State funding for Texas schools is based on average daily attendance. The classroom teacher is
extremely important in ensuring that our daily student attendance percentage remains high. It is our
number one job to create an atmosphere in which children WANT to come to school. Building and
maintaining positive relationships with students and parents/guardians is critical.

A. Attendance Procedures
a. School begins at 8:00 am. Students who arrive after school begins will be recorded as
tardy.
b. Attendance must be reported AT 9:50 a.m. each day.
c. If students ride a Keller bus or a daycare bus that is late, they will not be counted tardy.
An announcement will be made when a bus is late. Please hold attendance until the
students arrive.
d. After the third tardy or absence, the teacher must contact the parent/guardian to
demonstrate concern for the student and proactively avert a potential attendance issue.
The contact may be done by phone call or in-person and must be documented in
AWARE on the Parent/Teacher Conference form.
e. Every six weeks, teachers will be required to verify and sign attendance summaries.

B. Absence Excuse Notes
a. Make sure the child's name is on the note.
b. Please make sure the absence dates are on the note.
c. Put the homeroom teacher's name on the note.
d. Send (email) absence excuse notes from parents to the office daily. This includes any
emails from parents, etc.

C. Office Staff Responsibility
a. Code the attendance calendars with the correct entry and withdrawal codes after the
first day of school.
b. Receive calls from parents/guardians of students who are not present to verify student
absences and document information.
c. Process tardy students in a timely manner utilizing eSchool.
d. Send home the district attendance letter concerning excessive absences following
district guidelines.
e. Collaborate with the Assistant Principal regarding potential truancy concerns.

is the middle of the night. Call Amy (682-225-4681) to make heraware of the absence the evening before or
by 6:40 am the morning you will be out. Make sure to put your absence in the system the night before.
(Unless you have arranged the absence in advance you must call Amy.) Days requested in advance will
require the completion of the district form, as well as administrator approval. These forms are available at
the mailroom. Turn those in to Monique. Based on staffing needs, they will be approved on a first come,
first served basis. In case of emergency, each teacher needs to have a sub folder (See “Substitutes”
below for more information) with a minimum of 2 days of copies and generic plans, (current days lesson
plan, if possible), class seating chart, lunch count, drill procedures/forms, class list etc. This information
should be accessible to a substitute and other members of the team. All teachers need to print class lists
from the attendance program online for the substitute. The sub will need to indicate whether or not
students are absent or tardy on the printed form. These need to be sent to the office by 10:00 am.

Please remember that KISD set a limit of 3 consecutive personal days at a time. Days after 3 personal days
will be docked. Leave - Substitute Payment Responsibility

KISD has designated Schedule Limitation Days. If you are absent without a doctor’s note on one of these

Appraisals - Teachers Board Policy

KISD Administrative
Regulation(s)

PROCESS MAP(S): FORM(S):

Texas has developed a new evaluation system for teachers, the Texas Teacher Evaluation
and Support System (T-TESS). The system consists of an evaluation rubric, a goal-setting and
professional development plan, and a student growth measure embedded in processes of
support that encourage professional growth, goal identification, and the establishment of
strengths, as well as professional development needs.

Designed by Texas educators, education leaders, and policy experts in 2013-2014 and
piloted by 57 Texas districts in 2014-2015, the T-TESS evaluation system and process has been
refined so that it reflects the experiences, recommendations and ongoing feedback from
districts and campus practitioners.

T-TESS was designed to extend beyond the current teacher evaluation system, the
Professional Development and Appraisal System (PDAS), so that the evaluation process
promotes professional growth at all levels of the organization. Key aspects of the system
include the following:

 T-TESS is based on newly updated Texas Teacher Standards. Texas teachers, principals,
and representatives from higher education and educator organizations revised the
state’s 1997 Texas teacher standards to address six broad standards for performance:
Instructional Planning and Delivery; Knowledge of Students and Student Learning;
Content Knowledge and Expertise; Learning Environment; Data- Driven Practice; and
Professional Practices and Responsibility. These standards, along with research and
best practices, serve as the impetus for the new teacher evaluation system.

 T-TESS is growth-oriented. A key feature of T-TESS is that it is designed to support
teachers and promote specific and targeted feedback, which results in improvement
of their practice.

 T-TESS is not a checklist or compliance-oriented evaluation. T-TESS is optimized when an
appraiser and teacher engage in ongoing, supportive, and meaningful dialogue
regarding teaching and learning. The evaluation rubric helps to enhance the quality
of the feedback and information that appraisers and teachers can use to make
decisions about professional practices and development that result in student growth.

