ADMINISTRATOR
September 1, 2009 - June 30, 2010
SUMMARY
Aruspex, LLC proposes to serve as the hospital administrator and licensed nursing
home administrator for RunnelJs Specialized Hospital of Union County for the
period September 1, 2009 through June 30, 2010. Aruspex will be
administratively responsible for all aspects of facility operations as required by
NJAC 8:39-9.2(a) and as otherwise required by the Request for Proposal.
Aruspex will ensure the efficient and economical operation of the facility,
compliance with all Federal, State and local regulations and will perform all tasks
required to carry out the strategic plan as approved by the Union County Board of
chosen Freeholders and will report directly to the Union County Manger and / or
his designee(s).
INTRODUCTION
The contracted Administrator will manage the day-to-day operations of the
Runnells Specialized Hospital of Union County in accordance with the Union
County Administrative Code and will address any and all contingencies promptly.
The Administrator will meet all requirements of the Nature/Scope of Services.
Section 2 of the RFP. The primary goal of this relationship is to manage the
assets of the facility so as to uphold its traditional high standard of care while
working with staff to reduce costs and increase revenue.
GOALS & OBJECTIVES
Runnells Specialized Hospital of Union County has maintained an enviable record
of achievement for quality of care. This firm foundation is build on assets which
include a fine physical plant, a belief in the efficacy of professional nursing
personnel on all shifts, the availability of physicians on site and a commitment to
performance improvement programming which emphasizes early identification,
continuous process improvement (best practices) and bench marking.

This is a time when the cost of government is a pressing public concern. Public
officials are very conscious of the need to provide services with economy and
efficiency, while maintaining a high standard of quality. In 2008 the Center for
Medicare and Medicaid Services (CMS) gave Runnells a solid four out of five
star rating.
Improving and maintaining occupancy in the long term care section is the first
priority. Runnells maintained an average of 95% occupancy in 2008. which is
higher than state and national averages, but failed to derive adequate financial
benefit due primarily to staffing costs which exceed industry norms. Runneils has
done well with sub acute. It is proposed that we:
« Aggressively expand the sub acute program which is at present the only
revenue generating aspect of the long term care program
« Place renewed emphasis on case management activities to maximize
reimbursement and avoid sub acute admissions with marginal
reimbursement
« Continue efforts to expand the referral base, 80+% of which is based on
Overlook Hospital. Morristown Memorial, Somerset General and
Trinitas are primary venues.
• Explore outreach programs to physicians to provide education and
information regarding the quality and scope of Runnells sub acute
program. These programs have been very successful for other facilities in
the region.
A second area of emphasis must be improved customer service. In today's
competitive environment it is not enough, however, to offer professional services
at a competitive cost in a clean environment. Our staff in their must reflect our
Mission: Understanding, compassion and competence will frame the services we
offer and exceed the expectations of those who choose Runnells to provide care
for their loved ones. To this end I recommend we:
• Initiate a process to identify Runnells' strengths and weaknesses
• Create a program of customer service training for every employee
designed to address their role and responsibility in the facility.
• Provide managerial support for values of courtesy, responsiveness and
professionalism in all that we do

« Improve the physical environment for residents and employees by
undertaking selective renovations to provide spaces that are more
contemporary in design and more efficient for service provision
• Implement selective menus for all residents and patients that will permit
expanded menu choices and greater variety to enhance the dining
experience
Finally, we must continue to push state officials to approve construction of a new
20 bed psychiatric service in the former rehab area. This improvement alone will
offer a minimum of $1 million dollars to our annual reimbursement.

acute setting and improved LTC revenue by $2.0 million without layoffs
Achieved LTC occupancy of 95%, behavioral health of 99% in 2008
Deficiency free in all clinicaf areas in 2005 and 2008 (no survey in '06)
Reduced overtime in nursing, laundry and maintenance by $800 thousand in 2008
Introduced PYXIS system to improve efficiency and timeliness of pharmacy services;

needs of cognitively impaired residents as well as impact of revised F323 regs
