CoE Youth Month, tackling the challenges of economic freedom.

June, Youth Month, a month to commemorate the youth of 1976. While the youth of 1976
fought for freedom and the creation of a democratic state, today’s youth activism is directed
towards successfully tackling the challenges of economic freedom, unemployment, drug
abuse, HIV/AIDS and personal development. To commemorate the youth of 1976 and
inculcate the culture of entrepreneurship in the youth of today CoE hosted the Festival of
Ideas!
Earlier this year, the City of Ekurhuleni, in collaboration with the Gauteng Enterprise Propeller
successfully hosted the Ekurhuleni Youth Expo. The summit impacted over 500 individual
enterprises while the activations impacted over 700 individual enterprises.
The City of Ekurhuleni, is seeking to scale up pitching booster and use the platform and
momentum of the summit to further increase the participation of its citizens in the mainstream
economy through meaningful interventions. The Festival of Ideas 2019 is in alignment to the
City’s ten Point Economic Plan which seek to:Strive for a vibrant, inclusive and sustainable
regional economy that priorities the interests of its adverse communities through new
knowledge creation that drives positive change and improve livelihoods. To ensure that
poverty, underdevelopment and unemployment is undermined through integrated efforts that
prioritises action learning, human development, accelerated and shared economic growth to
create a business conducive environment that attracts investment, create jobs and economic
competitiveness.
As a prelude to the Festival of Ideas the city hosted the Ekurhuleni Township Property and Construction Summit empowering and unlocking

CoE calls on SMMEs and entrepreneurs to register on the CSD
database to access available opportunities through the City's
grants, Vuk'uphile and Minthiro Yavulavula.

Operational Procurement senior manager Mashudu Matakanyi and Supplier Development
specialist Elvis Matji shared the information with SMMEs at the Festival of Ideas in Ekurhuleni.
Matakanyi said,“The City uses CSD to check if the companies that want to do business with
the City are tax compliant and that the directors do not have a conflict of interest.”
“CSD also checks bank verification, if your bank details are not verified the City rejects the
SMME's request. Opportunities are advertised on the City’s website and approved boards at
Customer Care Centres.”

A festival of entrepreneurial ideas

To commemorate Youth Month, the City of Ekurhuleni hosted a Festival of Ideas Pitching
Booster for entrepreneurs, to showcase innovative business ideas pitched by
entrepreneurs in the ICT, Smart and Advance Manufacturing, Business Process and
Logistics, Agriculture or Agro-Processing and Business Services sectors.


The City is mandated to ‘develop and identify programs that will address the needs of
SMMEs in Ekurhuleni through mentorship and coaching, business development services,
access to infrastructure, access to finance and access to markets.’

Entrepreneurs competed for R2 million, 12 months mentorship contract and a chance at
securing strategic funding from financial institutions. Entrepreneurs had five minutes to
pitch their ideas.

Gauteng Enterprise Propeller is investing R1 million to the Manufacturing and Agriculture
sectors.

Focus sectors for the Festival of Ideas

Focus sectors for the Festival of Ideas Pitching Booster are the ICT, Smart and Advance
Manufacturing, Business Process and Logistics, Agriculture and Agro - Processing and
Business Services.

According to Ekurhuleni Economic Development Department, the aim of the Festival of
Ideas is to lead, facilitate and promote economic transformation, inclusive growth and
socioeconomic development within the City of Ekurhuleni.
Manufacturing is one of the biggest sectors in the City of Ekurhuleni and entrepreneurs
at the Pitch Booster conveyed their hopes to secure the City as a potential client for
different contracts within the City.

Entrepreneurs pitching include mobile kitchens, local toilet paper, marketing and waste
companies, to name a few.
In their pitches, entrepreneurs provided company profiles, information on market access
for their products, industry based research, funding requirements, marketing, business
challenges, production costs and what the company will use the money for.

I will use the winnings to grow the business and aim to make up to 5 000 units of products per day. The money will also assist in renting food
safety approved work premises and we are working towards acquiring a food safety certificate.

