PREFACE
This book contains the written report of Bukit Beruang Community College’s Malaysian
Entrepreneurship Awards (MEA) 2017, Category A: Institutional Awards. It is designed to
depict Bukit Beruang Community College’s efforts in promoting entrepreneurship education
and entrepreneurial development in the institution in order to develop entrepreneurial mindsets
and behaviours in all students and staffs as well as supporting those seeking to become
entrepreneurs. In addition to that, in alignment with the Malaysia Education Blueprint 2015-
2025 and Entrepreneurship Action Plan of Higher Education Institutions 2016-2020,
participation of this institution in MEA act as a mechanism to promote the culture of
entrepreneurial among the staffs and students. Last but not least, it is hoped that this report
would be beneficial to everyone who is interested in entrepreneurship or aspire to be an
entrepreneur in the future.

1.0 EXECUTIVE SUMMARY
Bukit Beruang Community College, Melaka (BBCCM) is an institution that
demonstrates entrepreneurial behaviour and encourages its staffs, students and alumni to
possess this valuable skill. The Director of BBCCM heads the force with his exceptional
leadership skills in accordance with the vision and determination to create an entrepreneurial
institution.
Equipped with dedicated and supportive lecturers, BBCCM is highly committed to
producing sustainable and holistic human capital in order to increase students’ employability
rate, as well as to help create job creators. Within the sphere of finance, BBCCM acquires
entrepreneurial funds through different entities such as department budgeting, angel
investors, venture capital funds, seed capital and others.
Entrepreneurial culture is widely promoted in BBCCM. This is evident through the
establishment of e-Tech Centre – an entrepreneurial incubator which helps students and
alumni to practice entrepreneurship, organising enculturation programmes, Coaching and
Mentoring programmes, as well as entrepreneurship is highlighted in one of the syllabus in
BBCCM.
The impact of this programme has been a great success to this institution. Both
students and lecturers have successfully participated and won several competitions in
innovation and entrepreneurship areas.
Aside from that, BBCCM has and continuously collaborates with a diverse range of
external stakeholders such as MDEC, Malacca State Government, CIMB Bank Malaysia and
others. BBCCM has also been appointed by the Ministry of Health Malaysia as a centre for
Food Handlers Training School. This appointment has helped create thousands of certified
food operators all over the country.

2.0 BUKIT BERUANG COMMUNITY COLLEGE PROFILE
In 2000, the Government approved a proposal by the Ministry of Education (MOE) to
establish a network of educational institutions whereby vocational and technical skills training
could be provided at all levels for school leavers before they enter the workforce. Since then,
Community Colleges have been established as infrastructures for rural communities to gain
skills training through short courses as well as providing access to a post-secondary
education.
Since the establishment of the first 12 pioneer Community Colleges across all states
in Malaysia with the exception of the Federal Territory, the number has risen to 95 Community
Colleges in 2017. Community Colleges are synonymous with Technical and Vocational
Education and Training (TVET) as they provide a multitude of programmes that are based on
TVET at certificate and diploma levels.
Bukit Beruang Community College Malacca started operation in June 2001. The main
objective is to provide secondary school-leavers and local community the opportunity to
develop potential and achieve excellence through education and training. It offers full time
certificate courses in Electrical Technology, Automotive, Fashion and Apparel Design and
Hotel and Catering. Bukit Beruang Community College Malacca education system provides
students with opportunity of attending full-time and continuous programme for duration of five
semesters. To fulfil the certificate requirements, students are required to attend a four-month
industrial training programme. Bukit Beruang Community College Malacca also offers short
courses in the above disciplines.

3.0 INSTITUTIONAL AWARDS
3.1. INSTITUTIONAL ECOSYSTEM
a) SUPPORT FROM TOP MANAGEMENT
The Director and top management of BBCCM are dedicated in supporting its
staff, student and community involvement with entrepreneurship as illustrated in
infographic 1. The vision and mission of BBCCM is demonstrated in infographic 2.
As an evident that BBCCM is dedicated is achieving an entrepreneurial institutional
ecosystem, Entrepreneurship Unit is included in community college organization chart.
This could be seen in inforgraphic 2. BBCCM entrepreneurship ecosystem/
framework is demonstrated in inforgraphic 1. BBCCM has provided financial
allocation for entrepreneurship as displayed in infographic 4. BBCCM has its own
strategic plan about entrepreneurship such as website, calendar, blog and etc.
BBCCM’s tagline for entrepreneurship is Passion Guided, Industry Driven These are
demonstrated in infographic 3.
b) FINANCIAL MANAGEMENT
BBCCM’s overall financial allocation is illustrated in infographic 4. Financial
allocation for entrepreneurship activity is in infographic4. BBCCM generates its
income from trust fund, cooperation, external contribution, grants, and competition
prize. This is demonstrated in infographic 5.
c) ENTREPRENEURSHIP DEVELOPMENT FACILITY
BBCCM provides entrepreneurial development facilities such as
Entrepreneurship Unit Operation Room, Entrepreneur Square, Entrepreneurship
Incubator, kiosk/ business center and more. This is explained further in infographic

