This year, the nation welcomed the issuance of Presidential Executive Order No. 130, Amending Section 4 Of Executive
Order No. 79, S. 2012, Institutionalizing and Implementing Reforms in the Philippine Mining Sector, Providing Policies and
Guidelines to Ensure Environmental Protection and Responsible Mining in the Utilization of Mineral Resources and DAO
2021-40 entitled Lifting of the Ban on the Open Pit Method of Mining for Copper, Gold, Silver and Complex Ores in the
Country Under DENR Administrative Order No. 2017-10, and Providing for Additional Enhanced Parameters and Criteria
for Surface Mining Methods which lifted the moratorium of the issuance of new mineral agreements and the lifting of the
ban on open pit mining. The Mines and Geosciences Bureau (MGB) therefore is expected to be on a full speed as it
jumpstarts the economy after a slowdown during the onslaught of the COVID-19 pandemic.
Serving as the mouthpiece of the MGB, this publication recounts MGB Central Office’s events, important information and
updates for the first quarter of 2022. Well known for the hard work, dedication, and exceptional public service MGB is
committed to continuously contribute to the country’s economic recovery and development.

Sensing and Engineering Geology
With the continuing efforts of MGB to capacitate its geologists, the
Geohazards and Engineering Geology Section (GhEGS) of the Lands
Geological Survey Division (LGSD) conducted a five-day “Training-
Workshop on Remote Sensing and Engineering Geology: Bridging
Technologies and Geological Disciplines for an Excellent and Sustainable
Geohazard Assessment” from February 28 to March 4, 2022 via

strengthen their capacity in the fields of Engineering Geology and
Remote Sensing, which are integral in undertaking the said activities.
With this objective, seventy-five (75) Geologists, GIS Specialists, and
Engineers from both the MGB Central and Regional Offices, who are
primarily tasked to carry-out the said programs, participated in
interactive discussions with the invited speakers and in other activities
of the workshop.
Lectures were focused on the following, namely, (1) Fundamentals on

Pre-tests, hands-on exercises, and post-tests were conducted in order
to assess the understanding and learnings of the participants on the
subject matter discussed by the resource speakers.

presented the final agreements and ways forward for the projects and
programs under the Geohazards and Engineering Geology Section. He
also mentioned MGB’s plans for future collaborations with the Philippine
Space Agency and additional refresher workshops tailored to the

After a series of deliberation and thorough review, the MGB Policy
Technical Working Group headed by PTWG Chair, Atty. Josephine V.
Sescon, released on January 10, 2022, MGB Memorandum Circular No.
2022-001 entitled “Guidelines in Determining the Taxable Percentage of
Gold and Iron Content as Associated Minerals in Dredged Materials. This
will serve as the basis for the computation of the additional excise tax
corresponding to Gold (Au) and Iron (Fe) contents as associated minerals
in dredged materials. The circular pertains to all dredged materials with
gold and/or iron content and covers all dredging permits in accordance
with DENR-DPWH-DILG-DoTR Joint Memorandum Circular No. 1, series of
2019, the Guidelines on the Issuance of Clearance and/or Permit for
Dredging Within Waterways or Other Inland Bodies of Water.

The Mines and Geosciences Bureau, with the aim to provide

Coaching and Mentoring Plan. The said plan is a strategic tool to
make sure that performance is being closely managed.
Specifically, the Workshop/Orientation held last February 15-16,
2022, via a virtual platform, aimed not only to introduce the

characterizing the basic concepts and best practices in coaching

The PFPA is an organization that holds all professional associations in
the Philippines. The Philippine Technological Council (PTC), the
Council of Professional Health Associations, the Council for Business
and Management Professionals, and the Council for Built and Natural
Environments are its four primary council members. Engr. Calvez is
a member of the Society of Metallurgical Engineers of the Philippines
and the PTC.

ISO Certificates conferred to MGB
MGB CO Upholds its ISO 9001:2015 QMS
Certification
The Mines and Geosciences Bureau (MGB) Central Office (CO)
was once again recommended for certification to International
Organization for Standardization (ISO) 9001:2015 Quality
Management System (QMS), after the conduct of the second
(2nd) recertification audit by the auditors from SGS Philippines,
Inc. (SGS), the Bureau’s certifying body, last January 6-7, 2022,
via Microsoft Teams.
The objective of the said recertification audit was to intensively
review all aspects of the enrolled processes of MGB CO. It also
aimed to assess the ability of the organization to evaluate and
document the changes that happened within its three-year QMS
implementation.
The ISO 9001:2015 QMS Certification currently covers the
following frontline services of MGB CO: processing and approval
of Exploration Permit applications including renewal; processing
and approval of Environmental Protection and Enhancement
Program and Final Mine and/or Decommissioning Plan; and
Metallurgical and Geological Laboratory Testing Services for
mineral industries.
The successful recertification marks the start of MGB CO’s third
cycle of QMS Implementation since 2015.

ECONOMIC CONTRIBUTION AS OF DECEMBER 2021:
Pursuant to Proclamation No. 224 and 227 series of 1988, mandating the celebration of the National Women’s Month, the Mines and
Geosciences Bureau joined the Philippine Commission on Women (PCW) in the celebration of the 2022 National Women’s Month
with the theme “We Make Change Work for Women.”
MGB confirmed its continued commitment to Gender and Development (GAD) by recognizing women’s valuable role in the society
in nation-building and as agents of national development. Employees also took part in the #PurpleTuesdays program of the PCW by
wearing something purple on all Tuesdays of March to show support for women empowerment and gender equality.
