Accountability. A cohesive vision. These are the hallmarks of the kind of efficient, responsive local government we are entrusted to provide the residents, businesses and stakeholders of Rialto. As interim city manager, I am committed to embedding these values in everything we do – from the essential services we provide to the financial stewardship of your tax dollars to how quickly, and effectively, we respond to the needs of this remarkable community. With the leadership and support of our Mayor and City Council, Rialto has accomplished much over the years. We’re seen far and wide as a model for innovative solutions to the challenges cities face, as a leader in water resource management and environmental protection, as an economic engine and job creator for one of the fastest growing regions in the U.S. My job, our job, is to build on that legacy. By creating the foundation – through stability, accountability and vision – we can ensure Rialto’s prosperity for generations to come. I encourage each and every one of you to join us in laying that foundation. We want to hear from you, specifically with regard to how we can better meet community needs. We also encourage you to become part of the solution, by getting involved. Support local nonprofits. Participate in community events and recreational programs. Volunteer wherever and whenever you can. Having served as Rialto’s city manager several years back, I have a good handle on the challenges and opportunities we face. More than anything, I am excited about this city’s future, and look forward to working closely with you to fulfill that promise. Thank you for allowing me, and us, the opportunity to do so. back to school Safety tips It’s that time of year again when children are going back to school. As part of our commitment to overall safety, the City of Rialto Safe Routes to School Program would like to help you and your children be safer when traveling to and from school. School Zone Driving Safety Tips • Be on the lookout for school zone signals and ALWAYS obey the speed limits. • When entering a school zone, be sure to slow down and obey all traffic laws. • Always stop for school busses that are loading or unloading children. • Watch out for school crossing guards and obey their signals. • Be aware of and watch out for children near schools, bus stops, sidewalks, in the streets, in school parking lots, etc. • Never pass other vehicles while driving in a school zone. • Never change lanes while driving in a school zone. • Never make U-Turns while driving in a school zone. • Never text while driving in a school zone. • Avoid using a cell phone, unless it is completely hands-free, while driving in a school zone. • Unless licensed to do so, never use handicap or emergency vehicle lanes or spaces to drop off or pick up children at school. Riding Your Bike to School • Make sure your child always wears a bicycle helmet! Failure to wear one could result in a traffic citation. Furthermore, in the event of an accident, helmets reduce the risk of head injury by as much as 85 percent. • Obey the rules of the road; the rules are the same for all vehicles, including bicycles. • Always stay on the right-hand side of the road and ride in the same direction as traffic. • Be sure your child knows and uses all of the appropriate hand signals. • Choose the safest route between home and school and practice it with children until they can demonstrate traffic safety awareness. • If possible, try to ride with someone. There is safety in numbers. Walking to School • Leave early enough to arrive at school at least 10 minutes prior to the start of school. • Use the same route every day and never use shortcuts. • Go straight home after school. Do not go anywhere else without permission. • Always use public sidewalks and streets when walking to school. • Demonstrate traffic safety awareness and pick the safest route between your home and the school and practice walking it with your children. • Try and walk to school with other students. There is strength in numbers. • Teach your children to recognize and obey traffic signals, signs, and pavement markings. • Only cross streets at designated crosswalks, street corners and traffic controlled intersections. • Always look both ways before crossing the street and never enter streets from between obstacles like parked cars, shrubbery, signs, etc. • Always walk and never run across intersections. • Avoid talking to strangers. Teach your children to get distance between themselves and anyone who tries to approach or make contact with them. • If a stranger does approach your child, make sure they know to immediately report the incident to you or a teacher. • Teach your children to never get into a vehicle with anyone, even if they know them, without your permission. • Enséñeles a sus hijos que jamás deben subirse a un vehículo con nadie, aunque conozcan a la persona, sin que usted les