UPSI, Malaysia is proud to be an organizer for this inaugural conference
in hybrid setting. The year 2022 is very special to UPSI. This is the 100
years anniversary of SITC-MPSI-IPSI-UPSI, and so the conference also
provides us with the opportunity to celebrate the 100 years of the
founding of SITC-MPSI-IPSI-UPSI.
The conference theme, Paving the Future: Assuring Quality, Leading
Innovations & Promoting Creativity", has been chosen to show our
concern on the best practices and latest development in ECCE. This is
the platform of where we learn together, discuss constructively,
critically delving into issues and creatively bringing up solution
collaboratively.
The conference aims for national and international multidisciplinary
academicians, researchers, practitioners, students, and experts to
exchange and share their knowledge in early childhood development,
care and education. The IECCEC 2022 will be held in a hybrid setting,
featuring paper presentations, workshop, and exhibitions related to the
conference track.

IECCEC 2022
The conference aims to bring together scholars and practitioners
who are interested in exchanging theoretical, practical and
innovative approaches in the field of early childhood care and
education from multidisciplinary perspectives. The theme of the
Conference is “Paving the Future: Assuring Quality, Leading
Innovations & Promoting Creativity”.
The objectives of this conference are:
Increasing research activities at the international level,
especially in the field of childcare, education and early
childhood development;
To disseminate knowledge and provide opportunities for
research collaboration between the agencies/departments
either local or internationally;
As a platform for smart sharing and strengthening
collaboration networks among academicians, professionals
and all individuals involved in the world of early childhood

Prof. Dr. Loh Sau Cheong
Professor of Educational Psychology and Counselling
University of Malaya, Malaysia
Professor Dr. Loh was an Adjunct Professor for Asia e University (AeU) from 27 November
2020 to 26 November 2022, Panel Assessor for Malaysian Qualifications Agency (MQA)
(2010 - present). She is also appointed as an Editorial Board for Asia Pacific Journal of
Public Health (ISI Journal), Editorial Consultant of Australiasian Journal of Special
Education, Editorial Board of Journal of Special Needs Education, and Article Reviewer for
Pertanika Journal of Social Science and Humanities (Scopus Journal).
Prof. Loh’s research interests include teacher self-efficacy, student self-concept,
attribution retraining, attention development, motivation in learning, individualized
education plan, assistive technology, and transitional plan for individuals with special
needs. She had engaged in 30 researches and had filed 3 patents, 17 copyrights, and 1
trademark. Much of Prof. Loh's researches draw on, and is inspired by, the principle of
Education For All and quality inclusive education for individuals with special needs from
pre-school education to post-secondary education.
Prof. Loh had received the Darjah Kebesaran Sultan Ahmad Shah Pahang Yang Amat Di
Mulia Peringkat Ketiga - Setia Ahmad Shah Pahang (SAP) award from His Royal Highness
the Sultan of Pahang in 2017. In addition, she had received 7 international awards, 11
national awards and 18 university awards. Prof. Loh participated actively in research
expos where she has received 6 Gold, 7 Silver and 9 Bronze medals.
She had published 65 articles (19 ISI, 6 Scopus, 40 refereed journal), 18 articles in
conference proceeding, 8 articles on book/chapter in book and had conducted 77
presentations either as keynote speaker, invited speaker, workshop presenter, poster
presenter, and conference paper presenter at international and national conferences.
Prof. Loh is the Honorary Secretary and active Life Member for the National Association of
Special Education, Malaysia since 2009, members of Fulbright Alumni Association of
Malaysia, International Association of Special Education (IASE) and International
Association of Applied Psychology (IAAP).

Dr. Zahilah Filzah Mohd Zulkifli

Dr. Zahilah Filzah is a Consultant Paediatrician at Hospital Sungai Buloh and has been
a clinician for 18 years. She heads the hospital SCAN (Suspected Child Abuse and
Neglect ) Team and is an advocate for the prevention of child abuse. She is also an
advisor for Court for Children.
Dr Zahilah is the chairperson for Malaysian Advocate for Child Health (MACH) and the
co-founder of doktorbudak, an NGO that comprises of several paediatricians, child
psychiatrists and specialists including autism therapists and special educators.
Doktorbudak regularly collaborates with local television networks to disseminate
information on child health.
Dr. Zahilah pursued Master in Autism Studies with Tizard Centre, University of Kent. She
is an Advanced Certified Autism Specialist and a Licensed SPELL trainer, a framework
to understanding and responding to autistic children and adults.
In 2018, Dr Zahilah founded The Ark Autism centre, a collaborative project between the
Department of Paediatrics of Hospital Sungai Buloh with several organizations that
aim to provide support to young autistics and their families.

Prof. Olga Zapotocna has worked as a Professor of Education, at the Department of School
Education, Faculty of Education, Trnava University since 2017. She holds a Master of Psychology
from Comenius University, Bratislava (1984-1988) and PhD from the Institute of Experimental
Psychology, Slovak Academy of Sciences, Bratislava (1984-1988).
At presence she is working at The Institute for Research in Social Communication, Slovak
Academy of Sciences and as a full professor of education at the Faculty of Education, Trnava
University.
Her research interest is in psychology of reading, early literacy development, and literacy
education. Based on her educational background and expertise, Prof. Olga also appointed as a
member of International Reading Association (IRA), International Development in Europe
Committee of IRA Slovak Reading Association, and MC Member of COST Action IS1404 Evolution
of reading in the age of digitisation (E-Read).She is a honorary chairman of Slovak Reading
Association, a member or FELA (The Federation of European Literacy Associations).
In 2013 he became a member of the team responsible for developing and implementing the
new national curriculum for preschool education in Slovakia, specifically the educational area
of Language and Communication. Her current research activities focus on monitoring the
impacts of the new curriculum in the practice of pre-primary education.

Inclusive & Diversity in ECCE
At the international education level, the concept of inclusive education has been placed as the
basis for implementing "Education for All". Inclusive Education is a model to provide access and
educational opportunities to children with special needs. The aim is to give the students the
opportunity to receive teaching, learning and participate in all the activities available at school
together with normal students.
However, various issues arise related to this inclusive education, especially in fostering
understanding and awareness in the community.
Coinciding with the theme of this conference, inclusive education and diversity were raised to be
discussed further in this round table discussion. The meeting will bring together experts and
stakeholders to discuss on important areas related to Inclusive & diversity in early childhood care
and education (ECCE).
The discussion will cover a wide range of concepts and taking a broader perspective of what
inclusion entail, current research, policy and practice in diversity and inclusion in the early years.
