ABSTRACT
Analysis of Price II written report is compulsory assessment for students part 2, Bachelor Degree of
Quantity Surveying who register this course for this semester. This report has been set for 11 weeks,
starting from 27th of April until 22nd of June 2021. This report would be to expose students on how to
calculate the built up rates for preliminaries item and state the pricing in the Bills of Quantity and
how to determine the price for each item. This written report will be divided into 3 parts which is for
the first parts about pricing the Bills Of Quantities, second parts is about Built Up Rates, and the last
parts is appendix. Overall this assignment is prepared for Sir Abdul ‘Izz bin Mohamad Kamil for
checking this assessment.

INTRODUCTION
In the construction industry, Bill of Quantities (BQ) is a part and common feature in many
tender and contract documents for construction projects. Traditionally, BQ is prepared by consulting
quantity surveyors (QS), especially in traditional or conventional building procurement systems,
generally using the Standard Method of Measurement issued by the Institution of Surveyors,
Malaysia (ISM) for construction projects. Preliminaries, preambles, and measurable works are
common components of a BQ.
When there is a interruption or delay in the project, which frequently leads to a prolongation
period of the construction contract, it is customary for the contractor to claim additional preliminary
costs over the prolongation period, which is essentially a loss and expense claim, as provided under
the relevant contract clauses of the Malaysia standard forms of construction contract.
The objective of the preliminaries section in the BQ is to give tenderers with information,
particulars, general obligations and liabilities, and so on about the project in question, so that they
may price the different things supplied under this section. Tenderers generally price the preliminary
component of the BQ separately from trade or elemental bills, which are fundamental aspects of the
BQ. In the Standard Method of Measurement 2 (SMM 2) in Malaysia, items under preliminaries are
grouped into 13 listed categories.

Monthly Report
A The Contractor shall prepare and submit to the S.O

fifteen (15) copies of the monthly report indicating
the progress of works by sections or trades. The
number of workmen employed, materials delivered,
the extent and types of plant employed, weather
conditions and generally the progress of the
Contract complete with colour progress photographs

The format of the report shall be approved by the S.O

Progress Coloured Photographs
B The Contractor shall take photographs of various

elevations and views of the works on the day of
taking possession of the site, monthly thereafter for
the duration of the Contracts and on completion of
the works. The locations of photograph taken shall
be similar and maintained until completion of
Contracts.

A total of fifteen (15) sets of progress photographs of
postcards size shall be submitted to the S.O for
distribution.

The Contractor shall also provide one (1) set of
progress photographs on the notice board for each
months for the whole contract period for references
at the site office.

As Built Drawings
A The Contractor shall allow for the preparation and

submission of as built drawings for all completed
installations of mechanical and electrical services and
all completed infrastructural / external works such
as earthworks, roadworks, drainage, waterworks,
sewerage and other works required by the S.O.

The drawings for completed services must shown all
circuit diagrams, positions of services and components
etc. The drawings for completed infrastructural and
external works must include alignments of boundary
and setting out of building showing all the dimensions
and levels, positions and locations and all other
information as necessary.

The Contractor must submit two (2) copies draft as
built drawings for S.O's approval.

Upon approval, the Contractor is to provide six (6)
copies of each as-built drawings in paper print to the
S.O or distribution and one (1) copy in the form of CD
in AUTOCAD latest version.

The submission of as-built drawings shall be a
precedent conditions prior to a payment for works
related to information on the said drawings.

Cleanliness Of The Site
B The Contractor is to ensure that all construction

debris and the like shall not be allowed to accumulate
on the site. Construction debris and the like shall be
cleared daily to a dump to be provided within the
boundaries of the site and the dump shall be cleared
regularly or as and when directed by the S.O.

Plant
A The contractor shall submit to the S.O a schedule of

plant and equipment he propose to use for the Works
prior to start works on site.