haya dado permiso. backyard Composting reduce your carbon footprint Home composting is an effective and efficient way to dramatically reduce your waste stream at home. Organic material sent to the landfill creates methane, a powerful greenhouse gas that contributes to the negative impacts of our changing climate. By making compost, you are creating a valuable soil amendment that you can use to benefit your landscape, boost plant growth and reduce carbon emissions. Home composting can be done in an enclosed bin or tumbler, in an easily made bunker, or using a no-fuss pile. The key is to blend your feedstocks to achieve a balance of carbon and nitrogen, keep things damp but not saturated, and ensure adequate oxygen deep in the pile. The microbes will do the rest. Many types of food waste and yard waste can be composted at home: • grass clippings • tree and shrub trimmings • vegetable garden and fruit tree waste • autumn leaves and lawn clippings • coffee grounds • fruit and vegetable Kitchen scraps Home composters should not attempt to compost meat, dairy or large amounts of baked goods. Get YOUR Compost Bin The City of Rialto sells The Earth Machine compost bins at a cost that include free instructions and printed materials to anyone interested in learning how to make this nutrient-rich soil amendment. These bins have an open bottom and are placed directly on the ground. A properly managed compost pile DOES NOT SMELL BAD!! The materials should smell like fresh earth. If you are interested in buying a compost bin for your home, call(909) 421-7222. easy to care for It only takes about 15 minutes a week. 30 Community corner

California passed Senate Bill 1383 to improve air quality and reduce greenhouse gas emissions. When organic waste (including food waste) decomposes in landfills it generates greenhouse gases which contribute to global climate change. WHY RECYCLE FOOD WASTE? • The State of California’s CalRecycle branch reports that recycling organic waste, including food waste, is the next critical step to protect our communities and our environment from the impacts of climate change. Organic waste in landfills accounts for 20% of the methane gas generated in this state. Methane, a superpollutant, has a short-term atmospheric life, but a long-term impact on the climate. • Targeting methane reductions is an effective strategy to combat climate change and move towards a more sustainable future. The implementation of the state’s organic waste reduction regulations adopted under Senate Bill 1383 (Short Lived Climate Pollutants). • The goal of California’s Senate Bill 1383 is to achieve a 75 percent reduction of the statewide disposal of organic waste by 2025. All residents must adhere to this law and recycle both food waste and green waste. 1. COLLECT Begin collecting food waste separate from your other trash and recycling. This includes: fruits, vegetables, meats, seafood, bread, solid dairy, eggshells, coffee grounds, plate scrapings, peels, rinds, food soiled paper, and expired food. 2. ADD & SECURE Add food waste to its own separate plastic bag. Store it in a convenient place, such as on your countertop, in your refrigerator or under your sink. Secure your plastic bag by tying it off. Remember, bags do not have to be compostable or biodegradable. They can be any color. We encourage you to re-use bags you may already have such as bread bags and produce bags. 3. DISCARD Place your bagged food waste into your green barrel, along with your green waste. Continue using your green waste barrel as usual. Remember, food waste no longer belongs in your trash barrel. FAQs Residential Food Waste Recycling Program Am I Required To Participate? Yes. This is a California law that requires all residents, multi-family tenants, and commercial businesses to participate in food waste recycling in order to comply with Senate Bill 1383. What is the benefit of recycling food waste? Your recycling efforts contribute to the reduction of greenhouse gas emissions in landfilled organic waste. This includes methane, a greenhouse gas 80 times more potent than carbon dioxide. I already backyard compost, do I have to participate? We encourage you to continue backyard composting. Organic items not suitable for backyard compost must be recycled through this program. Can I use my garbage disposal instead? No need to change your current garbage disposal use. Food currently being discarded in your trash barrel should now be bagged and placed in your green waste barrel. Will plastic bags be supplied? Customers will be required to use their own bags. Bags do not need to be compostable or biodegradable. What items are not acceptable? Trash, styrofoam, liquids, glass, plastic, metal, diapers, pet waste, electronic waste, and hazardous waste. What items are acceptable? Fruits, vegetables, meats, seafood, dairy, eggshells, bread, food scraps, food soiled paper, plate scrapings, and expired food.
