electric power, and on-screen graphics. Detailed
information about the requirements for these provisions can be found in the attached document:
“UWW_Contract for broadcasting rights”.
Commentator information services
Adequate and up to date information in English concerning all relevant aspects of the event
(including but not limited to: historical data of the event, start lists, result lists, personal athlete
profiles, timetable including changes, records and the results, news items, etc.) shall be provided
in electronic and/or written form to the TV and radio commentators.
Host Broadcaster’s obligations
The host broadcaster, under the control of UWW, will supply and ensure the television coverage and
production by providing the international feed, sound and pictures of the events in compliance with
international standards and by using multiple cameras in order to offer several different shooting
angles of the action and frame.
The host broadcaster must ensure the television coverage of the whole Event, and in particular the
production and provision of the international feed for the semi-finals, repechages and the finals each
day of the competition.
The responsibilities of the host broadcaster in various areas such as: production of the international
signal, coverage principles, management of unilateral broadcasters and other rights holders, rate,
commentator consoles, commentator monitors, and testing are presented in detail in the attached
document: “UWW_Contract for broadcasting rights”.

United World Wrestling staff in charge of broadcasting will visit the host city and liaise with the host
broadcaster in order to ensure that the technical capacity is adequate. If host broadcaster’s capacity
to deliver does not correspond to the required elements, United World Wrestling will seek another
host broadcaster.
Production Format and Standard
The mandatory production format for the coverage of the Event is HD – 1920x1080 50i
Crew
In regards to the necessary crew for the Event broadcasting, United World Wrestling is providing the
Executive Producer, the Director and the Assistant Producer / Technical Director, the LIVE TV
Graphics operator, and the English Commentator.
Additionally, the Host Broadcaster shall provide the following crew:

Host Broadcaster as employer of record
The Host Broadcaster selected will be considered the employer of record, and as such, will be
responsible for all insurance coverages, certifications, work permits, fringes, taxes, workers’
compensation coverages, etc. Further, the Supplier / Host Broadcaster will be expected to provide
HIT THE ROOF sàrl (HTR) and United World Wrestling Television department with indemnification
against any and all claims which may be made by crew that the Host Broadcaster provides.
Detailed information about the crew and technical requirements from the side of the host
broadcaster can be found in the attached document: “UWW_Host Broadcasting Requirements”.
Production Guidelines
The TV production of the competitions should be conducted in a way that will ensure that a first
class international signal is achieved. The standard production requirements are presented in detail
in Appendix 7: Production Guidelines.
Handling of Domestic Broadcasting Rights
The domestic rights will be handled separately between the LOC and United World Wrestling.

If United World Wrestling sells to a company or other entity the commercialisation rights of the Event
(“sales agent”), this entity also has the exclusive right to sell broadcasting rights to a third party.
A TV channel or other broadcaster which has bought the television broadcasting rights from United
World Wrestling or from its broadcasting rights sales agent for a certain territory or a specific country
has the right to broadcast on the defined territory or country specified in the contract (“Broadcast
Rights Holder”). The Internet broadcasting will be blocked in the territories for which a broadcaster
has signed an exclusive contract with United World Wrestling of its sales agent.

Appendices
Appendix 1: United World Wrestling’s Obligations
1. United World Wrestling will assist the National Federation which organises a Senior World
Championship.
The evaluation and inspection Commission nominated by United World Wrestling, the Head of
the United World Wrestling Refereeing Commission, the President of the Continental Committee
of the host National Federation, the United World Wrestling Secretary General, the responsible
of the TRT and internet broadcasting, the TV responsible, the head of the Sports Department
and the head of communication of United World Wrestling comprise the commission which is
responsible to the Executive Committee for permanent contact with the host National
Federation. It must always be available for the host National Federation for advice and
information.
A preliminary inspection report will be made at the first meeting of the Executive Committee
which precede the attribution of the Championship.
A second report will be compiled one year before the Championship and will concentrate on the
conditions for the television broadcasting of the event, its marketing, advertising, etc.
The Executive Committee will hold, if necessary, a meeting prior to the Championships, during
which the host National Federation will be able to discuss all matters concerning the final
organisation.
2. Six months before the date of the Championship, the United World Wrestling President will
determine in collaboration with the host National Federation, the number and sort of meetings
required, the conditions required to participate in them and will designate the officials who will
participate in them.
3. Six months before the date of the Championship, the United World Wrestling President, at the
suggestion of the Refereeing Commission, will determine the number of referees who will work
and the number of supplementary officials United World Wrestling will nominate for the length
of the Championship.

Appendix 2: Competition Hall
Overview
The competition hall will be large enough to house the competition equipment necessary and will
have at least 5,000 seats. The competition area will be equipped according to the Regulations for
the organization of Championships and international competitions.
The number of mats necessary for the competition is four (4). If there are three (3) mats, this needs
to be approved by United World Wrestling. The competition hall must be equipped to enable optimal
viewing for spectators and competitors (matches in progress and upcoming, match results, times,
number of points, nationality, names).
Non-authorised people will not have access to the competition area and the surrounding area.
Sufficient numbers of seats must be allocated to the United World Wrestling Executive Committee,
the VIPs, the Refereeing Commission, the referees, technical officials, doctors and first aid teams
and assistants and United World Wrestling officials.
A certain number of seats will be reserved for guests, Presidents, Secretary General, National
Federation delegation leaders, journalists and competitors. These seats will be labelled accordingly.
Competitors' seats will be placed as close as possible to the competition area and will have direct
access to it.
1. Each competition mat will be equipped with two screens from minimum 55 inches (140 cm) or
double sided timing at each ends of the mat and, just in case, manual boards and recording and
timing equipment, gongs, etc. which will be supplied by the organiser as laid down in the
Refereeing Rules and a screen per mats for the challenge visible to the public.
2. The organiser will make a table for at least four people available in the competition area for
the Refereeing Commission. The officials at the table must be able to work independently of
the other set-ups. In addition to the tables in the competition area, there will be a central table
for the judge opposite the mat chairman's. In the corner of each mat there must be a table with
2 seats for the Jury of Appeal.
3. There will be a table for the doctors for each mat (for 2 persons).
Separate rooms for male and female competitors with bathroom must be available in the
competition hall according to the conditions required for anti-doping tests.
4. Changing rooms which can be locked, a first aid room, massage tables, a private room for the
United World Wrestling Bureau and United World Wrestling Executive Committee, referees and
members of the Refereeing Commission, a warm up hall with one or two United World Wrestling
approved mats, a working room for the Press and dining areas must be provided as well as two
lockable rooms for the United World Wrestling staff and the broadcaster.

