Page | 3.5 3.2 Kualanamu Airport Location Profile 3.2.1 Geographical Conditions Based on its history, Kualanamu Medan airport is a former plantation area owned by PTPN II Tanjung Morawa which is no longer productive. Until finally, it started operating since 2013 and was inaugurated by the President of the Republic of Indonesia Susilo Bambang Yudhoyono on March 27, 2014 replacing Medan Polonia airport. Based on its geographical location, Kualanamu Airport is located in Beringin District, Deli Serdang Regency with an area of 1,365 Ha which is an international standard airport and one of the largest airports in Indonesia. Kualanamu Airport is an airport that has access to other modes of transportation such as trains and toll access connected to the airport. This is a picture of the Kualanamu airport in Medan, which will eventually be used as the site of the anticipated construction of the airport boundary fence. Page | 3.6 3.3 Overview Pengukuran Pagar Batas Kualanamu Pekerjaan pagar batas wilayah Bandara Internasional Kualanamu dilaksanakan di sekeliling bandar udara untuk menjamin keselamatan dan keamanan operasional bandar udara. Untuk pengerjaan awal, terlebih dahulu dilakukan pengukuran pagar batas wilayah bandar udara Kuala Namu. Pengukuran dilakukan oleh surveyor / juru ukur. Page | 3.6 3.3 Overview of Kualanamu Boundary Fence Measurement The boundary fence work of Kualanamu International Airport was carried out around the airport to ensure the safety and security of airport operations. For the initial work, measurements of the Kuala Namu airport boundary fence were carried out. Measurements are carried out by surveyors / measurers. Penandaan Benchmark ini bertujuan untuk sebagai acuan patok dalam pengukuran. Dalam pelaksanaannya, telah dilakukan pemasangan Benchmark di sekeliling pagar batas bandar udara dengan jarak masing-masing sepanjang 1.000 meter. Sehingga terdapat 17 tanda BM di lokasi pembangunan pagar batas bandar udara.

The purpose of this benchmark marking is to act as a point of reference for the measurement. In order to carry out its implementation, 1,000-meter-distance Benchmarks have been placed all around the airport boundary fence. So that there are 17 BM marks at the airport boundary fence construction site.

Source: Analysis Result, 2023 3.5 Overview of Sondir Test Results In designing the foundation type so that the land on which the building is erected is able to support the entire weight of the building and its contents, it must previously know the characteristics and bearing capacity of the soil at the building site so that a soil investigation is needed. Through this soil investigation, it is expected that a description of the soil characteristics, the thickness of the hard soil layer and the bearing capacity of the soil will be obtained which will ultimately determine the design of the foundation type to be used in the building. Sondir test pada titik S - 1 s.d S – 18, tanah keras dengan nilai CR ≥ 200 kg/cm2 , ditemukan pada kedalaman 12,60 s.d 17,80 meter dari permukaan tanah. (lihat tabel). 2. Lokasi pengujian berada pada lahan kosong dengan kondisi top soil existing adalah tanah asli. 3. Perbedaan level tanah keras pada titik S-1 s.d S-18 cukup signifikan, maka dapat disimpulkan bahwa profil geologi lapisan tanah pada lokasi tersebut tidak sama. 4. Muka air tanah (GWL) ditemukan pada lokasi tersebut cukup dalam, yaitu pada kedalaman 1,00 s.d 4,00 meter dari permukaan tanah. 5. Daya dukung ijin (Pijin) tiang pada semua tabel adalah merupakan daya dukung Ultiamate tiang dibagi safety factor (3 s/d 5). Dimana PUltimate = PUltimate Ujung + PUltimate Friction. 6. Lapisan tanah lempung dengan persentase Shrinkage Limit yang tinggi (Lapisan tanah expansif) ditemukan pada lapisan permukaan. 7. Tidak ditemukan lapisan tanah keras dengan ketebalan tipis (Lapisan Lensa) pada lokasi tersebut.

