MGB Issues Guidelines for the Revision of EPEP and FMR/DP

On August 3, 2022, Mines and Geosciences Bureau (MGB) Director Atty. Wilfredo G. Moncano signed the MGB
Memorandum Order (MMO) No. 2022-06 in re: “Clarificatory Guidelines on the Grounds for Revision of the
Environmental Protection and Enhancement Program (EPEP) and Final Mine Rehabilitation and/or Decom-
missioning Plan (FMR/DP).”
Pursuant to Republic Act (RA) No. 7942 and Department of Environment and Natural Resources (DENR) Ad-
ministrative Order (DAO) No. 2010-21, the Revised Implementing Rules and Regulations of RA No. 7942, oth-
erwise known as the “Philippine Mining Act of 1995,” all Contractors/Permit Holders are required to submit
an EPEP and FMR/DP. The EPEP is a comprehensive and strategic environmental management plan for the
life of mining project while the FMR/DP or the Mine Closure Plan shall consider all mine closure scenarios
and shall contain cost estimates for its implementation at the end of the life of mine.
MMO No. 2022-06 shall be also applied to all operating Contractors/Permit Holders that have an approved
EPEP and FMR/DP. At any time during the life of the mine, a revised EPEP and FMR/DP shall be required for
the following:
Application for amendment of contract/permit area with the following conditions:
Consolidating two (2) or more mining contracts/permits with ongoing operations;
Appending mining applications that are ready for development/utilization to support an existing mining op-
eration; and

Appending additional area/s covered either by an exploration permit or anoth-
er contract under exploration period: Provided, That the amendment in the
EPEP shall include identified impacts and mitigating measures during explora-
tion within the appended area/s as “Other Activities:” Provided, further, That
the EPEP and FMR/DP concerned shall be totally revised upon the develop-
ment and utilization of the same appended area/s.
Renewed contracts/permits with ongoing operations and/or exploration activ-
ities: Provided, that the revisions shall be in accordance with the terms and
conditions of the renewed contracts/permits until the end of the life of con-
tract/permit or the mining project, as the case may be.
Amendment of the issued Environmental Compliance Certificate (ECC) due to
any major modification on the project description as provided under DAO No.
2003-30, the Implementing Rules and Regulations of the Philippine Environ-
mental Impact Statement System, such as, but not limited to, increase in area
and/or production capacity, change of mining and/or mineral processing
method/s, and utilization of new mineral commodities that may cause signifi-
cant change/s from the original mining plan.
The revised EPEP and FMR/DP based on the grounds stated above shall be
submitted to the Mine Rehabilitation Fund Committee (MRFC) concerned, for
preliminary evaluation, and shall then be endorsed to the Contingent Liability
and Rehabilitation Fund Steering Committee for approval.
All Contractors/Permit Holders with consolidated/renewed contract/permit
and/or amended ECC shall be given thirty (30) calendar days from the date of
the MMO to submit a revised EPEP and FMR/DP to the MRFC concerned.
MGB Completes The Mines and Geosciences Bureau (MGB) conducted its second quarter Man-

It was attended by MGB Director Atty. Wilfredo G. Moncano, MGB Regional Di-
Conference rectors, and Central Office Division Chiefs and/or their representatives. Officials
from the Department of Environment and Natural Resources (DENR) and DENR
Region V also graced the event.

Information and Publication guests and wishing success to the conference. Likewise, Director Moncano and
Division DENR Assistant Secretary Nonita S. Caguioa delivered their opening messages.
DENR Secretary Jim O. Sampulna also extended his message virtually.
The three-day conference comprised of the presentation and discussion of vari-
ous concerns such as : updates on the phases of priority projects in the coming
year; policy amendments and developments on mining; updates on the National
Unified, Information, and Education Campaign Program; resources, processing
and opportunities for nickel; updates on the filling-up of positions; and other
matters. On day two, all participants had a site visit to Rapu-Rapu Minerals, In-
corporated in Rapu-Rapu Island, Albay.

