2 HARBOR HILLS DAY CAMP APPROACH AND STAFF COMMITMENT
2.1 THE HARBOR HILLS APPROACH TO WORKING WITH CHILDREN
At Harbor Hills, we relate to children as unique individuals who should be given opportunities to learn
new things, experience new challenges and develop new skills (both physical and social), while feeling
good about themselves. We believe this can be accomplished most successfully in a relaxed and fun
atmosphere, with the support provided to bring out the best in every single camper.
Being part of a group offers each child opportunities to share, work and play together, to strive for
common goals and to better understand the needs of others. Each camper also takes pride in the
group’s achievements and recognizes the significance of his or her own contributions to the group’s
success.
Every day at camp is filled with activities, friendship, spirit and adventure. All of this enables our
campers to enhance their own identity.
2.2 STAFF/PARENT COMMUNICATION
To speak with a Division Leader, call or email the camp and you will be contacted as soon as possible
to schedule a meeting. For your child’s safety and for the safety of all children, no adult is
permitted in camp program areas without the permission of the Camp Director. Please report
directly to the gazebo upon arrival for assistance.
2.3 STAFF COMMITMENT
Each member of our camp staff is carefully selected and trained and is an enthusiastic and caring
member of our camp community. Each staff member participates in an extensive camp orientation and
training program and pledges to keep all children safe from physical, sexual, verbal and emotional
abuse.
2.4 VISITORS
Visitors are not permitted to interact with campers or counselors during regular programmed activities.
To be approved to be onsite, please obtain permission from the camp office. Adults identified as non-
camp staff in program areas during the camp day will be asked to leave, unless they have prior
approval through the camp office. All Visitors are required to wear a visitor pass.
2.5 HARBOR HILLS DAY CAMP BEHAVIOR SAFETY GUIDELINES
Harbor Hills staff takes the safety of your child(ren) seriously. It is our job to protect your child(ren’s)
physical and emotional safety. Our staff receives extensive training on proactive behavior management
techniques, health, safety and security.
Staff and campers are expected to treat each other with respect. Campers will face consequences for
behaviors that disrupt activities, harm the safety (physical or emotional) of other campers and/or staff,
or violate camp rules. Consequences will be fair and appropriate, based on the intensity, duration and
frequency of the behavior. Campers will never be punished physically. However, camp staff may use
reasonable force to break up a fight, prevent violence or restrain an unsafe camper.
3
Harbor Hills uses a multi-step discipline policy to address disruptive and/or unsafe behavior. To begin,
all staff members are involved in the pre-camp training on proactive and preventive behavior
management strategies. If a camper is involved in a behavior that compromises the safety of anyone
and/or breaks a camp rule, a parent/guardian will be contacted and an incentive program (star/sticker
chart, daily contract or other techniques) targeting specific behaviors will be discussed. Campers will
earn reinforcements at camp and/or at home for demonstrating improved behavior.
If the camper continues to display the same unsafe or similar behaviors, a parent/guardian will be
contacted to take the camper home early (camper may not ride the bus) and the camper may be
suspended from camp for the following day. If a suspension occurs, the camper and parent/guardian
will meet with camp administrative staff the next morning to help re-enter the camp program
successfully.
Should another incident occur, the camper may be sent home early and suspended for the next day. A
reoccurrence of the same or similar behavior will result in the camper being requested to leave camp.
The parent/guardian will pick up the camper. No refunds will be given. The camp director reserves the
right to make final decisions on any of the above guidelines.
2.6 BULLYING
Bullying involves a person expressing his or her power through the humiliation of another person.
Harbor Hills supports the rights of everyone to participate and enjoy all activities, free from any form of
bullying. Harbor Hills will make every reasonable effort to promote awareness of the problem of bullying
among all its participants, and to respond quickly and effectively to complaints or disclosures of
bullying.
3 HEALTH & MEDICAL INFORMATION
New Jersey Youth Camp regulations require that children be admitted to camp ONLY after the required
health forms are on file. We will check each camper’s file for complete records before camp starts. No
child will be allowed to attend camp, until the forms have been received and processed by our
Health Center. Processing of health information can take up to a week after receipt. Contact the office
if you have specific questions or need additional information. The deadline for the submission of all
required health information is May 2.

3.2 HEALTH CENTER AND MEDICATION
Please do not send your child to camp if he or she has a cold, fever or does not feel well in the
morning. An ill or injured child will be escorted to the Health Center by one of our staff for the health
professionals to determine if the child’s illness or injury warrants the parents/guardians to be called.
Parents are expected to respond promptly and pick up their child.
A child with a rash, fever, diarrhea or vomiting should not be sent to camp. Your child should be free of
symptoms for at least 24 hours before returning to camp. Please report all communicable diseases to
the nurse at 973-895-3200.
In the Essex and Morris county community, lice are an inherent problem in camps. If your child is sent
home with lice, note that Harbor Hills has a nit-free policy. Campers will be checked by a camp nurse
upon their return to camp and must be determined to be nit-free in order to attend. It is critical that
you check your children BEFORE sending them to camp.
Medication
Please do not send any medication in a camper’s backpack. This includes over-the-counter
medications. Please give all medication to your camper’s bus counselor. Prescription medicine must
be in the original pharmacy container with a pharmacy label and the child’s name on it. Over-the-
counter medication should be in a new unopened container.
If you administer medication to your child in the morning before camp, please contact the Health Center
at 973-895-3200 or by e-mail at [email protected]. Clearly indicate the camper’s full name, Division and
group. The nurse will be in touch with you about administration of the medication during the day at
camp.