CAPROCK ELEMENTARY SCHOOL

PROCESS HANDBOOK

 The T-TESS performance dimensions have been consolidated into the rubric’s four
domains: Planning, Instruction, Learning Environment, and Professional Practices and
Responsibilities. The T-TESS rubric consists of five performance levels that, based on
evidence collected during the observation, define where practices are occurring.
Performance levels are as follows: Distinguished, Accomplished, Proficient, Developing,
and Improvement Needed.

 T-TESS Summative evalution ratings consist of a summative rating determined through
a matrix approach that yields an overall ordinal rating for each teacher. The
summative ratings is derived from the rubric (80% of the rating) and student growth
(20% of the rating). Student growth will not factor into ratings until the 2017-2018 school
year.

CAPROCK ELEMENTARY SCHOOL

PROCESS HANDBOOK

Teacher Role

As part of the continuous improvement process, teachers consistently hold themselves to a
high standard for individual development and performance. They identify methods to
collaborate with other educational professionals within and beyond the school to engage in
purposeful and targeted professional learning opportunities, seek feedback, and refine their
practices and skills. Including the teacher in a systematic way allows him or her to take an
active role in his or her professional growth and development.
The purpose of the teacher’s role during this process is to share insights and think about his or
her pedagogy and professional practices. A goal of the evaluation process is to include the
teacher in a systematic way that assists with individualized professional growth and
development.

During conferences, the teacher and appraiser engage in open dialogue to discuss the
upcoming lesson (pre-conference) and reflect on the observed lesson (post-conference).
Post-conferences allow teachers to authentically assess the effectiveness and impact of the
lesson’s outcomes with student performance. The evidence collected during the observation
and the information from the T-TESS rubric are used to frame the conference discussions for
areas of reinforcement and refinement. Both the teacher and appraiser should be clear
about the necessary next steps to ensure that future practices and growth are addressed.

Appraiser Role

The appraiser has a vital role in assessing teaching proficiency and ensuring that teachers
and administrators derive reliable and meaningful information from the teacher evaluation
process.
By providing evidence-based feedback, appraisers help teachers and administrators make
decisions that support efforts to improve instructional quality and student performance.
Administrators, teacher leaders, or district personnel who have met the certification
requirements are eligible for participating in the teacher evaluation process as appraisers.
Appraisers work with teachers throughout the evaluation cycle on goal-setting and
professional development plans, formal and informal observations, and pre-, post-, and end-
of-year conferences.

The appraiser is an integral part of supporting a teacher’s focus on professional growth.
During the pre-conference and post-conference, the appraiser will guide the teacher to
focus on actions and practices that lead to instructional effectiveness with every student.
The appraiser should be ready to explain aspects of the observation rubric that are reflected
in the lesson ratings based on specific evidence collected during observations and guide
the teacher to think about instructional practices that should be reinforced or refined.

CAPROCK ELEMENTARY SCHOOL

PROCESS HANDBOOK

Evaluation System Overview
The purpose of T-TESS is to improve planning, instruction, the learning environment, and
professional practices and responsibilities so that the refinement of each teacher’s craft
leads to improved student performance.

CAPROCK ELEMENTARY SCHOOL

PROCESS HANDBOOK

T-TESS aligns with the Texas Teacher Standards (TAC, Chapter 149, Section 149.1001) and is
intended to be used for continuous professional growth through ongoing feedback and
support which results in refinement of knowledge, skills, and practices that ultimately impact
student performance. The recommended system encourages annual evaluations comprised
of multiple informal observations and walk-throughs and at least one formal observation.
These collective observations, along with the end-of-year conferences with appraisers,
provide actionable, timely feedback, allowing teachers to make efficient, contextually
based PD decisions that lead to growth that impacts student performance.
T-TESS is a robust system that:

 Includes self-assessment and goal-setting processes that allow teachers to shape
professional goals, establish a professional development plan to attain those goals,
and track the progress of their development prior to the end-of-year conference;

CAPROCK ELEMENTARY SCHOOL

PROCESS HANDBOOK

 Promotes teacher growth through frequent and sustained feedback loops;
 Incorporates five distinct performance levels, which clearly differentiate practices and

describe behaviors which elevate performance; and
 Provides the framework to define and demonstrate how the domains, dimensions, and

descriptors support teachers as they implement strategies in ways that address the
learning needs of all students.
T-TESS includes three components: a goal-setting and professional development plan, the
evaluation cycle (pre-conference, observation, post-conference), and student growth.
These components function as an integrated system to inform the individual teacher’s
potential areas of focus for growth and professional development.
Throughout the school year, teachers collaborate with their observer and/or appraiser to
discuss teaching strategies, best practices, and techniques for effective instructional
planning and execution of lessons.

