AWARDED City awarded a Grant for Safe Streets and Roads for All The City of Rialto was recently awarded $320,000 through the Safe Streets and Roads for All (SS4A) grant program. As one of the first communities in the United States to be awarded grant funding under the federal government’s new program, the City will be able to move forward on the City Council’s commitment to safer roadways throughout our community. U.S. Transportation Secretary Pete Buttigieg this week announced that Rialto is among 510 SS4R grant awardees across the U.S. and will receive funding to develop a comprehensive safety action plan. Once completed, the plan will position the city to apply for additional SS4R funding to implement specific roadway and pedestrian safety measures. The competitive grant program is part of the new federal infrastructure law and will provide $5 billion over five years for regional, local, and tribal initiatives — from redesigned roads to better sidewalks and crosswalks — to prevent deaths and serious injuries on the nation’s roadways. The program aims to fundamentally change how roadway safety is addressed at the community level through the use of data, technology and comprehensive planning. “We’re honored to be part of the first group of AA4R grant recipients, which underscores both our commitment to public safety and the importance of Rialto as a population and economic center,” said Mayor Deborah Robertson. Across the U.S., fatalities reached a 16-year high in 2021 and will remain near those levels in 2022, while getting worse for people walking, biking or rolling as well as incidents involving trucks. WHAT'S NEW $320,000 Awarded to the city through SS4Agrant program 510 Total SS4A grantees $5,000,000,000 To be disbursed over five years for regional, local, and tribal initiatives “The comprehensive safety plan we develop as a result of this funding will make our roadways safer and save lives. As a city, we thrive on finding new, innovative ways to improve the quality of life of our residents.” Ed Scott, City Council Member 4 CITY UPDATES

WHY RECYCLE FOOD WASTE? • The State of California’s CalRecycle branch reports that recycling organic waste, including food waste, is the next critical step to protect our communities and our environment from the impacts of climate change. Organic waste in landfills accounts for 20% of the methane gas generated in this state. Methane, a superpollutant, has a short-term atmospheric life, but a long-term impact on the climate. • Targeting methane reductions is an effective strategy to combat climate change and move towards a more sustainable future. The implementation of the state’s organic waste reduction regulations adopted under Senate Bill 1383 (Short Lived Climate Pollutants). • The goal of California’s Senate Bill 1383 is to achieve a 75 percent reduction of the statewide disposal of organic waste by 2025. All residents must adhere to this law and recycle both food waste and green waste. 1. COLLECT Begin collecting food waste separate from your other trash and recycling. This includes: fruits, vegetables, meats, seafood, bread, solid dairy, eggshells, coffee grounds, plate scrapings, peels, rinds, food soiled paper, and expired food. 2. ADD & SECURE Add food waste to its own separate plastic bag. Store it in a convenient place, such as on your countertop, in your refrigerator or under your sink. Secure your plastic bag by tying it off. Remember, bags do not have to be compostable or biodegradable. They can be any color. We encourage you to re-use bags you may already have such as bread bags and produce bags. 3. DISCARD Place your bagged food waste into your green barrel, along with your green waste. Continue using your green waste barrel as usual. Remember, food waste no longer belongs in your trash barrel. FAQs Residential Food Waste Recycling Program Am I Required To Participate? Yes. This is a California law that requires all residents, multi-family tenants, and commercial businesses to participate in food waste recycling in order to comply with Senate Bill 1383. What is the benefit of recycling food waste? Your recycling efforts contribute to the reduction of greenhouse gas emissions in landfilled organic waste. This includes methane, a greenhouse gas 80 times more potent than carbon dioxide. I already backyard compost, do I have to participate? We encourage you to continue backyard composting. Organic items not suitable for backyard compost must be recycled through this program. Can I use my garbage disposal instead? No need to change your current garbage disposal use. Food currently being discarded in your trash barrel should now be bagged and placed in your green waste barrel. Will plastic bags be supplied? Customers will be required to use their own bags. Bags do not need to be compostable or biodegradable. What items are not acceptable? Trash, styrofoam, liquids, glass, plastic, metal, diapers, pet waste, electronic waste, and hazardous waste. What items are acceptable? Fruits, vegetables, meats, seafood, dairy, eggshells, bread, food scraps, food soiled paper, plate scrapings, and expired food. Chlorine and other pool chemicals can harm our waterways when they are discharged improperly. Share these good housekeeping practices with your pool service personnel to keep pollutants out of our waterways • Dispose of filter backwash solids in the trash or landscape area. • Neutralize acid washes before discharging to the sewer. Do not discharge to the storm drain. HOLD IT BEFORE YOU DRAIN IT • De-chlorinate the water before draining the pool to the storm drain. • Consult with your pool contractor before de-chlorinating the pool to learn about your options. SHUT Shut off the chlorination system or stop adding chlorine. Hold Hold the water in the pool for at least 5 days or add a de-chlorinating agent. TEST Use a pool testing kit to ensure the level of chlorine is at 0.1ppm before discharging the water. - Make sure all debris is removed and chemicals are dissipated. - pH of pool water should be between 6.5 and 8.5 before discharging. - Make sure the water is free of any discoloration, mosquitoes, dirt or algae. DRAIN Check with your city for local requirements before discharging your pool to the storm drain or sewer. Alternative 1: Sanitary Sewer - Some cities allow pools to be drained to the sanitary sewer during non-peak hours. Alternative 2: Lawn or Garden - Discharge the pool water through the lawn or garden. TEACH KIDS HOW TO WALK SAFELY 1. Teach kids at an early age to look all four ways before crossing the street. Then remind them to continue looking until safely across. 2. It’s always best to walk on sidewalks or paths and cross at street corners, using traffic signals and crosswalks. If there are no sidewalks, walk facing traffic as far to the left as possible. 3. Teach kids to make eye contact with drivers before crossing the street. 4. Children under 10 need to cross the street with an adult. Every child is different, but developmentally, most kids are unable to judge the speed and distance of oncoming cars until age 10. 5. Encourage kids to be especially alert for cars that are turning or backing up. 6. Teach kids not to run or dart out into the street or cross between parked cars. 7. If kids are walking when it’s dark out, teach them to be especially alert and make sure they are visible to drivers. Have them wear light- or brightly-colored clothing and reflective gear. TAKE ACTION AGAINST DISTRACTION 1. Teach kids to put phones, headphones and devices down when crossing the street. It is particularly important to reinforce the message with teenagers. 2. Pull headphones down or turn off the volume before crossing the street. 3. Be aware of others who may be distracted and speak up when you see someone who is in danger. 4. If kids need to use a cell phone, teach them to stop walking and find a safe area to talk. LET YOUR ACTIONS SPEAK AS LOUDLY AS YOUR WORDS 1. Be a good role model. Set a good example by putting your phone, headphones and devices down when walking around cars. 2. When driving, put cell phones and other distractions in the back seat or out of sight until your final destination. 3. Be especially alert and slow down when driving in residential neighborhoods and school zones. Be on the lookout for bikers, walkers or runners who may be distracted or may step into the street unexpectedly. 4. Give pedestrians the right of way and look both ways when making a turn to spot any bikers, walkers or runners who may not be immediately visible.