authorization before your child(ren) arrive for their first day of camp. If you have questions
about the delivery of medication, please call the office at 973-895-3200
The camp nurse will discuss any concerns you might have. Please do not attempt to contact the
counselors directly regarding medical matters. The nurse will update the Division Leader and
counselors with medical matters when necessary.
3.3 SUN PROTECTION
We recommend that your child be protected with sunscreen, preferably a long-lasting, water-resistant
variety. Apply the lotion every day BEFORE your child(ren) leave for camp. Please also send additional
sunscreen to camp to be reapplied during the day. If you choose not to send your child(ren) with
sunscreen we will use the camp sunscreen, Rocky Mountain Sun Screen SPF 30. At Harbor Hills we
5
Remind your child(ren) NOT to share sunscreen – another child may have an allergic reaction to the
sunscreen your child(ren) use. We also suggest campers bring a hat to wear outside to help shield their
faces from the sun. Clearly labeled hats, should stay in your child’s bag and be brought to camp every
day.
3.4 INCLEMENT WEATHER POLICIES
The following inclement weather policies are in place:
Excessive Heat/Poor Air Quality - If temperature or air quality necessitates changes in the regular
schedule, outdoor activities will be limited to periods of no more than 30-45 minutes at a time. Campers
will be encouraged to take frequent water breaks. Field trip destinations may be changed due to
weather conditions. Some indoor activities may be substituted for outdoor group time as conditions
necessitate.
Lightning - The pool will be closed and the pool area cleared until 30 minutes after the last sighting of
lightning in the area. Outdoor activities will move indoors.
Rainy Day- Campers will take part in a fully scheduled program of activities regardless of the weather.
On a rainy day, all Junior Camp and Kindergarten campers will enjoy a full day of activities on the
Harbor Hills grounds. All campers entering 1st grade and up may spend a portion of the day off Harbor
Hills’s grounds enjoying regular camp activities at an outstanding indoor sports facility.

Pool 3 Horseshoe Pool 1ft - 3ft
Pool 4 Slide Pool 3ft - 7ft (Shallow slide 4/5ft, Deep Slide 6ft)
Swim Levels
Determining Swim Abilities
The Harbor Hills instructional swim program is consistent with the American Red Cross “Learn to Swim”
program. This program consists of six levels that contain the skills needed to instruct swimming for a
beginner to the most advanced swimmer. At Harbor Hills, our Aquatics Program is designed to provide
the best possible environment for each camper’s success.
Each camper’s initial placement into a swim group is determined by reviewing the prior year’s records
and his or her performance during the individual swim evaluations conducted on each camper’s first
two days of swim.
In order to provide the best possible experience, each camper is placed in a group, according to his or
her swimming ability. Swim groups are sometimes adjusted in order for each Camper to get the most
success from our swim program.
Swimming in the Deep End
During Recreational Swim each camper has a chance to take the deep water test, where they can earn
1 of 3 Bracelets
Green Bracelet – Allowed in Pool 3 and the shallow section of Pool 1; not allowed on slides or
Pool 2 & 4
Yellow Bracelet – Allowed in Pool 1, Pool 3, and the shallow section of Pool 4; allowed on
shallow slide only; Not allowed in Pool 2
Red Bracelet – Allowed in all pools; allowed on all slides.
Every camper’s initial bracelet is determined by reviewing the prior year’s records. New campers and
campers wanting to earn a higher bracelet take the deep water test. This demonstrates their ability to
swim to safety and demonstrate certain technical skills of swimming. The deep water test is taken in
the 5ft area of Pool 4, and consist of 2 lengths of swimming, 30 seconds treading water, 15 second
back float and a brief demonstration of underwater swimming.
This test is the same for a Yellow bracelet or a Red bracelet, campers are awarded a Yellow bracelet if
they can successfully complete the deep water test with confidence, and campers are awarded a Red
bracelet if they can successfully complete the test with confidence, showing great stamina and
demonstrating proper swim techniques and breathing methods. This test is administered by one of the
Lifeguards/Swim Instructors during Recreational Swim.
Swim Rules
10
Safety is always a priority in the pool area. It is important that pool procedures are followed at all times.
Counselors will be assigned to a specific swim group and assist Swim Instructor with lessons.
During the Recreational Swim in the afternoon, counselors participate with campers from within
the pool.
A Buddy Check will take place before, after and every 15 minutes during Recreational Swim.
Once each camper is identified with their buddy, and a full group head count has been taken the
Pool Director will let the campers know they may return to the pool.
All counselors must accompany their group while entering and exiting the pool area.
No running anywhere in the pool area.
No food or drink in the pool area (water bottles only)
American Red Cross Lifeguards are guarding all pools at all times
The Pool Director may close the pool, putting the safety of campers and staff first as required by the
Health Department. In the event this occurs, an alternate activity will be provided for campers.
Questions and Concerns
If you have questions or concerns about our swim program, please contact our Aquatics Director,