Boosters we started in April. The Pitching Booster seeks to address funding challenges,

one of the problems that SMMEs face.”
Mpho Nche added that the City offers mentorship, coaching, business development

services, access to infrastructure, access to finance and access to markets for SMMEs
and entrepreneurs.

Regional Pitching Boosters to promote
supplier development in township
economies

To boost enterprise and supplier development in township economies aligned with
government’s NDP goals, workshops and pitching sessions were hosted across all six
regions of Ekurhuleni.
Each region hosted 150 entrepreneurs competing for one hundred thousand rands
worth of prizes.
Fifteen small businesses walked away with prizes at the Ekurhuleni Enterprise
Development Summit. The overall winner, Phakama Services Group, a logistics
business which services national and African clients, won R150 000 worth of business
supplies and and other prizes including branding and mentorship for 12 months( Profile
on Page 28).
The programme aims to reach over 600 SMME’s in Ekurhuleni yo create sustainable
development of local small businesses and encourage networking and pitching
readiness for businesses.

financial year include setting aside funding for SMMEs and engaging

addressed Construction and Property Summit delegates about the City’s

He said Government remains the number one potential customer for small
businesses and entrepreneurs therefore SMMEs must seek it out. “Guided
by thecity’s 10-point plan we decided to do the Pitch Booster programme
for entrepreneurs to come and demonstrate their ideas, get support their
businesses and, in turn, help revitalise the economy.”

“The city is driving the land release programme where 115 commercial
sites will be made available for business and 101 of these sites are
awaiting approval and will be made available through the city’s advertising
platforms. 66 farms or agricultural land have already been approved by the
mayoral committee for release.”

“It’s important for entrepreneurs and business owners to know the city’s
budget and programmes such as Vuk'uphile and Minthiro – Yavulavula so
that they know how to align themselves to those opportunities and engage
with the city on ways to further support small businesses.

To address the challenges around business finance faced by SMMEs,

“If you are born in a poor background its not your fault but if you die poor its your fault.
There is so much development required in the townships, a majority of people live in
townships but are not involved in opportunities available in the townships,” Mafodi said.

“The City of Ekurhuleni has a lot of informal settlements but there is
still room for small businesses involved in construction and property to
take over that space and build houses,” said Tebogo Mafodi, property
investor and chairman of the TM Group at the Construction and
Property Summit Masterclass, focused on construction and property
in townships.

“If you’re born in a poor background it’s not your fault but if you die
poor it’s your fault. There’s so much development required in the
townships and the majority of people who live in townships aren’t
involved in those opportunities which are available in the townships,”
Mafodi said.

He added that South Africa is a developing country with a lot of
possible infrastructure development as there is a huge housing
backlog

Accessing finance is often difficult due to a lack of a good credit
record and also collateral. “The construction industry has set aside
R950 billion but how much of it is going to the townships? It’s
important for entrepreneurs to understand the business of
construction and to be positioned to have a slice of the funding,”
Mafodi concluded.

Black Entrepreneurs are able to
thrive in the property sector!

The South African Institute of Black Property Practitioners’ chief
executive officer, Vuyiswa Mutshekwane, told entrepreneurs at
Ekurhuleni Construction and Property Summit that it’s important
for black-owned small businesses to be major players in the
property sector. The company mainly focuses on transforming the
property sector to benefit those black entrepreneurs who were
previously disadvantaged.
“When external companies come to build a mall in a township and
bring their own contractors there’s no skills transfer or economic
investment for the locals. Cities have to adopt a transformation-
oriented approach when issuing zoning and development rights;
ensuring that the builders, painters and other service providers
are selected from the township where the development is taking
place.”
Mutshekwane said, “Black entrepreneurs are able to thrive in the
property sector with the support of Government and the private
sector. The State of Transformation Report by the property sector
shows that 90 percent of listed sectors are not black owned.”