Construction plant shall be of a type and size suitable
for the nature of the works and site conditions. If in
the opinion of the S.O the plant used at site is not
suitable, the contractor on advice by the S.O must
change the plant or method of executing the works.
The contractor shall have no claims against
government/employer for complying with the S.O’s
advice or instructions in this matter.

If the contractor propose to use plant which places a
load on the structure or is attached to the structure,
he must furnish full details of such plant to the S.O
for approval before work commenced. If necessary
and architecturally and structurally acceptable,
the structure shall be strengthened to carry such
loads and the contractor will be responsible for any
extra expenses. The contractor will be responsible
for making good any damage to the structure to the
satisfaction of the S.O.

Crane and Hoists
B The Contractor shall provide sufficient lifting and

hoisting equipment in the form of cranes or hoists to
meet a significant demand to achieve the required
completion date.

Day and night hoisting may be required by the
Nominated Sub-Contractors and the contractor is
responsible to organize the hoisting programme, so
that the works can proceed as planned.

A The special cranage is required for installation of long

and heavy prestressed and prefabricated elements/
components. Such special cranage must be available at
site at all times.

a) maintenance and inspection schedule shall
be implemented for equipment operating on
site.

b) All cranes are to be manned by experienced
operators and attended by at least one
ground attendant at all times who shall be in
constant contact with the crane operator.
Electrical call button are to be provided at all
levels.

c) At each landing, adequately designed
handrails with wire mesh safety netting are
to be provided for the safety of the persons
entering the hoist.

Lighting and Power for the Works
B The contractor shall provide all temporary lighting and

electricity power including fuel and gas, other related
accessories, temporary cabling, wiring and the like
required for the works. The electrical power either
temporary or permanent shall be sufficient for testing
and commissioning for all works.

The contractor shall ascertain for himself the nearest
point from which the temporary electricity supply can
be connected.

The provision of such temporary lighting and power
etc, shall include all fees and charges to the
authorities, running and operation costs including for
testing commissioning, and dismantling and removal
on completion of the works.

A If the permanent power supply is not available or may

caused delay to the completion of the works, the
contractor shall utilized the temporary power supply
or provide mobile generator for the testing and
commissioning of all the systems installations and
appliances.

Temporary Building
B All temporary buildings, workshops, sheds, stores etc

shall be constructed and maintained according to the
requirements of the local authorities and the contractor
is to pay all fees and charges in connection there with.
The buildings shall not be more than two storey height
with adequate ventilation and lighting.

No workers ‘kongsi’ are allowed to be built within the
site. However, should the ‘kongsi’ is allowed by the
authorities, the contractor shall provide a proper
building complete with kitchens, bathrooms and toilets,
proper drainage etc. to the approval of the S.O and the
authorities. Gas, kerosene and stove center shall be at
separate area.

All temporary buildings shall be dismantled on completion
of the works or when directed by the S.O and removed
from site at the contractor’s own cost.

Contractor’s All Risks Insurance Policy
C The Contractor shall take up a Contractor’s All Risks

Insurance Policy in the joint names of the Government/
Employers and the Contractor to cover the followings:

1. Material damage
2. Third party liability

A The policy shall be extended to include the relevant

endorsement and extra clauses applicable and related
to the carrying out of the Works. The Contractor shall
examine, identify and insured all risk related to the
Works but not limited to the followings:

a. Cross liability clause
b. Waiver of subrogation rights
c. Automatic renewal/extension of policy on expiry until
end of defects liability period
d. Professional fee clause
e. Defects liability period/Maintenance visit
f. Overtime, nightworks, works on public holidays
and express freight
g. Strikes, riots and civil commotion
h. Vibration and removal or weakening of support
i. Consultant’s as third parties
j. Injury to employer’s site supervisory staff, their
representatives and visitors
k. Removal of debris clause
l. Trespass clause

The amount of cover required are as follows:
a. Material damage
Full value of contract sum

b. Third party liability
The liability shall be for the unlimited no. of accidents at
any one period during the contract period. The amount
or limit of liability shall be based on the actual risk factor
and the original contract sum but shall not be less than
RM500 000.00 for each and every accidents

c. Additional cover
Where the Contractor deems necessary, he shall
take up additional insurance cover at his own expenses.