A. Be Prompt.
B. Be Positive. ---We know that the most important thing in each of our lives is our family.

Be aware of the parent’s needs and concerns. Consider what it must be like to be on
"the other side of the table" facing four or five educators. Always keep in mind that our
purpose is to do what is best for the child.
C. Be Prepared. ---Bring vital information and data about the student, such as strengths
and weaknesses, modifications being used, test performance, or other techniques,
etc., about the student.

a. Remember that this is not a parent/teacher conference. This is a business
meeting. A conference could be held before or after the ARD meeting during a
pre-determined time.

b. Placement recommendations are a group/ARD committee decision. We must
follow state guidelines considering the least restrictive environment.

c. Practice good meeting etiquette by not having “side conversations.” Your full
attention must be on the ARD meeting.

D. NO Surprises! ---Any previously known concerns or requests must be discussed with the

Legislative Update: HB 1205 Parker Reporting of Abused or Neglected Children

Addresses current law that creates an offense if any person has cause to believe

a child is being abused or neglected and knowingly fails to make a report. This

bill clarifies that failure to make such a report is a Class A misdemeanor.

However, if the person failing to make a report is a “professional” (i.e. someone

licensed or certified by the state or working at a facility licensed by the state,

including teachers, day-care employees, attorneys, and clergy members), and

intends to conceal the abuse or neglect, the offense is a state jail felony.

Classroom Management / Discipline Board Policy FO(LEGAL)
FO(LOCAL)

KISD Administrative FNC (R1)
Regulation(s)

PROCESS MAP(S):

A positive classroom climate supported by a caring and nurturing teacher is critical for every
child’s success. Effective classroom management and engaging assignments are the keys
to being proactive, rather than reactive. A teacher who is consistent, fair, and assigns work
that is constructive, meaningful and appropriately challenging is less likely to have discipline
problems.

A. All staff members are required to follow the “Discipline Management Techniques”
found in the KISD Student Code of Conduct.

B. Every child should be treated with respect and dignity. Remember, discipline issues
and concerns must remain confidential and may only be shared with those who have
an educational need to know. Refrain from discussing students in the lounge,
hallways, and other public areas.

C. We should always remember that students need to be taught how to behave in
certain situations. Every child comes to us with a broad range of experiences and
may not know what is and is not acceptable at school. Behavior management should
always be proactive and lead to a positive change and/or solution.

D. When issuing logical consequences to correct the behavior, follow the steps listed
below:
a. Warning – Recognition of what expectation is not being met.
b. Visual reminders of what the behavior should look or sound like.
c. Consequences that are logical and correlated to the expectation not being
met (Examples: time out, apology notes or verbal apologies, call home,
cleaning up mess, think sheets, etc.)

E. It is extremely important that you collect data regarding student behavior to identify
trends, triggers, what works and what doesn’t work. Collaborate with colleagues for
ideas on behavior interventions and data collection strategies.

F. Regular, timely, and positive communication with parents is a MUST with regards to
behavior. A daily behavior communication should tool will be used by all teachers.

Note: The only person that should communicate with parents about a behavior
concern is the classroom teacher. If another teacher has a concern about a student’s
behavior, they should speak to that student’s teacher. The classroom teacher will then
decide if documentation in the child’s daily folder is necessary.
G. Only members of the Core Team (CPI) may restrain a student in an emergency
situation.
H. A student should never:

a. Be sent to an unsupervised area to serve a time out.
b. Miss break/recess, assemblies, or special classes for disciplinary reasons.
c. Be held after school if parents have not been notified in advance, so that

transportation may be arranged for pick-up.
d. Be told that a confiscated item will not be returned. Teachers will contact the

parent for item retrieval. Illegal or dangerous items should not be returned to
the student or parent, but should be given to the Principal or Assistant Principal
immediately.
e. Be searched by a teacher. If a child refuses to voluntarily empty his/her pockets,
bring the student to the office. This does not apply to a desk or locker.
f. Have corporal punishment administered by a teacher – this is for your own
personal protection.
g. Be humiliated, roughly handled, or ignored by a staff member. Do not raise your
voice or lose your cool! If you do, they have found your “buttons” and will use
them all year!