Challenges faced by
entrepreneurs in the property
sector:

• A lack of awareness – they should plug themselves into a
bigger information network so that they know what
opportunities are available and when;

• The lack of access to markets and funding stops a lot of
entrepreneurs before they can develop any property;

• Access to capital – a lack of understanding of the township
risk environment by lenders;

• Land use management and zoning – properties in
townships are incorrectly classified. They are not zoned as
commercial land even though they have shops and spaza
shops:

• Tenure and property rights;

• Access to and delivery of services: Inconsistent energy
supply, poor security and the inaccessibility of road
networks.

The Ekurhuleni Youth Expo held in Dukathole in May attracted many
young people looking for educational and career opportunities available
to them.

The Deputy Minister of Trade and Industry, Bulelani Magwanishe told
young people at the expo to realise their full potential by attending youth
expos and youth summits to access critical information to empower
young people.

Minister Magwanishe said, “Sixty percent of arable land in Africa lies
barren. This is an opportunities for young people to grab and create
massive employment through small businesses and entrepreneurial
projects.”

“The Youth Employment Service has already created 16 000 work
opportunities for the youth. Mayor Mzwandile Masina, in his State of the
City Address, gave a detailed account on programmes for the youth.
Take advantage of such opportunities to further your dreams,” he added.

Minister Magwanishe said townships in South Africa are flooded with

CoE Youth Expo attracts large number of youth seeking
opportunities and career guidance.

City of Ekurhuleni, in partnership with the Department of Trade and Industry,
hosted a job opportunities Youth Expo in May. The expo, held at Dukathole
Sport Ground in Germiston, is one of the City’s many interventions for the
youth in light of career opportunities available to young people.

The expo attracted large numbers of youth from Ekurhuleni who were looking
for educational and career guidance. Institutions and companies that had
information hubs include the National Youth Development Agency which
provided information on mentorship, grant and entrepreneurship development
programmes.

A Germiston resident, Konanani Maphaphu, attended the Youth Expo in the
hopes of securing a HR Internship. Maphaphu is currently completing a
waitressing learnership with a hotel in Boksburg. “I am interested in Human
Resources but it has been a struggle for me to get any internships or
learnerships in that field.”

Ekurhuleni Divisional Head of the Youth Directorate in the Office of the
Executive Mayor, Advocate Modise Koetle told young people at Youth Expo to
keep seeking opportunities that will help them escape unemployment and
poverty.

“The City has internship and procurement programmes available to young
people. On 1 June a full service branch of NYDA was launched in Ekurhuleni.”

In June a Pitch Booster was held in Ekurhuleni for youth to present their ideas
and receive funding for their concepts.

 SKILLING THE ECONOMY THROUGH EXPERIENTIAL LEARNING

The Executive Mayor of the City of Ekurhuleni, Cllr Mzwandile Masina
attended the Induction and contract signing event for the placement of
the City’s newest interns in Germiston in June.
He said the City has set aside R70m for the internship programme. He encouraged
interns to take the Work Readiness initiative seriously and spend the time engaged in
learning.
“This is a 12 month opportunity to learn and it needs the backing of employers
backing the initiative by scrapping the requirement for years of work experience.”
Masina stressed that youth unemployment is a crisis, government, the private sector
and entrepreneurs have to work towards solutions that create jobs for the youth.
MMC for Finance and Economic Development, Nkosindiphile Xhakaza, congratulated
the interns and shared with them that he is also a product an internship as well. He
added,“You are products of a selection process, you were selected because you are
one of the best the City has.”

MMC Xhakaza urged host companies to post interns where they can benefit and gain
the most experience.

CoE has partnered with private companies to host 450 Interns in the Work
Readiness Programme, the City will also place interns within it’s different
department.
BidAir Cargo, based in Ekurhuleni is one of the host companies for interns placed by
the City. Intern trainer and manager, Sibongile Gatite.
“BidAir Cargo started the partnership with Ekurhuleni in 2014, we offer training of
interns at the Airport. We not only offer career guidance, soft skills, professional
driving licence opportunity and offer interns training passport which allows interns to
get training in all departments the company has.”
Dr Emmanuel Maepa from DR HE Maepa Institution (PTY) LTD shared with interns
what they should expect during an internship with the consulting and contracting
company. “Internship focus will include energy management, prepaid water and
electricity and PV Rooftop installation, we are also targeting schools and companies
to place interns.” Maepa added that interns will have the opportunity to visit work
sites, trained and do actual work.

