Karnataka ranked #1 in India Innovation Index 2021 by NITI Aayog

The India Innovation Index prepared by NITI Aayog is a comprehensive tool for the
evaluation and development of our country’s innovation ecosystem. It is aimed at
contribution of the innovation outcomes towards the goal of an Aatmanirbhar Bharat
and creates an exhaustive innovation framework for the continuous evaluation of the
States and Union Territories by performing the functions: ranking of states and UTs
based on their index scores, identifying opportunities and challenges and assisting in
transforming policies to foster innovation.
The 3rd edition of the NITI Aayog Innovation Index 2021 adopts the framework
of the Global Innovation Index (GII) and assesses the States and Union Territories
on 66 performance indicators across seven key pillars - human capital, investment,
knowledge workers, business environment, safety and legal environment, knowledge
output, and knowledge diffusion and five ‘Enabler’ pillars (Enablers- 50 performance
indicators) measuring the inputs and two ‘Performance’ pillars (Performers-16
indicators) measuring the output.

Key Highlights of India Innovation Index 2021
- Karnataka continues to be the innovation hub of India and has been ranked 1st in NITI Aayog’s India Innovation Index consistently for 3

years - 2021, 2020, 2019.
- Karnataka has been ranked as Top Performer in the Major States’ category, with an overall innovation score of 18.01.
- The State has scored high in the areas of Business Environment, Human Capital, Enablers, Innovation and Safety and Legal Environment
- Karnataka is the top performer in terms of investment with a score of 19.06, attributable to its high performance on various indicators

such as FDI inflow and high venture capital deals.
- Karnataka is the top recipient state with 38% of the total FDI equity inflow.
- Karnataka also scored high in the ‘Performer’ dimension, with the highest share of Information and Communications Technology (ICT)

exports (14.83 per cent) and Geographical Indication (GI) registrations.
- Karnataka has been making several interventions to invest in its human capital. The percentage of schools with ICT labs increased from

Karnataka Innovation Vision 2030 Shri Basavaraj Bommai,

The Karnataka Innovation Vision 2030 lays down the Hon’ble Chief Minister of Karnataka
growth path needed to propel the State as a Global launched the State Innovation Vision
Innovation Hub and outlines the key interventions the
State needs to adopt at both the macro and micro level to on the 5th of October 2021
nurture and scale the innovation ecosystem in the State.
The Vision has been designed broadly around the five
pillars of Infrastructure, Investment, Talent, Innovation
Hubs, and Intersections. The key innovation hubs identified
are: Automotive, Aerospace and Defence, Textiles, Agri-
tech and Food Processing, Information Technology, Bio-
economics and E-commerce.

The vision document identifies various reforms and initiatives that are needed to help realise the outcomes envisaged in Vision 2030, these
include: increasing internet penetration across rural Karnataka, improving digital infrastructure in schools and colleges, development of city
infrastructure to improve ease of living, reviving centres of excellence with innovation agenda, reviving Junior Technical Schools with new
technology education, judicial reforms, enhancing incubation network, increasing education and R&D spends and improving digital literacy to
push use of innovations across the State. The State has adopted the vision with an implementation focus and intends to drive collaboration
across departments internally and with industry and academia to fulfill the goal of becoming a Global Innovation Hub and an Innovation
Driven economy in the near future.

Karnataka – The First State to Establish Karnataka Innovation Authority

The Karnataka Innovation Authority (KIA) has been set up as a high-level committee under the Chairmanship of the Chief Minister of Karnataka,
for the promotion of innovative emerging technologies. The KIA Act was enacted on 24th April,2020 and KIA Rules were notified on 22nd
June,2020. The KIA Act empowers the Karnataka Innovation Authority as the primary agency responsible for making the legal and policy
decisions concerning the deployment of regulatory sandboxes. KIA shall grant certain exemptions and modifications to existing State laws
and regulations for firms employing emerging technologies while retaining oversight and control over the deployment of such technologies.

Karnataka Innovation Authority has announced the setting up of the 1st Regulatory Sandbox with a Sandbox Operator in the State for which
it invites proposals from Government Departments/Private Parties wishing to set up and operate such Regulatory sandbox.

INTRODUCTION

Science and Technology (S&T) is the most powerful engine of growth and development in the present knowledge-based economy. It has
profound effect on the way we live, largely through technological advancements. These technological advances have made our life easier
and more comfortable. Hence, development of S&T is particularly important so as to raise the standard of living, to eradicate blind belief &
superstitions, create wealth as well as to ensure sustainable utilization of natural resources and conservation of biodiversity.

