Constitution

Philosophy

The philosophy behind the High School Student Council outlines the need
to create positive feelings within the student body in school. Through
representation, teamwork, compromise and voting, a member of the council
has a chance to learn how democracy works and apply it to everyday school
life. Thus, this philosophy betters the school by giving the students a practical
place to learn lifetime skills of being leaders and followers in an organized and
structured team with a unified purpose and goal under a common constitution.

Purpose

The purpose of the Student Council is varied. One of the most important role
of the Student Council is to act as a voice for the student body. It is the
organization that links the students with the administration and staff for official
purposes while at the same time representing student’s feelings, opinions and
interests. Even though the council has limited governing authority, it is
responsible for organizing meetings with and presenting ideas to teachers and
administrators for final action. The purpose of this role of the Student Council is
that in the process of presenting the ideas, the students are given opportunities
for decision making. This allows for an emphasis on citizenship and
democracy. Either through direct responsibility or delegation.

Through its branches as well as directly, the student council’s role is also to
develop sensitivity to and awareness of the needs and problems of others. The
organization, besides being of one voice, should develop friendship amongst
all students as well as a general spirit of friendly atmosphere in the school.
Through the social activities it organizes excursions, school festivals, socials
of different sorts, like the fund raising for the sister concern and aid within the

community. The Student Council encourages the involvement of the student
body in both social and organizational problem solving in the school.

Duties of a Student Council Member

There are two categories to the duties and aims of a Student Council member:
integrity and diplomacy. A Student Council member does not only represent his
or her class but the school as a whole. In terms of integrity, members are
expected to be mature and responsible. This involves recognizing the
commitment of participating in the Student Council and a willingness to
participate in the Council’s efforts. Council members are expected to abide by
school rules at all times and respect authority and ethics. As a representative of
their class, it is a member’s duty to be open to all points, to be unbiased, and to
present fairly class views and ideas to the council. The Class Councils must
also recognize that it is their duty to communicate to the class ideas and
decisions made by the Student Council.

Executive officers must keep in mind that it is their duty to make sure that the
meetings run well, that all members have an equal opportunity to express
themselves, and that all the council members are fulfilling their job to the best of
their ability. Finally, to be an effective Council, there must be unity in all regards.
Members are expected to respect each other’s ideas and feelings and work
together on issues before Council meetings. While it is impossible to achieve
consensus on every issue, members are expected to try to avoid conflict,
respect the will of the council as a whole represented by a vote, and support the
council’s decisions regardless of their personal preferences.

The Councils

The Student Council consists of four independent councils wielded together
as a group. These are the Executive Council, the four House Councils, the
Class Council, and the Section Council.

The division of councils allows for the concentration of each House Council on
the needs of their houses and the Executive Council on the broader needs of
the school.

The Executive Council provides the means for connection between the four

other House councils. Each Council is expected to use initiative to hold
supportive activities that benefit their House and/or the student body. Members
are all expected to seek improvement and carry out ideas.

Executive Council: The role of the Executive Council is to regulate the
operations of the House Councils. The Executive Council also functions as a
liaison between the administration and the class councils. The Executive
Council is responsible for the student body as a whole.

House Council: The role of each House Council is to be a direct channel of
each year level to the Student Council. Each Class Council is responsible for
class Academics and activities, monitored by the Section Council.

Advisors/House Masters & House Mistresses: The role of the advisor is to
facilitate communication between the faculty and the Student Council, between
the House Council and the Class Council as well as to strengthen the students
of the House they belong to and support the student council members in fulfilling
their duties. The Executive council consists of four elected positions, each with
their own allotted duties. The positions are as follows:

Head Boy/ Head Girl

The Head Boy / Head Girl is the mediator and general chairperson at
meetings. He / She is responsible for creating and distributing agendas before
each class council meeting. They are to lead meetings and delegate
responsibilities. Thus, the Head Boy/ Head Girl is responsible for the
procedures of the meeting to run smoothly and correctly and that there is fair
representation from the Council. Also, it is the Head Boy/ Head Girl’s duty to
guide the council in respects to ethics and practicality, and to lead it accordingly.

Assistant Head Boy/ Assistant Head Girl

The Assistant Head Boy/ Assistant Head Girl shares all responsibilities of Head
Boy/ Head Girl. In the absence of Head Boy/ Head Girl he/she will head the
meetings and fulfil all responsibilities.

House Council

The eight members Council of Captains and Vice-Captains, prepares a
complete list of students belonging to their Houses, section wise under a class.
The class Council consists of four members representing four different
Houses, selects its Representatives for each section and make them
responsible for the reporting of four different aspects of student life.

Standard Meeting Procedures

The Student Council as a whole will meet during the 2nd break on last
Thursday on every month wherein a zero hour will be created.

Each individual council is also expected to hold a meeting (first Thursday
of every month).

Everyone attends a full meeting. These meetings allow all councils to
share their activities and ideas. This ensures that a House Master/ Mistress
knows what is going on within their Houses and also with other councils and
may offer suggestions and/or solutions. This is also the time for the executive
council to broach subjects associated with the whole student body that require
input from all officers.