Contractor’s All Risks Insurance Policy (Cont'd)
A The contractor shall note that the S.O and the Government/

Employer shall reserve the rights to reject or request for
amendments of any unreasonable for all consequences
arising thereafter.

The Contractor shall be fully responsible for and pay all
excess payments or deductibles imposed by the insurance
policy

Workmen's Compensation Scheme
B The Contractor shall register and contribute to Pertubuhan

Keselamatan Sosial for all workers employed as required
by the Employee's Social Security Act 1969

The Contractor shall register and submit the code number
for verification and records prior to a start works and
at every months submit proof of contributions for record
purposes.

Should any default on payment of contribution occur, the
S.O shall have the right to make deductions from the
and apply direct to the relevant authorities on behalf
of the Contractor

The Contractor shall taken out a separate Workmen’s RM45,384.04
Compensation insurance policy for workers not subjected
to Pertubuhan Keselamatan Sosial and pay all premiums.
The said policy shall be deposited with the S.O and shall
maintain them during the contract period. The Contractor
shall indemnified the Government/Employer from any
claims.

Temporary Hoarding
A The Contractor shall construct and maintain throughout

the contract period a temporary hoarding including door/
door/gates in accordance with the drawings no.
PHG.SA(2)193/2012/D-34) or as approved by the
Authorities (in approve of any drawings) to be erected
along the boundary of the Site.

The requirements for hoarding , covered walkway and catch
platform are as follows :

a. For site that have a clear space between the building
line and the lot boundary equal to or more than the the
approved height (hereinafter referred to as clear space),
only hoarding shall be required.

b. Covered walkway shall be provided for site with clear
space less than the building height.

c. Covered walkway with catch platform shall be provided
for site with clear space less than half the building height.
No catch platform is required for building less than 4m high.

d. The hoarding and/or covered walkway shall be provided
along the full length of the site boundary adjacent to public
access.

e. Adequate overhead protection/covered for public
walkway

The project temporary hoarding shall be not less than 2.1m
high and painted with approved colour.

The Contractor is to allow for altering, shifting, adapting
and maintaining the temporary hoarding and door from
time to time as required by the S.O. The temporary
hoarding shall be make good and maintained on Site
demolished and cart away from Site on completion
of the Works.

A Where required, the Contractor shall cordoning off

working area when lifting operations, moving, shifting,
transfering works are carried out outside the hoarding
and site area.

The costs of construction and replacement, maintainance RM40,365.00
and demolition including paying all fees and charges for
approval, permits and licenses from the relevant authority
shall be deemed to have been allowed for in the tender.

Signboard
B The Contractor shall construct and maintain for the duration

of the contract, a temporary signboard all in accordance
with the drawings no.PHG.SA(26)47/2011 or as required/
approved by the Authorities (in absence of any drawings)

The temporary signboard shall be demolished and cart
away from site on completion of the Works.

The costs of construction and replacement, maintainance RM4,140.00
during the contract period including all paying all fees and
charges for approval, permit and licenses from the relevant
authority and removal and cart away on completion shall
be deemed to have been allowed for in the tender.

Statutory and General Obligations
C Statutory Obligations, Notices, Fees and Charges, Levies, etc

The contractor shall comply with and give all notices
required by an Act of Parliament, any regulation or
Bye-Law of any Local Authority which has jurisdiction
on the works.

The contractor shall pay indemnify the Government/ RM27,007.46
Employer against liability in respect of any fees or
charges (including any rates or taxes) legally
demandable in respect of the works and shall be deemed
to have been included in this tender.

Documentation

Performance bond / Performance Guarantee Sum
A The performance bond / performance guarantee sum

to 5% of the Contract Sum shall be deposit with the
Government. The performance bond / performance
guarantee sum must be maintained at all times and valid
during the contract period until twelve (12) months after
expiry of defects liability period.

Additional performance bond / performance guarantee sum
shall be issued to the Government if the performance bond /
performance guarantee sum is utilized during their validity
period.

Insurance of Works
B The Contractor shall obliged to produce and submit all

policies and receipt of premium paid to the S.O.

Contract Management and Administrations

Setting Out Of The Works
C Before proceeding with the Works, the Contractor must

obtain the services of the Licensed Land Surveyor for
determining the actual boundaries of the Site, checking
of existing coordinates, dimensions and levels including
setting out of the Works. Six (6), copies of the drawings
endorsed by the Licensed Land Surveyor shall be
submitted to the S.O for reference.

Where the survey marker have been established by others
on Site, the Contractor shall check the accuracy of the
positions and levels of such marker before using and inform
the S.O of any discrepancy including caused of discrepancy.

Setting Out Of The Works (Cont'd)
A On completion of the Works, the Licensed Land Surveyor

shall be required to check the alignments, levels, dimensions
and positions of the Works and produce as-built drawings
showing the levels, position of buildings, all external works
and services. Six (6) copies of the drawings and records
endorsed by the Licensed Lard Surveyor shall be submitted
to the S.O for reference.

Survey Instruments and Personnel
B The Contractor shall provide on site for the use of the S.O.

and his staff survey instruments, equipments and survey
personnel as may be required to check the accurancy of the
setting out. The Contractor shall be responsible to ensure that
all instruments, equipment and personnel are available at all
times and maintained in good working condition.

Site Meeting
C The contractor is to make arrangements for the fortnightly or

monthly site meetings to be held at the site office.

The contractor shall attend the site meeting who shall record RM7,684.88

preparation and distribution of the minutes of meetings to all
parties after each meeting.

Temporary Work And Services

Temporary Supply For Testing And Commissioning
A The contractor shall provide a sufficient temporary supply for

the testing and commissioning of a various services for
S.O's acceptance of the installation prior to inspection by the
relevant authorities.

The contractor shall allow cost and pay all fees and charges
as required, but not limited to:

i. Temporary power supply for mechanical and electrical
installations.
ii. Temporary water supply for plumbing installation
iii. Electricity and water consumed in test running and
commissioning

The contractor shall provide a competent personnel in
compliance with the Electrical Inspectorate Regulations 1984
to take responsibility for the operation of electrical installation
from the time the electricity supply is made available, until
testing, commissioning and handling over the works.

If the temporary supply is required by the Nominated Sub- RM36,763.20
Contractors, the contractor shall inform them of the
requirements to pay in accordance with Nominated Sub-
Contract.

Project Site Office
B The contractor shall adequently erect and maintain a site

office for the sole use of the S.O consultants and
Government/Employer's representatives not later than two (2)
weeks from the date of site possession, to be located at the
positions as decided by the S.O.

The site office shall be lockable and complete light fittings
and electrical installation, air conditioning, plumbing and
sanitary installations including furniture and fittings.

A The construction of a site office shall be in accordance with

fittings and furniture.

The site office shall at least comprised of the following
furniture and office automation which shall be maintained
during the contract period or as directed by the S.O. The
furniture shall be new and shall be of a standard (average
range) to be approved by the S.O.

a. Meeting room
Meeting room and table chairs for 25 people and sufficient no.
of white boards.

b. JKR's office
4 nos. table with drawers and chairs, sufficient no. of steel
filing cabinet and drawing rack.

c. Surau, to be fully carpeted with ablution

d. Project site office to be installed with telephones, fax
machine and photocopy machine including their consumable
such as paper, toner, etc.

e. First aid kits
Provide a special lock-up sanitary convenience for the use of
the site supervisory staff and maintain and keep them clean
daily during the contract period to satisfaction of the S.O and
local authorities. It shall be demolished and removed and all
other works effected by it made good on completion of the
works or when directed by the S.O.

The contractor shall keep the project site office accessible at
all times and every way habitable for working purposes,
clean, and maintain during the contract period.

The site office shall on completion of works be demolish or
remove from the site.

A The costs of construction, maintanance, make good and

transportation after completion including paying all fees and

B The Contractor is to provide a proper and adequate temporary

access onto and egress from the Site. The routes shall
preferably follow those of the proposed permanent roads,
subject nevertheless to the approval of the S.O.

The Contractor shall ensure the access is suitable for
transportation of materials and equipments with sufficient road
width, turning area and able to take long and heavy loading
vehicles.

Where access onto and egress from the site have to be
across public and private drains or culverts, the Contractor
shall provide all necessary temporary cross-over or culverts
in order to avoid damaging such drains.

Temporary Culverts, Drains And Silt / Earth Traps
A The Contractor shall provide and maintained during the

contract period all necessary temporary culverts, drains and
silt traps to keep the site dry and free from water all the time.
Such culverts, drains and silt traps shall be so constructed
and directed that their discharge shall not dirty, contaminate,
pollute or flood adjoining properties or site and roadways
to the approval of the S.O and authorities.

2.1 Built Up Rates Preliminaries Item

2.1.1 Progress Photograph

Construction Photographs is the most effective method of documentation and visual insurance
for identifying faults, allocating duties, and advertising the company’s services. The progress
image, which will be taken at regular intervals, will be collected with the progress report as
proof of the work completed.

Built up Rates for Progress Photograph:

Assumption: = 16 sets/month
Progress Photograph = 10 Pieces/sets
Numbers of Photograph = RM 0.58/piece (Refer to appendix)
Printing = RM 15.00/month
Each Time Handling Cost = RM 3149.00 (Refer to appendix)

2.1.12 CIDB Levi

Construction Industry Development Boards (CIDB) aims to improve construction delivery
management, capacity building, and contractor development through strategic interventions
and collaborations. A CIDB registered contractor is bound to notify the CIDB of any contract
which has executed having a contract sum more than RM 500,000.00. The percentage of levi
is calculated as 0.125% of the contract sum by way of Regulation 2 of the Lembaga
Pembangunan Industri Pembinaan Malaysia (Imposition of Levy) order 2003 effective from
21.05.2003.

SOCSO is also known as PERKESO (Pertubuhan Keselamatan Sosial) is an organisation that
protects Malaysian employees in accordance with the Employees’ Social Security Act 1969.
The act requires all employers in Malaysia to register their business and employees with
SOCSO. A monthly contribution must be made by both employer and employees according to
the percentage stipulated by the government.

2.1.20 First Aid Facilities

First aid facilities are compulsory for the Contractor to provide to the site supervisory staff if
any emergency happens. It is used for giving emergency treatment to a sick or injured
person. First aid kits contain a variety of products to treat cuts, scrapes, injuries such as
sprains and burns, as well as supplies for a variety of common disorders.

CONCLUSION
In conclusion, based on the project of Membina Baru Masjid Daerah Temerloh Pahang
Darul Makmur with contract number F/PHG/IP/DMT/111/2012 had been use as reference on
the preliminaries item that provide in this Bill of Quantities. Those item was used to recalculate
the price based on the latest rate. We already identify the component of prices which need to
be considered in pricing procedure. Other than that we also had analyses the prices of various
measured work on preliminaries item.
We discovered how to calculate cost for preliminaries items to determine the actual cost
for that preliminaries item. Beside that, we also learnt how to get the quotation for the
preliminaries items, in case we cannot get the quotation we also can get the rate by referring
to previous document tender from the same project and also can get the rate from the schedule
of rate that was prepared from the supplier, as example schedule of rate from the online
website such as quantitysurveyor online and ratoljkr.