5. Phones must be available for technical delegates, delegated referees, United World Wrestling
staff, the United World Wrestling President and the Secretary General. These microphones will
be interconnected.
Steps must be taken to ensure that information about the competition is copied.

Conditions and quality of the facilities
All the necessary facilities which are required for the competition must be checked or approved
by the authorising services of United World Wrestling.
The competition hall must be equipped so that the conditions are the best possible for the
competitors, referees, teams officiating at the tables, officials and spectators.
The competition hall must have an average ambient temperature of 18°- 22°C max.
It must be possible to light the mats. The light must be directed vertically at the mat and must
not be less than 1,500 lux (the best lighting being 1,800 lux).
Officials' seats must be reserved with their names on.
Special seats must be provided for guests of honour, accredited journalists and competitors.
All the officials', referees' and competitors' rooms must have loud speakers. In addition, in the
competition hall, all information must be provided on a giant screen.
All the cables provided (electric, network, video) must be from CE standards (no handmade
cables).

Appendix 4: Opening Ceremony Protocol Elements and Order
Following the announcement of the opening ceremony and the cultural and sporting programme, the
delegations, in tracksuits or any other suitable attire, will file past preceded by a sign with their
country's name on; either in its entirety or its abbreviation, in the language of the host National
Federation, or the Olympic names or the abbreviations approved by the International Olympic
Committee; and their national flag. The sign bearers will be provided by the host National
Federation. They will lead the delegations to line up opposite the area reserved for the officials.

The delegations will enter in alphabetical order to music. The host country will enter last followed
by the referees and the technical officials.
When all the delegations are present, the flag of the host country and that of United World Wrestling
will be raised. After that, the national anthem will be played. These flags remain hoisted for the
entirety of the event.
The President of the host National Federation will make a speech, followed by the United World
Wrestling President who will declare the event open or will delegate this honour to the highest
authority present. The President of the International Olympic Committee, the President of the host
country or the Sports Minister can also be asked to make speeches.
The following text is used to declare a competition open: "In the name of ……… I declare the ….
Senior World Wrestling Championship open".
Appendix 5: Prize Giving Ceremony Protocol Elements and Order
The formal prize giving ceremony takes place each day as follows:

For exceptional cases, it can be modified after discussion with United World Wrestling.
The wrestlers, dressed in their national team tracksuit line up behind the podium in the following
order: second, first, third, third.
It is strictly forbidden for wrestlers who are on the podium to have national flags or others and any
identification on them other than the regulatory ones on their national outfits. The Organizing
Committee is responsible for the good implementation of these guidelines.
The speaker must clearly announce the ceremony and pronounce the names, nationality and
classification of the recipients as well as the names and titles of the officials who will present the
medals. We strongly recommend the use of giant screens which show the names of the medal
winners.
The flags are hoisted at the same time but with a slight difference between their heights: 1st at the
top, 2nd slightly below and the two 3rd lower still. When the short version of the national anthem
of the country of the winner is played, officials and athletes must turn to the flag for the salute.
Athletes enter and leave to the accompaniment of music. Award winners are presented in the
following order:

The privilege of awarding medals belongs to the United World Wrestling President who can delegate
this honour to highly placed individuals present as well as to United World Wrestling Bureau
members. The presentation order is determined in consultation with the United World Wrestling

Appendix 7: Production Guidelines
This Appendix describes the manner in which the TV production of the competitions should be
conducted to achieve a first class international signal. The standard production requirements
described below are based on a three-mat competition structure (elimination and finals). They are
accompanied by an optional section which is subject to case-by-case agreements between United
World Wrestling, the organising Federation, and the Host Broadcaster.
1. TV PRODUCTION OBJECTIVE
The Host Broadcaster will produce an international TV signal which will be accessible to all
international rights holders, including the Eurovision network. The Host Broadcaster will also manage
commentary positions for TV and radio and control unilateral requests (recording, editing and
transmission facilities).
From the elimination rounds, United World Wrestling and the Host Broadcaster shall concentrate
their production efforts on main mat; the match schedules should be arranged to ensure the most
interesting matches to take place on main mat. For the Host Broadcaster, this will mean one main
live feed and one or two additional feeds depending on interest (live alt. ENG coverage).
2. ELIMINATION ROUNDS (MAT A, B, C)
Three cameras per mat, two slow-motions, and individual result service for each mat.
3. FINALS (MAT B)
Cameras from mats A and C are connected to the main OB-unit and three slow-motions are used.

4. OTHER CONSIDERATIONS
The competition mats being elevated from the arena floor, the Host Broadcaster shall provide
similarly elevated camera podiums in order to ensure sufficient camera angles onto the mat.
The competition direction and the Host Broadcaster producer should consider the competition match
pace and TV slow motion use, so that slow motion sequences can be included within the high paced
live action.
