Banyuhay, also known as metamorphosis, refers to the striking change of form or structure. Through the years, Locally Funded Projects(LFPs) have been supporting the Local Government Units in improving the lives of Filipinos and developing society. The changes brought by LFPs play a vital role in achieving DILG's mandate of providing peaceful, progressive, and resilient communities. The beauty of growth and development reflects the impact of LFPs on every Filipino. It served as an avenue to successfully deliver basic services to the people. Thus, it contributes to creating a better way of living and addressing the needs of the Local Government Units (LGUs). The DILG through its Locally Funded Projects will continuously pave the roads to stimulate economic development, build evacuation centers to strengthen disaster preparedness and construct bridges to fill in the gaps between communities.

The Quezon Park and Doña Aurora House located in Baler, Aurora, have a rich historical and cultural significance that has been preserved and enhanced through an impactful rehabilitation project, demonstrating its influence on the local community’s development and showcasing best practices in project management. This rehabilitation project was funded under the DILG Local Government Support Fund - Financial Assistance to Local Government Units for F.Y. 2021 and cost Php 996,866.2. It was implemented by the Local Government of Baler in close collaboration with the DILG Provincial Office of Aurora. One of the ways the rehabilitation has helped the local economy was by providing employment and livelihood opportunities for their residents. As stated by tricycle driver and eco-tour guide, Dennice Resueno, there has been an increase in the number of tourists that visit these areas where they are able to learn about the life of the former First Lady, Aurora Quezon. Prior to the finished construction, guests were only able to explore part of the house. Now that the park and the buildings are well built, this area has become a hub for visitors where souvenir vendors are also able to set up shop and sell locally sourced products and handicrafts. Access to clean water is an essential requirement for the sustainable development of any community. In the rural municipality of Baler, Aurora, Philippines, the Rehabilitation and Improvement of the Spring Development Water Supply System funded under the F.Y. 2021 Local Government Support Fund - Disaster Rehabilitation and Reconstruction Assistance Program (DRRAP) has transformed the lives of those living in Brgy. Zabali. One of the most significant benefits is the improvement in public health and sanitation. Previously, the lack of access to clean water forced residents to rely on other sources that were at risk for waterborne diseases and increased vulnerability to illness. With the implementation of this project, the community now enjoys a reliable supply of safe and potable water, resulting in a decline in water-related ailments and an overall improvement in the quality of life. Additionally, the project has helped the community by reducing the time and effort required to collect water. The closer proximity of water sources has enabled them to engage in income-generating activities, education, and other productive endeavors. The availability of clean water allowed some residents to establish of small-scale enterprises and supported the residents’ livelihoods. For example, local fisherman Odelito Magos explains how he now has safe access to clean water for free which has cut down his living and operating costs. One of the ways in which this project was successfully implemented was the active involvement and participation of the local community. The municipal local government of Baler was able to connect with key stakeholders from the planning stage, ensuring their voices are heard and incorporating their insights into the project design. Furthermore, to ensure that the spring development would be of use, other projects to expand the water system are in place so that even more of the population would benefit from the project in the future. For example, under the LGSF-Support to Barangay Development Program for F.Y. 2023, Brgy. Zabali is also looking forward to the implementation of a Level III potable water supply system worth 6.6 million pesos that will make use of the completed spring development. One of the primary benefits of newly built roads is their ability to connect people and places. This provides access to remote areas, which were previously difficult to reach. This connectivity is crucial for developing regions, where access to education, healthcare, and other essential services is often limited. Thru the Conditional Matching Grant to Provinces (CMGP) Program, the Provincial Government of Bulacan identified the section of Iba – Longos Road under the Priority List of Projects on their Local Road Network Development Plan (LRNDP) to be rehabilitated to improve its purpose. A thorough site validation and community consultation were conducted to assess its current situation and gather insights from the residents. They also coordinated with the concerned utility providers to relocate all obstructing posts within the construction limits. The project, “Rehabilitation/Improvement of Iba-Longos Road” which traversed the Municipality of Hagonoy and Calumpit has a total allocation of Twenty Million Pesos. Aside from rehabilitating 1.003 km of the said section, the restoration of the existing drainage system is also included in the scope which will be beneficial to 2,683 households. Before the rehabilitation of the Iba – Longos Road, many residents and drivers are complaining because of its poor condition, uneven surfaces, potholes, cracks, and other defects which caused several road accidents. Thus, they opted to pass on the other routes that may be far but with decent road conditions. But now, this improved road section has provided a reliable and efficient means of transportation for goods and services. This, in turn, helps to reduce transportation costs and improve supply chain efficiency. It also enables businesses to expand their reach, tap into new markets, and increase their revenue. Maliit, masikip, may sumisingaw na hindi kanais-nais na amoy at kapag tag-ulan ay inaabot ng tubig na umapaw mula sa katabi nitong estero. Ang bagong Multi-Purpose Building na may dalawang palapag ay may kabuuang sukat na 332 square meters. Matatagpuan sa unang palapag ang dalawang silid-aralan para sa mga estudyante ng Daycare Center na may kanya kanyang banyo at kusina. Mayroon din ditong pampublikong banyo na nakahiwalay sa banyo ng mga taong may kapansanan (PWD). May mga silid din dito na nagagamit bilang opisina ng barangay at may silid din na nakalaan para sa mga nanay na nagpapagatas ng kanilang anak. Sa ikalawang palapag naman matatagpuan ang tanggapan ng Punong Barangay at Bulwagan kung saan ay pwedeng pagdausan ng iba’t ibang gawain o pagpupulong sa barangay. Bukod dito ay nakalaan ding gamitin ang gusali bilang isang Evacuation Center sa oras na ito ay kailanganin. Hindi tulad sa nauna nilang gusali, ang pinagtayuan itong bago ay hindi na ganoong bahain. Ito rin ay tinambakan upang masigurado na hindi aabutin ng tubig baha. Hindi rin mawawala dito ang fire exit at Rainwater Catchment Facility. Mayroon itong tatlong tangke na nakakonekta sa buong gusali kung saan ito ay nag-iimpok ng tubig mula sa ulan na maaaring gamitin bilang reserba upang matustusan ang pangangailangan sa tubig. Labis labis ang pasasalamat ng buong barangay ng Niugan, lalu na ang mga magulang at guro ng mga mag-aaral sa Daycare dahil naging kumportable na ang pag-aaral, hindi na siksikan ang mga estudyante, wala ng mabahong amoy at ligtas na ang mga bata sapagkat malayo na sa kalsada ang bagong gusali. Ricardo Lorenzo Punong Barangay Newly-built Bridge: Connecting Local Development The construction of the new bridge at Barangay Anilao became one of the priorities of the City Government after it collapsed that was caused by overloaded trucks passing thru it and it was also found out that some of the parts of the bridge are already deteriorated. It caused a lot of disturbances in the lives of the residents of Barangay Anilao. They have to use the other route which is farther than passing thru the bridge. It also affected the business of some store owners because the delivery trucks cannot pass anymore. After it was rehabilitated, the residents of Barangay Anilao saw better days. According to them, they feel more safe passing on the bridge. They don’t need to worry anymore if the bridge might collapse if many vehicles pass simultaneously. The fishermen traversing the river below the Anilao Bridge are also happy since the bottom slab of the newly constructed bridge is higher than the old one. One of the best practices of the City Engineer’s Office, which is the main implementer of the project, is to install a permanent footbridge and improved the walkways inside the barangay that served as an alternative route for the residents. They did regular monitoring and coordinated with the contractor to address any issues that might arise during the implementation. The newly rehabilitated bridge located at Barangay Anilao, City of Malolos, Bulacan is funded under the FY 2021 Local Government Support Fund – Disaster Rehabilitation and Reconstruction Assistance Program (LGSF-DRRAP). The Municipality of Aliaga is proud to showcase the newly-improved Aliaga Health Center, a project under the F.Y. 2021 Local Government Support Fund - Disaster Rehabilitation and Reconstruction Assistance Program (LGSF-DRRAP) of the DILG. Being a second-class municipality in Nueva Ecija, providing basic healthcare services to its residents is a major challenge for Aliaga. The LGU can only provide secondrate healthcare assistance through their old and outdated health facility which can only offer limited services. Some of their constituents are even forced to travel to neighboring municipalities or go to private clinics just to get adequate healthcare services. Through the allocation of Php 1,245,344.00 from LGSF-DRRAP, the old Aliaga health center, which was also damaged by Typhoon Ulysses last 2021, has undergone a major transformation. The interior and exterior walls were repainted, and damaged floors and ceilings were repaired. Additional lighting was also installed to create a more convenient ambiance for all the patients and health practitioners. With this, the residents of Aliaga are now enjoying improved healthcare assistance. L ungsod Agham ng Muñoz, the first Science City in the Philippines, is known for its agricultural research, technology centers, and bountiful traditions that are passed on through different generations. Consistent with the City’s continuous efforts in improving the lives of Filipinos through "Sining at Agham", the Local Government Unit (LGU) built a project titled "Construction of Multi-Purpose Building", a 240 square meter building that showcases the agritourism industry in the city. Water is a fundamental resource for life, and access to safe and clean drinking water plays a crucial role in maintaining public health. Sadly, not everyone, especially those who live in outlying areas, has ready access to potable water. This is the case with the residents of Villarica, an upland barangay in Pantabangan, Nueva Ecija. To address the issue, LGU-Pantabangan proposed a level II potable water system project to provide the concerned residents with ready and easy access to clean water. Through the FY 2022 Local Government Support Fund–Support to Barangay Development Program (LGSF-SBDP) of the DILG, the proposed project came to fruition. “Laking pasasalamat po naming sa programang ito kung saan ay nabiyayaan po kami ng magandang daloy ng tubig. Dati po, sa poso po kami kumukuha ng tubig. Ngayon, naka rekta na po ang aming tubig sa mga bahay-bahay. Kaya malaking pasasalamat po namin na dito niyo po naidala ‘yong inyong proyekto.” said Mrs. Estrelita G. Dasap, one of the beneficiaries and a resident of Brgy. Villarica. Before, the residents had to fetch water from the nearest hand water pump. This was more challenging during the rainy season, as the muddied path to the pump made it more difficult to carry water containers back to their homes. The Php 4,000,000.00 allocation from the SBDP provided Brgy. Villarica is a solarpowered potable water system and is currently providing clean and safe water to 121 households in the area. The project helps to alleviate not only the lack of supply of drinking water but also the limited water for the domestic needs of the residents. The Municipality of Pantabangan also plans to upgrade the level II solar potable water system project to level III through local funding to bring safe drinking water directly to the residents’ houses. Guagua, Pampanga - Two locally funded projects in Guagua, Pampanga have been making waves in the community. Under the Financial Assistance to Local Government Units for FY 2021, Barangays San Juan Nepomuceno and Jose Abad Santos received 1 million pesos each for the construction of their respective local access road. The road construction is a huge relief to the community as they no longer have to worry about rising water levels, snakes, and other hazards that put their safety at risk. Meanwhile, the construction of a 115-meter barangay road in Jose Abad Santos has been a long-dreamt project as the previous rough road burdens transportation. It was muddy and slippery during the rainy season and dusty and bumpy during the dry seasons. The people have expressed their gratitude to the government for providing the financial assistance they need to realize the construction of the road projects they long cried for. The local government unit also expects that these roads will pave the way for other developments in their community. Minalin Evacuation Center: Providing Safety and Support for Sta. Rita I n 2016, the local government of Minalin, Pampanga spearheaded the Minalin Evacuation Center project at Barangay Sta. Rita. This project was made possible through the Bottom-Up Budgeting (BUB) program and other funding sources such as the Assistance to Disadvantaged Municipalities (ADM), Assistance to Municipalities (AM), and the Financial Assistance to Local Government Units (FALGU) in 2021. The primary purpose of the Minalin Evacuation Center is to provide a safe haven for residents of Barangay Sta. Rita, especially during calamities such as floods, typhoons, and earthquakes. The center is equipped with essential facilities, such as sleeping quarters, restrooms, and a multipurpose hall. The center can accommodate up to 200 individuals and is equipped with emergency power, a potable water supply, and a well-trained staff of emergency responders ready to assist in times of need. But the Minalin Evacuation Center is not just intended as a refuge during natural disasters. During the COVID-19 pandemic, the center served as an isolation facility for those infected with the virus. The space was modified to provide a comfortable and safe environment for those in quarantine. The Minalin Evacuation Center is a model of efficient use of resources. This locally funded project provides the necessary assistance and support to the residents of Barangay Sta. Rita, especially during times of crisis. The center has become a reliable partner for the local government in responding to emergencies. It is a testament to the dedication and commitment of the local officials to serve the community, ensuring their safety and well-being. One of the top priorities of LGU is to provide easy access basic healthcare services to our Cabalen (Kababayan) in Barangay San Jose. With this, the LGU proposed the rehabilitation of the existing dilapidated health infrastructure which was damaged due to tropical cyclones. Through the Local Government Support Fund – Disaster Rehabilitation and Reconstruction Assistance Program (LGSF – DRRAP) the new healthcare center was rehabilitated, with a project cost amounting to Php 1,865,108.00. This newly rehabilitated healthcare center has four rooms, and each room has proper ventilation which gives more ease and comfort to the patients. It provides services like prenatal, minor surgeries, health education, and vaccination, and it was proven to have provided support to our medical personnel in catering to the medical needs of constituents in all walks of life, whether for pregnant women, seniors, children, and other people who need medical assistance. The convenience of the residents was made possible with the ease of travel, easy access to consultations from medical professionals, and a more comfortable health facility, thus, giving great significance to its beneficiaries. The rehabilitation of this healthcare facility has served as a stepping stone towards achieving the goal of the LGU and DILG in providing the best and easy access to healthcare services for the constituents of the Barangay San Jose, Concepcion, Tarlac. Answered Prayer - is how residents in the area would describe the Rehabilitation of Poblacion-Macaguing-Botbotones-Pilpila-Vargas Provincial Road located at Barangay Botbotones and Vargas, Sta. Ignacia Tarlac. For years, people from Barangay Botbotones have struggled and endured the gravely dilapidated road in this area going from their small town to the main road. Barangay Chairperson Roderick Rodrigo, in our interview with him narrated how people used to live with such road condition - “Kung magdadala kami ng buntis mula sa amin papunta ng Tarlac Provincial Hospital or ng Health Center baka sa daan na manganak. Ganun din po ang kung mayroong apendicitis ang dadalhin namin sa center ay baka sa daan na rin magrupture ang kanyang apendix.” Mr. Arthur P. Martinez, the former Barangay Secretary and current resident of Brgy. Botbotones, further testified that even tricycle or motorcycle drivers have a very hard time passing through this road making it hard for them to bring their products, such as vegetables, fruits, and other crops they produce to the market. Based on experience, this was further explained in detail by Mr. Ronan M. Sibbaluca, Head Teacher I of Botbotones Elementary School. He narrated that the seriousness of the dilapidation of the road even caused his tricycle to split into two making the road hazardous to children going to school, travelers, and passers-by, especially during the rainy season. Mr. Martinez also attested that they prayed day and night that this road will be reconstructed or rehabilitated one day. With the perseverance of their Barangay Chairperson who continues to aim for the improvement of their barangay, the compassionate heart of our Honorable Governor Susan A. Yap who continues to be the mother of the Province of Tarlac listening and responding to the needs of each Tarlaqueños, and the ever loyal partnership of the Department of Interior and Local Government and Department of Budget and Management, the prayers of the residents were materialized. Now, each constituent can freely and safely move onto their barangay without worrying about any delays or unforeseen accidents. In addition to this, business owners, traders, and marketers can now conveniently deliver their products from their barangay to the marketplace. Ang Solid Waste Management, Environmental Preservation at Disaster Preparedness ang ilan sa mga pangunahing prayoridad ng Bayan ng La Paz na kabilang sa 2nd class Municipality, na matutukan at magawan ng epektibo at organisadong aksyon. Sa pamamagitan ng Programang Financial Assistance to Local Government Units (FALGU) ay naisakatuparan ang proyektong siyang makakatulong tungo sa unti-unting pagsasaayos ng kapaligiran at pamumuhay ng mga Lapazeño. Ito ay ang dalawang yunit ng Mini-Dump Trucks na siyang gagamitin upang mas mapag silbihan pa ang mamamayan ng La Paz. Ito ay ginagamit sa pangongolekta ng basura, clearing operations, pagtatambak para maiwasan ang pagbaha at maging sa mga rescue operations sa panahon ng mga delubyo o sakuna. Karamihan sa mga kalsada rito ay hindi ganoong kalaparan, kung kaya’t hindi kayang pasukin ng mga malalaking trak. Kaya naman sa tulong ng mga mini dump truck na ito ay mas maraming lugar ang maaabot at madudulutan ng tulong sa oras ng kanilang pangangailangan. Sa gayong paraan ay mas magiging mabilis ang paghahanda tuwing may bagyo at mas maagap ang kanilang magiging pag responde sa mga panahon ng kalamidad. Ang proyektong ito ay nagdulot ng positibong epekto sa araw-araw na pamumuhay ng mga Lapazeño tungo sa malinis, progresibo at organisadong bayan. S an Pablo is a thriving barangay in Castillejos, Zambales with a growing population that demands spaces that shall respond to the needs of basic sectors of the community. However, insufficient financial resources hinder the provision of much-needed quality service to the populace. Hence, additional infrastructures are much needed to accommodate room for offices and activities for the residents in the area. With the aid of the national government, through the Department of the Interior and Local Government of Zambales and the Local Government of Castillejos, as the implementing unit, a supplementary to basic services of the residents of Brgy. San Pablo came into reality. The beneficial project entitled “Rehabilitation of Proposed Construction of Multi-Purpose Building at Brgy. San Pablo, Castillejos, Zambales” is funded under FY 2021 Local Government Support Fund - Financial Assistance to Local Government Unit Program with a total allocation of Php 10,000,000.00. This Multi-Purpose Building has a conference hall and different offices that can attend to various needs and activities of the people of San Pablo. It has an Indigenous Person Mandatory Representative (IPMR) Office, Solo Parent, and Person With Disabilities (PWD) office, Barangay Safety Police Office (BPSO), Tricycle Association Office, and Control Room for CCTV, public information announcements, and a radio room. Public awareness is indeed essential to our society to increase our understanding when it comes to activities and programs. We have the opportunity to explain issues and disseminate knowledge. The residents of San Pablo now have easier information dissemination and faster provision of emergency response because everyone knows where to go and whom to ask. The benefits of this project are not limited to the community of San Pablo, since nearby barangays, religious sectors, and Non-Government Associations also use the multi-purpose hall for their gatherings. The residents of San Pablo are grateful to the national government for this undoubtedly successful project. They now have high hopes that their community will soon be more accessible to the different services of the government. Further, they are more hopeful that their lives will continue to live harmoniously because of the new facility that they can utilize to cater to the needs of the community members. S ervice vehicles are essential for Local Government Units (LGUs) to provide quality services for their constituents. However, not all have enough vehicles which hinders on-time aid provision, especially during emergencies, disasters, calamities, and relief operations among others. In some cases, LGUs have service vehicles, however, these are already worn-out and unserviceable which causes a delay in the delivery of services. This is one of the issues faced by the Capital Town of Iba, Zambales. With the implementation of the FY 2021 Local Government Support Fund - Financial Assistance to Local Government Unit, the Municipality of Iba was able to address this issue when it procured three (3) units of brand new 2022 Suzuki All New Carry UV. It utilized the Php 2,000,000.00 total budget allocation which greatly benefited every Ibanians. At present, these multi-cabs serve as an additional service transport vehicle for the delivery of supplies, materials, products, and equipment. It is also used to augment fast and on-time transport service during emergencies, disasters, calamities, and relief operations. Further, these multi-cabs are also used to ferry LGU employees in their field work, seminars, and workshops. In line with the continuing efforts of the LGU of Iba in providing quality services to their constituents, this project helped improve their productivity and efficiency. The immediate objectives and sustainable development goals of the LGU were achieved and contributed to a progressive and peaceful town. The local functionaries and project beneficiaries extend their sincere gratitude to the National Government through the Department of the Interior and Local Government (DILG) for this project. FMR in Gguiguis, Sta. Cruz: Paving the way towards Development At some point during the Spanish era in the Philippines, a group of pioneering Ilocanos arrived in a remote area in the northeastern part of Sta. Cruz where “is-is” trees grew in abundance. These early settlers were farmers who decided to settle down after discovering the potential of hundreds of hectares of level plain land at the base of the Zambales mountains. They cleared the area of the vegetation of "is-is" plants, whose coarse leaves were used to polish floors and other surfaces. Whenever someone asked these settlers where they resided they said "where the is-is are abundant". The barangay's current name, Guisguis, was finally derived from this frequent use of Is-is. Given the large area of plain terrain, farming became their primary source of income through the years. They deliver the majority of their agricultural products to the town proper with a travel time that takes around 20 minutes or more because the rough road could be a struggle. With the help of FY 2022 Local Government Support Fund - Support to Barangay Development Program (LGSFSBDP) the unpaved 435 meter road was concreted with a total allocation of Php 4,000,000.00. In our dialogue with one of the project beneficiaries, Punong Barangay Ramil M. Esquijo said “Ako po ay lubos na nagpapasalamat dahil po naabot po ng programa ng ating gobyerno ang farm-to-market road dito sa napakalayong barangay sa amin.” This statement indicates the importance of a farm-to-market road in a far-flung area like Guisguis. “Ang kalsada po ng Guisguis na FMR ay may haba na 438 linear meter, may lapad na 4 meters at may 434 kataong nakikinabang, kabilang na po doon ang mga farmers, mga lokal na residente na ang kanilang paglalakbay mula sa farm hanggang papunta sa kanilang barangay at sa bayan ay pinaikli. Naging accessible po para sa residente ng Guisguis. Sa pagdadala naman po ng mga produkto ng farmers, mula 20 mins naging 5 mins na lang po iyong travel time nila para makarating po sa barangay. Atsaka hindi lang po barangay Guisguis ang nakikinabang dito pati na rin ang karatig barangay tulad ng barangay Buinabon at yung iba pa pong farmers na malapit. Kami po sa lokal na pamahalaan ng Sta.
