3 Executive Summary The CELG and COLA Student Exchange Program, under the theme “Roadmap Towards Sustainable Development Goals”, was successfully conducted from July 31 to August 6, 2023, in Ho Chi Minh City and Vinh Long Province, Vietnam. This collaborative initiative between UEH University’s College of Economics, Law, and Government (CELG) and Khon Kaen University’s College of Local Administration (COLA) aimed to foster global citizenship, academic collaboration, and active civic engagement among undergraduate students from both institutions. Throughout the week-long program, students engaged in hands-on workshops, discussions, and field trips exploring the asset-based community development (ABCD) model, local environmental, and socioeconomic challenges in the Mekong Delta region. They collaborated to develop project proposals for sustainable development in the area, applying their theoretical knowledge to real-world situations. The program, which had 23 UEH students and 16 KKU students participating, emphasized cultural and language learning, allowing students to experience cultural exchange and practice their English. The relationships and friendships formed during the exchange were highly valued, fostering international connections and mutual understanding. Participants reported increased awareness of environmental issues, global citizenship, and the importance of sustainable development. They appreciated the exchange of ideas and application of knowledge to practical research. The program also promoted personal development, skills development, and relationship building. However, participants suggested several areas for improvement, including clearer planning and scheduling, more academic content, an extended program duration, better accommodation, and increased teamwork and cultural exchange activities. Overall, the exchange program was seen as a holistic experience that provided participants with knowledge, cultural awareness, personal development, and practical skills. The positive response and reflections from participants demonstrate the program's success in fostering a comprehensive understanding of global citizenship and promoting a sense of responsibility and capability to bring about meaningful change. The program laid the foundation for future international collaboration, sustainability, and educational excellence, creating a roadmap for future generations of global citizens and leaders.

5 CELG and COLA Student Exchange Program “Roadmap Towards Sustainable Development Goals” Rationale In our increasingly interconnected world, global citizenship, academic collaboration, and civic participation are no longer optional, but essential components of a well-rounded education. These elements foster an understanding of the complexities of the global community, the ability to work collaboratively across disciplines and cultures, and the skills to engage effectively in civic processes. Recognizing this need, we propose a unique initiative, titled “CELG and COLA Student Exchange Program: Roadmap Towards Sustainable Development Goals.” CELG and COLA have a rich history of equipping students with the theoretical knowledge and critical thinking skills necessary to understand and engage with the world around them. However, there is a growing recognition that these skills need to be supplemented with practical, real-world experiences that broaden students' perspectives and foster a deeper understanding of global issues. Vietnam, with its dynamic mix of cultural heritage and rapid economic development, presents an ideal context for such an experiential learning initiative. The program includes a week-long immersive journey that will take our undergraduate students to Ho Chi Minh City and other parts in Vietnam, providing them with firsthand exposure to the socio-economic dynamics at play. The aim of this initiative is not only to enhance students’ academic knowledge but also to encourage empathy, understanding, and active participation in civic processes. Students will have the opportunity to engage directly with local communities, governmental bodies, and social enterprises, thereby gaining invaluable insights into the issues faced by these communities and how policy interventions can be used to address them. By presenting students with these opportunities, we seek to bridge the gap between theory and practice, fostering a comprehensive understanding of global citizenship and promoting a sense of responsibility and capability to bring about meaningful change. Objectives 1) Foster an understanding and appreciation of global citizenship among CELG and COLA undergraduate students. 2) Facilitate academic collaboration and foster mutual relationships between CELG and COLA undergraduate students.

