Introduction About KEW Planning

KEW Planning is an independent planning consultancy
providing professional, commercially valuable planning
advice in relation to acquisition of sites (due diligence);
advising on planning strategies, preparation of planning
applications and appeals.
Managing Director, Kathryn Williams, created KEW
Planning in July 2018, following 13 years’ working in two
multidisciplinary practices in the private sector. This
involved working predominantly within the South East of
England and South Wales.
KEW Planning understands the complex nature of the
planning system, which is consistently being updated to
make the planning process quicker and easier. However, all
these legislative amendments can complicate the system.
KEW Planning has the knowledge and experience to
help guide you through this complicated system. KEW
Planning will provide reliable advice, to help maximise
the development potential of your land / site, and present
sound strategies to deliver a successful outcome, within
project timescales.

KEW Planning conducts site searches, examining the potential for infill development surrounding
settlement boundaries. Upon conducting a site analysis, the site is examined for the potential for
promotion for development through the development plan process.

Track record Summix Ltd

Poets Corner, 56 – 58 City Road, Cardiff

Kathryn Williams and Boyes Rees Architects have secured planning permission at Cardiff City
Planning Committee on 23rd November 2016, for 124 student beds with an 11 storey iconic
tower that acts as a landmark piece of architecture on City Road, on behalf of Summix Ltd.
The building replaces the Poets Corner public house and Plumb Centre, which are 2 storeys in
height. The scheme evolved considerably during the determination and makes considerable
public realm improvements along City Road with the widening of the pavement up to 5m to
the edge of the road.
The scheme will seek to meet the rising demand for purpose built student accommodation,
allowing the release of housing stock within the stress areas of Cathays and Roath.
This innovative and unique building represents high quality architecture that contributes
positively to the changing townscape of this part of the City.

Lovell LLP

Merthyr Vale, Merthyr

Application P/15/1845 was approved on 15th October 2015, which permitted the construction
of a new spine road named Golwg Yr Afon, serve the development site. The road has now
been constructed and includes a roundabout, pedestrian footpaths and cycle paths and 5
access points into the subject site.
The site is the former Merthyr Vale Colliery and there are two mine shafts located to the east
of the site. The scheme has considered the development constraints by providing a buffer
zone between the locations of the two mine shafts and the boundary of the unit plots,
ensuring no impact for residents.
The site is a vital element in the mid valleys regeneration and will sustain the vitality of the
existing settlements in the area, providing a welcomed contribution to housing with the
additional benefit of a significant affordable housing contribution.
Kathryn Williams secured permission, on behalf of Lovell Partnerships Ltd for the
development of 152 residential units, including 43 affordable housing units (26%), at the
Riverside development site in Merthyr Vale.

Park Place Estates

Land to rear of 35-37 Charles Street, Cardiff

Park Estates successfully obtained planning permission for 8 luxury apartments at planning
committee on 8 February 2017.
The proposal will provide a modern, funky and high quality designed 5 storey building, which
would help to regenerate Wesley Lane, with enhanced landscaping to the rear of Charles
Street in Cardiff City Centre.
Matt Jones Architects and Kathryn Williams acted for Park Estates. A fantastic scheme to add
to the vibrancy of the City Centre.

23-24 Park Place, Cardiff

Kathryn Williams secured planning permission for:
• Change of use of the ground floor to a flexible commercial

unit of restaurant or professional financial services use
(Class A3 / A2).
• Change of use of the upper floor two floors to x4 two bed
and x1 one bed residential apartments (Class C3).
• Refurbishment of the front and side elevations and insertion
of a window in the side elevation.
• Landscaping to the front of Park Place.
There was no interest in the premises in the existing use, despite
a comprehensive marketing campaign. The development also
brings the building back into an active use and would positively
enhances the setting of the Conservation Area.
The development improves the visual appearance of 23-24 Park
Place and delivers a front elevation that relates to neighboring
properties in a more positive manner, preserving and enhancing
the appearance of the Conservation Area.
