BUDGET SUMMARY

On May 26, 2022, the City Council adopted its annual budget for the fiscal year commencing onJuly
1, 2022. The FY 2022-23 Adopted Budget demonstrates a commitment to the City Council’s Guiding
Principles and Community Values, as well as open and transparent communication with the citizens of
Rialto. As adopted, the FY 2022-23 Budget either maintains or increases existing City service levels and
programs. The budget, as presented, is cash balanced and it recommends taking advantage of available
ongoing and one-time resources to fund numerous projects and programs. While the City continues to
make a strong economic recovery with funding sources continuing to grow, the growth in revenue is
matched by an increase in on-going expenses, with the FY 2021-22 Adopted Budget including $220.1
million in expenses. The budget book includes the operating budgets for the General Fund and its
associated departments, special revenue funds, enterprise funds, internal service funds, and capital funds.
Additionally, the budget book includes the budgets for the Rialto Housing Authority, the Rialto Utility
Authority, the City’s Maintenance and Street Lighting Districts, and the Rialto Redevelopment Authority
Successor Agency.

LIHWAP

What is Fall 2022

LIHWAP?

LIHWAP stands for the Low Income Household Water Assistance Program.

LIHWAP offers a one-time payment to help you pay your past due water or wastewater bills.

LIHWAP helps pay overdue bills which accrued during any timeframe.
There is no date restriction for when the overdue amount occurred.

How Do I Apply?

Households can apply for LIHWAP assistance through a local LIHWAP service provider.
Eligibility for LIHWAP services can vary depending on income, water system participation, place of residence, and
other factors. Households whose utility payments are included in their rent may also be eligible for LIHWAP. Contact
your local LIHWAP service provider to learn more about how to apply by visiting https://csd.ca.gov/waterbill.

What Can I Qualify For?

LIHWAP provides one-time payments to low-income households that are eligible for assistance. The size of a benefit
can vary depending on the past due balance of the household’s residential water and wastewater bills. In addition,
program participation is limited to households receiving services from water and wastewater providers enrolled in
LIHWAP to receive the payment of assistance benefits. Households that qualify for LIHWAP could reduce their
water or wastewater charges, or both if their bills include both services, by up to $2,000.

for payment assistance through LIHWAP and to find the local service provider near you to apply.

Benefits of Backyard Composting Backyard Composting

Home composting is an effective and efficient way to dramatically reduce your waste stream at home, Fall 2022
while doing your part to reduce your carbon footprint. Organic material sent to the landfill creates
methane, a powerful greenhouse gas that contributes to the negative impacts of our changing climate.
By making compost, you are creating a valuable soil amendment that you can use to benefit your
landscape, boost plant growth and reduce carbon emissions.
Many types of food waste and yard waste can be composted at home, including grass clippings, tree and
shrub trimmings, vegetable garden and fruit tree waste, lawn clippings, autumn leaves, coffee grounds,
and fruit and vegetable scraps from the kitchen. Home composters should not attempt to compost
meat, dairy or large amounts of baked goods.
Home composting can be done in an enclosed bin or tumbler, in an easily made bunker, or using a no-
fuss pile. The key is to blend your feedstocks to achieve a balance of carbon and nitrogen, keep things
damp but not saturated, and ensure adequate oxygen deep in the pile. The microbes will do the rest.

Compost Bins

The City of Rialto sells compost bins at a cost that include free instructions and printed materials to
anyone interested in learning how to make this nutrient-rich soil amendment. A properly managed
compost pile DOES NOT SMELL BAD!! The materials should smell like fresh earth and a bin can be easy
to care for. It only takes about 15 minutes a week.

Put yoga to music and enhance the fluid movement of your body. Class includes stretching

Ballet Folklorico Classes

Dancers will learn folkloric dances along with the culture of Mexico through various dances,
music, routines, costumes, make-up and gritos. Beginning class teaches step by step
movement of dances, posture, balance, and develops self-confidence. Intermediate class
builds on beginning steps. It shows discipline, rhythm patterns, footwork and arm/turns
routines. Advanced class focuses on choreography and execution of various footwork/body
techniques. All adults are welcome to join! Instructor approval for teens joining advanced level.

CPR and First Aid

The primary purpose of the American Red Cross, First Aid/Adult/Pediatrics /CPR/AED program,
is to help participants recognize and respond appropriately to cardiac emergencies.

Cardio Pulmonary Resuscitation and use of the Automated Electrical Defibrillator can Help
Save A Life.

Participants will demonstrate competency throughout the courses in F,A./CPR/AED by actively
participating in activities, guided discussion, skill sessions, and the Putting It All Together
Assessment Scenarios.

A 2- year certificate will be accessible online following successful completion and evaluation

The intermediate class is for those who want more of a challenge and want to be pushed
to learning more ways to play tennis. In this class Students will be going over all areas of
tennis that are covered in the beginning class (forehand, backhand, serve and volley) and
expanding on them. Students will also be doing competitive game play in singles and
doubles while learning more specific ways to hit the ball. This class offers a platform to the
next level of tennis which is to have a competitive mindset and know how to challenge not