11 KKU English News Article First International Student Exchange Program between UEH University and Khon Kaen University Focuses on Sustainable Development Ho Chi Minh City, Vietnam - UEH University’s College of Economics, Law, and Government (CELG) and Khon Kaen University’s College of Local Administration (COLA) successfully organized their inaugural international student exchange program from July 31 to August 6, 2023. The event, held in Ho Chi Minh City and Vinh Long Province in Vietnam. Under the theme “Roadmap towards Sustainable Development,” the program aimed to: 1) Foster an understanding and appreciation of global citizenship among CELG and COLA undergraduate students. 2) Facilitate academic collaboration and foster mutual relationships between CELG and COLA undergraduate students. 3) Encourage active civic engagement within the policy-making process among CELG and COLA undergraduate students. Earlier this year in February, UEH and KKU established a formal collaboration by signing a memorandum of understanding, focusing on the promotion of academic and research activities, faculty and staff exchanges, and student interactions. Building on this foundation, Dr. Pham Khanh Nam and Dr. Peerasit Kamnuansilp formalized a memorandum of agreement between CELG and COLA in June, detailing the specific exchange activities that would take place. Dr. Dinh Cong Khai, Vice President of UEH, emphasized the importance of this firstever collaboration. “This program allowed the students to learn from each other and will serve as a model for subsequent initiatives between UEH and KKU,” he said. During the week-long program, students engaged in hands-on workshops, discussions, and field trips in the Mekong Delta region. They explored the asset-based community development (ABCD) model, local environmental, and socioeconomic challenges, and collaborated to develop project proposals to promote sustainable development in the region. Dr. Nguyen Van Du, Vice Dean of UEH’s School of Government, praised the growing relationship between students from both universities, saying, “They have become more than friends; they are family.” Dr. Grichawat Lowatcharin, Associate Dean for Academic, Research, and Global Affairs of COLA, expressed his admiration for the students’ innovative efforts, encouraging them to continue working together in the coming years.


12 A total of 23 UEH students, hailing from various schools within the College of Economics, Law and Government, the College of Business in Ho Chi Minh City, and the School of Management at Vinh Long Campus, joined the program. Additionally, 16 KKU students from the Governance and Public Affairs, Fiscal and Financial Management, and Urban Management and Technology programs of COLA participated. Mr. Nguyen Le Nguyen Phu, a sophomore from UEH’s School of Government, offered his perspective on the program, stating: “It allowed me to proudly introduce our international friends to the hospitable people and diverse culture of Vietnam. Through the time we spent together, I've come to understand and feel a profound excitement for Thai culture. Most importantly, our participation in this program has enriched us with a variety of perspectives on applying different research models to achieve sustainable development goals.” Mr. Le Toan Thang, another sophomore from UEH’s School of Government, reflected on the experience: “Engaging with exchange students from different countries offers a fresh perspective as they confront new people and places. Yet, this isn't just about recognizing differences; it’s about embracing them. This unique experience has provided me an opportunity to understand different cultures and foster a sense of global citizenship.” Miss Warissara Boonto, a senior Government and Public Affairs major from COLA, shared her experience, stating, “With my passion for creativity, playfulness, and learning, I found that this program has helped me break down barriers. It has expanded my horizons, allowing me to discover more and build connections with others. The blend of love, laughter, and knowledge I encountered has truly enriched my life.” The second phase of this exchange program will be hosted in Khon Kaen, Thailand later this year, where the students will further their studies based on the proposals they have developed. This pioneering exchange program symbolizes a significant step towards international collaboration, sustainability, and educational excellence, laying the groundwork for future generations of global citizens and leaders.

15 UEH English News Article The International Exchange Program Between KKU School Of Local Administration and UEH College Of Economics, Law, And Government The International Student and Lecturer Exchange Program between School of Local Administration, Khon Kaen University, Thailand (KKU - COLA ) and College of Economics, Law and Government, University of Economics Ho Chi Minh City (UEH - CELG) was officially launched on August 1, 2023, at Campus B, UEH. This exchange program is under the MOU between Khon Kaen University, Thailand, and University of Economics Ho Chi Minh City; the MOA between KKU School of Local Administration (KKU - COLA) and UEH College of Economics, Law and Government (UEH - CELG). Many academic and non-academic activities were designed to facilitate lecturers and students from both sides to experience art, learning activities, and cultural exchange between Thailand and Vietnam. The “Roadmap Towards Sustainable Development Goals” program took place at UEH's main campus and Vinh Long Branch from July 31 to August 6, 2023. KKU-COLA and UEHCELG have implemented the program intending to provide students with opportunities to learn about various cultures, comprehend global sustainability issues, and engage in local actions for sustainable development, thereby cultivating a global citizen mindset. The program attracted 19 KKU members - 03 lecturers and 16 students, and 27 UEH members - 04 lecturers, 17 students, and 06 Vinh Long Branch students. The overview of the program