ENR Holds Alagad ng Kalikasan
Exhibit and Awards Frontliners
By: Mineral Economics, Infor- In line with the Civil Service Month celebration, the Department of Environ-
mation and ment and Natural Resources (DENR) held an exhibit that was titled, “Alagad ng
Publication Division Kalikasan: The Untold Stories of DENR Environmental Defenders”. The exhibit
was launched last September 19, 2022 and will end until September 30, 2022.
The exhibit honors environmental DENR frontliners, with the intent of show-
casing their unwavering service, despite the perils they face as they do their
duties. Two outstanding employees from the Mines and Geosciences Bureau
(MGB) were awarded recognition for their service. These stewards were Mr.
Julius Vincent Umali, Senior Geologist, MGB-Lands Geological Survey Division,
and Engr. Ivy Kimberly A. Batecan, Senior Environmental Management Special-
ist, MGB-Mine Safety Environment and Social Development Division.
In his speech, DENR Undersecretary (USEC) Atty. Juan Miguel Cuna hopes for
the examples of our frontliners to inspire more people in actively protecting
the quality of the environment.
Following the awarding, the exhibit was then formally opened through a rib-
bon cutting ceremony by DENR Head Executive Assistant Jose Joaquin Yulo
Loyzaga, USEC Atty. Juan Miguel Cuna, Assistant Secretary Hiro Masuda, and
Mr. Carlos Primo David from the Office of the Secretary.
A heartfelt congratulations to our frontliners who strive to deliver their service
to the public and our environment!

According to PRC, the Outstanding Professional of the Year Award is the high-
est award bestowed by the Professional Regulation Commission upon a profes-
sional as recommended by his/her peers for having sufficiently demonstrated
professional competence of the highest degree and conducted himself/herself
with integrity in the exercise of his/her profession.
Prior to being designated as the head of MGB, Dir. Moncano was previously the
Regional Director Officer-In-Charge (OIC) of MGB Regional Office No. XI
since July 30, 2015. He also held the position of Senior Science Research
Specialist and OIC of the Mine Management Division in the same office
and was a practicing mining engineer in the private sector before joining
the government.
MGB welcomes new DENR Secretary

The Department of Environment and Natural Resources (DENR) conducted the hy-
brid turnover ceremony of the new DENR Secretary, Hon. Ma. Antonia Yulo-Loyzaga,
on July 21, 2022, at the DENR Social Hall.
Presided by DENR Undersecretary Ernesto Adobo, the flag of the Department was
handed over to the new Environment Chief. DENR officials and employees, DENR
regional directors, bureau directors, and attached agencies, were in attendance to
formally welcome Secretary Yulo-Loyzaga. Mines and Geosciences Bureau (MGB)
Director Atty. Wilfredo G. Moncano was also present for the ceremony.
Sec. Yulo-Loyzaga took her oath on July 19, 2022, as the new secretary of the DENR
under the administration of President Ferdinand “Bongbong” Marcos Jr. at the
Malacanang Palace.
She served as chairperson of the International Advisory Board of the Manila Obser-
vatory and as the Executive Director of the Manila Observatory and Technical Advis-
er of the Philippine Disaster Resilience Foundation, advocating for scientific research
and disaster resilience.
MGB is delighted to have Ms. Yulo-Loyzaga as the new DENR Secretary. The mining
bureau is also looking forward to an effective partnership with the Secretary toward
a more sustainable and developed mining industry.
MGB continues vaccination drive for workers

As part of the ongoing fight against the COVID-19 pandemic and partaking on the civ-
ic responsibilities of the Mines and Geosciences Bureau (MGB), The MGB Booster Vac-
cination of the COVID-19 Vaccine was held last July
20 and 26, 2022.
The said vaccine was given to permanent employees,
contracts of service, job orders, janitorial staff, secu-
rity guards, and extended to employees’ family
members.
The vaccination drive was made possible with the
assistance of staff and health officers of the Quezon

The project is the approved Capstone Project (CP) of Mr. Jeffrey S. Ledesma, a
compliance scholar of the Development Academy of the Philippines under the Public Manage-
ment Development Program. His CP entitled, “Strengthening Mining Monitoring
and Method by Enhancing Mining Compliance Procedures Through Process Automa-
tion: Development of an Electronic Mining Compliance and Monitoring System

The project targeted the inter-
nal and external stakeholders
as the beneficiaries. It is de-
signed in three phases based on its scope and coverage in terms of mining scale,
mineral type, and policy requirements. The Phase I will serve as the pilot phase
which aims to use the system by the selected mining companies who will initially
be engaged in the design, development, and implementation. Phases II and III will
commence after the successful pilot testing and integration of provisions in the
mining-related policies which will serve as the legal basis for its implementation.
Phase I is expected to be completed at the end of September 2022.
The eMCMS development is an in-house system development through the collab-
orative effort of the eMCMS Technical Working Group created on July 28, 2022.