Sondir test at point S - 1 to S - 18, hard soil with CR value ≥ 200 kg/cm2 , found at a depth of 12.60 to 17.80 meters from the ground surface. (see table). 2. The test site is located on a vacant lot with the existing top soil condition is native soil. 3. The difference in hard soil levels at points S-1 to S-18 is quite significant, so it can be concluded that the geological profile of the soil layers at these locations is not the same. 4. The groundwater level (GWL) found at the location is quite deep, at a depth of 1.00 to 4.00 meters from the ground surface. 5. The allowable bearing capacity (Pijin) of the pile in all tables is the Ultiamate bearing capacity of the pile divided by the safety factor (3 to 5). Where PUltimate = PUltimate Tip + PUltimate Friction. 6. Clay layer with high percentage of Shrinkage Limit (Expansive soil layer) is found in the surface layer. 7. No hard soil layer with thin thickness (Lens Layer) was found at the site.
Page | 3.13 Tabel 3.4 Hasil Uji Lapangan Sehingga berdasarkan hasil uji pekerjaan sondir yang telah dilakukan, tipe pondasi yang digunakan untuk beban berat dari rencana pembangunan pagar batas wilayah bandara adalah pondasi Cakar Ayam atau pondasi dalam seperti Tiang Pancang, Mini Pile dan/atau Bore Pile. Dengan begitu, bangunan pagar dapat kuat, stabil, aman, dan tidak mengalami penurunan ataupun patah/retak.

That way, the fence building can be strong, stable, safe, and free from deterioration or fracture.

METODOLOGI DAN PENDEKATAN DALAM PERENCANAAN Pendekatan dan metodologi kegiatan disusun untuk memudahkan konsultan untuk merinci pekerjaan dan menetapkan poin-poin penting yang akan dilaksanakan, kemudian menyusunnya dalam skala prioritas dan menjadwalkannya sehingga kegiatan dapat dilaksanakan dengan teratur, tepat sasaran dan menyelesaikannya tepat waktu sesuai dengan hasil yang diharapkan secara optimal 4.1 Pendekatan Teknis Pendekatan Teknis yang dilakukan dalam kegiatan ini , antara lain: ➢ Laporan Pendahuluan ➢ Laporan Antara (berupa pengembangan rencana) ➢ Laporan Akhir ➢ Pembuatan gambar teknis berikut detail konstruksi ➢ Penyusunan Engineering Estimate (EE) ➢ Pembuatan Spesifikasi Teknis ➢ Penyusunan Bill of Quantity(BQ) ➢ Penyusunan Rencana Anggaran Biaya (RAB) Fisik ➢ Penyusunan Rencana Kerja dan Syarat- Syarat (RKS) ➢ Penyusunan Dokumen pelengkap lainnya ➢ Membantu pemberi tugas pada tahap Aanwidjing pekerjaan konstruksi. Dengan mengacu pada keluaran akhir ini, maka pendekatan yang dilakukan pada kegiatan ini adalah pendekatan kesisteman, dimana tinjauan dilakukan pada seluruh komponen yang ada dalam sistem. Dalam hal ini yang dimaksud dengan sistem dibatasi hanya pada lingkup perencana pekerjaan pagar batas wilayah Bandara Internasional Kualanamu.

METODOLOGY AND PLANNING APPROACH The planning approach and methodology are prepared to make it easier for consultants to detail the work and determine the important points to be implemented, then arrange them on a priority scale and schedule them so that activities can be carried out regularly, on target and completed on time in accordance with optimal expected results. 4.1 Technical Approach The technical approach used in this activity includes: ➢ Preliminary Report ➢ Intermediate Report (in the form of plan development) ➢ Final report ➢ Preparation of technical drawings including construction details ➢ Preparation of Engineering Estimate (EE) ➢ Creation of Technical Specifications ➢ Preparation of Bill of Qualitiy (BQ) ➢ Preparation of l Budget Plan ➢ Preparation of Work Plans and Requirement ➢ Preparation of other complementary documents ➢ Assisting task givers in the Aanwidjing stage of construction work. With reference to this final output, the approach taken in this activity is a systemic approach, where a review is carried out on all components in the system. In this case, what is meant by the system is limited only to the scope of planning work on the boundary fence of the Kualanamu International Airport area.