d) ENTREPRENEURSHIP ACTIVITIES / PROGRAMMES
(STUDENTS/STAFFS)
Total participation in entrepreneurship activity/ programme organized in and
out of community college is displayed in infographic 6.
e) INVOLVEMENT OF EXTERNAL PARTY
Involvement of external party includes the number of agency/ industry /
individual involve as advisor or entrepreneurship mentor to students, the number of
agency/ industry/ individual that is involved in active collaboration with community
college in entrepreneurship activity and the number of activity of social
entrepreneurship organized are demonstrated in inforgraphic 6.
f) INDUSTRY 4.0 IN COMMUNITY COLLEGE
BBCCM promotes Industry 4.0 by execution of teaching and learning process
and programme using new technology such as robot/ digital entrepreneurship system
development/ the usage of cloud computing. This is displayed in infographic 7.
3.2. ENTREPRENEURIAL IMPACT AND OUTCOMES
a) AWARDS/ COMPETITION PARTICIPATION/ PROGRAMMES THAT
INVOLVE ENTREPRENEURSHIP
The awards, competition participation and programme that involves
entrepreneurship is illustrated in infographic 8 and infographic 9.

b) THE NUMBER OF COMMERCIALIZED PRODUCT/ IDEA (STUDENT/
STAFF)
There are several commercialized product and idea from student and staff. This
is demonstrated in infographic 10
c) THE NUMBER OF NEWLY SET UP BUSINESS
The performance of established business could be seen in infographic 11 .
BBCCM is committed in nurturing job creators. The list of job creators is in infographic

d) SHARING OF KNOWLEDGE
BBCCM encourages the sharing of knowledge process in nurturing
entrepreneurial elements. This is exemplified in infographic 11.
e) CONTRIBUTIONS OF LECTURERS, ALUMNI AND STUDENTS AS
ENTREPRENEURS
As entrepreneurs, the lecturer, alumni and student give contributions in
mentoring programme, coaching and more. This could be perceived in infographic 11.
f) KEY PERFORMANCE INDICATOR (KPI)
Infographic 12 shows the performance of entrepreneurship KPI, student
enrolment, the performance of PSH KPI, graduate marketability, the number of
entrepreneurs among lecturer, student and alumni, the percentage of student’s
participation in entrepreneurship activity/ programme in and out of community college
and the percentage of student/ graduate who are involved in business/
entrepreneurship.

3.3. INNOVATIVE AND ENTREPRENEURIAL STAFF
a) PERCENTAGE OF STAFF PARTICIPATION IN ACTIVITY/ PROGRAMME/
SEMINAR/ ENTREPRENEURSHIP COMPETITION IN/ OUT OF COMMUNITY
COLLEGE
Infographic 13 demonstrates the percentage of staff participation in activity,
programme, seminar and entrepreneurship competition in and out of community
college.
b) LEVEL OF STAFF PARTICIPATION IN ACTIVITY/ PROGRAMME/
SEMINAR/COMPETITION
The staffs of BBCCM have participated in numerous activities, programmes,
seminars and competitions. This could be seen in infographic 13.
c) THE NUMBER OF STAFF INVOLVES AS ADVISOR/ ENTREPRENEUR
MENTOR TO STUDENT
A number of BBCCM staffs are involved as advisor, entrepreneur mentor to
students. This is illustrated in infographic 11.
d) INCULCATION OF ENTREPRENEURSHIP ACROSS CURRICULUM
Besides from the compulsory entrepreneurship modules, there are also a few
other modules, which incorporate entrepreneurial elements in the curriculum. This could
be perceived in infographic 14.
Infographic 14 also portrays the number of entrepreneurship activity in
accordance to subject/ module offered.

e) ENTREPRENEURSHIP ACTIVITY/ PROGRAMME (STUDENT/ STAFF)
BBCCM has conducted several entrepreneurship programmes and activities with
entrepreneurs in the teaching and learning process. This is portrays in infographic 14.
f) INNOVATION/ JOURNAL WRITING/ PUBLISHED IN EDUCATION/
ENTREPRENEURIAL
BBCCM’s staffs and students have participated in a number of innovation, writing,
published articles in education and entrepreneurship in various level that include
international, national, state and community college. In addition, a few innovation
products of BBCCM have been commercialized. In an attempt to encourage more
participation, BBCCM offers incentive and reward to students and staffs who are active
in entrepreneurship. All of this information is displayed in infographic 13.
3.4. STAKEHOLDER ENGAGEMENT
a) STRATEGIC COLLABORATION
In terms of strategic collaboration, BBCCM engages with several agencies in
various level such as international, national and district. Moreover, contribution
towards institution also happens in cost sharing, mentoring, knowledge transfer, CoT
and skill sharing. Among programmes which were held as a result of these strategic
collaboration are displayed in infographic 15 and infographic 16.

b) PROGRAMME EXECUTION WITH THE COMMUNITY/ INDUSTRY/ STUDENT/
STAFF
As an institution that is committed in developing entrepreneurs, BBCCM
organizes programmes with local community such as life long learning programme,
outreach programme, college promotion activities and more. This is illustrated in
infographic 17 and infographic 18 .
c) ENTREPRENEURIAL STAFF
This infographic 19 presents entrepreneurial staffs characteristics which are
operating their own business, mentor/ advisor among staffs, teaching techniques, the
number of knowledge sharing and more.