The agenda for the meetings will generally consist of two categories of
topics:

Information items: Executive Councils and House Councils make
reports to the full council. There will be no discussion on an Information
item. Only Clarification questions are permitted.

Discussion item: Executive Councils bring forth a topic that requires
input of the whole Council. The concerns and/or the potential solutions or
proposals should be outlined in the agenda and presented to the council.
Discussion will last 5 minutes with the option of voting to extend discussion
time by another five minutes.

Voting Procedures

Decision-making in the Student Council is to be democratic at all times. A
clear majority is needed to pass all major decisions. In order to ensure fair

representation within the Council, a minimum number of two members from
each House council and Executive council must be present for votes to be
taken and motions to be carried out by the Council.

First, a motion must be put forward by a Council member. It may be raised
during the meeting or, preferably, submitted as a written proposal to the
Executive Council in advance. The motion must be read out and clearly
understood by all council members present. Time will be allotted for discussion
as deemed fit by the Chair of the meeting. When voting, a clear majority must
be reached. Council members may cast votes of acceptance, rejection, or
refrain from doing either. If there is not a clear majority in votes, the motion will
be tabled for further discussion. The Chairperson at the meeting does not vote.

Disciplinary Measures

Student Council members are expected to be mature, responsible, and
act with propriety. Nonetheless, instances may arise in which some disciplinary
measures may be required. It is difficult to outline every possibility, some of the
decisions in handling unique situations must be made by the Executive Council
itself. Before bringing a problem to the Executive Council, House Councils and
the Class Councils should first discuss the problem within their own Council
and with their class advisor(s).

Unexcused Absences:

Attendance is one of the basic requirements of a Student Council
Member. An unexcused absence is one in which a member has not informed
the Head Boy/ Girl prior to the meeting. Absence from school is considered an
excused absence. The penalties for unexcused absences are the same as
those for Misdemeanours (bad behaviour).

Acts of Misdemeanours

Again, it is difficult to define exactly what a “misdemeanour” is and outline
severe measures against such acts. However, the issue is ultimately left to the
Executive Council’s discretion. The following guidelines are recommended
procedures but may be deviated depending on the severity of a situation.

First violation: The first violation will lead to a warning from the Executive
Council Head Boy/ Girl. Second violation: The member will receive a letter from
the Executive Council. Third violation: After discussion within the Executive
Council, and when appropriate, within the entire Student Council, the member
may be expelled from the Council and the opportunity is given to second in line.
In order for a member of the Council to be expelled, there must be a unanimous
vote within the Executive Council agreeing to the motion. A member has the right
of appeal upon request, whereupon a unanimous vote within the full council
(Executive members do not vote on this motion) must be obtained to overrule
the motion for expulsion.

Election Procedures

Student Council membership is divided into two main categories: the
Executive and the House Councils. All councils are to be elected on a
democratic basis.

Opportunity of canvassing and speeches given during the morning
assemblies for at least three days and voting will commence immediately
afterwards. The elections for the positions for the Class Councils will occur the
following week.

Students of grade 7 - 12 will vote for the Executive Head Boy /Girl position,
for which at least one year of Student Council experience is required.
Candidates may choose to campaign together, though in actual elections, all
positions are to be voted separately.

Step 1: Under each section representatives representing the house will be a few
students. They are incharge of:
1. Their behaviour in the class
2. Their attitude towards studies
3. Their academic, sports, participation in extra curricular activities

The house wise section representative will keep the following records in the

given formats by the house mistress/ master:

1. The academic record : Marks scored in all tests and exams

2. Participation in extra : The name of the program mentioned and

curricular activities the list of students name of his/her house

participated/not participated, date win

3. Completion of H.W : Filling in the format given

4. All misbehaviours recorded, good behaviour also recorded

Step 2: Class representatives collect this information for the section
representatives and pass them on to the Assistant House Captain.

Step 3: The Assistant and the House Captain hold a regular meeting with the
House master / mistress, and decide as to what action / advice steps taken to
help/ organize their house group of students.

Step 4: The house mistress/ master will keep all these records, gives instructions
to House captain to:
wCounsel the students, for bad behaviour, submission of H.W, being regular

in their work.
wWrite a note in the diary of the students addressing the parent on the

instruction of the House master/mistress.

The academic performances of students in each house is calculated numerically,
totaled up and displayed in the form of the House flag will be flown for the whole
month in the assembly area.

The totaling of percentages is done individually at each section level by the
section incharge and then by the grade / class incharge, by the Assistant Captain
and then by the Captain. It is compared with the other houses and see which
house has performed well in academics.

If there has been any competition or programme the participation will get a
certain point, where as the winning points will be different, which is also totaled
up for comparisons.

School Discipline:

Each house in charge, Vice Captain, Captain, take charge of their own students in the
matters of discipline. Every recorded misbehaviour of a student belonging to which
our house will pull down the total marks of the house, which it has earned through
academics, participation in extra curricular activities, discipline and sports
participation and winning.