Dengan demikian, maka dalam pelaksanaannya, kesemua aspek itu ditinjau secara menyeluruh, dan pelaksanaannya dilakukan secara mendalam 4.2 Metodologi Metodologi pengerjaan secara detail sebagai berikut 1. Pekerjaan persiapan Persiapan merupakan titik awal perencana melaksanakan tugas perencanaannya. Kegiatan persiapan dapat dilakukan dengan beberapa langkah, yaitu: a. Koordinasi dan konsultasi internal/ eksternal Dalam tahap persiapan, konsultan menyusun program kerja kegiatan secara keseluruhan, dengan melakukan konsolidasi dan koordinasi baik dalam internal tim tenaga ahli maupun dengan instansi terkait atau owner. b. Pendataan Awal Pada tahap ini konsultan meneliti studi kebutuhan ruangan-ruangan sesuai ketentuan yang berlaku, survei lokasi, melakukan pengukuran site, mengerjakan penyelidikan tanah, serta mengumpulkan keterangan daerah untuk pembangunan pagar

Tasks: ● Lead, organize and control all activities of work team members in the implementation of work during the full implementation period until the work is declared complete and assist the assignor in conducting aanwijzing of physical work during the public auction. ● Prepare technical instructions for each work item, data collection, processing and final presentation of all planning work. ● Provide suggestions, proposals and support to the assignor. ● Establish/foster a good working relationship with the Assignor. ● Review the measurement results, calculation results and make an analysis report after coordinating with the Team and Assignor. ● Checking and approving all planning drawings, repair reviews, construction methods, implementation schedules, budget estimates, specifications and unit price analysis. Authority & Responsibility: ● Responsible for all field measurements and calculations as well as the depiction and results of detailed design calculations. ● Responsible for all financing calculation results proposed in the preparation of DED. ● Responsible for the use of formulations, norms, standards and technical guidelines used in the preparation of detailed designs. ● Responsible for all unit prices of wages, equipment materials and work units set in the planning/design. ● Responsible for all forms of reports requested by the Assignor, both technical, administrative and financial aspects.

Tugas : ● Membantu tugas team leader dalam melaksanakan kegiatan perencanaan khususnya bidang sipil/ struktur ● Membuat aspek sipil/struktur atas dokumen perencanaan (gambar dan sesifikasi) ● Melakukan perencanaan pekerjaan pagar batas wilayah Wewenang & Tanggung Jawab : ● Bertanggung jawab terhadap seluruh perencanaan pekerjaan sipil ● Bertanggung jawab terhadap semua hasil pengukuran dilapangan dan perhitungan serta penggambaran dan hasil perhitungan detail desain ● Bertanggung jawab atas pemakain formulasi,norma,standar pedoman teknis yang dipakai dalam penyusunan detail desain ● Bertanggung jawab atas semua harga satuan upah,bahan peralatan dan satuan pekerjaan yang ditetapkan dalam perencanaan/perancangan ● Menyiapkan saran/rekomendasi untuk tindak lanjut setiap perencanaan 3. Quantity & Cost Estimator Berjumlah 1 (satu) orang, dengan minimal kualifikasi S1 Teknik Sipil/Arsitektur, dengan pengalaman 3 Tahun dan memiliki SKA Ahli Madya yang masih berlaku. Tugas : ● Membantu tugas team leader dalam melaksanakan kegiatan perencanaan khususnya bidang quantity & cost estimator ● Membuat aspek perencanaan perkiraan anggaran biaya dan spesifikasi teknisnya ● Melaporkan secara berkala hasil pekerjaan yang telah dilaksanakan kepada team leader ● Membantu team leader dalam Menyusun laporan sesuai dengan tahapannya