The success of this project will
improve the organizational
productivity of the MGB and
mining companies’ technical personnel conducting the monitoring activities and
mining compliance respectively. Likewise, it will provide an efficient and effective
way of delivering services to its stakeholders because of the conversion of manual
to electronic and digital transactions. It is also expected that related information
will easily be generated and shared to the public.
This initiative will ensure the integration of other government policies such as
the ease of doing business, e-commerce law, and the Data Privacy Act among oth-
ers. Mr. Ledesma is an Information Technology Officer I of PPIAD.
CSC Conducts PRIME-HRM Briefing at MGB

Publication Division ed a “Orientation for Field Directors on the Assessment of Agencies” last September 23, 2020
at the MGB Multi-Purpose Hall with Ms. Fe P. Lacaba, Director II, CSC Field Office – DENR.
This is part of the Assessment Phase in strengthening the Civil Service Commission’s Program
to Institutionalize Meritocracy and Excellence in Human Resource Management, otherwise
known as PRIME-HRM. According to CSC, its rationale is “to accelerate the 2015 Vision-
Mission to become the Strategic HR Center for the Philippine bureaucracy and Asia’s Leading
Center for excellence in HR and OD by 2030”. PRIME-HRM, as discussed before, is a mecha-
nism that empowers government agencies by developing their human resource management
competencies, systems, and practices toward HR excellence. It also entails greater engagement
not just of the human resource management officer (HRMO) but also of the officials and the
rank-and-file employees of the agency.
There are three (3) stages of PRIME-HRM: 1) to assess; 2) to assist; and 3) to award. Along
with these are four (4) HR Maturity Levels to observe, as well—this describes how well the
behaviors, practices, and processes of an organization can reliably and sustainable produce
outcomes. Before PRIME-HRM was established, there was only the Certificate Records Assess-
ment (CRA)/HRM Systems Assessment, along with the use of Manual Assessment Forms. Now,
there are multiple factors such as the 4 Core HRM Maturity Levels – System Assessment,
HRMO Competencies Assessment, and Practices Assessment, CRA, and the use of computer-
assisted assessment forms. Presently, MGB is under HR Maturity Level I or “Transactional
HRM.” The said orientation is one of the requirements to be accredited to Level II HR
or “Process-Defined HRM.”
Through the Assessment, well-trained assessors, a high-quality assessment process system
and thorough of strengths and determining the areas of improvement in the four core HRM
systems along with the immediate actions needed to address the aforementioned areas can be
expected.
MGB geologists attended the unveiling of
the Orconuma meteorite – one of only
six ever recognized in the Philippines
By: Lands and Geological Survey Meteorites – fragments of rocks that plummet to Earth from space – are ex-
Division traordinarily rare. They offer important information on the diverse types of
rocks from celestial bodies in our solar system. The study of meteorites pro-
vides some insight into the formation of planets billions of years ago as well
as the historical impacts of massive meteorites on Earth that helped shaped
the world we know today.
In the Philippines, only six (6) meteorites are registered in the Meteoritical
Society’s Bulletin Database – one of which is the recently discovered Or-
conuma meteorite found in its namesake barangay in the Municipality of
Bongabong, Oriental Mindoro. In the summer of 2011, farmers Fredo Man-
zano, Edgar Francisco Sr., and Enrico Camacho Jr. were working in the field
under the scorching heat of the sun when they witnessed a burning object
falling from the sky and heard several loud explosions afterward. Baffled by
this strange phenomenon, they went to investigate and later found a crater
in the ground. Inside it, they took the stony object with them, which would
later be recognized as a meteorite by the International Society for Meteorit-
ics and Planetary Science in October 2021.
The Orconuma meteorite is the first mete-
orite sample to be added to the National
Geological and Paleontological Collections
of the National Museum of the Philippines
(NMP). The displayed specimen is a piece
of the 7.8 kg meteorite unearthed by the
farmers in Mindoro. It was eventually sold
to international collectors Mr. John Hig-
gins and Mr. Jasper Spencer, who donated
a portion of it to the NMP. The donation
was facilitated by geologist Aubrey Why-
mark on July 8, 2022.
Personnel from the Geological Laboratory Services Section (GLSS) of the
Lands Geological Survey Division (LGSD) of the Mines and Geosciences Bu-
reau (MGB) were invited to attend the unveiling of the public display of the
Orconuma meteorite on July 22, 2022, at the Godofredo Alcasid Function
Hall of the National Museum of Natural History in Rizal Park, Manila. The
momentous event entitled Gift to the Nation, ORCONUMA: A Piece of
Space was spearheaded by the NMP.
NMP Deputy Director-General for Museums Jorell Legaspi commenced the
short program by welcoming guests from the MGB, Philippine Atmospheric,
Geophysical and Astronomical Services Administration, various organiza-
tions, including the Philippine Astronomical Society, Inc., and the general
public. Mr. Christian Cruz, MGB IV-A Science Research Specialist II
(Embedded Technical Personnel of the Community Environment and Natu-
ral Resources Office of Catanauan, Quezon), then presented a statement on
behalf of the donors Mr. Higgins and Mr. Spencer on their commitment to
sharing the meteorite as a token in the hopes of inspiring further research
into meteorites and space exploration. NMP Director-General Jeremy Barns
CESO III then assured to honor the wishes of the donors.
The 68th Annual National Mine Safety and Environment Conference (ANMSEC) will
be held in CAP-John Hay Trade and Cultural Center, Baguio City on November 15- PMSEA to
18, 2022. The event is being spearheaded by the Philippine Mine Safety and
Environment Association (PMSEA), the country’s forerunner in the promotion of hold 68th
occupational safety and health, sound environmental management and social
responsibility in the minerals industry, in coordination with the Department of
Environment and Natural Resources-Mines and Geosciences Bureau, the Chamber ANMSEC
of Mines of the Philippines, the Philippine Society of Mining Engineers (PSEM),