The City of Ekurhuleni set aside R70m funding for the Work Readiness and
Internship Placement programme. According to the Economic Development Department,
the City places over 350 young people per quarter and 1 500 yearly into work integrated
learning opportunities.
As part of Youth Month activations, 450 Interns signed internship contracts with the City of
Ekurhuleni in June. The Economic Development Department's Skills Development Manager,
Colin Ramogale explained to the interns what the contract entails, the stipend and what is
expected of the interns and the partnership of the City and hosting companies.
He explained, “After the contracts have been signed, the interns will be handed over to mentors
so that they can begin internship. The contract we have entered into with interns and companies
is a 12 month contract, the City will handle the administration of the monthly stipends.”
The City will receive monthly reports from the companies on the progress on interns, and where
necessarily evaluations will be made. “We wish the 1 500 interns placed this year a fruitful
experience as they begin their Work Readiness programme,” he added.
Companies that will host the interns for the duration of the programme sent mentors to the
induction and contract signing event at Germiston.

by City of Ekurhuleni, through the Work Readiness programme.
A: I am 23 years old
Q: How did you find out about the City's Internship Programme?
A: I researched about available bursaries and internships for the City of Ekurhuleni and
came across information on City of Ekurhuleni social media pages.
Q: What did you study with the bursary received from the City?
A: I did a Bcom Degree in 2016 with the University of Limpopo
Q: What career path do you want to take?
A: I am hoping to branch into Economics, Business or finance and work for any Ekurhuleni
based company so that I can give back to the City for giving me a bursary.
Q: Where have you been placed for your Internship
A: I have been placed with the NYDA, I am excited for this opportunity and looking forward
to learning all I can.

Intern Profile Rhulani Simbine
Rhulani Simbine has started an internship at BidAir Cargo in the Administration
department. Rhulani is one of the 450 interns placed by the City of Ekurhuleni’s
Economic Development Department in partner companies. Rhulani is a former Isekelo
Primary School and Tembisa Secondary School learner. “I live with my unemployed
mother and two siblings. I am excited for the chance the City has given me. This
internship opportunity will help me to fulfill my ambitions to work as an Administrator.”He
added, “Unemployment is a national disaster, especially amongst the youth. We must
not wait for opportunities to come to us, we must be go getters and sharpen our
entrepreneurial skills as well to create more jobs.”

Intern Profile: Molebogeng Matlou
Molebogeng Matlou from Tembisa is one of the beneficiaries of the City of Ekurhuleni
Work Readiness programme. The former Tlhakanang Primary School and Thuto me
Maatla High School learner has started internship at Bid Air Cargo.
She lives with his parents, who are pensioners and thanks the City for the privilege to
further her career opportunities. She said, “I was not able to study further after Matric
due to lack finances. I am very excited about this internship, the opportunity will change
my life for the better.”Molebogeng is keen to venture into the Tourism Industry and
believes the City is now doing a lot for young people. “Ekurhuleni is helping youth by
offering bursaries, young people must take advantage of all this. Youth unemployment
is a challenge, a lot of young people have the right qualifications for jobs but can not
find work.”

Intern Profile: Bongiwe More
Meet Bongiwe More, a Katlehong resident is grateful for the City of Ekurhuleni’s Work
Readiness Internship Programme which she is now part of.
“I saw advert at the local library for the City’s internship and quickly applied,”she said.
Bongiwe, aged 23, lives with her unemployed mother and aunt and attended Ntuthuko
Primary School and Glenbrack Junior High School. “I studied BSc Environmental Sciences
and finished my studies in 2017 and my Honours Degree in Environmental Monitoring and
Modeling in 2018.”Bongiwe wants to be an Environmental Compliance Officer and has been
placed at City of Ekurhuleni's Environmental Resource and Waste Management Department.
“I think the City is doing well when it comes to helping the youth, there are bursaries,
internships, learner ships and EPWP programmes to help us.”