16 On UEH’s side, the opening ceremony welcomed Dr. Dinh Cong Khai, Vice President of UEH; Assoc. Prof. Pham Khanh Nam, Vice Rector in charge of UEH School of Economics, Law, and Government; Dr. Nguyen Van Du, Vice Dean of School of Government; MSc. Huynh Phuoc Nghia, Director of the Center for Economics, Law, and Government; MSc. Dang Thi Bach Van, Head of Administration Office. KKU representatives were Dr. Grichawat Lowatcharin, Associate Dean for Academics, Research, and Global Relations, Miss Kerawee Sangsawang, International Relations Officer, and Mr. Amnat Okrathok, Student Affairs Officer. At the opening ceremony, UEH vice president Dr. Dinh Cong Khai welcomed the KKU delegation and UEH lecturers, staff, and students who participated in the program. He said in his remarks that UEH-KKU programs are outstanding chances for lecturers and students to share cultural knowledge. Over a week, students will participate in several hands-on activities in the Mekong Delta to learn about the region's economic and environmental challenges and make proposals to improve the quality of life and promote sustainable growth in Thailand and Vietnam. 18 On the same day, KKU lecturers and students visited the War Remnants Museum and took a Hop on Hop off tour of Ho Chi Minh City's historical and cultural landmarks. Dr. Nguyen Le Hoang Thuy To Quyen lectured on sustainable development, climate change, saline intrusion into the Mekong Delta, climate change adaptation livelihoods, and orientation writing research design to prepare students for real-world activities.

Dr. Nguyen Le Hoang Thuy To Quyen lectured on sustainable development, climate change, saline intrusion into the Mekong Delta, climate change adaptation livelihoods, and orientation writing research design to prepare students for real-world activities.

After the exchange, students grasped the Departments' and Sectors' responsibilities and policies in collaborating with associated parties to help people use the region's internal resources and economic potential to improve their community.


21 Mr. Luu Nhuan - Director of Vinh Long Irrigation Sub-Department, under the Department of Agriculture and Rural Development, shared about the situation of salinity intrusion and its impact on agricultural production in Vinh Long province. Ms. Phan Hong Hanh – Deputy Director of Department of Labor, War Invalids and Social Affairs shared about livelihood development to adapt to climate change in Vinh Long province.


22 Ms. Tran To Nhu, Operations Manager of "Room To Read Viet Nam" organization under the Gender Equality & Climate Change program shared communication programs on gender equality and climate change in Vinh Long Province. Mr. Trinh Van Ngoan - Deputy Director of Vinh Long Provincial Department of Education and Training answered students' questions during field trips in Vinh Long province.


23 The program also held an exchange session between Vinh Long province local governance representatives and students to supplement information and get an overview of the current situation and local policies in supporting people to develop their livelihoods in the Mekong Delta. After the exchange, students grasped the Departments' and Sectors' responsibilities and policies in collaborating with associated parties to help people use the region's internal resources and economic potential to improve their community. Students’ performance and game night On the 5th of August, 2023, at the program's concluding ceremony, the groups of students presented their results after exerting great effort in learning about the knowledge gained through practical activities for nearly a week. Dr. Nguyen Van Du, Vice Dean of the School of State Administration, and Dr. Grichawat Lowatcharin praised the students for asserting their self-worth, having excellent thinking in the learning process, cooperating, and actively contributing to the successful program. The program brought CELG and COLA students closer together, creating foundations for future cooperation agreement activities.