The mainstreaming of science and technology in all areas of development is necessary so as to enable harnessing scientific advancements
and technological innovations for societal good, particularly in rural areas. Hence, it is necessary to disseminate information about scientific
advancements to bring scientific awareness and to develop scientific temper across the society to provide impetus to uplift the living
standards of rural people and overall development of people in an increasingly competitive global market.

Towards this, the Department of Science and Technology (DST) through its subsidiary organizations has been promoting science and
technology to empower citizens as well as to build more inclusive, informed and sustainable society across the state:

Science Centres

With an aim to popularise developments in science and technology among general public and
to provide an opportunity to develop scientific temper, scientific thinking and spirit of inquiry
among students Dr. H. Narasimhaiah Sub-Regional Science Centre in Hosur at Gauribidanuru
Taluk was inaugurated on 28th February 2022. This centre contains galleries on Fun
Science, Space, Human Evolution along with Innovation hub and auditorium as well as a mini
planetarium. Around 8390 students, teachers and the public have benefitted from the centre.

The building construction of Bagalkote, Koppala and Davanagare Sub-Regional Science Inaugural function of Dr. H. Narasimhaiah
Centres has been completed and the installation of outdoor and indoor science models/ Sub-Regional Science Centre
exhibits is in progress.

Also, the construction of Science Centre buildings in Tumkur, Haveri and Chittapur are in progress.

Planetariums

Planetariums are being established in selected cities of the State to promote concept of astronomy/astrophysics-based education to the
student community and public. A mini 3D Planetarium is being established in Gadag City at a cost of Rs. 803.00 lakh. The building construction
work completed and the installation of the projection system is nearing completion. An action is being taken to inaugurate the planetarium
by August 2022. The building construction of the Raichur planetarium has been completed and the action is being taken to call tender for the
Procurement of the Projection system.

Mobile Digital Planetarium Project

To take astronomy education to the doorstep of Schools, a unique program known as Mobile Digital Planetarium was implemented by
deploying 11 digital mobile planetariums across Karnataka. All the 11 Mobile planetariums have visited the high schools located in district
and taluk headquarters and in FY 2019-20, around 3.80 lakh students and teachers benefited from this program. Due to the Covid -19
pandemic situation from March 2020 onwards, the project was temporarily discontinued and necessary action is being taken to reimplement
the project in the current year.

Mini Science Resource Centres

To promote science and to understand the concept of science by students through ‘hands-on, minds-on’ concept, Mini Science Resource
Centres were established in the selected high schools of backward taluks of Hosadurga, Malavalli, Kanakapura, Kaduru, Pavagada and
Kollegala. Each Mini Science Resource Centre contains Indoor and Outdoor exhibits related to the science concepts. Student beneficiaries
of this program have expressed happiness that the establishment of these resource centres have helped them in better understanding of
scientific principles.

Science Gallery Bengaluru

The Department of Science and Technology of the State in collaboration with an international Science Gallery Dublin, Ireland is establishing
a Science Gallery in Bengaluru at an estimated cost of Rs. 86.75 crores with an aim to excite and inspire young adults in the world of science
and innovation in collision with art & culture. Currently, the construction of the building is in progress and is expected to be completed by
November 2022. Science Gallery has conducted a total of four online exhibitions on ‘Elements’, ‘Submerge’, ‘Phytopia’ and ‘Contagion’ since
October 2019, which has benefitted more than 50,000 public.

DST-Ph.D. Fellowship Program

To encourage Ph.D. students of Science and Engineering to undertake research, a monthly fellowship of Rs. 20,000 is being provided for a
period up to 3 years. A total of Rs. 347.34 lakh has been provided to 166 students till date. Year-wise details of beneficiaries selected and
grants utilized are given below:

Bengaluru India Nano Conference

To promote nanoscience and technology-based organizations in the State, Bengaluru India Nano event is being organized every year since
2007. Eleventh & Twelfth editions of Bengaluru India Nano International Events were successfully organized on March 2-3, 2020 & March
7-9, 2022, respectively in Bengaluru. Around 800 delegates physically attended the 11th edition and around 3200 delegates attended
virtually the 12th edition of Bengaluru India Nano. Both International and National Speakers and delegates participated in the event.

Vignana Malike 500

To promote scientific temperament and science & technology development among the public and students, a unique program called
Vignana Malike 500 was implemented as ‘Nitya Vignana’ in association with Akashavani Bengaluru from August 15, 2021. Till date around
320 episodes of Nitya Vijnana have been broadcasted from Akashavani centres across Karnataka. Eminent science writers and respected
scientists have delivered the science snippets on different science subjects through this program. All the episodes of this program are made
available in YouTube for students, teachers, and the public.