 CATALYTIC INVESTMENT IN FOCUS: TAMBO SPRINGS LOGISTICS CORRIDOR

From the ports to rail, road or air, to the warehouses and finally to the customers, Tambo Springs will be equipped to meet all
manufacturing and distribution needs, Tambo Springs will nearly double current freight logistics capacity in and out of Gauteng by
incorporating a range of elements which will differentiate it as a world-class competitive location.

State-owned freight logistics utility Transnet awarded a multibillion-rand contract to construct Tambo Springs Intermodal Terminal in
Ekurhuleni.Transnet awarded the 20-year concession to Southern Palace Joint Venture Consortium to design, construct, finance,
operate and maintain the terminal.
The consortium is lead by Ferrovie dello Stato Italiane, which will serve as a technical partner, and comprise of Makoya, an
empowerment logistics partner that would be supported by Concor, Aecom and Italferr.

Transnet’s chief business development officer, Gert De Beer, said that the terminal would have an outlay of R2.5 billion.
Tambo Springs Logistics Gateway is a 600ha industrial development located in the southern periphery of Ekurhuleni and within the
Johannesburg/Durban/Coega/Cape Town road freight and rail corridor. This world-class development will bring together all aspects of the
warehousing, distribution and operation efficiencies.

“Springs inland terminal has been on the government's plans for a number of years now. Witnessing it coming to fruition is indeed a
historical moment for many South Africans. Once completed, the in-land terminal will completely change the face of Gauteng.”

Transnet said the project would lead to the creation of 81 000 jobs during the contraction phase and 110 000 permanent jobs in
transport, manufacturing and logistics operations.

the Springs Intermodal development, which formed part of the Gauteng Integrated Transport Master plan, would cover 607 hectares and
a range of property development components.
“As South Africa's economic hub, Gauteng handles approximately 60percent of the country's import and export goods. A development of
such magnitude will ease road traffic by diverting road cargo to rail networks linked to the country’s sea ports,” De Beer said.
The Springs terminal is expected to break ground by November and is anticipated to open in 2022.
It will be located on a 607-hectare (ha) site within the broader Tambo Springs Logistics Gateway development, which is being master-
planned by the Tambo Springs Development Company on 607ha of land near the N3. Transnet has already purchased 35ha of land
within the new development node, with another 32ha being negotiated.
“The City of Ekurhuleni will provide major bulk services for the development,” says de Beer, adding that the terminal will be developed as
part of a next-generation logistics gateway combining direct terminal handling facilities as well as back-of-terminal property development
and related value-add logistics services and activities.


 SMME DEVELOPMENT IN FOCUS: KWA THEMA BUSINESS PARK

Mzwandile Masina officially opened the

Kwa Thema Business Park in May.

The business park will be used as an SMME Empowerment Precinct for local
entrepreneurs and businesses.
In his address Masina said, “This is one of the best business facilities the city has
built, we are handing this business park to the community to utilise, it is open to
young innovators and entrepreneurs, protect this infrastructure.”
The City spent R41m to build the facility for small businesses to make use of. “A
huge challenge faced by South Africa is youth unemployment. The businesses that
will be housed at Kwa Thema Business Park must work with the City to provide
employment for other youth,” said Mayor Masina.
Cllr Masina added that facility is also open to members of the community who do not
have businesses but wish to use a venue for meetings and workshops.
“All business support institutions such as Seda, NEF and GEP must have an
opportunity to use the facilities so that the public does not have to travel far to
access opportunities available to them,” he concluded.
The Mayor, officials and members of the public took a walk about around the new
Kwa Thema Business Park to see the facility built for the community.