Despite having the event virtually held last year, the 68th ANMSEC with the
theme “68 Years of Responsible Mining… Resilience. Reset. Recovery”, will continue
its annual celebration in Baguio City to be attended by various sectors
in the mining industry, such as partners, members, mining contractors,
mining suppliers, academe, students, professional organizations, c
ommunity development officers, government officials and employees.

in mineral exploration, quarry operation, surface mining operation,
underground mining operation and mineral processing. Also, winners
of the Best Mining Forest Contest, Safest Mines Awards, and Best
Mines Personalities will be awarded during the said event.

MGB , planetGOLD Philippines hold a Mainstreaming Gender in
Small-Scale Mining Workshop

Upholding their commitment to promote gender equality and diversity, and to advance women’s rights in the small-
scale mining (SSM) communities, the Mines and Geosciences Bureau (MGB) in partnership with planetGOLD Philip-
pines, through the Philippine Commission for Women (PCW) held a training on Mainstreaming Gender in Small-Scale
Mining on May 27, 2022, at Prime Suite Hotel, Daet Camarines Norte.
A total of 40 representatives from local government, non-government groups, and the SSM community underwent the
workshop activity with the PCW National Gender and Development (GAD) Resource Pool Donald James Gawe who dis-
cussed gender equality, gender concepts, and gender mainstreaming. He further elaborated on the role of GAD in de-
velopmental initiatives in promoting social, environmental, and economic changes. While MGB Regional Office No. V
Engr. Yancey Seve Guinto shared a brief introduction to
SSM in the province of Camarines Norte.
The workshop is intended to educate the participants on
the basic concepts of gen- der issues related to SSM. It
also tackled existing GAD policies, GAD budgeting pro-
cess, and gender analysis tools in SSM. These measures
are vital to empower men and women in the active par-
ticipation, formulation, im- plementation, and evaluation
of GAD policies. The work- shop also aims to integrate
gender issues of SSM into the GAD plan and budget of
respective agencies.
“It is important that we create a venue for the sector’s stakeholders as it opens an opportunity for miners and the gov-
ernment to have a meaningful dialogue on gender issues and challenges first-hand. The planetGOLD Philippines is
committed to bring sustainable development in the sector as we continue working with the private sector, NGOs, gov-
ernments, and other stakeholders to build inclusive, resilient, and empowered SSM communities, and we cannot do
that without uplifting the lives and rights of women" planetGOLD Philippines National Gender Specialist Jacklyn Belo-
Enricoso noted.
After all of the presentations, gender leads, and technical staff on SSM from key government offices in regional, provin-
cial, and municipal together with SSM communities were able to come up with a gender action plan for SSM as their
commitment to advocate for gender equality in the community. It aims to improve the current initiatives of the gov-
ernment in achieving a gender-transformative SSM community.