Science Talent Search Program

To identify and nurture talented science students studying in Government Pre-University Colleges, the Science Talent Search Program has
been implemented from FY 2021-22. Under this program, a total of 320 students (10 PU science students from each educational district)
were selected based on their SSLC merit every year and provided with a scholarship of Rs. 1000/- per month and mentorship through
Karnataka Science and Technology Academy. Since FY 2021-22, a sum of Rs. 39.32 lakh has been spent towards fellowship and mentoring
of students. The beneficiary students have opined that this program is helping them financially and mentoring is very useful for their exams
as well as their future career.

Vision Group on Science and Technology (VGST)

The State Govt. has constituted Vision Group on Science and Technology (VGST) in 2008 under the Chairmanship of Distinguished Scientist
Bharat Ratna Prof. C.N.R. Rao, F.R.S., Honorary President, JNCSAR. VGST serves as an apex body monitoring various programs specifically
dovetailed to Karnataka. The different programs currently implemented under VGST are as follows:

a) Centres of Excellence in Science, Engineering and Medicine (CESEM): Under this scheme, grants are provided (Rs. 20 lakh x 2 Years =
Rs. 40 lakh/selected project) to educational institutions for development of Centres of Excellence in Science, Engineering and Medicine.

b) Centres of Innovative Science & Engineering Education (CISEE): Under this scheme, grants are provided (Rs. 15 lakh x 2 years = Rs. 30
lakh/selected project) to educational institutions for development of Centres of Innovative Science & Engineering Education.

c) Research Grant for Scientists/Faculty - (RGS/F): This program recognizes and provide grant support (One Time Grant – Rs. 3 lakh/
selected project) to faculty members of science and engineering, who are into research activity.

d) Karnataka Fund for Infrastructure Strengthening in Science and Technology (K-FIST Level 1 & 2): Under this scheme, grants are

project) to higher educational institutions in the State for strengthening infrastructure facilities to carry out research and development.

e) Awards for Research Publications (ARP): This scheme is to encourage and reward (One Time Award – Rs. 25,000/-) Science, Engineering
and Medicine faculty members in colleges, universities and research organizations / institutes in the state who have published quality
research publications in National and International journals.

f) Faculty Development Program for Engineering College Faculty (FDP-ENGG): Under this scheme, one time grant of Rs. 2 lakh is provided
for each selected institution for conducting workshop for faculty members to increase their knowledge and skill about the recent
technologies needed for industries, which will in turn enable them to transmit the same to the students.

From 2019-20 to till date, under different programs of VGST, a total of Rs. 3,577.89 lakh has been released (including 1st, 2nd and 3rd
instalments) to a total of 417 projects. The details are given below:

An interaction meeting of beneficiaries of VGST programs of FY 2019-20 and 2020-21 was held at JNCASR under the Chairmanship of
Bharat Ratna Prof. C.N.R. Rao, F.R.S., Honorary President, JNCSAR. The beneficiaries of VGST program who have participated in the event
have opined that the VGST program is playing a vital role in strengthening S&T infrastructure in their respective institutions and has not only
facilitated to undertake research but also increasing the quality of teaching.

Science Outreach and Educational Programmes

A large number of science outreach and educational programs such as laboratory-based classes for high school students, research-based
education programs, observation of sky and astronomical phenomena, lecture series, webinars, special workshop for science communicators,
design and preparation of science kits, science drama, quiz and many other popular programs have been organized across the State for
promotion of science and technology through subsidiary organizations of the Department and Science centres. About 1 lakh students,
faculty and the public have benefitted from these programs.

The Department has also participated in the ‘Pride of India’ Exhibition of 107th Indian Science Congress held during 2-7, January, 2020 at
GKVK, Bengaluru. More than 1.50 lakh students and public participated in this exhibition.

Karnataka Science and Technology Promotion Society (KSTePS) has organized the National Science Day program and Student Satellite
Launch program on 28th February 2022 at Govt. PU College, 18th Cross, Malleshwaram, Bengaluru. Hon’ble Minister of Higher Education,
Electronics, Information Technology, Biotechnology and Science and Technology, Skill Development, Entrepreneurship and Livelihood,
Government of Karnataka presided over the event. Around 2000 students and general public were attended. As part of the event, Science
exhibition was organized and many departmental and other organizations participated.