Tasks: ● Assist the team leader in carrying out planning activities, especially in the civil / structural field ● Prepare civil/structural aspects of planning documents (drawings and specifications) ● Planning the boundary fence work Authority & Responsibility: ● Responsible for all civil works planning ● Responsible for all the results of field measurements and calculations as well as the depiction and results of detailed design calculations. ● Responsible for the use of formulations, norms, standards, technical guidelines used in the preparation of detailed designs. ● Responsible for all unit prices of wages, equipment materials and work units set in the planning/design. ● Prepare suggestions/recommendations for the follow-up of each plan 3. Quantity & Cost Estimator Amount 1 (one) person, with a minimum qualification of S1 Civil Engineering / Architecture, with 3 years of experience and has a valid Associate Expert SKA. Tasks: ● Assist the team leader in carrying out planning activities, especially in the field of quantity & cost estimator. ● Create planning aspects of cost budget estimates and technical specifications ● Report periodically the results of the work that has been carried out to the team leader ● Assist the team leader in compiling reporting in accordance with the stages

Asisten Civil Engineer berjumlah 1 (satu) orang, minimal kualifikasi S1 Teknik SIpil/Geodesi dengan pengalaman 2 tahun, memiliki SKA Ahli muda, bertugas untuk membantu tugas Civil Engineer dalam melaksanakan tugas kegiatan perencanaan khususnya bidang sipil/ struktur. 5. Asisten Quantity & Cost Estimator berjumlah 1 (satu) orang, minimal kualifikasi S1 Teknik Sipil dengan pengalaman 3 tahun, bertugas untuk membantu tugas Quantity & Cost Estimator dalam melaksanakan kegiatan perencanaan dan pelaporan. 6. Surveyor berjumlah 2 (dua) orang, minimal kualifikasi D3 Teknik Sipil dengan pengalaman 2 tahun, bertugas untuk membantu Civil Engineer dan Asisten Civil Engineer dalam pengukuran dilapangan. 7. Drafter/Operator CAD berjumlah 1 (satu) orang dengan minimal D3 Teknik Sipil dengan pengalaman 2 tahun, bertugas membantu Civil Engineer dan Asisten Civil Engineer dalam melakukan pekerjaan merancang, merangkai dan menyusun objek gambar menggunakan software CAD atau sejenisnya.

Assistant Civil Engineer Amount 1 (one) person, minimum qualification of Bachelor's Degree in Civil/Geodetic Engineering with 2 years experience, has a young Expert SKA, in charge of assisting the Civil Engineer in carrying out planning activities, especially in the civil/structural field. 5. Assistant Quantity & Cost Estimator Amount 1 (one) person, minimum qualification of Bachelor's Degree in Civil Engineering with 3 years experience, in charge of assisting the Quantity & Cost Estimator in carrying out planning and reporting activities. 6. Surveyor Amount 2 (two) people, with a minimum qualification of D3 in Civil Engineering with 2 years experience, in charge of assisting the Civil Engineer and Assistant Civil Engineer in field measurements 7. CAD Drafter/Operator Amount 1 (one) person with a minimum D3 in Civil Engineering with 2 years of experience, in charge of assisting the Civil Engineer and Assistant Civil Engineer in carrying out the work of designing, assembling and arranging image objects using CAD software or similar

Administrasi Keuangan berjumlah 1 (satu) orang dengan minimal kualifikasi D3 Ekonomi/akuntansi/administrasi dengan pengalaman 2 tahun, bertugas dalam melaksanakan sistem administrasi mulai dari pengaturan suratmenyurat sampai dengan administrasi keuangan 5.3 Jadwal Kegiatan Jangka waktu pelaksanaan kegiatan perencanaan pekerjaan yang diberikan kepada Konsultan Perencana adalah selama 90 hari kalender yang secara rinci dapat dilihat pada tabel berikut: Tabel 5.1 Jadwal Kegiatan Sedangkan secara personil tenaga ahli, berdasarkan tugas dan tanggung jawab yang telah ditetapkan, maka diatur jadwal penugasan personil, sebagai berikut:
