Banyuhay, also known as metamorphosis, refers to the striking change of form or structure. Through the years, Locally Funded Projects have been supporting the Local Government Units in improving the lives of Filipinos and developing society. The changes brought by LFPs play a vital role in achieving DILG's mandate of providing peaceful, progressive, and resilient communities. The beauty of growth and development reflects the impact of LFPs on every Filipino. It served as an avenue to successfully deliver basic services to the people. Thus, it contributes to creating a better way of living and addressing the needs of LGUs. The DILG through its Locally Funded Projects will continuously pave the roads to stimulate economic development, build evacuation centers to strengthen disaster preparedness and construct bridges to fill in the gaps between communities. JANUARY 2023 Continuing the Farmer’s Journey: The Manggitahan Farm to Market Road’s Impact on the Lives of Farmers in Dilasag, Aurora he farm-to-market road in Manggitahan, Dilasag, Aurora was funded under the Department of the Interior and Local Government’s Financial Assistance to Local Government Units for F.Y. 2021. 06 BANYUHAY T This project has benefited the development of their community by broadening accessibility and triggering economic activity in previously remote agricultural areas. As said by Hon. Joe P. Gorospe, Mayor of Dilasag, road constructions such as these have not only helped their farmers but have also made travel within their municipality more convenient for tourists which bring in more revenue for local businesses. For this project to be a success, the DILG Provincial Office of Aurora oversaw the project’s planning, implementation, and evaluation alongside the Municipal Government of Dilasag. One of the identified challenges of the project was that part of its implementation coincided with the harvest season. Despite this risk, the project implementers were able to adjust their construction schedule to allow for the passage of people. They made sure that stakeholders are consulted and their concerns are addressed in the crucial parts of the project’s impact even before its final completion.


JANUARY 2023 By improving access to markets for agricultural inputs and outputs, this road reduced transaction costs and enhanced market integration. Barangay Captain, Brigilda Blanco gave insight on the scale of the project’s impact saying, “Maraming opportunities para sa gagamit po rito lalo na sa may malawak na bukirin. Yung produkto po nila ay mabilis nang nailalabas dahil po dito sa naipagawang FTMR. Malaking tulong po ito sa aming barangay sapagkat ilang hectares po ng lupain ang sinasaka ng aming mga farmers na gumagamit sa farm to market road na ito. Noon ang daang ito ay masyado pong malubak kaya’t ang singil sa karyada ng aming mga produkto ay umaabot po ng 50 Pesos hanggang makalagpas sa sementeryo. Grabe po ang kalagayan nito noon dahil hanggang baywang ang tubig tuwing umuulan kaya mina mano-mano lang ng mga magsasaka ang paglabas patungo sa pamilihang bayan sa kanilang mga aning palay.” BANYUHAY 07

FEBRUARY 2023 unded under the Local Government Support Fund - Financial Assistance to Local Government Units, the road construction in Maria Aurora, Paving The Way to Success: F implemented by the Provincial Government of Aurora is one of two projects that aimed provide greater access to its community. More specifically this project is located in Dialatnan which is home to 229 residents in the Municipality of Maria Aurora. This area used to be one of the geographically isolated barangays because of the mountainous landscape, but due to the projects throughout the years that have increased road access, the development of this neighborhood continues to grow. Most of those that live here make use of the surrounding farmland. Crops were used to go bad because they were unable to transport them since the pathway could not be traversed. Additionally, children used to have to travel greater distances in order to reach their school. Students living in the barangay had to take a longer and more time-consuming route through the mountain and over rivers to be able to study. However, with the improved road construction implemented by the Provincial Government of Aurora, there are now fewer obstacles for the residents of Dialatnan. 10 BANYUHAY ROAD CONCRETING AT MARIA AURORA


FEBRUARY 2023 The newly improved road has also enabled residents to reach their evacuation center during emergencies. People used to have to remain in their homes because their evacuation center was blocked off by flooding rivers. These situations put them at high risk, but now with the newly paved road, families can find shelter in a safer area where the local barangay can check on their wellbeing. According to Engr. Karl Joel Amatorio, one of the factors that helped with the project’s implementation included the establishment of a close relationship between stakeholders, facilitating closer communication when needed. Doing so allowed for more open communication and better risk management for any issues that arose during the road’s construction. Together, the DILG Provincial Office of Aurora, local governments, and the residents themselves worked together to successfully complete this project. The improvement of this rural road can be a precondition for development not just in this barangay but in surrounding areas, some effects can include more chances for social engagement with others, or accessing health and safety facilities. This is because constructing this infrastructure addresses remoteness and lessens the factors that make communities vulnerable. Additionally, construction in the area can create economic opportunities directly when people within Dialatnan are employed for its construction and maintenance. BANYUHAY 11

MARCH 2023 Driving Community Resilience: The Essential Role of Rescue Vehicles in the Municipality of San Luis, Aurora uring times of emergencies, the people of San Luis, Aurora encounter natural hazards that may put their lives at risk. To Dprepare for and mitigate these risks, the municipal local government requested several projects under the Department of the Interior and Local Government’s Local Government Support Fund - Financial Assistance to LGUs for F.Y. 2021. One of which is the purchase of a rescue vehicle for search and rescue operations, implementation of programs, projects, and activities, and distribution of relief goods to those in need. This is one of the priority projects of the LGU to provide protective services, especially for disadvantaged individuals. 14 BANYUHAY


MARCH 2023 The use of the rescue vehicle can also promote social inclusion and equity by ensuring that all members of the community have access to safe evacuation centers, regardless of their socioeconomic status or location. Two residents of Barangay Nonong that benefited from its use are two mothers that were brought to safety during a storm. Additionally, when there are no emergencies, the vehicle is also being used for alternative purposes that contribute to the municipality’s development. For example, Charles Prenal from the Department of Education shares that geographically isolated students needed to be transported to an athletic district meeting. He shares how this has helped the youth of San Luis and contributes to the sports development and holistic education that is also part of San Luis’ local development plan. Projects such as these are essential to ensure that rural communities are protected in case of emergencies. One of the ways that this project has been successful was due to the Municipal Disaster Risk Reduction and Management (MDRRM) Office’s open communication and immediate contact with stakeholders in the municipality so that they can identify service users that can have the truck available to them promptly. Due to the terrain and geographical challenges in this area, the vehicles’ specifications were carefully identified to effectively traverse mountainous and hard-to-reach barangays. Gabriel C. Llave, the MDRRM Officer of San Luis, also says that the vehicles are regularly maintained to ensure that they remain in good working condition. This is so that when there are any hazards that the residents may face, the rescuers are ready to act at a moment’s notice, thus creating safer and more resilient residents in the municipality. Based on a survey by the Social Weather Station in 2006, majority of Filipinos specifically the low income households prefer to seek treatment in a government hospital if a family member needs confinement. Affordability is the main reason for going to a government medical facility, while excellent service is the main reason for going to a private medical facility (Department of Health, 2010). In Barangay Poblacion, Mariveles, Bataan a new facility was built inside the Mariveles Mental Wellness and General Hospital which now caters more than 60,000 patients all around the province since last year. With an allocation of P8,000,000 from the Local Government Support Fund – Financial Assistance to Local Government Units (LGSFFALGU), the multi-purpose bldg. is a two-storey Malasakit Center with total floor area of 269 square meter. The Malasakit Center also known as Republic Act No. 11463 is a one-stop-shop for medical financial assistance especially for the indigent Filipinos who struggled financially when they are sick and it is primarily located in the Department of Health’s retained hospitals. The center houses desk representatives from government agencies such as the Department of Social Welfare and Development (DSWD), Philippine Health Insurance Corporation (PhilHealth), Philippine Charity Sweepstakes Office (PCSO), and the DOH.The center eliminates the need of going back-and-forth in different government offices for financial assistance. The first Malasakit Center opened last February 2018 and the constructed Malasakit Center in Mariveles is the 112th and second largest Malasakit center in the country. It was officially inaugurated last November 24, 2022. Now, the hospital and the LGU are very grateful for this project of the Department of the Interior and Local Government under the Locally Funded Project (LFP) hoping that more centers will be opened in more hospitals in the country to give more quality and accessible health care system.

MARCH 2023 A. Ricardo Road over and done with accessibility oad infrastructure plays a crucial role by providing mobility for the efficient Rmovement of people and goods, as well as providing accessibility to a wide variety of commercial and social activities. The Rehabilitation of Overland Roads covers about 364m in length, concrete pavement with 200mm thickness and width of 5meters (existing road), located within the political jurisdiction of Overland Subdivision, Brgy. A. Ricardo, Bagac, Bataan. The project entrance is connected to J.J. Linao Road leading to Overland covered court and Overland Elementary School. The previous condition of this portion of Overland in Barangay A. Ricardo, is different from what it looks like today. For many years, it has been a challenge, if not a burden, for drivers-and their vehicles and passenger alike- to pass by this particular road due to a number of deep pits and potholes. It was so undesirable that most of the time, tricycle drivers would refuse to transport commuters going through the road; because really, potholes are the torment of a driver’s life. This, along with the inaccessibility of the road during rainy season are major concerns of the local government unit, motorists and the populace. Ms. Ludevina Manalo, a teacher of Overland Elementary School, recalled their poor and dangerous experience when coursing through the slippery road and the number of students enrolled before in the school compared now that the road is developed. With the rehabilitation of the road, travel time has been reduced and motorists can now safely pass through the road without the worry of hitting potholes. There is also a significant increase in the number of enrollees. BANYUHAY 29


With an allocated budget of Php 5,000,000.00, under the F. Y. 2022 Local Government Support Fund (LGSF) Financial Assistance to Local Government Units (FALGU), the project paved the 364-meter street extension that primarily addressed the call of the residents, and most especially of the students of Overland Elementary School who are the frequent users of the said path. Gone is the time when this portion of street used to be an oblivion for the pedestrians and motorists traversing the then bumpy, earth road. Now, the not less than 1500 target beneficiaries enjoy a wider, walkable and car tirefriendly access road. MARCH 2023 30 BANYUHAY

JANUARY 2023 LIGHTING THE WAY TO SUSTAINABLE DEVELOPMENT aliwag City, a recently converted city, making it the fourth component city of the Province of Bulacan, is one of the Bbeneficiaries of FY 2022 Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU). True to their vision to promote economic and social progress, sustainable development, and technological advancement, the city government maximized the financial support to ensure the safety of all Baliwagenos who are traversing on the newly constructed Baliwag-Pulilan Bypass Road. The said bypass road lacks safety component that resulted on some inevitable road accidents. There are also records of crime like robbery on that road. 34 BANYUHAY


JANUARY 2023 Lighting the way to achieve their objectives, Baliwag City requested to the Department of Budget and Management (DBM) to grant them funds to address the issue. On July 11, 2022, the project entitled, “Installation of Streetlights at the Baliwag-Pulilan Bypass Road” have commenced. It includes 54 set of lamp posts with LED Streetlights and installation of Electrical Service. Through close coordination on other agencies to secure permits/clearances and following the right procurement method, the LGU have completed the project on August 08, 2022. The project was successful in improving the visibility at night, enables the road users to see accurately, reduces road related accidents and promotes public safety. This is also the first FY 2022 LGSF project to complete in the whole province, thus, grabbing the Special Award as Fast Implementer during the Fourth Quarter Provincial Calibration of Status and Reports of Locally Funded Projects in Bulacan. FEBRUARY 2023 an Miguel, one of the twenty one (21) municipalities in the Province of Bulacan, and third largest municipality by area. San Miguel, Bulacan is MORE CLIMATE RESILIENT INFRASTRUCTURES S historically popular because of the Pact of Biak-na-Bato. Despite the majestic waterfalls, rivers, caves, mountains and hills, the place is no exemption on the wrath of Mother Nature. The municipality have survived numerous devastation from natural calamities just like recently, when it was headlined on the local news due to the onslaught of Typhoon Karding. Due to this situation, the Local Government of San Miguel, continues to provide climate resilient structures that can shelter people especially those who are listed in major danger area. The LGU started the Construction of Two Storey Multi-Purpose Building on July 11, 2021 and was finished on October 13, 2022. This is funded thru the FY 2021 Local Government Support Fund – Disaster Rehabilitation and Reconstruction Assistance Program (LGSF-DRRAP). 38 BANYUHAY


FEBRUARY 2023 The project amounting to Php 30,037,595.00 is composed of construction of two-storey building at New Municipal Site, Sta. Rita, San Miguel with total area of 870 square meters to serve as an evacuation center in times of calamity, and as a training center for disaster preparation activities as well as livelihood and other capacity building programs during pleasant times. The said multipurpose building is complete with the basic facilities such as toilets, shower area, office, breastfeeding area, infirmary, common kitchen, laundry area, and enough supply of clean water and electric supply, solar panels and rain water catchment facility. Despite the struggles on the implementation due to bad weather condition and suspension of quarry in the Province, the LGU still managed to complete the project. The Municipal Engineer’s Office, as the prime implementing office, together with the close monitoring and inspection of the Local Project Monitoring Committee, made sure that all activities and plans were done in accordance to the national guidelines. Evidently enough, the Multi-Purpose Building was already used by multiple activities like function/meeting hall of the Liga ng Barangay Secretaries, Liga ng Barangay, and other government organization. Nitong nagdaang taon, sa tulong ng programang Local Government Support Fund – Financial Assistance to Local Government Units, napagkalooban ang Pamahalaang Lokal ng Bustos ng Limang Milyong Piso na pondo upang maipatupad ang proyektong, “Installation of Streetlights and Barangay Infrastructure”. Sa pamamagitan ng paglalagay animnapu’t limang yunits na streetlights sa kahabaan ng kalsada na bumabaybay sa tatlong barangay, malaki ang nadala nitong pagbabago sa pamumuhay ng mga residente doon. Ayon sa kanila ay ramdam nila na ligtas silang makakapaglakad sa daan sa pagkagat ng dilim dahil sa liwanag na ibinibigay ng mga nakatayong streetlights. Nakatipid din umano ang mga tindera sa konsumo ng kuryente at nadagdagan ang kanilang kita sapagkat sapat na raw ang sinag mula sa mga streetlights upang maliwanagan ang pwesto nila. Nakagaan din daw sa gawain ng barangay ang mga streetlights dahil hindi na raw sila nangangambang sipatin ang mga dating madidilim na parte ng kalsada upang tiyakin na walang anumang krimen ang mangyayari sa paligid. Lubos ang pasasalamat ng Punong Bayan, Igg. Francis Albert G. Juan dahil sa tulong ng FALGU, bukod sa nabawasan ang road-related incidents at pagkalat ng masasamang loob sa lansangan ay nakatulong din umano ang kanilang proyekto sa ating kapaligiran sapagkat solar-generated ang mga itinayong streetlights. Hindi rin umano mahihirapan ang munisipyo sa pagpapanatili na maayos ang kundisyon ng mga streetlights dahil mababang mahalaga lang ang kailangan para sa maintenance ng mga ito.

With an allocation of Php 5,000,00.00, the construction of the project commenced on August 30, 2021 and was completed on October 8, 2021. With a total floor area of 80 square meters, the multi-purpose hall is mainly used as a school building for the students of barangays of Bagong Sikat, Bugnan and Tagumpay. However, during calamity, the multi-purpose hall served as an evacuation center. and socialize with others. The Municipality of Gabaldon envisions to be a premier destination for Eco-tourism in the region with well-educated and peace-loving community, intends to provide effective school environment where teaching and learning are not distracted. With this in mind, the LGU proposed a project entitled “Construction of Two Storey Multi-Purpose Hall” at Barangay Bagong Sikat, Gabaldon, Nueva Ecija. 48 BANYUHAY


JANUARY 2023 Before, overcrowded students had to endure the heat or rain while studying in their previous classrooms. The fulfillment of the DILG project is a blessing and a ray hope to the teachers and students who can now teach and learn without being distracted by the weather. This multi-purpose building demonstrated how the locally funded projects under LGSF-FALGU Program of the DILG has helped LGUs in achieving their goals of becoming excellent local governments and delivering improve basic services to its constituents.