8.1 FOCUS PROGRAM (OFFERED TO 2ND GRADE CAMPERS)
The Focus Program allows campers to select one activity to be included in their daily schedule. The
hour long focus takes place once each day for a one-week period. This provides our 2nd graders with a
chance to have a concentration in the activities they enjoy most. The process repeats itself each week
giving campers the opportunity to develop their decision-making skills and the ability to personalize
their program. With a wide variety of choices, including sports, creative & performing arts and outdoor
adventure, campers can select from their favorite activities or they can try something completely new!
8.2 ELECTIVE PROGRAM (OFFERED TO CAMPERS ENTERING 3RDGRADE AND UP)
The Elective Program allows campers to select hour-long activities to be included in their daily
schedule. The electives take place for a one-week cycle. This provides our campers with a chance to
spend more in-depth time on the activities they enjoy most. In addition the Elective Program enhances
campers’ sense of initiative and individuality, strengthening their skills & self-confidence in their chosen
area. Campers frequently select a favorite activity or expand their repertoire by trying something
completely new!
8.3 OPTION PROGRAM (OFFERED TO SENIOR CAMPERS)
The Option Program offers Senior Campers an additional time each day to make an individual choice.
They select this hour long option period daily for that day only, throughout the entire summer. The
Option Program gives Senior Campers the ability to interact with other campers within their division
daily.
9 TIPPING GUIDELINES
During each camp season, we receive numerous telephone calls from parents requesting guidelines
pertaining to gratuities for counselors and other staff members. While we feel this is a personal matter
11
between parents and staff, we want to provide some guidance and offer the following suggestions
based on what gratuity practices have been in past years.
Based on an 8 week enrollment, the following information is only a guide.
When you send a gratuity on your camper’s last day of camp, or at some point during their last week
please send the gratuity via bus mail. Tip envelopes are available from your bus counselor or, if using
your own, please write the staff person’s name and group on the envelope. The bus counselor will
make sure all envelopes are kept safely for staff members, given to the camp office and distributed to
the staff you designated on your camper’s last day. Checks are preferred, make the check out to the
specific person you want it to go to. Gratuity checks cannot be made out to Harbor Hills Day Camp.
Thank you.

10.3 TEEN TRAVEL GUIDELINES
The Teen Program at HHDC has been designed to provide an age appropriate, stimulating and exciting
camp experience. It recognizes your age and maturity, and provides a program that is completely
different from the traditional day camp experience.
As a Teen Adventure camper, you will be spending your days, and several nights, away from the
regular day camp/home setting. To ensure the success of the program, you are required to be a
12
responsible member of the camp community. Below are several important guidelines to ensure a safe
and successful experience.
CAMPER CONDUCT
1. Listen carefully to your counselors at all times and follow their instructions. Remember, you will be
off site at places you have not been before. When a counselor is speaking, be sure to listen.
2. Campers need to behave appropriately with one another. This includes language, comments, or
physical contact. Any public display of affection (PDA) by campers is prohibited.
3. Your safety is our primary goal! You will be in public places where there will be other people around.
There is to be no interacting with strangers or non-camp friends while in the program. Remember to
stay with your fellow campers and your counselors.
4. HHDC campers have a reputation of being good citizens! We expect you to continue that tradition.
Therefore, please be responsible for your own belongings and leave any site visited cleaner than when
you first arrived.
5. When visiting public places, it is vital to understand that you must behave appropriately. Therefore,
follow and respect all local rules in public places, such as buses, vans, hotels, etc.
6. Teen Adventure Campers are permitted to use and carry cellular phones with them on trips for
emergency use. However, each teen is responsible to safeguard their phone and monitor their own
usage. Prior to camp, please take a moment to review with your teen appropriate use of their cell
phone. Campers may not misuse their phones by texting and/or sending inappropriate or unwanted
messages or photos. There is a zero tolerance for cyber-bullying. Any camper who participates in
cyber-bullying will be required to leave the program and there is no refund of tuition.
Please remember that these guidelines are designed to ensure that your summer will be safe,
enjoyable and organized. We are confident that, if you follow these rules, you will have a terrific
summer!
10.4 ACCOMMODATIONS
Accommodations are “A” rated with camper/staff rooms all on the same floor. Room assignments
consist of up to four same sex campers per room. Room selection is decided by the Teen Director
(with input by the campers), prior to each trip.

will assemble and be assigned a camp bus for day trips, or will enjoy traveling in luxury coach buses for