Ekurhuleni Head of Economic Development Department, Caiphus
Chauke said the new business facility is a key part of promoting local
township revitalization within the City.
The business park, which cost R41m to build, is located on Thabahadi
Road and Rhokana Road in Kwa Thema township. The facility has 32
office units and 12 Industrial units, three administration offices and two
training rooms, most of which now have tenants. It also has SMME
support offices which comprise of offices and training rooms and a
boardroom.
“The facility will provide office space, networking and mentoring support
to small businesses in Kwa Thema. This project is also in line with the
City’s growth and development strategy (2055).
Kwa Thema Ward Councillor, Cllr Johannes Sibeko, thanked the City of
Ekurhuleni and the Department of Economic Development for Kwa
Thema Business Park. He said, “We are proud of this facility and trust
that the small businesses which will operate from these facilities will be
part of the solution to unemployment problems in Kwa Thema.”

Maxton Training
Consultancy

Business partners Moratoa Mnyakeni and Frank
Mahlangwane run Maxton Training Consultancy from Kwa
Thema Business Park, a business hub facility constructed
by City of Ekurhuleni.

Mnyakeni explained that their business specialises in
electrical engineering that is high voltage. “We offer training
on maintenance and construction of power lines. The office
space has helped us do trainings and workshops. The hub
gives our community access to a professional set up for
business.”

We are grateful for what City of Ekurhuleni has done for us,
we can see our business growing into the future because of
the business support we are receiving. We have had
challenges in then past because of high rental prices in
many office parks and never dreamt we would have an
office for R300 a month, she concluded.

Maxton Training Consultancy is benefiting from the use of
the boardroom at Kwa Thema Business Park to offer their
skills assessment and classroom training programs to their
clients.

Kopele Consulting

Keabetswe Maimane, from Kopele Consulting is one
of the small business owners operating from
KwaThema Business Park. The company is a generic
recruitment agency which places young people in
permanent employment.

Mainane said, “We applied for offices at Kwa-Thema
Business Park and were awarded offices and we
moved in March 2018. Being at the business hub has
improved our business image.”

She explained that before she moved to the business
hub she used to work from home and did not get
much done due to constant distractions. “Business
flows when you have your own space and your mind
functions professionally when you are in an office, it’s
all professional,” she added.

Maimane added that she handles interviews and
meets with clients at the hubs boardroom.

“The City has given me a great opportunity, I can not
fail, its success only going forward.”

KWA THEMA BUSINESS PARK BENEFICIARIES

B & Z Distribution

Zanele Siluma, a consultant at B &Z
Distribution said the future of the company is
brighter due to access to office space they
are renting from City of Ekurhuleni’s Kwa
Thema Business Park.

The company which is in construction and
supply has been at the premises for two and
half years. Currently, the company has a
water metre, that has a software which
sends metre readings and sends a signal if
there is a water leak, that they are trying to
launch into the market. “The office space is
work friendly and the rent is very affordable.
We are easily accessible to our clients and
the young people we reach out to on
projects.”

Siluma lives in Springs and says it is easy for
her to reach the business hub on a daily
basis. She encouraged business people in
Kwa Thema to take advantage of
opportunities available to them through the
City of Ekurhuleni.

Khosi-Fikile Waste Care

Khosi-Fikile Waste Care is one of the businesses that
are operating from the new Kwa-Thema Business
Park facility.

The waste care company provides waste
management services to small clients and big
companies. They handle hazardous, illegally dumped
and medical waste safely and engage the community
in how illegal dumping impacts the health of those
near it and the dangers of medical companies
illegally dumping waste which can end up in the
hands of children.

Director and co-owner Mduduzi Bambisa said he was
excited when they got the opportunity to have offices
to operate from. “As a small business, it is important
to present a professional picture of the business. City
of Ekurhuleni has made that aspect of running a
business very smooth for us.”

Bambisa added that previously the company was
paying a lot of money to rent offices and that
hampered the growth of the business. “I am paying
less than R400 a month at Kwa Thema Business
Park.”
